General Santos City Sir: Regrettably, This is to inform you that the undersigned cannot submit responsibly to the invitation to bid for the project “ Supply of labor and various materials for the continuation / improvement of Oval Plaza ” Project reference # 7CB-GSC-221. Though this is our first time to participate. After a thorough canvassing & study of the above proposed project. We came up with the observation that the manner in which the project is to be undertaken is not actually designed for Contractors like us. Considering the gravity of our capital exposure versus the profitability we may derive from the transaction. We don’t have that leverage to overprice our item unit cost since they are already being subjected to all the mark-ups, overhead etc. at the merchandiser side. This is actually rendering our labor services at the same time facilitating your office in the procurement of materials at our expense with almost no return of our investment. Not to mention the warranty that goes with every item being delivered. Hoping that this letter somehow would contribute to the refinement of the system in which projects of this nature is undertaken.
