The ultimate objective of the Government’s economic policies is to create jobs, raise incomes of the people and reduce
poverty. The availability of timely, reliable and relevant statistics pertaining to human resource and labour market
developments are necessary pre requisite for planning and monitoring progress of Government’s economic policies.
Ministry of Labour and Manpoer is responsible to provide national statistics related to labour and human resources.
The Labour and !uman "esource #tatistics, is a comprehensive publication covering all aspects and characteristics of
the population and labour ranging from demographic characteristics to labour market structure, activities, technical
and vocational training and elfare of the labour force. The information in this publication consists of main areas like
economic indicators, manpoer statistics, technical education and vocational training, emigration statistics, industrial
relation, employment e$change statistics, orkers elfare and their protection.
The third issue of Labour and !uman "esource #tatistics revies the progress of labour market over the last year and
in a historical perspective. %ll of these statistics are used idely by the Government at the &ederal and 'rovincial
levels, Local and (nternational )rgani*ations, the 'rivate #ectors, +ducational (nstitutions, "esearchers, Media,
#tudents and many others ithin and outside the country.
The Labour and !uman "esource #tatistics, ,--. could not be completed ithout the cooperation of numerous
Government /epartments, %gencies and other )rgani*ations. ( thankfully acknoledge the timely and unstinting

number of accidents in oil and gas fields and the classification of the accidents by causes has been given in this part.

The information related to labour inspections and prosecution is given in 'art E;’. The number of labour

inspected and number of infringements detected are part of the information. The information regarding number of

The ?overnment is committed to eliminate child labour from the country. The Employment of Children 1ct, 1==1 e:clusively
deals with the prohibition of employment of children in certain occupations$processes. 4hereas, The Mines 1ct, 1=&+, 5actories 1ct
1=+/, The !oad Transport 4or)ers >rdinance, 1="1, The Children 6'ledin of Labour7 1ct, 1=++ also relate to the prohibition of
employment of children in certain occupations$processes or reulation of their wor)in conditions.
,n &##=, Child Labour 'ro9ect @Combatin 1busive Child Labour ,,A assisted by European Commission in collaboration with
,L> was launched. The pro9ect activities have been started in 2istrict .u))ur and .ahiwal. The ob9ective of this pro9ect is to eliminate
worst form of child labour by adoptin district based approach within a limited time frame and to strenthenin the overnment and
civil society institutions to ta)e effective actions aainst child labour, particularly its worst forms. This pro9ect is for five years.
Conductin of .econd 0ational .urvey on Child Labour and sensitiBation on child labour ,ssues are also included in the mandate of
this 'ro9ect. 'artners of this 'ro9ect are Ministry of Labour, four 'rovincial Labour 2epartments, 5ederal (ureau of .tatistics, 2istrict

(onded Labour
'a)istan has ratified the ,L> Conventions &= and 1#3 on 5orced Labour, re*uirin to suppress the use of forced or compulsory
labour in all its forms. To ive effect to the obliations under the Constitution and the ,L> Convention, 'a)istan has enacted the law
namely (onded Labour .ystem 61bolition7 1ct, 1==& and framed the (onded Labour .ystem 61bolition7 !ules, 1==3 under the 1ct.
The law abolishes the debt-bondae and forced labour in all forms reardless of ae, se:, race, colour and reliion. ,t sets all bonded
labourers free - all bonded debts have also been e:tinuished.
5ree Leal 1id .ervice -nits 6L1.-7 have been established one each in Lahore and 'eshawar by the respective provincial
overnments. Ministry of Labour and Manpower has provided funds for these -nits from the (onded Labour 5und. !s.+.+33 million
has been provided for L1.- Lahore and !s.+.+%+ million for L1.- 'eshawar. .o far as, the number of bonded labourers released
by 8ih Courts on the efforts of Leal 1ids .ervices -nits 6L1.-s7 with the assistance of 0?>s in 'un9ab, D'D and .indh are 3&, ="
and 1+ respectively.

Throuh these units, free leal aid services are bein provided to the bonded labourers in the provinces of 'un9ab and 045'.
The Toll-5ree 8elp Lines have been installed in each province to facilitate the arieved labourers in communicatin their rievances.
The complainants reister their complaint in Leal 1id .ervices -nits via the help line, which is scrutiniBed by the Law >fficer. 1fter
initial scrutiny, further action is ta)en on the complaints. ,f leal assistance is needed, the services of a lawyer are provided to the
complainant free of cost.
.imilar -nits are bein established in Darachi and Euetta for providin free leal services to the bonded labourers in the
province of .indh and (alochistan. 1n amount of !s./.+;1 million for L1.- Darachi and !s.+.+%+ million for L1.- Euetta has been

Preface
The ultimate objective of the Government’s economic policies is to create jobs, raise incomes of the people and reduce poverty. The availability of timely, reliable and relevant statistics pertaining to human resource and labour market developments are necessary pre requisite for planning and monitoring progress of Government’s economic policies. Ministry of Labour and Manpower is responsible to provide national statistics related to labour and human resources. The Labour and Human Resource Statistics, is a comprehensive publication covering all aspects and characteristics of the population and labour ranging from demographic characteristics to labour market structure, activities, technical and vocational training and welfare of the labour force. The information in this publication consists of main areas like economic indicators, manpower statistics, technical education and vocational training, emigration statistics, industrial relation, employment exchange statistics, workers welfare and their protection. The third issue of Labour and Human Resource Statistics reviews the progress of labour market over the last year and in a historical perspective. All of these statistics are used widely by the Government at the Federal and Provincial levels, Local and International Organizations, the Private Sectors, Educational Institutions, Researchers, Media, Students and many others within and outside the country. The Labour and Human Resource Statistics, 2009 could not be completed without the cooperation of numerous Government Departments, Agencies and other Organizations.
