Naturally I had every intention of engaging in a crash course in African studies before boarding Pan Am's bird for Johannesburg, but deadlines for this magazine and a new book made even that impossible. out of a tree. There was a woman who looked vaguely like Faye Raye, but King Kong was nowhere to be seen. I found myself in an ultra-modern airport which makes J.F.K. International in New York look like the Santa Fe depot at Hutchinson, Kansas. Gawking like a bumpkin, I was greeted by a dozen or so impeccably dressed gentlemen who whisked me off to a Holiday Inn which, far from being a Tarzan treehouse, proved to be as fancy and swank as anything of its kind in Hollywood. Expecting something off the back lot at Universal Studios, I was in for a very pleasant surprise. The large cities of South Africa are as modern as any in the world . The buildings are mostly new , often quite tall, and made of concrete. Modern freeways there are packed bumper to bumper at the peak hours with cars . Suddenly transported to Johannesburg, you would find few clues to where you were. The people do drive on the wrong side of the street, and the roofs of the houses are tile, but you might think you were in one of our most modern Southern cities as you noticed the large numbers of blacks. They are smiling and friendly, so you would immediately realize that you're not in a great American metropolis of the North. Although the topography varies, you will probably be disappointed to 6 learn that there is no jungle in South Africa. Much of it is like our Midwest and Southwest. Even the trees look like North American trees. The large coastal industrial city of Durban is reminiscent of Florida, but beautiful Cape Town resembles northern California with the climate of San Diego . And despite its' twenty-five million people, this beautiful country appears to be very sparsely populated, though the potential for economic development is barely scratched . Left alone, South Africa could by the year 2000 become the third most powerful and prosperous country in the world - maybe even the second. Your reporter spent his first four days in Johannesburg doing radio, television, and newspaper interviews about his book None Dare Call It Conspiracy, which is a current ,bestseller there. The Moscow-Washington Axis, and the Insiders behind it, are subjects in which South Africans are deeply interested. Until recent years, most of the public discussion of political and financial conspiracy has been put forth by those who ascribe the ongoing betrayal of the West to a racial plot. This has been of incomparable aid to the Insiders since it has kept the subject from being taken seriously by fair-minded persons in the Government and public media. No more. He discovered also that the U.S. had been financing the terrorists and pressed South Africa to withdraw vital support.
was financed and arranged by Mr . Harold Menkin, a man who is at once a Jew, a dedicated anti-Communist, and a candidate for Provincial Coun cil from the staunchly conservative National Party. The anti-Conspiracy books of Cleon Skousen, Antony Sutton, and your correspondent have been widely read in South Africa all the way to the ministerial level, and the case for what is called conspiracy theory has gained widespread credibility, respectability, and acceptance. Indicative of this is the fact that your reporter was told independently by a radio interviewer, a television news host, and a newspaper reporter that each had received more public response to our interviews about the Conspiracy than to any other in their experience. The fiercely patriotic and nationalistic people of South Africa realize that their country is threatened. They are not all certain of what the threat is, or what their response should be, but they know they face great danger from unseen political forces. They certainly realize that there is more to the recent bullying of their country by the United States than an hysterical concern over race. Since there is only one television channel operating in South Africa , exposure on a prime-time program makes a visiting beneficiary of such

attention an instant celebrity all over this hospitable country. Your scribe was repeatedly recognized and stopped in airports, stores, and hotel lobbies to be asked serious questions about political conspiracy and its implications. Speeches were arranged for me in Jo hannesburg, Alberton, Pretoria, Pietermaritzburg, Durban, Port Elizabeth, Somerset West, and Cape Town, as well as in Bulawayo and Salisbury, Rhodesia. The South African audiences, which in all modesty were wildly enthusiastic, each numbered between seven hundred and two thousand. On two occasions the crowds were so large that I had to give two speeches the same night before two full houses. In Cape Town these talks were attended by numerous important Government and military officials. After spending the first four days in South Africa with the mass media, I was flown to Salisbury, Rhodesia, where I quickly discovered a people who feel about defending their country as a Texan feels about defense of the Alamo. You don 't have to be there long to understand why. Much of Rhodesia is gently-rolling high plateau, looking like portions of our Great Plains and the Southwest. The northern border along the Zambezi, however, reminds one of the scenes in The African Queen . We were

told by a high South African official who knows Rhodesia well that with the development of irrigation this comparatively small nation could virtually feed the world. The water is there in the great Zambezi River. At Victoria Falls on the northwest corner of Rhodesia an incredible seventyfive million gallons a minute flow over falls which are twice as high as Niagara and half again as wide. This water then makes its way through a plain which has some of the most fertile soil in the world . But, because the Communist terrorists in Zambia and Mozambique are just across the river, this rich area has been left largely fallow. While "Liberals" in the United States have been wailing and moaning about millions facing starvation, those same "Liberals" have been attempting to destroy regions of southern Africa which could feed the world's hungry with crops to spare. Soon after arriving in Rhodesia, your reporter met with Prime Minister Ian Smith, who said that he had little time for reading anything but reports, but that his wife had read all of my books and, to make certain her husband didn't miss the point, had read passages to him whenever there was a chance to do so. Then, incredibly, he went on to say that there are two superpowers in the world today, the United States and Russia, and that a small nation like Rhodesia must please one or the other to survive. Frankly, we were amazed that even Ian Smith did not realize that he has been . dealing with a Moscow-Washington Axis. It is all too clear that the men who run the foreign policies of both the Soviet Union and the United States are in alliance against this . small nation with only 270,000 white residents. Smith has been standing up to a world boycott for a -dozen years, since his country's Unilateral Declaration of Independence from Great

Britain in 1965. At the time, London proclaimed that Rhodesian independence would last thirty days. The effete English socialists greatly underestimated the courage and determination of the magnificent Rhodesians. But what has happened to Smith? Those who have watched the tenacious Rhodesian Premier battle the Moscow- Washington Axis for all these years fear that their champion, greatly beloved in his -country, is nearing physical and emotional exhaustion. Many close to the situation say that Smith has never been the same since his famous meetings with Henry Kissinger at Geneva, in which the Premier is said to have aged ten years in a week. Before that meeting, Ian Smith had said that he would not surrender European control over Rhodesia "in ten thousand years." We don't know what threats were made, but after those meetings the Rhodesian .leader acceded to the concept of "majority rule ." During the last week of February, 1978, Ian Smith told the press that it was indeed Kissinger who had forced him to break his pledge to keep the Rhodesian Government in the hands of the educated minority. As you know, a tentative formula has now been worked out between Smith and the revolutionary Black Nationalists to turn Rhodesia over to . what is euphemistically known as "majority rule" and change its name to Zimbabwe. The white Rhodesians, outnumbered by the incredible ratio of twenty-five to one, are understandably nervous. They know that if the Communist-led black terrorists backed by the United States actually get control of the country the"whites will be murdered or stripped of their property and driven into exile. Smith's thinking, .we are told, is that he can control the one hundred seat Parliament through a coalition of

the twenty-eight European delegates allowed by the settlement and a group of twenty-five or so seats which will be controlled by tribal chiefs who are aware that blacks in independent Rhodesia live much better, .and have greater opportunities for advancement, than do their brothers in the one-party Marxist dictatorships to the north. The flaw in this plan seems to be that, just as in Southeast Asia and North Africa , anti-Communist native leaders are likely to be assassinated in short order. Once the proWest black leaders have been dispatched, the Communist terrorists will try to take over through elections or otherwise. Who will oppose them? Certainly not Andrew Young. The new Constitution, however, must be approved by t he Rhodesian electorate, which is now overwhelmingly whit e. How that vote will go your reporter cannot guess . The white Rhodesians are in a quandary. They still have great pride and trust in " good old Smithy," and many believe he has an ace of trumps up his sleeve. Others think that after many years their Premier has been worn down by the weight of his enormous burden. There are many ironies in the American policy which has made war on civilization in Rhodesia. Apparently the greatest crime in the world, for instance, is no longer mass murder. The Soviets have for years been committing that in the Gulag Archipelago with no more than an occasional grunt from the intellectuals of the West. No, by far the most heinous crime is for people of European origin to extend the prosperity and health and civil order of their civilization to any nation where they are greatly outnumbered by savages only a generation out of the Stone Age.

Certainly the founders of our own country did not believe in one man, one vote. They held that a citizen must meet qualifications in order to cast a ballot. They knew that voters who qualified by virtue of holding property or having an appropriate education were not likely to try to vote themselves rich out of the public treasury. Can you imagine where one man, one vote might lead in a country like Rhodesia where many sleep in beds propped four feet off the floor by oil drums because they are afraid "the little people " will come out of the ground at night and devour them? Of course the little men in our State Department and in Whitehall know that one man, one vote is totally absurd in such circumstances. The name of this game is not Forced Racial Equality, but Grab the Minerals and Build the New World Order. It is no secret that in the nearly fifty countries of Africa, all but six are under some form of dictatorship. In most, not even an opposit ion party is allowed. A number have what is called a " P resident for Life." So mu ch for one man, one vote in Africa. The fact is that the Rhodesian Constitution provided for black suffrage. But, like the whites, they had to meet certain standards of income, education, and property ownership. The Left in London and New York screamed that this was discriminatory. Of course it was. The right to vote should always discriminate in favor of the producers over the nonproducers or the rewards of production will be swept into the maw of indolence and no one will produce. If having equal voter qualifications happens to favor one race over another, that is the price of retaining civilization. Consider the condition of the native in Rhodesia before the European

arrived. When t he white man came to Rhodesia at the turn of the century there were no more than four hundred thousand natives. At the turn of the century it was normal for an African woman to bear fifteen children in order for two or three to survive into their teens. The rest succumbed at birth or in early childhood to disease. The population was also kept in check because the two tribes which occupy the territory now known as Rhodesia, the Matabele and the Shona, had long amused themselves by butchering each other. Now, after decades of "exploitation" under the white man, there are between six and seven million black Rhodesians. The "exploiting" Europeans conquered the killer diseases and built hospitals for the blacks in Salisbury and Bulawayo which are among the most modern and well-equipped in the world. Fees for medical services are nominal. At Harai General Hospital in Salisbury, where over one thou sand patients are treated daily, the cost of a visit is fifty cents. Hospi talization costs five dollars, regardless of the length of stay, and includes the cost of major surgery. Maternity fees are ten dollars, deliberately high to encourage family planning. All these fees are reduced by half in rural hospitals and clinics, . and t he fees are waived if the pa tient is unable to pay . South Africa has a virtually identical system of nearly free medical care for blacks. oh, the exploitation is terrible. The Rhodesian government has mapped the rural areas into four -mile squares and drilled a fresh water well at each corner. These thousands of wells provide the natives with a guaranteed sour ce of pure water. Before the white man it was not uncommon for a native woman to have to walk fifteen miles a day with a jar of water atop her head .

When the Europea ns arrived, not only were the blac ks dying like flies from disease, and slaughtering each other with reckless abandon, but those who survived lived filthy an d miserable lives. The African who had been wandering about the land since t ime immemorial had no concept of pri vate property except in cattle, which was the measure of wealth. The cows were not eaten but used for the labola, the price which a suitor paid to his bride's father when he bought a wife. The only buildings were single-story grass huts. The African not only did not construct two -story houses, he had not advanced to the point of knowing how to build a staircase. Nor had he constructed a wheel, or produced any except the most rudimentary tools . There was neither science nor literature nor history nor mathematics because there was no written language. Although he sat on top of the world's greatest supplies of precious minerals, he had not the faintest idea they were there or what to do with them . To say any of this sends "Liberals" into paroxysms of shrieking about ra cism, and much scurrying about in search of a book of fairy tales labeled Black History. It is nonetheless true . Meanwhile " Liberals" blister Rhodesia for its segregated school system, unaware that the nation has experimented with school integration. According to the Minister of Education, with whom I visited in Salisbury, this was stopped because the vast cultural differences between the races produced disastrous scores on stan dardizedtests. With school integration , they sank precipitously for both races. In their own schools, Rhodesia' s black youth are the most highly educated in all the continent. About eight percent of the country's Budget is spent on free education of blacks, and Rhodesia leads Africa in having 91.5 percent of its school-age children

in school. This compares with forty percent in oil-rich Nigeria, twentynine percent in Tanzania, and five percent in Ethiopia. Nearly one million students attend Rhodesia's schools . But with nearly four students for every European taxpayer, the financial limitations allow only the most qualified to go on to secondary school. Since 1965, the number of African pupils in secondary school has nonetheless increased by 233 percent. This despite the exorbitant costs of fighting the terrorists, and the drag on the economy resulting from fifteen years of economic sanctions. Your reporter can think of no country in which a minority has done so much to uplift a majority. Yet Rhodesia has received not an ounce of credit for this from the "Liberal" press in the West which sneers at what it claims is a racist and repressive society. Over the past ten years, the income-tax contributions paid by the Africans in Rhodesia have run an average of .008 of those paid by the whites. So you can see who is doing the exploiting here. One of the most impressive things to a visitor to Rhodesia is the friendly relations between the races - probably the best in the world. You can tell when you walk down the street that these are happy people. You find a quality of smiling and laughter that you won't find in Harlem or in any major U.S. city. There is none of the sullenness or glaring at whites which has become so common where American blacks outnumber whites. Maybe the ultimate proof of how the black Rhodesians feel about their country and its Government is that two-thirds of Rhodesia's Defense Force is black. And these black soldiers are volunteers. Whites are discriminated against in that they are drafted. But you can rest assured that no

Army short of a massive U.S. or U.N. invasion force is going to defeat the present Rhodesian Defense Forces in the field. The men range from ages eighteen to forty, and most of them look like they have done a couple of hitches in the U.S. Marine Corps or the Green Berets. Some of them did. Others are the cream of the British military families who have come to Rhodesia to avoid service to a cowardly socialist Government which since World War II has destroyed their country and betrayed an empire. These men are reputed to be the best bush fighters in the world. We believe it. They look like they eat light bulbs just for the hell of it. On our trip to Victoria Falls we got into a conversation with a food broker from Johannesburg who was taking his family on a weekend outing. This gentleman had been doing business in Zambia since long before the Marxist takeover of that country which borders Rhodesia en the other side of the Zambezi River. Our source said Zambia, formerly Northern Rhodesia, had been a model colony well prepared for its independence. However, under the leadership of black miltant Kenneth Kaunda, it is now " a sinkhole of filth, chaos, and corruption." The problem, Kaunda admitted to a South African intelligence officer with whom we talked, is that "My people can work, but they can't organize. " It also seems that the native African male detests farm work. Traditionally this has always been done by the women and is considered beneath the dignity of warriors who associate farming with poverty. Our food broker source told us that what farming goes on in Zambia today is done mostly by whites who have agreed to stay. Kaunda would love to expel all the whites in Zambia but knows that would lead to a complete collapse. Since the Kaunda takeover of NorthAMERICAN OPINIO N

ern Rh odesia, production of sweet corn, t he main staple, has dropped by eighty percent. Production of dairy products has fallen an incredible ninety percent under Kaunda. When the so-called Non-Aligned Nations had their recent meeting in Zambia, all of the food served at the sumptuous banquet came from South Africa and Rhodesia. There is a huge railroad bridge which crosses the Zambezi River near Victoria Falls. Each day a Rhodesian locomotive shoves a long string of gondola cars covered with canvas out onto the bridge. A Zambian locomo tive backs out and picks up the cut of cars. This is how Marxist Zambia is fed . Agriculture under Communism has always been a disaster. When Communism is combined with the antipathy for farm work of the na tive African male you have utter and complete failure . The brutal truth is that South Africa and Rhodesia sell food to Zambia, Mozambique, and Angola only because they desperately need foreign exchange. The irony is that these three countries serve as training bases and base camps for the antiRhodesia terrorists. We asked the South African food broker how he is paid. He replied: "In dollars. " New York bankers and Washington bureaucrats pour millions of dollars into Zambia, Mozambique, and Angola so that they can run their Com m unist terrorist operations against Rhodesia. Without U.S . he lp the Communist countries would collapse and the pressure would be off Rhodesia. Another major source of funds for t he terrorist murderers who strike into Rhodesia is the World Council of Churches. The W.C.C . claims that these Communist-trained and Communist-equipped butchers are deeply religious humanitarians. A major

irony is t hat the ch ief victims of the t erro rists are rur al blacks who refuse to pay blackmail or join the Commun ist thugs. Many of these blacks who are massacred, an d all of t he whites, are Christians. Unless you want to square off with about fifteen of the biggest, meanest troopers you ever laid eyes on, don't walk into a Rhodesian bar in a clerical collar and announce to the soldiers on leave that you work for the World Council of Churches. Everyone is aware that if Rhodesia falls South Africa will have terrorists based and trained on its northern borders for operations within the Republic. South Africa, with its highly integrated technology, is especially vulnerable to sabotage and terrorist warfare. The power lines and their towers which cross the open country would be particularly attractive targets. Thus Rhodesia has received considerable help from its neighbor to the south. But, after Kissinger visited South Africa, sh ipments of oil and ammunition were slowed to make a point to Smith. A major in the Rhodesian Defense Force to ld me that he had to take his men out on a mission with only thirty rounds per gun about a half-second's worth of automatic arms fire . After Rhodesia's hot pursuit raids last November into Mozambique, when the Defense Force wiped out terrorist camps, South Africa pulled out its helicopters . Now the Rhodesians are riding down terrorists on horseback. While nobody in the South African Government talks about it , it seems obvious that the idea was to keep as Iowa profile as possible to avoid economic sanctions. It has done no good , and with Carter waging economic warfare against them anyway it must now be obvious that it was a great mistake. We are to ld that Prime Minister John Vorster has learn ed a lot 91

about the New World Order since his meetings with the two-faced Henry Kissinger, who is now trying to cover his tracks by making anti-Communist speeches while drawing a paycheck from the Rockefellers' Chase Manhattan bank. One may wonder why South Africa does not invite Rhodesia to join the Republic of South Africa. The answer apparently is that South Africa already has five blacks for every white - and all of the economic, cultural, and social problems which attend that imbalance. To annex Rhodesia would mean picking up six million more blacks with only 270,000 whites. South Africa needs more blacks like Custer needed more Indians and probably figures that most of the 270,000 Europeans in Rhodesia will wind up in South Africa anyway. There are very few other countries which will accept immigrants from Rhodesia. And , while Rhodesia is incredibly rich in minerals, they tend to be the same ones which South Africa has in abundance. Bu t the pressure on Pretoria is incredible. While your correspondent was on tour of South Africa, Jimmy Carter announced that he was embargoing all goods which could be used in any way by the police or defense forces. La te last year the President had stopped all arms shipments to South Africa. The new ban specified civilian aircraft, computers, heavy vehicles, and anything mechanically propelled. What struck your author as particularly ironic was that the list read like the one which L.B.J. opened up for shipment to t he Soviets in 1966. And you will remember that last year the Soviets opened up the Kama River Project, the world's largest and most highly automated truck factory. The Kama plant was designed, built, and financed by American-based · multinational corporations. The key

loan was from the Rockefellers' Chase Manhattan bank. One wonders if the Soviets would be willing to sell the South Africans the trucks they need which are now under American sanction? Certainly it is doubtful that sanctions or embargoes will bring South Africa to its knees. It is a very selfsufficient country. Of course it dreads a ban on all exports from U.N. member nations but it could, despite the hardship, survive. South Africa has for many years seen the possibility of sanctions coming and has made preparations. Unlike the United States, which must import many of its strategic materials , South Africa is virtually selfsufficient in all the raw materials necessary to sustain its high technology. The one product which it lacks is petroleum. However, ten years before O.P.E.C. was founded, and twenty-three before it became an effective political tool, South Africa recognized the potential danger of oil sanctions and established a plant to make oil from its abundant coal. Now it is the world leader in oil-from-coal technology and in the related technology of manufacturing synthetic natural gas from coal. One plant is already in full production and a second is under construction. During the pa st twenty years, South Africa has been stockpiling huge quantities of oil in underground, bomb-proof reservoirs. Reportedly it possesses an eight-year strategic supply of petroleum. The chief effect of Jimmy Carter's arms embargo will be to create a large and sophisticated arms industry within South Africa, which already produces fifty-seven percent of the defense equipment it requires - seventy-five percent if naval hardware is excluded. Industrial development has reached a very advanced level, with plants that manufacture to t he

microscopic tolerances required by the nuclear power and other precisionengineering industries; that produce tool steels and sophisticated drugs; and, that build computers, ships, railroad locomotives, and mach-2 fighter planes. Anybody who thinks South Africa will cave in if sanctions produce hardships does not know the character of the South Africans. South Africa has a population of twenty-five million, of which about five million are white and the balance divided between blacks, Asians, and coloreds (mixed races).- Of the five million whites, about sixty percent are descended from the original Dutch, German, and French Huguenot settlers. The balance are mostly of English ancestry. The former Hollanders are known as Afrikaners and speak a variety of Dutch known as Afrikaans. These tough, attractive, and industrious people began arriving in South Africa during the middle 1600s and have many things in common with our own American settlers. When they arrived on the Cape of Good Hope and began pushing northward into the interior they did not run into black natives until they were well over a thousand miles inland . In other words, the white man was in most of South Africa be fore the blacks, who came down later looking for grazing land and water. Certainly the white Afrikaner sees no reason to abandon his country to the newcomers from the north. The British moved into South Africa starting in about 1800, acquiring formal possession of the Cape Colony in 1814 as a result of the Napoleonic Wars. During that century there were many clashes between the Afrikaners and the British, culminating in the Boer War of 1899-1902. In a situation much like the American Civil War, the economic might of the

Brit ish eventually prevailed over the galla nt, br illiantly led, and tenacious Afrikaners. Bitterness between the Anglos and the Dutch has never completely subsided, though the recent threat from the U.S. and the Com munist world has done much to bring these South Africans together. Today the country is controlled politically by the Afrikaner National Party. The English-speaking peoples have been divided between the now defunct United Party and the Leftist Progressive Party, started by Rothschild-Rockefeller operative Harry Oppenheimer. During the election last year more English than ever before supported the National Party and its generally conservative policies. The Progressive opposition party wins a few seats in Parliament, but poses no threat to take over the Government despite the fact that Oppenheimer controls almost all of the English-language press and makes full use of it. Harry Oppenheimer's father, a Jew who became a Chr istian, was the front man for the Rothschilds in South Africa during the early Twentieth Century. He is the Rockefeller of South Africa, but unlike David he cannot openly elect his stooges to office. Which may be why the Insiders are coming so hard at South Africa from outside the nation. Working closely with both the oldworld Rothschilds and the new -world Rockefellers, Harry Oppenheimer has his financial base in the giant Anglo American Corporation . A banker in South Africa told us that he believes Anglo American now controls as much as eighty percent of the min erals and precious metals of the country . Among the Oppenheimer holdings are the deBeers diamond mines. Like Rockefeller, he is no bleedingheart "Liberal" but a brilliant conspirator playing the power game . Me ntion of t he name Oppenheim er to a South African audience produces the sa me kind of wrath whic h the menti on of Earl Warren used to bring fort h from Conservative audi ences in the Unit ed States in t he 1960s. T he only per son more un popular is Andrew Young, President Carter's houseboy. In South Africa you ha ve a unique situation in which the operators of the New World Order contr ol a large proporati on of the minerals, bu t the conservative Afrikaners control the Govern ment. This makes for such odd circu mstances as when the Leftwing papers owned by Oppenheimer call on the Government to sell off stateowned industries like steel on the ground t hat private ownership will produce great er efficiency. This is obvious ly true, bu t t he Afrikaners running the Government are reluctant to sell since Harry will be the first bu yer in line. A number of stateowned enterprises have been started principally to balance the economic power of Oppenheimer. This is truly a dilemma. It would be bad for the fut ur e of South Africa if Harry became an even bigger factor in the economy, bu t having state-owned corporations is incredibly inefficient. This may be the Achilles heel of South Africa. Although the country believes itself to be a capitalist nation, it is in many respects a Welfare State with a planned economy. While there is no chance under the present regime of a company being nationalized, there is much setting of prices and other interference by a bureaucracy run rampant. Employment by the government is justified on the ground that it is to abolish private unemployment, ignoring the fact that this just pushes taxes higher,

reducin g the a mount of pri va te capital and the ability of fresh entrepreneurs to compete. South Africa desperatel y needs a crash course in t he economics of Ludwig von M ises. By getting govern me nt out of busine ss in favor of independent pr ivate ownership, t hus cutting public spending, taxes could be lowered and t he ba se of t he economy greatly expa nded with fresh ca pital. And what about the race sit uat ion, where t he blacks in South Africa outnumber the whit es by a ratio of four to one? Let us compare the sit uat ion wit h the United States. Most of the blacks in our country have roots in Western Civilization going back more than two hundred yea rs. The rem nants of tribalism among t hem died centuries ago. Almost all American blacks speak and read English and practice the same religion as the whites. We go to the same schools, read the same newspapers, and watch the same television. Yet, with blacks in America comprising only eleven percent of the population, a majority of these people are not yet absorbed into the middle class. Imagine how our own racial difficulties would be compounded if we had fifty million whites and two hundred million blacks. But the numbers are just the beginning of the problem. In South Africa the blacks are divided among seven separate tribes. While "Liberals" lump all South African blacks together, the tribes are at least as different as the French, Germans, and Italians. All speak totally different languages and have a centuries-long history of warfare against the others. The only thing they have in common is the color of their skin. There is virtually nothing in the background of the tribal African to prepare him for adapting to Western Civilization. In their tribes the Bantu

- as the blacks are known collectively - are under the total dictatorial power of a chief. If whites treated blacks the way a black chief treats them, Andy Young would turn into a whirling dervish. In the tribe there is no kindly paternalism. Rule is by power and fear . There is no nonsense about human rights from the king of the Zulus. Outside of private ownership of cattle, almost all other aspects of tribal life are communal. Africans in South Africa, as in Rhodesia, still practice polygamy whenever possible. A man's prestige is largely measured by the number of wives and children he has. While men tend the cattle, the women do the farming. Children are desired because they are expected to support their parents in their old age. Men look at birth control as the devil's invention, but women have started using it secretly. The black population is nonetheless exploding in South Africa because of the modern medical facilities which have been made available by the government. The bottom line is this: A large percentage of the native population in South Africa is just emerging from the Stone Age. "Liberals" believe all that must be done is to give them some education and they will be the equivalent of a Boston Brahmin newly graduated from Harvard. But the black man in Africa is not just a white man without an education. Because of his primitive culture, the transition to functioning at a high level in an urban civilization is going to take time. This is not to say that South Africa does not have a strong vested interest in speeding this transition as fast as pos sible. Most South Africans are aware of this and the government has taken major steps to try to expedite the process. As a result the African has made tremendous progress during the past decade.

Certainly the average earnings of black, colored, and Asian workers in South Africa are significantly higher than in Andy Young's much-applauded Third World countries, some of which still practice slavery. Their average 1974 income per month in manufacturing was $127, compared with a national average of $121 among people of all races in Brazil, $58 in Ghana, and $31 in India. Between 1972 and 1976, the average real earnings of black, colored, and Asian workers jumped thirty-six percent while those of white workers grew only two percent. As a reflection of this, Bantu in South Africa now own more autos than do all of the inhabitants of the Soviet Union. And, in addition to his salary, the Bantu gets virtually free medical care and a house for only ten percent of his income. He also receives subsidized public transportation and recreation, plus free education for his children. The housing provided is a four -room brick structure. I toured one of the Bantu villages, and while the homes are rudimentary by American standards, they are sturdy and functional. Some have been fixed up and added on to so that they are the equal of any middle-class dwelling in America. In any case, it sure beats the dickens out of living in a grass shack in a kraal. "Petty apartheid," as it is known, is being rapidly abandoned. Apartheid is a word which sounds very harsh, but means only "separate development" in the Afrikaans language. In recent years there has been desegregation of public facilities such as many of the hotels, restaurants, post offices, libraries, parks, theaters, and art galleries. Thousands of "Whites Only" signs have disappeared from elevators, park benches, and beaches. Compulsory segregation of sport has been ended, and multi99

racial meetings are now commonplace. International teams are being picked on the basis of merit without regard to race. Although the laws governing segregation at jobs remain, they are falling into disuse as many employers are integrating the workplace. Industrial areas previously available only to whites are being desegregated to allow colored and Asian businessmen to es- . tablish plants there also. The principle of equal pay for equal work, irrespective of race, has been accepted by the government, and this has acted in recent years to close the black-white income gap. The Nationalist Party has accepted the principle that public expenditure on education of blacks, colored, and Asians should eventually be equal on a per capita basis to such spending on whites. Annual government spending on black education multiplied six times over the years 1964 to 1976, and during the current Fiscal Year money allocated to black schools in the urban areas was increased more than fifty percent. Blacks are meanwhile to be given full power over local government in their own residential townships within the white urban areas, and are being helped to own their own homes. In Soweto, for instance, by July 1977 some twelve hundred had already been assisted in buying their homes and ten thousand applications were being processed. The government is also pressing ahead '''ith plans to give more political authority to blacks as a centralized ethnic group. Transkei, a territory fifty percent larger than Maryland, has already been given complete independence, as has Bophuthatswana. These are far from token changes, yet they are totally ignored by the "Liberal" media in the West. No change short of seeing South Africa's whites commit hara-kiri will satisfy

the would-be masters of the New World Order who dominate the Governments and press of the United States and Great Britain. Well let me tell you, they won't do it. And we should have the good sense to keep our government from trying to make them do it. I am well aware that the picture that the typical American has of South Africa is one of dead blacks littering the streets of a police state. But let me assure you that blacks and whites are far safer in the streets of South Africa than in New York or any other large American city. While race relations in South Africa are not quite as good as in Rhodesia, they are immeasurably better than they are in America. You can't fake the smiling black faces one sees walking down the street, or the helpfulness one finds when asking directions. And nobody gives you that "I'd like to slash your throat" stare whites get in Harlem and Roxbury. While civil rights are restricted in comparison to our country, the average person has nothing to fear unless he is engaged in revolutionary activities. Certainly there are far more civil rights than in the one-party Marxist dictatorships in the north to which Jimmy Carter and Andrew Young have arranged to give one hundred million dollars. As I have noted, South Africa has an opposition press that is as "Liberal" as the Washington Post. And there is open political opposition whose activists have no fear that their businesses or bank accounts will be seized because of their political resistance to Government policies. You can't say that about Zambia, Mozambique, Angola, Tanzania, or most anywhere else in Africa. Yet the West applies a totally hypocritical doublestandard to these nations. Sauce for Zambia's goose is vinegar for South Africa's gander. 101

In fact, many of South Africa 's problems are caused by the continued influx of blacks from the north who are seeking freedom and opportunity. Just as at the borders of Communistoccupied Europe, the people of black Africa are voting against Marxism with their feet . Naturally it is difficult for South Africa to absorb the continued migration. The Govern ment must occupy itself keeping people from getting in, not keeping them from getting out. Human rights? The words should turn to ashes in Andrew Young's mouth. South Africa has two principal enemies . They are International Communism and the Insid ers of the New World Order who stand behind Jimmy Carter and his Administration. Whether these conspirators, allied in the Moscow-Washington Axis, intend that South Africa will be taken over by their. Soviet arm or for the New World Order through the United Nations can at this stage be only a matter of speculation. But few fail to realize that the United States has been making war on South Africa for several years now. The Citiz en, which is South Africa's only conservative English-language newspaper, recently ran a lengthy series entitled, "Secret U.S. War Against South Africa," authored by staff writer Aida Parker. This series revealed that there has hardly been a pro -Communist or subversive activity in South Africa which has not been financed from the United States. The U.S . Information Agency has been the chief culprit in trying to foment internal riots . A front for the C.I.A. in such business, it would have been sent home long ago if the South African Government were not leaning over backwards to keep relations with Washington from becoming more hostile while South Africa buys time to prepare itself for the

worst . There is probably not another independent government in the world which would tolerate from us, or anyone else, what South Africa has en dured in the line of political interference in its internal affairs. Lenin reputedly said that the road from Moscow to Paris is through Africa. He is also said to have declared that whoever controls the Cape of Good Hope will control the world . If Lenin said any of that, he was right, and long before O.P .E.C. tankers car rying oil to Western Europe began rounding the Cape . Sitting on the veranda of a Cape Town hotel, your reporter watched the endless parade of tankers making their way to Europe and returning to the Middle East. If South Africa ever falls into the hands of the Soviets, expect Western Europe to be driven to its knees. Alternately, the Rockefeller-dominated New World Order may wish to grab South Africa for itself. In any case, it has powerful motives for doing so. David Rockefeller's Trilateral Commission, to which Jimmy Carter and the top men in his Administration belong , has projected the creation of a world currency called bancor, to be issued by the U.N .'s International Monetary Fund. Bancor would replace the dollar, pound, franc, deutsche mark, etc . It would obviously be a major step in creating a World Government, avowed goal of the Trilateralists. And bancor would be an absolutely un backed currency. Nowhere in the history of the world has a dishonest currency been able to compete with one backed by gold. Paper currencies always lose value while gold maintains its purchasing power . South Africa is the world's largest exporter of gold. Bancor can never succeed as long as South Africa exports gold because the free market, without any guidance from politicians or bureaucrats, will move the

world's trade toward gold. That would be the kiss of death for bancor. Therefore, even though South Africa's gold mines are largely controlled by such friends and allies of the New World Order as Oppenheimer, Rothschild, and Rockefeller, their production must be put in cold storage for five to ten years to allow the pulling off of the bancor caper. The first moves in the Conspiracy 's war on South Africa call for boycotts and sanctions. In fact the war is already under way. As we have reported, the U.S. embargoed the shipment of defense weapons to South Africa late last year. If sanctions fail to bring the country to its knees, as they most certainly will fail , then an excuse will be sought to justify military intervention. In 1965 the Carnegie Endowment for International Peace actually prepared an invasion plan for the military takeover of South Africa . As Americanists are aware, the trustees of the Carnegie Endowment are almost all members of the Conspiracy Insiders' Council on Foreign Relations. The invasion plan, entitled" Apartheid And United Nations Collective Measures," makes no attempt to disguise what it is. It projects that to subdue and bring "peace" to South Africa will take an: invasion force of fifty ships, ninety thousand men, and three hundred combat aircraft. The invasion would be preceded by a six-month blockade. Even so, the Peace Foundation figured , the U.N. would take up to 37,800 casualties in the lO5-day war of conquest. 'T his plan lay dormant. for over a decade because the United States was involved in Vietnam. Now, South Africa's number is being called. One remembers that it was the good old Carnegie Endowment for International Peace which sponsored, financed, and arranged the U.S. tour

for renegade South African radical Donald Woods. He was given the greatest publicity buildup in the United States since our Rockefellerdominated Establishment created Jimmy Carter out of what looked like peanut butter. The publicity was aimed at creating support among the American public for the preliminary phase of the New World Order's war on South Africa. Unfortunately, South Africa does not tell its side of the story to the American people. Even so, no American politician could now send American forces into South Africa without committing political suicide. The ladies of Keokuk do not want their sons to die for the right of an ignorant Zulu in an animal skin to vote . Some of them aren't sure Zulus should vote in Keokuk. But, Americans might be convinced through unanswered propaganda that we should provide the military equipment for a United Nations invasion of South Africa . Anyone attempting to invade South Africa is going to be involved in a bloodbath. Mobilizing its reserves, it can field an Army of two hundred thousand men. And, before any invasion could take place, South Africa might well have a high percentage of the gallant Rhodesian Defense Force integrated into its own military. The South African Army is tough, welltrained, and effectively equipped. To defeat it in any conventional conflict would now require a force of nearly a million men, with the defenders fighting for their homeland having every advantage. The invader would have to come in against wellplanned defense positions and maintain incredibly long supply lines. While South Africa does not possess offensive strategic weapons, it does have the atom bomb and would not hesitate to use it if attacked. South Africa is also said to have one 105

of the most technically advanced airto-ground missiles in the world. Perhaps Andy Young would care personally to lead the first wave of the U.N . assault. Far from supporting the war on South Africa , it is in America's interest to maintain the friendliest of relations with that country. For the West to lose control of the Cape of Good Hope would be suicidal. And for the U.S. to lose access to South Africa 's minerals would be almost equally disastrous. According to a 1974 report of the Council on International Economic Policy, there are twenty nonfuel raw materials that are vitally imp ortant to U.S. national security and industrial production. The United States is already totally or largely dependent on imports for thirteen of these. South Africa is even now our major supplier of seven of the twenty criti cal imported minerals - chromium , cobalt, columbium , copper, manganese, platinum group metals, and vanadium . It is likely to become an important source of seven others as a result of mining developments now on line. There are also t he energy minerals, coal and uranium, which are growing in importance. It is now believed that the world 's largest uranium supply is in South West Africa, so you can understand the real reason for t he current furor over " liberat ing" that territory. In the face of all this, South Africans are coming more and more to realize that the unreasonable political demands being made upon them by the United States have nothing to do with race , but that their country rep resents a bone in the throat of the would-be masters of a New World Order who hope to use them as pawns in a worldwide power grab. They are also coming to understand that since the real question has nothing to do with race, no amount of concessions

or appeasement will make the U.S. Government back away from its economic warfare. Certainly Rhodesia has proved the validity of this conclusion. Although it may not have been true three decades ago,the English-speak.ing South African does not today consider himself an Englishman. He has no intention of running home - he is home. And most certainly the Afrikaner is not going anywhere. He has no more ties to Holland than do the American Vanderbilts. The South African will fight to the last drop of blood , and he makes no bones about the fact that he will do so - come hell or the U.N. As they have done everywhere else in black Africa, the U.S . policymakers may try to foment internal revolution by financing and equipping the usual Communist revolutionaries. Undoubtedly terrorist warfare could extract a high price in blood , but it can not win. There are no jungles in which to hide, and the Afrikaner police and defense forces will be merciless . There will be no sanctuaries over the border for terrorists. In fact all the American politicians can accomplish with such adventures is to invite a reverse boycott that will cut off our nation from essential materials while innocent people , mostly blacks, suffer the consequences. It is time for Conservatives to be vocal about the fact that good relations with South Africa are in Ameri ca's best interest. Despite the incredible propaganda war against that country, the truth of the situation will be obvious to the American people when it is pointed out to them. In many ways the fight for the survival of the West is being fought by proxy for us in South Africa and Rhodesia. It is time we remembered where our national interest lies and who our friends are. It is time to abolish the Moscow-Washington Axis. • •
