Please can you confirm, I also would like to ask on the same subject - In an EL Board, Aquatics sub committee meeting in March 2010, board member NB (Nick Bennet?) noted: "the good performance of LWW and planned closure of this facility and of the reopening of the Rep was discussed - Potential survey of customers could be undertaken to assess the impact this would have on user groups. "

EL have been surveying customers to suggest other services and facilities that are available to minimise the impact. • A first draft EQIA has been submitted to CEC (S-A), but further additions will have to be made following comments from Nick. • LWW has high energy costs (26%) in proportion to overall expenditure despite only befng open 3 days per week in comparison to other EL sites. • The maintenance costs are for a centre which has part time hours, so comparison to other sites is not necessarily accurate. For the last two years, maintenance has been focussed on keeping the buHding safe and operational until the planned closure date, but has not had longer term maintenance investment. • The marketing budget for LWW was not extensive for the same reasons - it has been focussed on maintaining existing customers, rather than grow, as the centre closure was planned. • Staffing costs % at LWW are lower than other pools, however this is reflective of part time hours of opening, plus some staff including the supervisors also work at Lvse and other sites which pick up their costs. Staffing at other centres covers many other sports rather than just swimming, with higher usage. • The number of staff required to operate the pool and facilities at LWW is higher than other pools due to the complexity of the operation. • Attendance at LWW has increased by 10% following the Rep closure and customers relocating to the centre. This would be expected to fall following the RCP reopening. • The Rep will be providing a wide range of swimming activities, including swimming lessons for all levels, fun sessions including an aqua-run obstacle course and aquafit sessions at certain times. The training pool will be heated higher than the main pool. • The GB Olympic team training will occupy the Rep pool at certain times for less than 2 weeks in July 8 days (tbc) not 2 months . ... EL coulg,.not keep LWW open until the time of Rep opening as previously indicated in the briefing paper. • EL's funding will be reduced in 2012/13 and we will be continually evaluating our services to provide a range of activities to make Edinburgh an active city. The points you make are valid and will need more consideration I don't think that splashing around in LWW will actually have that much of a positive impact on health ..... kids maybe active but it is a lesiure/fun pool and not necessarily increasing heart rates in the same way that doing 10 lengths of a traditional 25 m pool would ....if you see what I'm driving at ..... Yes, the RCP will have improved facilites for the disabled etc ...we worked very hard with th~ Equalities Forum prior to the work starting in 2009 to ensure we got the facilities for the disabled right ..... Leith is well served by other pools - Leith Victoria ...a mere 2 mins away from LWW and Leith Academy ..I think there ought to be references to the facilities/programmes offered by there 2 facilities ..... ( but let's not go there with Community Access to Lei th Academy !) The only reason EL is carrying out the EQIA now is because we have insisted .... the EQIA should have been done before the decision was taken to close ..but this was in 2005. Any closures being considered now and in the future by EL will have EQIA done as a matter of course it's in their funding agreement now for 2010/11 and will be in all subsequent years 1 don't think a sub group of the Board isnecessary ..... Also, given the sale of the site receipts will go to RCP refurbishment wouldn't there be vastly improved facilities at Rep for users of that facility like disabled and older I younger users? Although, one could argue that the negative impact from this would be reduced accessibility for citizens of Leith (given Rep is further away).

Also, recommendations, you need at least a few to show that EL have thought about actions to mitigate negative impact e. g comm~.ions.~!l about the closure I relocif_QJ1 of staff etc, all of thes,e·~~ valid mitigating actions. Perhaps you could add the need to establish an equalities~roject group working to the Board to ensure sytemic approach to EQIA and lor to review targetted / outreach work into areas of higher socia economic disadvantage lboth of whiuch we have agreed with EL recently). Got to say though that that is all too late for my liking, not blaming you beac~ ~u are a convert to the cause I know, but EQIA needs to be bulit in not bolted on letc . etc etc). Hope this helps
