January 26, 2012 City and County of San Francisco Request for Proposals for Open311 to Lagan CRM integration
Questions with Answers received in response to the proposal. Question 1: Can you remove the requirement for the demonstrated Lagan integration? Response: We cannot remove this requirement. Being able to associate a valid “City” address to the service request is a key part of creating a new request or reporting on an existing request. This association requires access to the intellectual property that comprises the Lagan property table so that the address can be looked up geospatially and associated with the case. We included this requirement to ensure that the bidder was aware of the way Lagan associates properties with cases and has been granted access by Lagan to the intellectual property surrounding the Lagan property table and its use. Question 2: Can you split the proposal into two proposals, one for the mobile applications and web interface and one for the server integration. Response: We considered issuing separate requests for each component, but we elected to combine the two for the following reasons. 1. We needed to avoid the complexity of having multiple vendors, which would require us to create separate contracts and manage each deliverable as a different project. The project timeline is better facilitated through a single vendor. 2. Although the primary goal is to enable San Francisco to fully participate in Version 2 of the Open311 specification, we also want to evaluate possible methods to improve the quality of the location provided for possible inclusion in the Open311 specification. Having a single developer control the source and target system will allow us to prototype and validate our ideas more quickly. Question 3: Will there be any additional time to meet with you discuss more details prior to the submission date? Response: No. Question 4: Is this a sole source request? Response: No, we believe that more than one vendor complies with the requirements established in the "Scope of Work".
