The Impact of Title 5 Course Repeatability Limitations on FTES and Student Success 
   
 
Title 5 rule changes adopted in July 2011 limit apportionment for enrollment in a single credit course to 
three  enrollments.  Estimates  of  both  FTES  and  student  success  impacts  due  to  this  change in  course 
repeatability were derived for a single academic year (2010‐11).  In developing this simulation, the Title 
5  rule  change  was  interpreted  as  applying  to  enrollments  for  which  the  student  received  a  grade  or 
notation as opposed to enrollments claimed for apportionment.  Currently the no‐penalty drop date in 
the LACCD is about two weeks after census. Thus, students can be counted for apportionment but drop 
before receiving a letter grade or notation.  Applying the non‐repeatability rule to enrollments claimed 
for apportionment is problematic.  First, it would be more difficult to implement as both drop and add 
dates for each enrollment claimed for apportionment would have to be checked to determine whether 
the  enrollment was  affected  by  the  rule  change.   Second, the repeatability  rule  as  applied  to 
apportionment  enrollments would  be  inequitable  as  students  would  be  charged  with  a  repeat  if  they 
dropped  the  course  before  the  non‐penalty  drop  date.  Students would  have  no  way  of  knowing  that 
these post‐census drops (in which no notation was made) were included in their repeat count.  Since the 
Title  5  regulations  refer  to  “evaluative  and  non‐evaluative”  notations1  received  by  the 
student, application to graded enrollment is a reasonable and inherently more equitable interpretation 
of enrollments that are subject to the repeatability rule.  
   
 
FTES Impact 
FTES  impact  was  based  on  students  enrolled  in  academic  year  2010‐11.  These  students  were  tracked 
back  to  1991  to  determine  courses  that  they  repeated.  The  simulation  accounted  for  both  repeatable 
and  non‐repeatable  courses.  For  repeatable  courses,  FTES  was  disallowed  if  the  number  of  repeats 
exceeded  the  allowable  limit  for  the  course.  For  non‐repeatable  courses,  if  students  realized  their  4th 
course  attempt  (on  the  basis  of  receiving  a  letter  grade  or  notation)  before  or  during  the  2010‐11 
academic  year,  then  the  FTES  was  disallowed.  Table  1  (below)  displays  the  distribution  of  disallowed 
FTES by discipline and associated loss scenarios.

environment and resembles enrollment trends currently facing the LACCD.   
 
FTES Findings 
1. In Scenario 1 it is estimated that 784 credit FTES per academic year would be lost to apportionment. 
This would amount to approximately $3.6M. 
2. In Scenario 2 it is estimated that 1,168 credit FTES per academic year would be lost to apportionment. 
This would amount to approximately $5.3M. 
   
Student Success Impact 
Impacts of the repeatability limitation on student success were assessed by focusing on course repeats 
in English and Math3, as these disciplines account for the bulk of course repetitions. Math and English 
enrollments of students enrolled in academic year 2010‐11 were tracked back to summer 1991 . Over 
this  period,  148,181  students  enrolled  in  an  English  course  and  169,957  students4  enrolled  in  a  Math 
course5. Of students having English enrollments, 2,654 realized their fourth or higher attempt by 2010‐
                                                            
 In Math and English disciplines it is assumed that 50% of disallowed FTES would be replaced by other 
students, while in other disciplines, it is assumed that 20% of FTES would be replaced.

11.  Similarly,  of  students  having  Math  enrollments,  5,410  realized  their  fourth  or  higher  attempt  by 
2010‐11.  These  counts  represent  maximum  estimates  of  students  who  may  be  affected  by  the  repeat 
limit. Table 2 (below) displays the distribution of these students by college.

Three measures of success were developed to assess student success impacts and are reported in Table 
3 (below). 
  
1. Likelihood of success at each attempt: This measure divides total successful enrollments (A,B,C,P) by 
total  enrollment  at  each  attempt  level.  For  example,  for  English,  69%  of  all  first  attempts  were 
successful, 56% of all second attempts were successful, etc. This measure provides an estimate of the 
likelihood of success at each attempt. 
  
2. Percent of Successes: This measure divides successes at each attempt level by total successes over all 
attempt  levels.  It  can  be  thought  of  as  the  proportion  of  successes  that  occur  at particular  attempt 
levels.  For example, only about 1.3% (=0.9% +0.3%+0.1%) of all successes in English occur beyond the 
third attempt.    
  
3.  Incremental  Success  Rate:  This  measure  divides  successes  at  each  attempt  level  by  total  outcomes 
(successful  and  unsuccessful).  It  addresses  the  question  of  how  the  overall  success  rate  is  affected  by 
additional attempts. In this case, attempts beyond the third add about 0.5% (=0.4%+0.1%) to the total 
success rate for English.

1. The likelihood of success decreases at each attempt level. For English, the decline is from 69% at the 
first  attempt  to  45%  by  the  fourth  attempt.  Similarly,  for  Math,  the  decline  is  from  55%  at  the  first 
attempt to 38% by the fourth attempt. 
  
2.  A very small proportion of successes in English (1.3%) and in Math (2.7%) would be not be realized by 
disallowing attempts beyond the third attempt. 
  
3.  Attempts  beyond  the  third  attempt  add  only  marginally  to  the  success  rates  in  English  (0.5%)  and 
Math (1.0%), so restrictions on repeatability would not significantly reduce successful course completion 
rates in these disciplines.
