State of Ohio, Franklin County, ss: INDICTMENT FOR: Bribery (2921.02 R.C.) (F-3) (1 Count); Election Falsification (3599.36 R.C.) (F-5) (1 Count); Ethics Violations (102.02 R.C.) (M-1) (1 Count); (Total: 3 Counts) In the Court of Common Pleas, Franklin County, Ohio, of the Grand Jury term beginning January thirteenth the year of our Lord, Two Thousand Twelve. Count 1 The Jurors of the Grand Jury of the State of Ohio, duly selected, impaneled, sworn, and charged to inquire of crimes and offenses committed within the body of Franklin County, in the State of Ohio, upon their oath do find and present that Wilburn Carlton Weddington, late of said County, from on or about January 20, 2011 to December 13, 2011, within the County of Franklin aforesaid, in violation of section 2921.02 of the Ohio Revised Code, after he was elected, qualified, employed, or sworn as a public servant, did knowingly solicit or accept for himself a valuable thing or valuable benefit to corrupt or improperly influence him with respect to the discharge of his duty, to wit: as an elected member of the Ohio General Assembly, Ohio House of Representatives, 27th Ohio House District, did solicit or accept United States currency, an all expense paid trip to Napa Valley, California, an all expense paid trip to South Beach Miami, Florida, and campaign contributions in cash and checks to corrupt or influence him in the performance of his duties as a State Representative that included introduction of legislative bills, seeking

draft bills from the Legislative Service Commission, seeking co-sponsors for bills, and issuing a press-release from his legislative office, a felony of the third degree, Count 2 The Jurors of the Grand Jury of the State of Ohio, duly selected, impaneled, sworn, and charged to inquire of crimes and offenses committed within the body of Franklin County, in the State of Ohio, upon their oath do further find and present that Wilburn Carlton Weddington late of said County, on or about February 1, 2012, within the County of Franklin aforesaid, in violation of Section 3599.36 of the Ohio Revised Code, did in writing in a statement made under penalty of Election Falsification, did knowingly state a falsehood as to a material matter in relation to which a statement under penalty of election falsification is authorized by law, to wit: did file his own Committee to Elect W. Carlton Weddington annual campaign finance report electronically with the Office of the Ohio Secretary of State and such report falsely stated contributions, expenditures, and total financial figures for said report, a felony of the fifth degree; Count 3 The Jurors of the Grand Jury of the State of Ohio, duly selected, impaneled, sworn, and charged to inquire of crimes and offenses committed within the body of Franklin County, in the State of Ohio, upon their oath do further find and present that Wilburn Carlton Weddington late of said County, on or about February 6, 2012, within the County of Franklin aforesaid, in violation of Section 102.02 of the Ohio Revised Code, did knowingly file a false statement that is required to be filed under Section 102.02, Ohio Revised Code, to wit: as a member of the Ohio General Assembly, Ohio House of Representatives, 27th Ohio House District he was required to file a ethics financial disclosure statement and in such statement that was filed with the Joint Legislative Ethics Committee on February 6, 2012 failed to disclose gifts, travel and lodging expenses, a misdemeanor of the first -2-
