ADVERTISEMENT FOR VACANCIES Tanzania Health Promotion Support, (THPS) is a new local NGO established under nongovernmental organisation act No 24 0f 2002. It works in partnership with the Ministries of Health and Social Welfare in Tanzania (MoHSW) and Regional Administration and local government (PMORALG). THPS main goal is to ensure accessible high quality health care services to Tanzanian’s through PMTCT/early infant establishment and strengthening of comprehensive diagnosis, TB/HIV integration, palliative care and family focused HIV/AIDS Prevention, Care and Treatment services including adherence and psychosocial support. THPS commits itself to ensure health system challenges are adequately addressed to allow provision of quality health services beyond HIV and AIDS care. This is a continuation of the PEPFAR funded broader US Government HIV/AIDS initiatives through Centres for Disease Control Tanzania (CDC) in Tanzania currently under ICAP Columbia University support. THPS has been established as a part of partnership framework implementation plan between the USG and the Government of Tanzania which calls for an uninterrupted transition of PEPFAR funded HIV and AIDS programs into local entities. THPS is currently seeking highly experienced, committed and motivated Tanzanians to fill in the positions of Laboratory Technical Advisor, Monitoring & Evaluation Technical Advisor, Clinical Advisor for HIV care and Treatment, PMTCT Monitoring & Evaluation Officer and Procurement and Logistics Officer Position Title: Laboratory Technical Advisor

Overall Job Function: To provide State of the ART technical support in the planning and implementation of high quality laboratory services required for HIV / AIDS prevention, care and treatment services within facilities supported by THPS in coordination with the Tanzania Ministry of Health and Social Welfare and ICAP staffs in Tanzania Key Responsibilities:

To assist with the planning and implementation of Laboratory activities required for THPS supported HIV/AIDS prevention, care and treatment programs including baseline assessment and laboratory capacity development at sites supported by THPS.

To provide technical assistance to facility-level lab personnel, including regular and systematic observation of testing procedures and ongoing level supportive supervision and instruction.

To provide technical assistance to facility level lab managers, including: establishing routine workflows; developing/refining SOPs, job aids, log books, and referral forms as needed; planning of lab activities to improve tests performance and decrease turnaround time; and developing and implementing an equipment maintenance program.

To provide technical assistance in specific techniques like: PCR, CD4 Enumeration, HIV Rapid Tests, HIV Genotyping, drug resistance and mutation, hematologic, clinical chemistry and microbiology tests.

To provide technical assistance on the roll out of the accreditation ISO 15189 for the zone laboratories and for regional and district laboratories with the WHO criteria.

To provide technical assistance to the MoHSW in evaluation and validation new technologies related to the medical laboratories. To work closely with MoHSW, CDC and other implementing partners on the roll out of the laboratory component of the EID program. To present THPS on laboratory related issues at donors and MoHSW meetings as well as work closely with both the donors and the MoHSW in harmonizing lab services.

To help implement and monitor efficient documentation of laboratory results at the sites, as well as effective linkage between laboratories and clinical services.

Preferred Qualifications, Skills and Experience

The candidate should hold bachelor degree in Biomedical Sciences from recognized institution Masters degree in Medical Biotechnology or related discipline would be an added advantage Working experience of 5 years in biomedical sciences and at least 2 years in practical setting. S/He will lead the M &E unit and serve as the focal person for all M&E related issues with donors, MOHSW, RHMT, CHMT and other stakeholders as requested by the CEO.

To provide technical support to clinical staffing multidisciplinary family-focused HIV/AIDS care and treatment at THPS supported facilities. Extensive travel is expected in all the districts of the assigned region. Key Responsibilities:

Provide direct technical assistance to health care facilities supported by THPS such as; site development, training staff in the clinical management of individuals with HIV/AIDS, clinical mentoring, patient flow analysis, improvement of adherence support systems, improvement of referral systems, etc. Assist health care providers at designated points of service in case finding and strengthening entry points in order to increase the number of referrals to the ARV units, from PMTCT, VCT and OPD and IPD and outreach services. Implement creatively efforts to support improved pediatric AIDS services, identification and support. Work closely with Pediatrics and PMTCT Advisors to implement programs.

Implement adherence strategies in health facilities and linked to PLHIV groups closely with the Adherence Officer/Advisor Facilitate integration between TB and HIV services and infection control within CTC. Ensure that THPS-supported clinical care activities at multiple delivery sites conform to the Tanzanian national guidelines.

Develop with other Advisors and Director of Programs materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms and other necessary tools. Coordinate implementation of clinical HIV/AIDS technical support from ICAP- in Tanzania. Perform any other duties as may be assigned by superiors from time to time.

MD degree with Master’s degree (MPH or equivalent). Public health training is desirable. Position Title:

Procurement and Logistics Officer.

Reports to: Finance Manager. Location: Dar es Salaam.

Overall Job Function: A Candidate will be responsible for providing support to the organisation by ensuring effective procurement systems through monitoring the purchasing processes and ensure timely delivery of items to intended recipients. The successful candidate will be a key member of the procurement team and will assist THPS in the implementation of quality procurement services. As part of the THPS multidisciplinary team, this position will interact with staff from different levels and different department; therefore the position requires excellent communication skills. Principal duties and responsibilities: ● Maintain an up-to-date knowledge of the supply market for all THPS supplies and services ● Liaise with techincal team to establish technical specifications of items for supplies to be ordered ● Process and obtain relevant approvals for materials to be purchased in line with the existing requirements and protocals ● Develop and maintain strong working relationships with key suppliers to ensure ongoing quality and reliability of supply ● Provide advice on procurment issues with best practices in line with the public procurement procedures and protocals ● Responsible for the planning, support and implementation of an efficient logistics and supply chain management system for the organization in accordance with the program requirements. ● Take the lead/responsibility in the tracking, regular monitoring and optimal stocking of the required program materials at supported sites including laboratory reagents, drugs and other consumables across organization’s supported sites. ● Inventory analysis of the pharmacy stock using appropriate and applicable monitoring tools, spread sheets and databases. ● Management of data essential to make available an accurate forecast for procurement at regular intervals ● Ensuring monitoring and tracking of pharmaceutical products across organizations supported sites. ● Serve as in-house resource person to provide guidance on logistics issues. ● Prepare and process the local purchase orders and ensure that orders are delivered to suppliers on time ● Maintain and update the asset register on regular basis by ensuring that all new procured materials are being recorded ● Coordinate shipping of procured items to THPS regional offices ● Ensure THPS regional stores are coordinated and shipped items are dispatched to the sites. ● Working closely with HR/Administration Officer to ensure all items are received and recoded in the store book ledgers before being issued

Preferred Qualification and Skills ● Must hold Degree or Advanced Diploma in either Procurement, Materials Management or Supply Chain Management from recognized university or institution ● At least two years of relevant work experience ● Must be registered with Procurement and Supplies Professionals and Technicians Board (PSPTB) ● Working experience with donor funded projects dealing with HIV/AIDS care and treatment is desirable. ● Ability to work independently with strong problem solving skills ● Fluent in English and Swahili, both verbal and written.
