(Beginning of recording.) MALE SPEAKER: FEMALE SPEAKER: MALE SPEAKER: FEMALE SPEAKER: MALE SPEAKER: FEMALE SPEAKER: Session 8. FEMALE SPEAKER: FEMALE SPEAKER: FEMALE SPEAKER: FEMALE SPEAKER: MR. FUJIOKA: Is there an extra copy? I'm sorry. Do you have an extra copy? Yeah. Here's one, right here. I'm waiting for a call That's right. Do you want to do eight first? No. Let's do this letter first. This -- that's No. 8.

Okay.

Do I just look at this letter? Yes. This is -- this is Closed

(Inaudible).

from Nancy McFadden. you like.

We can change this letter any way

Nancy McFadden wants (inaudible) Governor. Well, how many -- how many

SUPERVISOR KNABE: reasons do they want? MR. FUJIOKA:

This Nancy McFadden was formerly

Gray Davis' cabinet secretary and acting chief of staff. SUPERVISOR MOLINA: Uh-huh. There's a lot of -3

SUPERVISOR ANTONOVICH:

I -- on the second

paragraph -- on the first paragraph on the last page, I haven't supported realignment because it wasn't going to be -- I have a problem putting these people in our neighborhoods; and, secondly, it's never been fully funded, guaranteed funding. So I didn't want to say

that always being supportive of your program -SUPERVISOR YAROSLAVSKY: So why don't we just

change that sentence to say, "We have attempted to be cooperative" -SUPERVISOR ANTONOVICH: SUPERVISOR YAROSLAVSKY: SUPERVISOR ANTONOVICH: be cooperative. Yes. -- "with the State." Well, we have attempted to

We are asking to be, you know, fully

reimbursed and -- and now that we are going to have it -SUPERVISOR KNABE: Well, I mean, I think, yeah, we

have attempted to be supportive of realignment, blah, blah, blah And, once again, we need your assistance and commitment to work with us to ensure that -- I mean, this is -- not only -- I just think that last sentence of that first paragraph should be stronger in the sense, not burden. I'm talking about safety issues. Where -- where are you

SUPERVISOR YAROSLAVSKY: looking?

SUPERVISOR KNABE:

The last sentence, you know,

where it says, "We need your administration's assistance to commitment to work with us," I would say "to once again work with us to ensure that the public safety realignment does not" -- and it just goes on the normal language here but should specifically relate to the danger of these mental health patients. I mean,

that's what the purpose of this letter is; right? SUPERVISOR YAROSLAVSKY: Yeah. Get rid of the

place of undue burden of governments, deal with public safety. SUPERVISOR KNABE: like. And do it as strongly as you

Or, I mean, deal skirts specifically -(Speaking simultaneously.)

SUPERVISOR KNABE: safety issue.

-- with the mental health

And then there's nothing in the last

paragraph that says we are not going to take them if you don't do it. And that's why I totally concur with

Gloria's statement this morning. The last paragraph has got to say one up, you know. I mean, either you do it or we're not going to

take it. SUPERVISOR MOLINA: that. SUPERVISOR KNABE: I do, too. I mean, that other 5 I really think you have to say

stuff is the normal stuff we have been trying to do with the constitutional amendment and be sucked up and it would be nice -SUPERVISOR ANTONOVICH: Let's -- let's -- we are

talking about people coming on October 1st -SUPERVISOR KNABE: Yeah. -- that's going to deal

SUPERVISOR ANTONOVICH: with this. MR. FUJIOKA:

So you want the same -- the

paragraph to be the same as the last one but to say, "Please note, if we do not receive adequate information, we would not accept these parolees"? SUPERVISOR KNABE: Well, instead of saying we

respectfully, either -- either you address our concerns and continue to work a partnership so that individuals blah, blah, blah, blah, we are not released to the County; otherwise, it is not acceptable to this County, and we will not accept those patients or whoever they are. Just say it like it is. SUPERVISOR ANTONOVICH: do another draft -SUPERVISOR YAROSLAVSKY: if you give me a second. I have a suggested draft And let's see. Have him

On the first paragraph of the

second page, (inaudible) and -SUPERVISOR KNABE: The last page can be shortened. 6

Yeah, exhibited dozens (inaudible)

You write it.

"Los Angeles County has attempted to be cooperative in the implementation of your realignment plan, comma, and now we need your administrative assistance (inaudible) to work with us to ensure the public -- public safety realignment -public realignment does not create an added public safety problem in our communities." I don't know if you can read that. MR. FUJIOKA: Yeah. I got it. Okay. I didn't focus --

SUPERVISOR YAROSLAVSKY: MR. FUJIOKA:

But otherwise, either -- either you

address -- either you address our concerns of community work and partnerships of individuals and not release the County, ensure all the way to the last sentence; otherwise we will find it unacceptable and the counties will not -CONFIDENTIAL 7
