PRE-CONSTRUCTION NOTICE SOIL REMOVAL and GRADING

ATTENTION RESIDENTS AND BUSINESS OWNERS

In preparation for construction of Phase 2 of the Expo Light Rail Line, work crews will be conducting soil removal and grading within the Expo Right-of-Way (ROW) in the cities of Los Angeles and Santa Monica. The work is being managed and performed by the Expo Phase 2 design-build contractor Skanska-Rados Joint Venture (SRJV), and its subcontractors. What: When: Work Hours: Where: Soil removal and grading necessary for the start of construction Monday, May 14, through Friday, July 20, 2012 (No work will take place on weekends) 7:00 a.m. to 6:00 p.m., Monday through Friday in the City of Los Angeles 8:00 a.m. to 6:00 p.m., Monday through Friday in the City of Santa Monica Work will be done within the Expo ROW, throughout the project alignment between Bagley Avenue in the City of Los Angeles and 17th Street in the City of Santa Monica

Work Description:
Construction crews will be conducting soil removal and grading within the right-of-way. Equipment used for these construction activities will include: excavators, compaction rollers, front-end loaders, backhoe loaders, bulldozers and trucks. Work crews will perform excavations under local, state and federal regulations and in a manner that does not harm the public or the environment. The California Department of Toxic Substances Control (DTSC) will oversee this process and ensure that it s performed accordingly.

Advisories/Mitigation Measures:
Dust Control - The following measures will be implemented to prevent fugitive dust from leaving the site: the use of watering trucks to wet the soil, covering truck loads with tarps before they leave the work site, and the designation of a specific entrance and exit for all equipment and trucks hauling debris where an anti-soil tracking device will be installed. Additionally, street sweepers will be used to keep clear the streets of debris as needed. Soil Sampling and Analysis - In 2010, the soil in the Expo ROW was sampled for soil contaminants. Arsenic, lead, petroleum hydrocarbons, polychlorinated biphenyls, polycyclic aromatic hydrocarbons, and volatile organic compounds were found at various locations and depths below the ground surface in the Expo ROW. There is no immediate health risk to the residents or businesses in the area; however, DTSC recommended that the contaminated soil be removed to prevent the potential for future exposure. California Department of Toxic Substances Control (DTSC) - is responsible for the oversight of the soil removal process to ensure that the Expo Authority and its contractor, SRJV and their subcontractors perform the excavations under local, state, and federal regulations. All necessary precautions will be implemented to make certain that site workers and the community are safe during the soil removal activities. Traffic Impacts/Access: Trucks used to haul away debris will occasionally interrupt traffic as they enter and exit the ROW; however, flagmen will be used to safely direct drivers to minimize traffic disruptions. Access to businesses and residences will be maintained throughout all construction activities. Please obey all posted parking restriction signs and construction signs; do not enter the construction work zone.

En preparacin para la construccin de la Fase 2 de la Lnea de Tren Ligero Expo, las cuadrillas de obreros conducirn retiro del suelo y van a nivelar la va dentro del derecho-de-paso Exposition en la ciudades de Los ngeles y Santa Mnica. El contratista para Expo Fase 2 Skanska-Rados Joint Venture (SRJV) (una Empresa Conjunta Skanska-Rados) mantendr y realizar esta obra junto con sus subcontratistas. Descripcin del la obra: Las cuadrillas de obreros estarn excavando y nivelando dentro el derecho-de-paso. La maquinaria utilizada para estas actividades de construccin incluirn: excavadoras/retroexcavadoras, cargadores frontales, niveladoras pequeas y camiones. Los equipos de trabajo llevarn a cabo este trabajo bajo las regulaciones locales, estatales y federales y de una manera que no perjudique el pblico o el medio ambiente. El Departamento de Control de Sustancias Txicas (DTSC) se encargar de supervisar este proceso y asegurarse de que sea realizado por consiguiente. Asesoras/Medidas de Mitigacin: Control del Polvo - Las siguientes medidas sern implementadas para evitar que el polvo fugitivo salga del sitio: el uso de camiones de riego para humedecer el suelo, cubriendo las cargas de camiones con lonas antes de salir del lugar de trabajo, y la designacin de una entrada especfica y salida de todos los equipos y camiones que transportan los desechos en un dispositivo de seguimiento contra el suelo ser instalado. Adems, se utilizar barrenderos para mantener limpiar las calles de escombros, segn sea necesario. Muestras y Anlisis del Suelo - En 2010, el suelo del derecho-de-paso Expo fue analizado para contaminantes del suelo. El arsnico, plomo, hidrocarburos de petrleo, bifenilos policlorados, hidrocarburos aromticos policclicos y los compuestos orgnicos voltiles se encontraron en varios lugares y profundidades por debajo de la superficie del suelo en el derecho-paso-de paso Expo. No existe ningn riesgo inmediato para la salud de los residentes o negocios en el rea, sin embargo, el DTSC recomend que el suelo contaminado sea eliminado para evitar la posibilidad de una futura exposicin. Departamento de Control de Sustancias Txicas de California (DTSC) - es responsable de la supervisin del proceso de excavacin y nivelado para asegurarse de que la Autoridad de Expo y su subcontratista, SRJV y sus subcontratistas realicen las excavaciones bajo regulaciones locales, estatales y federales.
