On 04121/12, I responded to in reference to a kidnapping call. Upon my arrival, I was as Lt. Turner (26895) to be a scribe for the incident. I began acting in that capacity at around 0938 hrs and concluded acting in that capacity at approximately 2348 hrs. I was advised at the time of my assignment that Ofc. Orozco (42617) was completing a Missing Person Package with the family of the victim. I was also advised that Ofc. Jones (45461) was standing by with a SORT offender that lived at E St. I was then asked to keep track of places that had been searched. E lih St - Residents, Linda Pike David Pike and Gerry reported that the neighborhood had just had Brush and Bulky pick up and that traffic had seemed to increase in the alleyways since then. They noticed a minivan and a clean, red Ford Focus-type car going up and down the alley a lot. They saw nothing specific to the victim though. E St - Resident, Harry Warrior (571-0636), saw nothing. • E 12th St - Residents, Alicia Gregory, came home around midnight, but saw nothing. Resident, Nathan McDonald, saw nothing. lit • E lih St - Resident, Michael Dimitrov, is a listed sex offender who advised he was convicted of a sexual assault in 1997. He saw nothing. III I8aE u" St - Resident, Graciela Re saw nothing. She said she keeps to herself, and advised that the victim's house, as well as are rental properties. Additionally, Ofc. Bustamante advised me that while checking with the residences, he made contact with the victim's grandfather, Miguel Celis (747-3297), who lives at _ E lih St and had walked down to speak to the victim's uncle, Robert Rodriguez (248-3959), otllll E Blacklidge, Ofc. Bustamante also later advised me that he was assigned to take field photographs of the outside of the victim's house and cars there. Ofc. Ramirez and Ofc. Karner advised that they assisted with the neighborhood canvass. They did not find anyone home at_ E 12th St. They also did not find anyone at" E 12th St, but the neighbor, David Pike, at"E lih St, had a key for the home E 12th St) and allowed them to check that residence. Nothing was found. Ofc. Ramirez advised that he took field photographs of the houses and vehicles on the north side of the" block of east iz" St. Ofc. Ahlskog and Ofc. Meador later assisted with the Department of Corrections (DOC) K-9 Officers with their scout. The following personnel responded to assist with this incident on 04121/12:

I was dispatched to the command post at Broadway and Craycraft. After checking in with the supervising staff I was assigned, along with other officers, to organize and file the Neighborhood Search and Canvass Logs. At 2300 hours I was dispatched with other officers to the area of E. 1th St. to investigate a strange smell. After searching the area we located the origin of the smell from a trashcan in the driveway of a house in the neighborhood. Inside the trashcan we located parts of a rotting rattlesnakes carcass. I returned to the command post and assisted with administration matters until I was released back to my division at 0200 hours on 04/25112.

I was on duty and contacted by Captain Jim Rizzi to respond to St. Joseph's Catholic Church located at 215 S. Craycroft. Upon arrival, Captain Rizzi directed me to interview a woman, Mary Ramirez, who had approached him about a suspicious vehicle in her neighborhood. He had contacted detectives and one was en route. I spoke to Mary. She stated that today, April zs", she saw a vehicle she had never seen in her neighborhood before. It drove down her street by the "18th St. Park" very slowly and close to the curb. She described it as a fairly new large dark grey van with a "flat back". The windows had dark tint. She stated the driver was a Hispanic male, late 30's with dark curly hair. He was the only one she saw in the vehicle. She added that the van had something on the side of the van, which she described as an unknown design. While I was standing by with Ms. Ramirez, an adult male walked up and said he wanted to speak to me about information about the missing child. He identified himself as Jack Hale. He stated that about 5-6 months ago, he was looking for a shuttle service to take him to Nogales, Mexico. He located a shuttle service at 4202 E. 6th avenue by the name of Sahuaro Shuttle. The two phone numbers for the business are 520-573-1399 and 520-573-1355. The shuttle runs every half hour from 7a.m. to 8 p.m. Mr. Hale said the police should check out the shuttle service because they might have used the service to take the little girl to Nogales, Mexico. Detective Thomson #40873 responded to speak with both people and I left the area. I had no further involvement at that time.

Under call 1204290545 I responded to the alley behind E 7tnreference an illegal parking call. Upon arrival I contacted the reportee Sarah Creswell. Sarah stated this afternoon at approximately 1540hrs she saw a maroon van parked in the alley behind her residence. At about the same time Sarah's neighbor at E 8th noticed the vehicle as well and they spoke. Sarah indicated she called 911 because police had informed her earlier in the week to call if she saw or noticed anything suspicious. Sarah did not see anyone with the vehicle and was not sure how long it had been there prior to her calling 911. I attempted contact with the resident at _ E 8th but there was no answer. Sarah later informed me that her neighbors had gone to the County Fair. Inside the vehicle was a spare tire and some vehicle parts. The passenger airbag had been deployed and part of the dashboard had been taken apart. I could not secure the vehicle and it was blocking the alleyway. I parking citation was issued. A record check indicated the vehicle was not stolen and because it was registered out of Mexico, we could not get any of the registered owners information. Gary's Towing responded for the vehicle and took it as safekeeping. Sgt Wade 43006 was advised.

Latents/Evldence Processing: Loc.t I collected, packaged, and submitted to Evidence a piece of landscaping cloth from the backyard containing a footwear impression in dust as item TG·1. Using a forensic light source I searched the interior of the 2003 Ford Taurus bearing AZ.ARX7288 and the 2000 Volkswagen Jetta bearing AZ.842-PMV that were parked in front of the residence for bodily fluids with negative results. Loc.2 None required.

On 5-2-12 sergeant Briamonte requested that I respond to the mid-town conducting follow-up on leads concerning the disappearance

. e station to assist detectives

I arrived at the mid-town police station at about 0900 hours. Sergeant Briamonte assigned me investigative lead #326. See lead sheet for details. Lead # 326 consists of a woman who phoned police from 807-9288 and verbally identified herself as Margarita Macias. Ms. Marcia claims that she is a sister-in-law of the Celis family and is employed by the doctor who employs S '0 Celis. Ms. Macias alleges that their employer loaned Mr. Celis $175,000.00. Ms. Macias believes disappearance is related to the loan. Detective Mechtel identified 807 -9288 as a public pay phone located at the El Conquistador apartments" E. Irvington. Detective Mechtel spoke with an apartment complex representative and determined that Ms. Macias is not a known resident of the apartment complex (no lease). Detective Mechtel was unable to locate witnesses to Ms. Macias' phone call to police. See Detective Mechtel's notes on the backside oflead # 326 for further details. Sergeant Briamonte asked that I attempt to identify Margarita Macias and interview Mr. Celis' employers. I requested the assistance of police analysts, Roxanne Stead, to help with identifying Ms. Macias. Together we were not able to identify Margarita Macias absent a specific age, address or other personal identifiers. Ms. Stead provided me with a copy of the Unemployment Tax Internet Wage Report from Mr. Celis' employer, Associates In Oral Maxillofacial Surgery 3150 N. Swan. The wage report doesn't list Ms. Margarita Macias as an employee. Doctors Daniel J Klernmedson, George R. Deed, Clifford W. Cornelius and Angelle M. Casagrande are the owners of Associates In Oral Maxillofacial Surgery. I spoke with doctors, Daniel Klemmedson D.D.S., M.D., Clifford Cornelius and Angelle Casagrande. I recorded my visits with the doctors. They each described Mr. Celis as a model employee. They described Mr. Celis as steady, reliable, dependable, a quick learner, gets along well with staff, coworkers and patients. With the exception of their annual Christmas party and occasional office picnic the doctors do not socialize with their employees outside the work environment. They have employed Mr. Celis since 2008 and have met his wife and children. They have no reason to suspect that Mr. Celis is a substance abuser or that he and his family are struggle financially. Mr. Celis has not borrowed money from them. They believe Mr. Celis is very family oriented. They understand that Mr. Celis coaches his son's baseball team and they feel that he is a good husband and father. They have witnessed Mr. Celis interaction with his family and have no reason to believe that any of his family members fear him. They say that he seems to be very respectful of his co-workers the majority of which are women. Dr. Casagrande admires Mr. Celis as a husband and father and has sought his advise in terms of relationships and parenting.

Doctor Casagrande said two days before disappearance she dreamed of a small child who was crying out for help. She estimates the age of the crying child as being between five and six years of age. She said the child in her dreams was blonde and wore pigtails. Doctor Casagrande consulted a Medi urn friend of hers, Catherine Yurt, for Ms. Yunt's help interpreting the dream but they were unable to corne to conclusion. However Doctor Casagrande recommends that the Tucson Police Department consult Ms. Yurt's help in finding Doctor Casagrande further advised that Ms. Yunt is a highly regarded Medium and is associated with the University of Arizona. She said Ms. Yunt has worked closely with Phoenix valley police agencies searching for missing children. I inquired of Doctor Casagrande if she had shared this information with Mr. Celis or recommended to him that he consult a Medium in searching for Doctor Casagrande states that she has had no contact with Mr. Celis since On 5-3-12 at about 1420 hours I conducted a phone interview with Dr. Deeb. Doctor Deebs finds Mr. Celis be a reliable, dependable employee with personable skills well suited for his position as a surgical assistant. Dr. Deebs doesn't socialize with his employees outside the work setting. He's sure to have met Mrs. Celis but having viewed recent news broadcasts concerning disappearance he doesn't recall meeting her or their children. Doctor Deeb does not suspect Mr. Celis of any substance abuse. He does not believe that Mr. Celis lives above his financial means nor does he suspect Mr. Celis to be violent at home. Dr. Deeb said Mr. Celis is respectful of his co-workers.

Around 2200 hours, Sgt. Allen had asked Det, Gamez and I to serve a search warrant on a truck that was parked at iz". Det, M.Young was watching the truck until we arrived and took custody. Sgt. Allen told us that Gary's Towing was responding to pick up the truck. We needed to follow the truck to EPIC, search the and then allow CSU to luminal it. The truck keys were not available. Sgt. Allen asked us not to contact the owner, One of the drivers from Gary's Towing used a slim jim tool to open the doors. The battery cable tum off the alarm. While attempting to leave the area, we were approached by an officer, (unk. name). The officer told us the owner of the truck was wondering where and why we were taking his truck. Oct. Gamez telephoned Sgt. Allen for instructions. After the telephone call, the officer and I stood by while Oct. Gamez spoke with the owner and another younger male about the truck. The owner and the other male were upset that they were not told that we were taking and searching the truck. DeL Gamez was given the truck keys by the owner and we left the scene enroute to EPIC. At approx. 0015 hours, we served the search warrant on the truck. CSU Technicians T.Grant and J. De La Ossa, Look photographs and sprayed the luminal. I was told a false positive reaction was obtained on a towel that was located behind the drivers seat. The towel and a pocketknife that was located in the door pocket on the driver side were the only items taken from the truck. DeL Gamez placed them into evidence. On 042512, I volunteered to work with the telephone surveillance. During the time I was present, there was only one telephone call, The other person I was working with, Matt, LNU, posted any pertinent information into the computer reference the call. NFl.

On 4-23-12 I responded to the west side substation located at 1410 W. Miracle Mile with Det. Hust #43126 to view traffic camera photographs taken from the intersections of Broadway/Craycroft, Valencia/Nogales Hwy, Grant/Tanque Verde, 22ndlWilmot, and Swan/Grant. Initially we were attempting to view photographs from the time period of 9:00 p.m. on 4-20-12 to 10:00 a.m, on 4-21-12, however I was advised that we would be unable to narrow the time frame in that manner, based on how the cameras were set up. I viewed photographs with Ofc. Monica Lee, who works in the Photo Traffic Enforcement Unit, and operated the system for viewing the photographs. Det. Hust viewed photographs in the system with Ofc. Steve Leveau, who also works in the Photo Traffic Enforcement Unit There was only one photograph that I viewed that depicted a female child, who was sitting in the front passenger seat of a light blue 2005 Kia (AZ# ARG4234). The vehicle was registered to a Margarita Sue Lopez at _ N. El Uno Minor, Tucson, AZ 85743. The photograph was number 41923894 in the system, and was taken at 10:34 a.m, on 421-12. I took a copy of the photograph on a disc to the Command Post, located at Broadway/Craycroft, and gave it to Lt. to follow up on. I was later advised that there was follow up done, and that the girl in the photograph was not

On 4-23-12 I responded to the west side substation located at 1410 W. Miracle Mile with DeL Hust #43126 to view traffic camera photographs taken from the intersections of Broadway/Craycroft, VaJenciaINogales Hwy, Grant/Tanque Verde, 22ndl\Vilmot, and Swan/Grant. Initially we were attempting to view photographs from the time period of 9:00 p.m. on 4-20-12 to 10:00 a.m. on 4-21-12, however I was advised that we would be unable to narrow the time frame in that manner, based on how the cameras were set up. I viewed photographs with Ofc. Monica Lee, who works in the Photo Traffic Enforcement Unit, and operated the system for viewing the photographs. Det. Hust viewed photographs in the system with Ofc. Steve Leveau, who also works in the Photo Traffic Enforcement Unit. There was only one photograph that I viewed that depicted a female child, who was sitting in the front passenger seat of a light blue 2005 Kia (AZ# ARG4234). The vehicle was registered to a Margarita Sue Lopez at" N. El Uno Minor, Tucson, AZ 85743. The photograph was number 41923894 in the system, and was taken at 10:34 a.m, on 421-12. I took a copy of the photograph on a disc to the Command Post, located at Broadway/Craycraft, and gave it to Lt. to follow up on. I was later advised that there was follow up done, and that the girl in the photograph was not

On 4-25-12 I interviewed Linda Hulten at her residence. She stated that on the morning of 4-21-12 she heard her neighbor's dog barking, and then later spoke to a boy who said he was brother. The following is a synopsis of what she heard and saw. For further details refer to the audio recording. Synopsis On 4-21-12 at about 2:00 a.m. Linda and her husband were awakened by the neighbor's dog barking. They sleep with their window open. The dog was north of their residence, across the alley. There are a couple of neighbors across the alley who have dogs, but she is pretty sure that the dog barking was almost directly across the alley from her residence, because their window was open and the barking was very loud. The other neighbors with dogs are a few houses down the alley to the west. She thinks the dog closest to her residence is a German Shepherd. The dog was barking for at least thirty (30) minutes, constantly, until she finally closed the window. The dog continued barking after the window was closed, but she's not sure how long because she fell back asleep. The dog normally only barks once in a while. Later that morning, at about 8: 10 a.m., she left her house to walk to L.A. Fitness to take a class. She walks to the fitness center almost every day to take an 8:30 a.m. class. She walked eastbound on 13th Street, and then northbound on Chantilly Dr. She saw a white male (502Ihusky, brownish-blonde hair, about 14 yoa, wearing a striped shirt and jeans) calling for a dog at Sears Park, which is located between Chantilly Dr. and the Park Mall. He asked if she had seen the dog (which she hadn't), and said that the dog ran out when he was putting out the trash. He told her that he lived over at the next street, and pointed at Cooper St. Linda continued walking northbound along the park, and saw a Hispanic male walking towards the park from the alley south of 12th St. He had a dark complexion, 403/slight, brown eyes, brown hair, and was about 12 yoa. He asked her if she had seen his sister, and she told him she hadn't. He started crying and said that she wasn't in her bed this morning and the window was broken. She asked him if he wanted her to help him look for her, and he said "No, no. I don't think we'Il find her". She asked him if the police had been called, and he said they hadn't. While this was happening, a woman pushing a stroller was walking in the park. Linda described her as a Hispanic female, 503/stocky, in her 20s. She was wearing a pink rubber glove on her left hand and had a bag tied to the side of the stroller. Linda got the impression that she may have been picking up trash, which is why she was wearing the glove. The child in the stroller was less than a year old, and she thinks the child was a female, probably based on the clothing she was wearing. The female overheard her conversation with the Hispanic boy and offered to call the police on her cell phone, because Linda didn't have a phone with her. At this point a male pulled up in an older truck (square, brownJbeige, banged up) and the 14 yoa white male spoke with him. She assumed that the male in the truck was the 14 year-old' s father. She described him as a white male in his 40s with grey hair, shorter than 6 feet/slim, wearing a baseball cap. The male got out of the truck, walked up and said he. would call the police on his cell phone (flip phone). Linda continued on to the gym, knowing that two people were calling the police.

Linda also said that she always sees several men hanging out around a moving truck on Cooper St. when she walks to the gym in the morning. They talk about the work they are going to do for the day. She saw them on Cooper St. the moming of April 21 S\ as usual. She said they appeared to be talking as they normally do. She saw four men who she described as white males in their 30s. I walked the same route to the park with Linda as she walked on 4-21-12. She pointed out the moving truck, which was parked at" E. 12th St. The license plate was CF-23387 (AZ), and on the side of the truck was painted "A Able Movers". Linda also pointed out the truck she saw at the park, that the male in his 40s had been driving. It was parked at" E. Cooper St., and was red and white with a white camper shell. The license plate was FXW 485
(AZ).

Linda also pointed out the house to the north of her residence, where she thought the dog had been barking. I later drove down Cooper St. to identify the address, and it was" E. Cooper st. No one answered the door, but there was a grey Ford Mustang parked in the front yard, with a license plate of ENE120 (AZ). This concludes my interview with Linda.

On 4- 26-12 I responded tola E. Irvington (El Conquistador Apartments) reference a call made by a Margarita Macias on 4-25-12 from a pay phone (807-9288) at this complex. The information she gave was that she works for a doctor who employs Sergio Celis, and that Sergio owes S 175,000 to that doctor. She said that this was the reason that was kidnapped. I made contact with Carol Kingsbury (889-9484), who is the manager of the apartment complex. She advised me that she doesn't have a tenant by the name of Margarita Macias. She said there was a social that was held on 4-25-12 from 6:00 p.m. to 7:00 p.m. in the laundry room and pool area, which is where the pay phone is located. She said that they hold a social at the complex every month. The following is a list of apartments that face the laundry room and pool area, where the phone is visible. to make contact with a few residents, none of who saw anyone using the pay phone on 4-25-12. Apartments - Charlie Butler (235-9361) - Saw several people from the complex in the laundry room/pool area for the social at 6:00 p.m., but didn't see anyone using the pay phone. Spanish-speaking female answered the door. Attempted to communicate with her and ask if she saw anyone phone, and don't think she saw anyone. Spanish-speaker answered; don't think he saw anyone using the phone. No one home. Spanish-speaker answered; don't think he saw anyone using the phone. No one home. No one home. Yvonne Abbott (305-7561) - She attended the social. There were a lot of people there but she didn't see Ising the pay phone. No one home. No one home. No one home. Christy Malbert (358-0362) - Didn't see anyone usin g the pay phone. No one home. No one home. Rex Koogle (207-0602) - He didn't attend the social and didn't see anyone using the pay phone. No one home. No one home. Joseph Rodriguez (730-1276) - He didn't attend the social and didn't see anyone using the pay phone.

On 4-23-12 a 911 call came in from Shannon Wallace, who works at the Famous Footwear at the Foothills Mall. She stated that on 4-22-12 a white male in his 30s, 507/muscular, came into the store and was acting like he was going to steal something and like he was high. She called security to watch him to make sure he didn't. The male saw a flyer that they had up for and starting talking about her disappearance. He said that he was uncle, and that the parents didn't do anything to her. He said that a guy who was staying with the family owed someone a lot of money and that's why she was taken. He also said that the situation "hits close to home" because he has children. He ended up buying a pair of shoes. Shannon and security followed him out of the store, and there was a female and small child waiting for him in the breezeway. They followed him to the parking lot and saw him get into a large white truck with big wheels and a lift. On 4-23-12 the male came back to do an exchange with a coupon he had for $20 off. The name on the coupon was Danny Cline. The employees of Famous Footwear researched his account and gave me Cline's address and phone number. On 4- 26-12 Det. Hust #43126 and I made contact with Danny Cline and Chelsea Mastromoreno residence. Danny stated the following; see audio recording for further details: He denied making the statements that Wallace said he made, however he said that the situation like he stated to Wallace. He hardly knows the family but his fiancee (Chelsea Mastromoreno) family, and they've gone to family functions with them in the past. The last time they saw the year ago at Chelsea's dad and step-morn's house (LambertlThornydale). He has heard rumors Justin Mastromoreno, was staying with the family, and that he owes someone money. at the listed

When Det. Hust and I initially walked up to the residence, I was looking at the vehicles and writing the license plates down. When Cline saw us he came outside and demanded to know what we were doing. He advised us that he had a gun, which was in the small of his back. Del. Hust took control of the handgun (.40 caliber Springfield) for the duration of the interview. He further advised that he is always armed with that gun. Chelsea stated the following; see audio recording for further details: She and Danny live together with her 6 year-old daughter It's been 1 to 2 years since they've seen_ and her family. Justin moved here from Florida about 6 months ago and has not held ajob. She thinks he could be dealing drugs. He moved out of the Celis residence recently and has an apartment. He drives a dark green or blue Je:p. She last saw Justin 3 mOiths ag~ at the car races. Justin sent her a text on the morning of 4-2~-12 an? asked her If she would put up flyers for If he brought some to her. Latents/Evi dence Processi ng: Lac # 1- I processed for latent prints on the middle east bedroom window screen, window, and surrounding area resulting in 2 latent lifts from the interior side of the window and 1 latent lift from the interior window sill (Iaten! lifts were labeled DJN1L). Due to the textured surface of the window sill, I photographed the developed latent print prior to lifting it. One additional photographic latent lift card of the latent print on the interior window sill for the middle east bedroom window was labeled DJN2L and secured into Evidence. I also processed for latent prints in the middle east bedroom; on the toy shelf, books on the toy shelf, mirror attached to the dresser nearest the window, and on the dresser top, all with negative results. While processing for latent prints, fingerprint powder adhered to an area on the exterior side of the middle east bedroom window screen yet no ridge detail was observed. Therefore, in an attempt to collect any DNA that may have been present f swabbed that area as item OJN1. I also swabbed an area on the middle east bedroom window as item DJN2, where owder adhered.

With the assistance of ess Voss # 43620, I used a forensic light source to conduct a search for semen in the middle east bedroom including the bedding, with negative results. Sgt. Buckley directed me to collect a scent sample from the middle east bedroom window using a sterile gauze applied to the exterior side of the window. I was then instructed to seal the sterile gauze in a sterile mason jar and transfer the sample to Det. Rivera to place into Evidence; please refer to his supplement for additional information. Items DJN1 L, DJN2L, DJN1-DJN6 were transported and secured into Evidence. Lac # 2- No processing required. Lac # 3· No processing required.

Note: Bedding throughout the residence was collected by detectives prior to my arrival, therefore was not searc the forensic light source. Lec # S·No processing required.

On April 24, 2012, I am ved on scene at about 1500 hours and reported to the command post. I relieved Officer Nosbish #26901 from her post (E. 12th Street/So Van Buren Avenue) at about 1510 hours. I kept a log of those residents who lived in the neighborhood as they entered and exited. Officer Hawkins #51937 relieved me from my post (E. 12th Street/So Van Buren Avenue) at about 1913 hours. The following is a list of those residents and their activity, and further down below is their MVD information for identification purposes: Michael C. Dimitrov in at about 1514 hours Manuela A. Robles and Adrian Robles in at about 1525 hours Penny Jo Gale in at about 1621 hours Michael C. Dimitrov out at about 1644 hours Gerry Anderson Pike in at about 1650 hours Kevin B. On 04-21-12 at approximately 1900 hours, I was called along out with the entire Tucson Police Rapid Response Team in regards to a search for a missing child in the area of Broadway and Craycroft surrounding the address of I assisted in searching during the night for the missing child and continued my search again for the next consecutive four days, ending for me on the evening of 04-25-12. The child was not located, All areas assigned to search were scoured and any gathered information sheets were turned into Sgt Gary Arnold. I completed this supplement documenting my involvement with this case.

Ofc Petersen, Ofc Lemas, and I took a rowboat and located the item, which turned out to be a Frisbee. This concludes my involvement.
