Dear Mr. Schiller:
Tills responds to your Freedom of lnfonnation Act (FOIA) request, dated April 23, 2009 that
you submitted to the Federal Bureau ofInvestigation (FBI) for infornlation concerni ng Mr. Pablo
Escobar who was the head of a drug cartel in Medell in, Colombia. The FBI referred one
document to the Defense Intell igence Agency (DIA) for review and direct response to you. I
apologize for the delay in responding to your request. DIA continues its efforts to el iminate the
large backl og of pending FOIA requests. In order to properly respond, it was necessary to
consult with another office within the agency.
Upon review. it has been detennined that portions of the document (4 pages) must be
withheld in part from disclosure pursuant to the FOIA. The withheld port ions are exempt from
release pursuant to Exemptions 1 and 3 of the FOlA, 5 U.S.C. § 552 (b)(J) and (b)(3).
Exemption I applies to infonnation properly classified tmder the criteria of Executive Order
13526. Exemption 3 appl ies to infonnation specifi cally exempted by a statute establishing
particular criteria for wiUiliolding. The appl icable statutes are 10 U.S.c. § 424 and 50 U.S.C. §
403- 1(i). Statute 10 U.S.C. § 424 protects the identity ofDIA employees. the organizational
structure of the agency. and any function of OrA. Statute 50 U.s.C. § 403-1(i) protects
intell igence sources and methods.
