Last year Gary Domalewicz, an Albany County Legislator, attempted to introduce Local Law E for 2011. The Consumer Protection Act that he attempted to introduce would have imposed a 21 day holding period on purchased goods, burdensome reporting on both SALES and purchases, restrictions on our hours of operations and countless other provisions whose negative impacts would have had a profoundly negative impact to customers and dealers alike. In the past couple of months several other local municipalities have attempted to introduce similar legislation. The Town of Rotterdam and the City of Troy, New York being the latest. So far this year three bills have been introduced at a state level which would place additional burdensome requirements on secondhand dealers and precious metals refiners. Amongst these proposed requirements are regulations that would require us to fingerprint and photograph every seller.

THE ALBANY COUNTY DEALERS ASSOCIATION WAS ABLE TO SUCCESSFULLY DEFEAT PROPOSED LOCAL LAW E FOR 2011 We were able to do so, in no small part, due to the efforts of one Albany County Legislator.
Chris Higgins met with representatives from the dealers association, took the time to understand our industry, visited some of our businesses and worked with his associates in the legislature to ensure that our needs were represented. In the end, it was his active and substantial opposition to this law that played a pivotal role in defeating it.
