having 3D Modelling and Simulation, 3D, 2D, Film Animation,
Print, Graphics, Web and Design facilities, established to provide
an integrated approach to client’s analysis, publicity, marketing
and promotional requirements.
BMS is a company acting far beyond the limits of traditional
media and event designing activities. Evolving from an academic
background, it provides the media, publicity and event industry
with high-class business services. We cater to the needs of
the Government, NGOs, Foreign Agencies, Corporate and the
Privates.
We talk straight and adopt an honest approach in everything we

In Brief
BMS started in 2002 as Bhutan’s frst advertising agency under the
leadership of Mr Tenzin Rigden and Mr Tashi P Wangdi. In 2006, the
company merged into Bhutan Times Ltd., the Kingdom of Bhutan’s frst
private newspaper. It re-emerged in January 2009 to handle various
commercial activities under the present CEO.
Presently, the company is managed by the CEO, Mr Sonam Gyeltshen,
who has had a fair for promotional publicity, branding, informercials,
commercials and marketing in the last 15 years amongst and across
various media frms including Kuensel (Corpn.) and Bhutan Times
(Bhutan’s frst private newspaper).
At present, the head ofce is in Thimphu and a branch ofce is in
Phuentsholing and the company has plans to open regional ofces in
each Dzongkhag (District).
The company has a key staf of 18 professionals from various felds
heading various responsibilities and supported by 20 permanent staf
and 15 ~ 50 temporary staf hired from project to project basis. We
market, create, produce, re-produce, innovate, direct and institute for
Print, TV, Radio, Web, Interactive Media, Graphics and Design.

Bhutan Media Services has the following 10 units and
departments working in synergy, independently and in
dependency to serve the needs of the client:
Marketing: The bread and butter of the company originate from
this department. The unit is headed by the CEO and is supported by
marketing coordinator and the other units. Marketing executives are
smart, presentable and knowledgeable of all the aspects of the company
as well as are well acquainted with the needs of the corporate, frms,
businesses, and entrepreneurs of the Kingdom of Bhutan.
Publicity and Strategy: Headed by the CEO, Sonam Gyeltshen, the unit
is responsible for integrated approach and formulating various strategies
relating to client’s publicity and promotional needs.
Publications: Headed by a veteran editor, the unit is responsible for
in-house and in-coming publications of various magazines, newsletters
and other communication materials. Last year the unit has produced
Bhutan’s frst news magazine on sports, ‘TAK’.

The Departments
Newsroom: Headed by renowned editor, Jurmi Chhowing, under
guidance from the baron of news-master, Tenzin Rigden, and supported
by 12 key news-economics-investigative-feature-commercial-writers,
takes care of the various media related needs of the client such as press
releases, online news media, etc. The newsroom produces the English
weekly newspaper, The Journalist. By March end the newsroom will
produce a Dzongkha weekly newspaper, ‘Druk Gyelyong Sharsog‘
(Bhutan National Newspaper) managed by Gyembo, editor.
Distribution and Circulation: In charge of mass or individualized
distribution of publications, bulk or targeted e-mails, e-cards, phone
& fax communications, event related distribution of communication
materials such as invitations, etc.
Event Creation and Management: The unit is headed by the CEO and
handles event management on behalf of the client. The division also
creates opportunities for events based on socio and national factors.
From national events, government events, corporate events to private
events, the team handles it with ease, expertise and professionalism.

The Departments
Research and Creation: The unit is headed by the CEO and is supported
by a core team of researchers and creative heads along with necessary
support from the editors, graphics, new media and the print units. It
handles the creative concept for strategy, content writing, photography,
layout, to publications of any nature across all mediums.
Audio-Visuals and Animation: Headed jointly and individually as the
case may be by Kinga Sithup and Nguldrub Dorji, the unit produces
background scores for flms, documentaries, corporate presentations,
commercials, informercials, as well as the video, on-location video
shooting, special efects, visual efects, dubbing, product modelling, 3D
& 2D & fash Animations, editing, production, casting and the like. The
unit is supported by specialized crew, models and actors.
New Media: This unit handles webportals, websites, e-commerce, job
portals, electronic forms of presentations, and the like. This unit falls
under the research and creation.
Graphics and Print: This unit brings creativity in the print media and
produces artwork, following client branding principles. It is supported
by photography unit and falls under research and creation.

She had links with people in camps in Nepal and an ex-convict in Jaigaon

A
47-year-old woman is
being investigated by the
Phuentsholing police for
treason.
The proprietor of Phajoding
Lower Secondary School in
Kharbandi, Dechen Wangmo,
was arrested in October 2009
for a police probe. She has been
under custody since then.
After almost a month of
constant communication with
informants and her relatives
and colleagues, The Journalist
has learnt that she has been
charged for treason activities
and deceptive practice.
Sources revealed Dechen
Wangmo had arranged her
elder son’s marriage to a girl
from a camp in Jhapa, Nepal,
with the intention of resettling
him in the United States with a
default visa.
Further, while she was
the secretary general of
Phuentsholing Women’s
Association and a registered
non-government organization
called Youth Employment
Summit (YES), she had sent
a man from Jaigoan as a
Bhutanese delegate to attend a
conference in Canada.
The man, a former convict
from India, attended the
conference on behalf of YES for
the Canadian International
Model United Nations
(CANIMUN) in 2006.
Sources also revealed Dechen
Wangmo’s close ties with
one Narad Mani Adhikari,
reportedly one of the leaders of
Druk National Congress.
The Journalist learnt that
N.M. Adhikari helped Dechen
Wangmo write numerous project
proposals for YES. He reportedly
maintains close links and
communicates constantly with
her.
The case was forwarded to the
Phuentsholing Dungkhag Court
about a month back. And the
woman is under trial.
The police and the
Phuentsholing drangpon refused
to comment on the case. So did
Dechen Wangmo’s immediate
family.
Dechen Wangmo studied up
to Class VI in Haa School and
completed Class X in Samtse.
She continued her education
through correspondence and
later attended a teacher training
course in Kalimpong, India.
She taught in Tara Nursery
School in Phuentsholing until
1991.
Today, besides running
her own school, she also
owns Phajoding Internet
Café and a travel business in
Phuentsholing. She founded
YES and served as the secretary
general of Phuentsholing
Women’s Association.
She was married to Phurba
Tshering from Trashigang for
25 years but divorced him in
August 2008.

Launch
Taking Dzongkha into the ICT Age...
The Royal Government of Bhutan (RGOB), realizing
the necessity to have Dzongkha computing
support enabled in at least one operating system,
decided to undertake the Dzongkha Localization
project. Additionally, considering the opportunities
that Free/Libre Open Source Software (FOSS)
provides for the development of local skills, thus
local ICT industries, the RGoB chose to use Linux
as the platform for developing local language
computing. In addition, the operating system is free
of cost and can be freely distributed without fear of
prosecution.
Initial research work on Dzongkha localization
project was carried out at Sherubtse College from
March till June 2004 and the detailed development
of incorporating Dzongkha language in Linux
operating system began at Department of
Information Technology from June 2004.
Our Objectives….
l To develop sustainable human capacity in
Bhutan for R&D in local language technology.
The human resource pool in Bhutan needs
capacity-building to become skilled in
enhancing the existing technology to support
Dzongkha.
l To incorporate technological support for
Dzongkha.
Dzongkha, for computing, is much more com-
plex than English, with complex writing sys-
tems. The current technology, initially devel-
oped to support English, does not completely
support the requirements of Dzongkha and
needs to be developed.
l To advance policy for local language problems
to devise and recommend effective policy
framework to address problems related to
accessibility and publication of relevant local
content through ICTs and devise short-term
and long-term solutions.

n Dzongkha Linux is a Free and Open Source
Software, with the freedom to modify it ac-
cording to the needs and creativity of the
country which is also free of licensing fees.
n It will help take the advantages of ICTs to all
sectors of the population overcoming the lan-
guage barrier. It will play an important role
in dissemination of information and services
that e-government and e-governance opens
for the entire population specifcally the rural
communities.
n Dzongkha Linux will help in permeating the
use of Dzongkha throughout the country.
n It will help standardize the Dzongkha comput-
ing environment and make extinct the incom-
patible legacy fonts that are still in use.

As with all government agencies, the Department of Information Technology
did not have a visual identity of own. With the use of government logo being
common all over, the eforts by this department was not seen by the public. The
Key professional of BMS has branded the DiT with a visually appealing bilingual
logo, along with brochures, posters, advertisements, Graphical User Interfaces
(GUI’s), standard presentation template, letterheads, and more...
l Dzongkha Linux
Branding of Bhutan’s frst operating system in Dzongkha! The branding including
coining a slogan, “born in bhutan ... bring him home” was done. Various branding
co-laterals were produced. Branded CD, Brochures, Manuals, Graphical User
Interfaces, Posters, Desktop, Software starters, Presentation Template etc were
produced.
TV and Radio ads also carried the brand message. Press releases were supported
with newspaper infomercials and commercials.
l Bhutan Times
The font of the country’s frst
private newspaper was branded
by the key professional of BMS.
So also was the campaign when
it went public for 4 odd crores.

was also a key member of brand

Times during his tenure and
devised various schemes to

The Târayâna Foundation was
established in 2003 by Her Majesty
the Queen, Ashi Dorji Wangmo
Wangchuck, as a potential solution
to the problems of the disadvantaged
that she witnessed first hand during
her tours to the remote corners of the
nation.
Despite the pro-poor development
strategy of the government small
communities in far flung areas were
still lagging behind. The Foundation
was thus established to help these
communities achieve self sufficiency
through small and targeted
interventions.
About us
Her Majesty the Queen, Ashi Dorji
Wangmo Wangchuck, is the Founder
and President of the Foundation.
The administration and direction
is overseen by a Board of Trustees
appointed from a wide section of
society. The Board meets twice a
year to review ongoing activities and
approve new ones.
The day-to-day management of the
Foundation and the execution of
projects and related activities are
carried out by the Secretariat. The
Secretariat is assisted by a Committee
of Member Volunteers who help in
the implementation of programs and
provide technical and advisory services.
The committee meets fortnightly.
Management of the Foundation
The Foundation maintains its accounts
in accordance with accepted financial
norms and is audited annually by the
Royal Audit Authority of Bhutan. An
audited financial report and an annual
progress report are published every
year and is available for all interested
individuals and organizations.

Târayâna Scholarship Endowment
Fund
The Foundation provides financial assistance to students
from various rural communities. Financial assistance
is given to meet expenses for supplementary meals,
uniforms, shoes and associated expenses of students
who would otherwise not have the opportunity of going
to school.
Enhancing rural livelihood
This program teaches rural youth to take up income
generating activities to enhance their livelihood. Training
areas include various rural crafts like pottery, paper
making, nettle weaving and bamboo works. The
Foundation helps them set up workshops and sheds in
their own communities for production. Assistance is also
given to source markets and facilitate sale of the finished
products. The program not only helps enhance income
but also revives rural crafts that are in danger of becoming
extinct.
Improving socio-economic security
of vulnerable communities and
individuals
The foundation works with indigenous disadvantaged
communities that need extra assistance to benefit from
main stream development. The foundation helps these
communities improve income generation and living
conditions through skills development, improved housing
and provision of financial assistance where needed.
Spreading volunteerism
TheFoundationencourages volunteerismand compassion,
especially among the youth. Through a program
targeted at the schools and higher education institutes the
Foundation provides financial support, advisory services
and guidance for establishing Volunteer Clubs to help the
needy in surrounding communities.

Agriculture and Rural Development
Agriculture is a key to improve industry and a priority development sector in Bhutan.
Its development will lead to not only food self-su ciency, but also improvement of
incomes and livelihood of households in rural areas. JICA considers agriculture and
rural development as one of the most important issues in its assistance, along with
basic infrastructure development to alleviate poverty. JICA continuously provides
multi-dimensional support through four programs; AgricultureMechanization, Agriculture
Research and Extension, Farm Road Extension and Livestock Technology Modernization.
Balanced Infrastructure Development
Underdevelopment of the basic economic infrastructure is the largest obstacle to Bhutan’s
development. Basic infrastructure is a prerequisite for development policy implementation,
as it not only leads directly to the improvement of living conditions, but also brings benets
in economy, medical care, education, and public administration. The Government of Bhutan
recognizes the development of economic infrastructure as the highest priority issue and the
key to poverty reduction. JICA assists via four programs - Expansion of Rural Electrication,
Improvement of TV Broadcasting Service, Improvement of Telecommunication Network,
and Improvement and Expansion of Road Network - while also strengthening capacity
development through the dispatch of experts and volunteers.
Improvement of Social Services
Social development, especially youth development, is highly prioritized in the Tenth Five
Year Plan of the Government. JICA believes that assistances in three areas - Human Resource
Development and Employment Generation, School Education and Health Care Service -will
create the foundation for poverty alleviation and basic infrastructure for economic growth.
JICA will provide assistance through the dispatch of experts and volunteers in coordination
with the hardware components such as construction of facilities in this sector.
Improvement of Government Functions
The Government of Bhutan is promoting a decentralization policy. In accordance with
the policy, JICA will continuously support decentralization by strengthening relevant
administrative organizations, human resource development, and strengthening of
coordination between thecentral and local governments (includingdisaster management
which is initiated by the Ministry of Home and Cultural Aairs). JICA will also provide IT
assistances mainly through the dispatch of volunteers.
