REPORTING OF U FOs
1. Thank you for your minute of 19th September ( AFDO/l/3/1) about
the reporting of
’U FOs’.
2. The Department’s interest in
’U FO sightings’ is one of air
defence, namely, whether there is any evidence in a sighting of a
breach of the U K air defences. Whilst this policy remains in
force Sec( AS)2, as the Air Staffs Secretariat, is required to
accept U FO reports from members of the public and to keep records
of all such reports where the witness is prepared to give his/her
name and contact details.
3. In looking at this issue it is important to remember that as
our declared interest is air defence, not ’flying saucer’
related,
MOD must be seen to acknowledge at all times information provided
by members of the public about a sighting which miaht, in their
view, pose an air defence threat. We cannot expect the civil
police to decide what constitutes a potential threat nor who might
have information which the MOD might find of importance.
4. MOD and OGDs have to deal with Parliamentary Questions about
U FOs and also receive a significant number of letters from MPs
acting on behalf of their constituents about this issue. MOD
Ministers are required to respond to such inquiries and, in order
to staff these properly, Sec( AS)2 must have full and accurate
records of all reports made to the Department, however misguided
we might, at times, feel the informant to be.
5. It is simply not possible for Sec( AS)2 to provide round the
clock cover to respond to calls from members of the public about
low flying and U FOs and, as you know, out of hours this is done on
our behalf
by
the DCMC. However, I am unable to
gauge
the scale
of your own concerns about the number and content of the calls you
receive since, by your own admission, you do not report all of the
details on to us. For the last six months we have on record that
only 14 reports were forwarded to us
by
the DCMC. If you maintain
a logbook of all calls received it would be helpful to know the
details of all of those relating to U FOs which were not turned
into reports for, say, the last six months. From this we shall be
able to complete our records and assess
by
how much public
interest is increasing.
