A series of formal interviews.tested questionnaire was administered to target population through key information interviewees. charts and tables and after comparison and categorizing common themes. A pre. it was used to help in final discussion and conclusions. This study came at a time when there has been a big debate in Kenya about the sustainability of the FPE. This research combined survey research . After its implementations the donors injected huge amount of funds. The issue of proper management of the FPE funds has been of great concern. literature review and focus group discussion aimed at exploring the factors influencing the management of FPE funds and would further the debate on how this can be measured. with this came many challenges that the government continues to face. Purpose sampling was used to select government officials. self administered questions and stratified sampling was used to select one school from each zone.ABSTRACT It was until January 2003 when the NARC government introduced the Free Primary Education (FPE)FPE was intended to benefit millions of poor children through the abolition of fees and levies. Such donors include USA and Britain. Xi . observation and focus group discussion during the research was analyzed through discussions. Deputy head teachers. Recently some of the international donors have been forced to withdraw their direct funding and instead have resorted to NGO’S to channel their contribution. The qualitative and quantitative data gathered through interviews . The author gathered information from interviews with head teachers. chairpersons of SMC’S and municipal Education officer.
