Local school community forum with the Prime Minister

On 8 March I was honoured to invite the Prime Minister, Julia Gillard and the Minister for School Education, Peter Garrett to a local forum to discuss educational reform.

Source: St George and Sutherland Shire Leader 13.03.2012 comes to education, to go to people who are working day-to-day in our schools and ask them for their views. The Government will be conducting a series of such Forums around the country seeking input from School Principals, teachers and parents into the Gonski Review and its recommendations. People unable to attend the Forum were encouraged to participate via Twitter and online by questioning or commenting to the Prime Minister and the Minister. All schools from the electorates of Banks and Watson were invited to attend and most were able to send representatives. The Department of education, employment and Workplace Relations filmed the event and the video is available at their website, together with a transcript.www. deewr.gov.au/Pages/default.aspx

Ms Anne Ross, the Principal at Georges River College Penshurst Girls Campus, kindly agreed for the school to host the event. This was the first time a Schools Forum has been held in NSW. I think its very important, especially when it

The National Disability Insurance Scheme

The Parliamentary Secretary for Disabilities and Carers, Senator the Hon Jan McLucas, attended a forum held at the Hurstville Museum and Gallery to meet with locals and to update the community on the progress of this important reform.
The Minister listened to what people had to say about their day to day experiences as carers, professionals or those with disabilities. Senator McLucas explained this forum was part of the critical work to get disability services NDIS-ready it includes developing a set of common assessment tools and establishing national quality standards amongst other tools for implementation. Present at the NDIS Forum to meet the Minister was Mrs kathleen Ann whose grandson, William, has profound disabilities.

$8 billion boost for soccer

I recently joined the Prime Minister, the Minister for Sport and a number of my colleagues at the announcement of an $8 billion funding boost to grow A-League soccer. Under this program the Government will join with the Football Federation Australia to design successful grassroots programs that will promote participation and support pathways to elite football in Sydney.

New Schoolkids Bonus
This payment will replace the Education Tax Refund from 1 January 2013. Under the existing system, one million families arent claiming what theyre entitled to either claiming less than the full amount, or claiming nothing at all. Thats 80% of eligible families. In Banks that represents 7,450 local families who can expect to receive a total of $410 a year for each child in primary school and $820 for each high school child, totalling $7,832,350 worth of assistance for families in our electorate. This new guaranteed payment will help the families pay for uniforms, books, school excursions, stationery, and other costs like music lessons and sports registration fees. Because the payment is automatic and upfront, it means: Parents dont need to keep receipts for months and months its a guaranteed payment. Parents will receive the full amount every time, so families wont miss out if they lose receipts. Parents dont have to pay out of their own pocket, then wait months to get paid back. The payment will be paid upfront, twice a year, before the start of Term 1 and Term 3. No paperwork is required. As part of the transition to the new Schoolkids Bonus, the education Tax Refund for 2011-12 will be paid out in full to all eligible families as a lump sum payment in June 2012. Just like the education Tax Refund, the Schoolkids Bonus will be available to families receiving Family Tax Benefit Part A as at 8 May 2012, plus young people in school receiving Youth Allowance.

Supporting business
The Government will introduce loss carry-back to help businesses return to profit. In 2012-13 companies will be able to carry back tax losses of up to $1 million against tax previously paid. From 201314 companies will be able to carry back losses for 2 years. This provides a tax benefit of up to $300,000 per year. For example, a manufacturer makes a profit in 2011-2012 and pays $300,000 in tax. The next year they make a loss due to depreciation on new investments. The company qualifies for loss carry-back and are able to get up to $300,000 back. This will help companies to finance the investments, training and restructuring that is needed to improve competitiveness. This initiative will support productivity and promote employment.

Massive boost dental health

The 2012-13 Budget will direct vital health dollars to additional training to help boost the public dental service workforce, and improve dental infrastructure in regional, rural and remote areas. This years Budget will see $345.9 million directed to treating patients on waiting lists over the next 3 years, providing vital services to around 400,000 adults including support for Indigenous Australians. This spending will see a blitz on state government waiting lists to help meet the emergency treatment and prevention needs of people who are eligible for public dental care. What funding is the Government committing to the dental initiative? Public dental waiting lists $345.9 million over 3 years. expansion of the voluntary dental graduate year program $35.7 million over 3 years. Oral health therapist graduate year program $45.2 million over 4 years. Pro bono dental services pilot $450,000 over 3 years. Relocation and infrastructure grants for dentists $77.7 million over 4 years. Oral health promotion $10.5 million over 3 years.

Arts funding
The Government has provided a funding boost for Australias pre-eminent national collecting institutions. I am particularly pleased with this outcome as it will protect those institutions from the 4% efficiency dividend which is being brought in across the public service. I spoke in parliament on this matter last year. Those national and cultural institutions affected include: The National Maritime Museum; Bundanon Trust; Museum of Democracy at Old Parliament House; National Film & Sound Archives; National Gallery; National Library; National Museum; and National Archives. Funding will be provided to the National Portrait Gallery to become an independent statutory authority which brings it in line with the other institutions. There is also new funding for the War Memorial and the Institute of Aboriginal and Torres Strait Islander Studies.

Lest We Forget ANZAC Day

Each year, with many of you, I attend various events across the electorate to commemorate ANZAC Day.

Daryl Melham MP

FeDeRAL MeMBeR FOR BANkS

These can take many forms a formal Service, a march, or a commemoration at a school. For others watching the traditional ANZAC Day March in Sydney on television is their way of recognising our servicemen and servicewomen. Whatever the form, the objective is for us to remember those who served our country and especially those who made the ultimate sacrifice.

This is particularly significant as we recognise the individuals currently serving overseas. We also appreciate the contribution of our service families in their support of their loved ones. One of the events I attended this year was the Service conducted by Riverwood Sub Branch at the Riverwood Legion and Community Club where I delivered the oration.
