RCASlamsMWAAforShamPublicHearings
InaunanimousvoteonAugust27,2012,theRCABoardofDirectorsapprovedastatement(attached) callingforMWAAtoeitherhavetruepublichearingsorcalltheplannedmidSeptembermeetingswhat theyare,apublicshowandtell.Todootherwisewouldbefalseadvertising,thestatementsays. RCAisdeeplydisappointedinMWAAscynicalplantogivetheappearanceofsolicitingpubliccomment withoutanyofthesubstance,RCAPresidentColinMillssaidincommentingonRCAsjustapproved statementonMWAAsSeptemberpublicoutreachplans.EventhoughMWAAclaimstobeinterested inhearingthepublicsopinion,MWAAsplanforthehearingsdoesnotlayoutaclearagenda,and seemsmorelikeaforumforthepublictowalkthroughand,atbest,askMWAAstaffersquestionsone onone.Thesemeetingsarepublichearingsinnameonly. TammiPetrine,anRCABoardmemberandcochairofitsReston2020Committee(RCAscommunity planninggroup),commented,TheethicallychallengedMWAABoardofDirectors,apublicentity, seemstobelieveitcanavoiddealingwiththepublic.ItthinkstheseannualdisplaysofMWAAs progressaresufficienttokeepthepublicinformedandatbay.TheBoard,inparticular,hasshownno indicationthatitisprepared,muchlesswishes,todealwithapublicoutragedwiththeforecasttripling oftollsoverthenextsixyears,andmorelater. ThemassiveforecastandproposedtollincreasesarethemostcrucialissueforRestonians,saidTerry Maynard,RCABoardmemberandmemberofReston2020,andhaveimpactswellbeyondthecoststo Restonscommuters.CDMSmith,MWAAstrafficconsultant,hasforecastthehugetollincreaseswill resultinmuchlessuseofthetollroad,addingmoretrafficandpollutiontoalreadycongestedlocal roads.Thatcongestionwillgrowasthecorridorspopulationandemploymentgrows.Infact,thehuge tollincreasesarelikelytoslowDullesCorridoreconomicgrowthsubstantially. Maynardadded,RCAandReston2020remaincommittedtodoingalltheycantolimittollincreasesso thattollroadusersdonothavetocarrythebulkoftheburdenoffinancingtheSilverLine.Wealso wanttoavoidtheadverseeffectsthosehightollswillbringforcongestion,theenvironment,andthe localeconomy. end
