PARKING RULES & REGULATIONS--University of Illinois Urbana-Champaign General These rules and regulations are applicable to all persons

who operate or park a motor vehicle on the University of Illinois Urbana-Champaign campus. The Parking Department and individuals designated by the Parking Department are authorized to enforce Parking Rules & Regulations. Regulatory signs have the force and effect of Parking Department Rules &Regulations. Copies of the Parking Department Rules & Regulations are available at the Parking Department website at www.parking.uiuc.edu The Parking Department assumes no liability for vehicles parked or operated on university property. The issuance of a permit, hangtag, or CashKey does not guarantee convenient parking at the University of Illinois Urbana-Champaign campus. Any person possessing a valid operators license and properly registered vehicle is permitted to operate said vehicle on the University of Illinois UrbanaChampaign campus. Parking Department and University Police Department personnel are those individuals designated by the Parking Department to enforce Parking Rules & Regulations. All vehicles driven or parked on university property are subject to the provisions of these rules and regulations. These rules are in effect twenty-four (24) hours per day; 365-days per year. Any vehicle not parked at a meter must display a valid hangtag or permit. Any vehicle parked in a lot or parking structure must display a valid permit for that assigned parking facility. Any vehicle parked on campus grounds or non-demarcated parking spaces must be authorized to do so by the Parking Department.

I. Purpose To ensure the maximum use of the limited parking facilities at the University of Illinois Urbana-Champaign, it is necessary to regulate the parking of all faculty/staff, student, and visitor-operated motor vehicles and motorcycles. II. Definitions A. Abandoned Vehicle A vehicle or conveyance which has not been moved in at least thirty (30) days, or has been moved to various spaces on campus because it cannot be driven legally on roadways, has an invalid or expired license tag or is inoperable.

B. Access Aisle An access aisle is the area between two (2) disabled accessible parking spaces, or the area adjacent to a disable accessible parking space that is indicated by diagonal lines. This area allows wheelchair users to enter and exit their vehicles. C. Approved Allied Agency - Only those agencies included on a current list maintained by the Office of the Vice Chancellor for Public Engagement entitled Approved Allied Agencies are applicable. D. CashKey The CashKey is a programmable key that provides a cashless way to use parking meters operated by the Parking Department at the University of Illinois, the City of Champaign, or the City of Urbana meters. E. Compact Vehicle The definition of a compact vehicle on the University of Illinois Urbana-Champaign campus is one with a maximum length of 15-5. Motorcycles or other two-wheeled forms of transportation are not considered compact vehicles. F. Courtesy Card Faculty/Staff permits are accompanied by two (2) Courtesy Cards bearing the same number as the permit. These cards may be used to void a No Permit citation when forgetting to properly display the permit. Courtesy Cards may not be used in conjunction with any other infraction, and may not be used when parking in any other lot besides that which is assigned. G. Contractor An outside contractor hired for capital construction projects or contracted to operate their business from a rented facility(ies) on campus. H. Departmental Space - An assigned space to a specific department in a specific lot. These spaces are reserved twenty-four (24) hours per day, seven (7) days per week. Departmental Spaces may not be purchased for the exclusive use of a member of the faculty or staff of said department. I. Disabled Accessible Parking Space A disabled accessible parking space is a space for use only by an individual with a valid disabled parking permit, placard or license plate registered in the individuals name. J. Extra-Help Temporary Employees hired by the University of Illinois UrbanaChampaign under special provisions provided for by the University Civil Service System rules who do not receive University Benefits, and who are limited to working a total of 900 hours, before having to take a 30-day break in service prior to being assigned to another temporary position. K. Faculty - Faculty includes all University of Illinois professors, visiting professors, adjunct professors and instructors.

L. Immobilized Vehicle - A vehicle that is rendered inoperable by a lawfully attached mechanical device such as a boot or clamp device. Immobilization of vehicles will commonly be referred to as booting the vehicle. M. Late Fee Late fee(s) are applied after 72 hours from the issuance of a citation. N. Meter Enforcement - University of Illinois meters are enforced from 7 a.m. to 6 p.m., Monday through Friday on street meters; and from 7 a.m. to 5 p.m. in parking facilities unless otherwise posted. O. Motorcycle Motorcycle, for the purpose of this rule, includes motorcycles, motor-driven bicycles, mopeds, motor scooters, and other similar motorized vehicles. P. Non-University Vehicle - A non-University vehicle is a privately owned vehicle not registered to the University. Q. Park or Parking - The stationary placement of a motor vehicle or motorcycle whether occupied or not. R. Parking Department - The Parking Department is a branch of the Facilities & Services Division. S. Parking Stall Those areas outlined by yellow lines. When lines are not present, individual parking must be in accordance to and in alignment with an individual parking meter. T. Payroll Deduction: The pre-tax dollar amount for the current year parking permit deducted each pay period from an employees payroll check, if eligible. U. Permit: A permit is an authorization issued by the Parking Department for parking a vehicle on campus for a specified length of time. A permit may be issued by the following means: 1. Faculty/Staff Permit: The permit issued to an individual who qualifies as Faculty/Staff in Section II Paragraph K above. 2. Student Permit: The permit issued in either a 9- or 12-month time period, or as a Shuttle to all students not qualified to receive a Faculty/Staff Permit in Section II Paragraph K above. 3. Temporary Permit: The permit issued for a temporary specified period of time and availability.

4. Day Meter Permit: The permit issued to an individual or Department for use at any University of Illinois meter only, excluding University of Illinois short-term (30-minute) red meters. The permit must have only one month, one day, and one year scratched off to be valid. 5. Departmental Meter Permit: The permit issued to and paid for with Departmental Funds allowing a visitor, guest, or departmental employee on a discretionary basis, to use University meters without payment to the meter. Departmental Meter Permits many not be purchased for the exclusive use by individual faculty or staff. 6. Motorcycle Permit: The permit issued to any vehicle licensed as a motor-driven cycle. 7. Disabled Permit: The permit issued to those persons who require long or short-term disability parking and who have a valid state placard 8. Shuttle Permit The permit issued for Lot E-14 Shuttle area only. These permits are non-refundable. 9. Second Shift Permit - The permit issued to those working a Second Shift (i.e., 3 p.m. 11 p.m., etc). This permit can not be payroll deducted, is not refundable and documentation may be required. 10. Third Shift Permit- The permit issued to those working a Third Shift (i.e., 11 p.m. 7 a.m., etc). This permit can not be payroll deducted, is not refundable and documentation may be required. 11. Dual Permit- A Dual Permit is one that displays two different lots. The Dual Permit is available to faculty/staff by completing a Request for Special Parking Privileges form and obtaining the approval of both the Campus Services Director and the Parking Director. The following criteria apply: a. Faculty/Staff member must hold two offices for equal amount of time (50% at each office). b. Offices must be six blocks or more apart from each other. An additional fee will be charged for the Dual Permit. V. Rate - The amount charged to park on the University of Illinois UrbanaChampaign campus which is approved annually by the University Administration. (www.parking.uiuc.edu/rates.htm)

W. Restricted Hours Parking is prohibited in all facilities and is not allowed from 2 a.m. to 6 a.m. on all days. No exceptions are made for any holiday or recess except those listed as official University Holidays. X. Retirees - Only those who maintain an office on campus are eligible to rent parking, contingent on availability, at full permit cost. Y. Service Areas, Access Roads, Alleys, and Drives - Those areas on University premises posted as service drives or loading zones and areas that provide access to parking facilities. Z. Staff Personnel of the University or of an Approved Allied Agency employed at the Urbana-Champaign campus classified as exempt or non-exempt; unionbased, clerical, service, or non-academic classification. AA. Student For the purpose of this rule, includes full-time, part-time, daytime, evening and weekend University of Illinois students and students of any other institutions leasing land or facilities on the Urbana-Champaign campus. BB. University - The University of Illinois Urbana-Champaign campus. CC. University Parking Facilities All University of Illinois Urbana-Champaign campus administered facilities including parking structures, parking decks, parking lots, University-owned streets, alleys, service access roads, and drives where parking is permitted or prohibited. DD. Vehicles Vehicle includes all automobiles, trucks, motorcycles, mopeds, motor scooters, recreational vehicles, and other similar conveyances including those that are leased or rented. EE. Vendors and Service Personnel: A contractor who frequently parks on campus, but is not considered a Contractor in the sense that they have neither been retained to perform services as a part of a capital construction project, nor contracted to operate their business from a rented facility on campus. FF. Visitors Any individual, other than faculty/staff or student, who desires to visit a facility administered by the University or an Approved Allied Agency who is driving a vehicle or parking on campus. GG. Wait List- A list that is kept by the Parking Department for faculty/staff and students who wish to park their vehicle in a lot that is currently full. The Wait List is maintained in the order that requests are received.

III. Rules for Operation of Vehicles on Campus Every individual operating a motor vehicle or motorcycle in any parking facility shall do so with due regard for the safety of pedestrians and in compliance with the motor vehicle laws of the State of Illinois, the traffic ordinances of the Cities of Champaign and Urbana, and such other specific regulations as may be adopted by the University of Illinois. A. Rules 1. The registered owner or operator of a vehicle assumes all liability for parking on University property. 2. All vehicles without valid parking permits must park at parking meters and pay the appropriate fees. 3. Parking at the University is regulated and controlled by designated permits and signs posted at the entrances to each structure or surface lot. Each vehicle owned or operated by faculty/staff, student, or an approved Allied Agency must have a valid parking permit to park anywhere on campus other than at a meter. Payment of meters may be done by using coins, CashKeys, appropriate permits, or Day Meter permit. 4. Vehicles must park in appropriately designated lots corresponding to their permit at all times. 5. Between the hours of 6 a.m. and 5 p.m. all vehicles must park in appropriate lots, unless posted otherwise, or posted as a 24-hour rental lot. After 5 p.m. and before 2 a.m. on weekdays and anytime on weekends, vehicles may park in any lot unless posted otherwise. There is no parking in any lot on campus between 2 a.m. and 6 a.m. 6. The University reserves the right to close any facility at anytime. 7. In all cases of conflict, posted information has precedence over any conflicting parking map designations. 8. The responsibility of finding an authorized parking space rests solely upon the vehicle operator. Lack of space is not a valid reason for violation of regulations or appeal. Permit holders unable to locate an available space must contact the Parking Department immediately to obtain alternative parking location permission and instructions. 9. If damage is caused to a motor vehicle being towed by an independent contractor, the University is not liable or responsible for any such damage.

This does not affect the liability of any independent contractor carrying out the towing. 10. Only one (1) lot permit will be issued for each fee paid. 11. Lot rental privileges are non-transferrable (person-to-person) and may not be resold. 12. Report a lost or stolen permit to the Parking Department immediately. The proper forms must be submitted and the current replacement fee paid before a new permit will be issued; unless the report is accompanied by a University of Illinois Police Department report; wherein no fee will be required. 13. Parking violators will be issued a citation and subject to a fine. B. Rental Parking Facilities 1. Lot Rental Permits a. Hours during which rental lots may be used are posted on the entrance signs. The University is not responsible for any fees or damages incurred as a result of failure to display the proper rental permit. b. Priority for lot rental assignment is by date of request. c. The registered owner of the permit is responsible for any fees assessed for violation of parking regulations or towing and/or immobilization (booting) fees attributed to the vehicle bearing the permit, regardless of who is operating the vehicle. d. A department or administrative unit that requires space(s) reserved for its use may apply to the Parking Department for rental of such. Space(s) may not be purchased for the exclusive use of a member of the Faculty and Staff. e. Certain permits may be returned to the Parking Department for prorated refunds. Permits that are considered non-refundable are Shuttle permits, Second and Third Shift permits, Day Meter permits, Temporary permits, and Motorcycle permits. f. Payroll deduction is available to those who qualify. Qualification for payroll deduction is not determined by the Parking Department but by the status of the customer in Banner. A customers signature is required to both start and stop payroll deduction.

Payroll deduction will continue, even after the permit is returned, if deduction is not stopped in writing to the Parking Department. g. Application for a new or renewal parking permit will not be accepted from any individual who has any unpaid University of Illinois Urbana-Champaign parking citation(s); late fee(s); boot fee(s); or tow fee(s). 2. Upon application to the Parking Department and surrender of the lot rental permit, an appropriate refund will be granted to those wishing to cancel their rental agreement during the course of the rental year. Refunds for rental parking will be prorated from the date the permit is surrendered to the end of the rental agreement period only. Shuttle parking permits, Second Shift permits, Third Shift permits, Day Meter permits, Temporary Permits, and Motorcycle permits are non-refundable. 3. Faculty/Staff permits and Motorcycle permits are issued for the period of July 1 through June 30 of the following year. Student permits are issued on either a 9- or 12-month basis. C. Fee Parking 1. Motor vehicles and motorcycles operated or owned by faculty, staff, students, or members of their immediate family who park during restricted hours, must display the appropriate current permit as indicated by the regulatory sign at the lot entrance. D. Meter Parking 1. Motor vehicles parked at certain designated meters will require a special permit as indicated by posted signs. 2. No person shall park a motor vehicle at any metered parking space to exceed the time for which coins have been deposited and for which time has been indicated on the meter. 3. No person shall park at an inoperable meter. If the meter is inoperable or becomes jammed, it is that persons responsibility to contact the Parking Department to report a problem with the meter, and move their vehicle to another operable meter. 4. CashKeys may be purchased for use at meters. It may be programmed at the time of purchase for $10 to $100 of value for each meter provider (i.e., University of Illinois, City of Champaign, City of Urbana) with an initial purchase fee for the actual key. Refunds or reimbursements

requests for time purchased at the Parking Department that cannot be determined on a malfunctioning key will be as follows: 100% refund if purchased within one week 75% refund if purchased within two weeks 50% refund if purchased within 3 weeks 25% refund if purchased within 4 weeks 0% refund if purchased more than 4 weeks prior

Refunds on all functioning CashKeys will be determined by the amount remaining on the key. No refund will be given for the original purchase fee for the key. E. Visitor Parking 1. Metered parking for University visitors is available on University streets, drives, and in several lots around the campus. Visitor parking is marked by entrance signs designating Visitor Parking. Visitors must pay the established meter fee. 2. Day Meter permits are available and may be used at University meters only, excluding University of Illinois short term (30-minute) red meters. University meters are designated by the Block I displayed across the top of the meter. Day Meter permits are available for purchase at the Parking Department or online. 3. Overnight Parking Monday through Thursday is allowed in Lot E14 and F23 only with the proper permit. A Temporary permit may be purchased which contains a lot designator and expiration date. 4. Weekend parking on Friday after 5 p.m. through 6 a.m. Monday is permitted in the following lots without a permit at any charge. IV. Violations A. Persons in violation of any regulations will be subject to citation, penalty, and possible vehicle immobilization (booting) and/or towing. B. Citations may be paid by placing a check or money order made payable to the University of Illinois in a red courtesy box, by visiting the Parking Department at B1 - Springfield Avenue between Mathews & Goodwin B17 Harvey Street between Clark and Main C9 Chalmers and Sixth E14 - First Street and Kirby F23 Lincoln and Florida F28 Peabody and Dorner Drive

Please note that the Parking Department is not responsible for cash left in red courtesy boxes. C. If a vehicle accumulates three (3) unpaid parking citations, regardless of type, and is found on campus, the vehicle will be immobilized (booted) or towed, issued a tow citation, and stored at the owners expense. D. Failure to satisfy the penalties assessed may result in billing and collection by the University Business Office, denial of future University parking privileges, or vehicle immobilization (booting) and/or towing. E. New violations are deemed to occur every: 1. Hour for an expired meter. 2. Two hours for all prohibited parking violations. F. Revocation of Parking Privileges - Loss of all parking privileges may result from the following: Counterfeiting/altering a permit Use of a counterfeit/altered or stolen permit Violation of signed agreements Purchase of a permit by or for an ineligible person Failure to satisfy penalties assessed Any other abuses as determined by the Parking Director

V. Disabled Accessible Parking A. A vehicle displaying a valid state disability placard or disability license plate may park at a University parking meter located on a University street at no charge. If they choose to park at a red university meter that is 30 minutes or less, the meter must be paid, regardless of location. B. Vehicles displaying a valid state disability placard or disability license plate may also park at signed, accessible spaces and meters in University Parking lots and University Parking garages at no charge for no more than two (2) times per week. C. Faculty and staff who require long-term disability parking (6-months or longer) or short-term disability parking (less than 6 months) will need to produce a State of Illinois issued Handicapped Placard to the Parking Department when making necessary arrangements for their parking needs. Once a disabled space has been assigned, a Disabled Permit will be produced and the employee must

surrender their Faculty/Staff permit until such time the employee is no longer in need of the Disabled Permit. A doctors note will not suffice. D. Meters can be bagged at the current rate charged as an option for temporary disability parking. E. Faculty and staff, or students may purchase a Disabled permit and the Parking Department will assign, where available, a permanent spot with twenty-four (24) hour signage for enforcement purposes. In addition to the permit faculty and staff must also display a state issued placard or license plate. F. Students in need of disable parking should visit the Division of Disability Resources and Educational Services (www.disability.uiuc.edu). Once they have provided DRES with proper certification, DRES will provide them with the paperwork to present to the Parking Department for parking purposes. VI. Compact Vehicle Parking A. Compact Vehicle spaces are marked Compact Vehicle (or Car) Only. B. A yellow line will be painted on the pavement near the opening of the stall. The line shall be painted near the rear of the space and parallel to the head of the space. The yellow line shall define the qualification of any vehicle entering the space as compact or not. C. Any vehicle, after it has been parked, protruding beyond the compact vehicle line, defined by the furthest edge of the compact vehicle stripe to the head of the space shall be deemed in violation of the compact vehicle regulation. D. Any vehicle found in violation will be subject to citation and/or tow as the situation warrants. Enforcement officers will sight and confirm the violation prior to issuing any citation. Any portion of a vehicle that is found extending beyond the restriction line shall be in violation. VII. Appeals A. Appeals for violations or other matters concerning these regulations may be made by visiting the Parking Department website at www.parking.uiuc.edu, and following the citation links or in writing by visiting the Parking Department in person. Appeals must be made within thirty (30) days of citation issuance and citations must be paid in full before an official appeal can be filed. B. The University of Illinois Parking Appeal Board consists of a total of ten (10) faculty members, staff members, undergraduate students, and graduate students who are appointed to the committee by the Executive Director of Facilities & Services. The Appeal Board decision is final and binding.

C. The Appeal Board meets once every four weeks to hear appeals, a vote must be taken and there must be a majority vote to either waive or sustain an appeal. Once a decision is made the appeal decision will be transmitted to the appellant either by email, campus mail, or United States mail within ten (10) business days. VII. Authority By action of the Board of Trustees pursuant to the authority vested in them by Article V, Section 1c of the General Rules of the University Concerning University Organization and Procedures, the Chancellor has authorized the preceding regulations concerning the parking of motor vehicles and motorcycles on University property.
