Main purpose of an enforcement institution is to restore violated rights of its stakeholders and to maintain balance between them in order to ensure that justice is guaranteed. Stakeholders of an enforcement institution are private and legal persons, entities and the state or in other words those persons and entities whose rights have been breached and the breaches are recognized in a respective way. When a debtor fails to repay his debt or does not fulfill his obligations, the creditor may apply to the only public organization which by the power of law, is entitled to use compulsory measures and help the creditor. This organization is the National Bureau of Enforcement. Enforcement law imposes an important function on us. This function obliges us to act in respect to law, be just, fair, fast and daring. We bear responsibility for all actions carried out by us. This documents describes enforcement proceedings conducted by the National Bureau of Enforcement in mapping methodology.

1.1. Description. NBE registers the application in order to confirm the assignment to the creditor and in order to get the enforcement

started. Often this happens when the assigner is in the office and the completion will be done during the registration. Transparency and statistics are important values for NBE, created by entering the applications and acts submitted to enforcement in the tadabase. The creditor confirms the assignment.
1.2. Description. We register the debtor in the debtors registry, which makes public registers, banks and the ministry of internal

affaires aware of the restrictions to sell, move or in another way dispose assets belonging to the debtor. Letter of warning including information is sent to the debtor.
1.3. Description. The NBE makes requests to registers, banks, etc. NBE makes an investigation at the address of the debtor. NBE

makes a request to the debtor himself and sometimes to third parties in order to make him to declare his assets. 1.4. Description. NBE seizes property and assets, evaluates, transfers and sells it. NBE distribute the money and close the case. If the money is enough for the debts it means that the debtor will no longer be registered in debtors registry. If there are some debts left the debtor is still registered.

1.1.1. Description. NBE reads the presented documents and checks them in order to make sure that they contain the information

needed, and that the documentation is complete. If it isn't complete, NBE will ask the creditor to make a completion.

1.2.1.a. Description. NBE register the debtor in the debtors registry. Doing so the public register, such as land register and minister of

internal affairs, gets knowledge about the debtor and his debts and will restrict the debtors use of his assets and properties. NBE send letters of the information to banks and third parties.

This is called letter of warning and is sent by post. Public announcement could become necessary when there are difficultness in finding the debtor.

1.3.1.a. Description. NBE sends letter to the banks, registering bodies and look in the database of Ministry of internal affairs. They

send information about the assets and attaches it in the case. 1.3.1.b. Description.NBE goes to the at the address in order to investigate the property and the assets in the home. NBE also describes assets and property that they find. Takes pictures and makes written descriptions. 1.3.1.c. Description. NBE request the debtor to inform NBE what assets he/she is in possession of. In some cases they also ask a third party, e.g. a neighbour.

1.4.1. Description. Secure that the property cannot be sold or hidden, in order to protect the creditor's rights. Assignments to the

registered bodies, motor vehicle register and the land registry for example, are sent out to register the seized property. Movable property is transported to the NBE. Some property could be sealed.
1.4.2. Description. NBE evaluates the assets. After that NBE sells the property in auctions or take the seized money from the debtors

account. (Take the market price and reduce it to 50% for a starting price, the second time - zero auction. Bailiff transfer to the NBE account cut and then to creditor assets are transformed into money).
1.4.3. Description. The amount is divided to NBE (fee) and to the creditor. If the money covers all claims and fees the restriction in

assets are withdrawn as well as the information about the debtor in the NBes register. If not the debtor is registered as a debtor for future enforce of new assets.
