SITUATION: a. General.

The Philippines is facing an increasing frequency and intensity of disasters, natural or manmade, it has a devastating impact particularly for those who will be affected. Such impact will be much reduced through proper dissemination of real time information. There is a need for multi-stakeholder partnership that will be composed of different government agencies, private sector and civil society organization in order to prevent or mitigate such impact of disaster. PTV will serve as a link and leader for this partnership. This collaboration of effort will be the basis for effective preparedness and effective response to situations. b.
