Of these, 168,839 were registrations at $1 each, including
n certificate, and 4,767 were registrations of photographs
without certificates, at 50 cents each. There were also
4,029 registrations of renewals, a t 50 cents each. The
fees for these registrations amounted to a total of
$173937.
The number of registrations in each class from July 1,
1920, to June 30, 1926, is shown in Exhibit D. During
the period from the date of the reorganization of the
Register of Gopyrighk 227
copyright office, on July 1, 1897, to the present time, the
copyright business has more than doubled, the copy-
right registrations increasing from 75,545 in 1897 t o
177,635 in 1926.

Of On July 10, 1926, the remittances received up to the
third mail of the day had been recorded, the account
books of the bookkeeping division were balanced for
June, the financial statements were prepared for the
Treasury Department, and all earned fees to June 30
had been paid into the Treasury.

Bratton, a bill (S. 2811, 69th Cong., 1st sess.)" to amend
section 1of the copyright act of 1909 by adding the fol-
lowing words :

bition be deemed a public performance for profit, whether or not

On December 12, 1925, the Hon. Herbert W. Taylor, rtuls. R. 535.
of New Jersey, introduced in the House a bill (H. R.
5245, 69th Cong., 1st ses~.)'~ to amend sections 19 and
24 of the copyright act of 1909, to provide for notice d ; : ~ w o ~ ~ :
of copyright in the c?se of reproduced designs, and for
an appeal from copyright office rulings in case of appli-
cations for renewal entry. So f a r as any of these bills
or reports are new, the full text of each is printed in
the addenda to this report, pp. 246-309.

n I n my report for 1923-24, page l95, a rCsum6 is given

of the efforts to establish a motion-picture censorship con]-
mission whose license would be required before any mo-
tion-picture film could be registered for copyright pro-
tection. A bill containing the identical provision there
quoted was reintroduced by Hon. William D. Upshaw,
of Georgia, on December 21, 1925.28 No report has been
' made on the bill.

One new copyright proclamation was issued during
under section 1 (e) of the copyright act
as. of 1909, for copyright controlling the mechanical ime-
production of music. This proclamation, in behalf of
Chile, which was dated November 18, 1925, and became
effective on July 1, 1925, is printed on pages 310312 of
this report.

A BILL To amend the act entitled "An act to amend nnd con-
solidate the acts respecting copyright," approved March 4,
1909, as amended.
Be it enacted b y t b S m t e and Ebuse of Represents-

cts8ernbbd, That sections 15 and 16 of the act entitled
"An act to amend and consolidate the acts respecting
copyright," approved March 4, 1909, as amended, are
amended to read as follows :
" SEC. 15. That of the printed book or periodical speci-
fied in section 5, subsections (a) and (b) of this act,
except the original text of a book of foreign origin in a
language or languages other than English, the text of all
copies accorded protection under this act, except as below
provided, shall be printed from type set within the limits
of the United States, either by hand or by the aid of any
kind of typesetting machine, or from plates made within
the limits of ihe United Sta-tes from type set therein,
or, if the text be produced by lithographic process, photo-
engraving process, or mimeograph process, then by a
process wholly performed within the limits of the .
United States, and the printing of the text and binding
of the said book shall be performed within the limits
of the United States; which requirements shall extend
also to the illustrations within a book consistirg of
printed text and illustrations produced by lithographic
process, photo-engraving process, or mimeograph proc-
ess, and also to separate lithographs, photo-engrarings,
or mimeographs, except where in either case the subjects
represented are located in a foreign country and illus-
trate a scientific work or reproduce a work of art; but
they shall not apply to works in raised characters for the
use of the blind, or to book of foreign origin in a lan-
guage or languages other than English, or to boob pub-
lished abroad in the English language seeking ad interim
protection under this act.
" SEC.16. That in the case of the book tbe copies so
deposited shall be accompanied by an affidavit, under
tlle official seal of any officer authorized to administer
oaths within the United States, duly made by the per-
son claiming copyright, or by his duly authorized agent
or representative raiding in the United States, or by the
printer who has printed the book, setting forth that the
copies deposited have been printed from type set within
the limits of the United States or from plates made within

the limits of the United States from type set therein; or,
if the text be produced by lithographic process; photo-
engraving process, or mimeograph process, that sucl~
process was wholly performed within the limits ol the
United States, and that the printing of the text and bind-
ing of the said book have also been performed within
the limits of the United States. Such affidavit shall state
n l ~ othe place where and the establishment or establish-
ments in which such type was set or plates were made
or lithographic process, photo-engraving process, or
mimeograph process, or printing and binding were per-
formed and the date of the completion of the printing of
the book or the date of publication."
SEC.2. That section 31 of such act, as amended. is
amended by adding " or mimeograph " immediately fol-
lowing " photo-engraving."

SEC.8. The copyright of a work of architecture shall
cover only its artistic character and its design and shall
not extend to processes or methods of construction, nor
shall it prevent the making, exhibiting, or publishing of

photographs, motion pictures, paintings, or other illus-
trations -thereof, which are not in the nature of archi-
tectural drawings or plans, and the owner of the copy-
right shall not be entitled to obtain an injunction re-
straining the construction, substantially begun, or use,
of an infringing building, or an order for its demolition
or seizure.
