Formation and support of mobile learning environment of the University for create open educational resources. The final product of the project: open educational resources on a particular learning subject created by students using mobile devices. The project will contribute to: improving the mobile literacy of students and teachers. formation skills in using Web 2.0 services in the learning process of students and teachers. implementation paragogy and P2P principles in the learning process. promotion of informal cooperation and collaboration of students and teachers in the mobile virtual environment. provide 24/7 access to information resources. provide 24/7 feedback participants of the learning process. creating the conditions for co-production of open educational resources. support for the formal learning process in the university.

5. What type of technology and infrastructure can be expected?
Connection type: Wi-Fi on university campus. GPRS or 3G to access outdoor of university campus. Types of mobile devices: Mobile phones and smart phones (java, android). Tablet. Netbooks, laptops. 1. Free Wi-Fi access on university campus. 2. Advanced training courses for teachers. 3. PR company of the project on university campus, in the university site, blogs of students and teachers, in social networks. 6. Educational resources created by the students (project volunteers). Its provides in-depth study of the learning subject, also its provides activity and feedback. 7. Organization of a group of students – “volunteers” - who will train future volunteers from other groups, or other courses. 8. Organization on the basis of students' scientific society special website (portal) for future volunteers that will host the instructions for creating OER using mobile devices, a forum for feedback and contacts. This site will support the students. 9. Purpose of "curator of the project" among faculty members. The main costs are going to build Wi-Fi network of university and payment for teachers. This is a mandatory part of any project and from it one can hardly escape.

7. Who are ALL the stakeholders that might influence the project:
Administration of the university. For administration this project could be useful from the standpoint of increasing the rating of the University. University mobile learning environment, with open educational resources to expand the audience and can attract potential students. Teachers and students of the university. For them, this project is a chance to improve their skills in ICT and in the using of mobile devices for learning and get the skills of cooperation and project activities. Local (municipal) governments. Mobile open educational environment of the University extended the impact on the population of the region. It will give them access to free educational resources and create learning conditions for people with limited

physical abilities. It will facilitate the integration of educational spaces of regional universities.

9. A broader description of the project
To the point number 1. Choosing a theme due to the fact that in the modern world, enhances the role of open educational resources, as a means of providing equal access to information. Besides, we can’t ignore the fact that the principles paragogy and P2P should be implemented in a modern education. Educational resources are no longer produced by the teacher. Each participant of the learning process can create relevant resources and share them with other participants. These resources complement the learning process, based on them may be create new learning products. It should be noted that most students do not implement all the features of their mobile devices. They often see them as a means of entertainment. Our task - to show them, that these devices can be used as a working tool. To the point number 2. Choice is determined by the place of the founders of the project. To the point number 5. We expect that the development of educational resources students will use the Wi-Fi network of the University and mobile networks outside university campus. To create a resource, you can use any portable electronic device. Joint work will occur on social networking platforms, that students already use in everyday life. For this will be a survey of the target audience. This is good idea, because the students do not get used to other people familiar with the interface and the algorithm works in it. Brief description of the algorithm of the project: A) The pilot project. Get the support of a single teacher and his students. Spend several orientation sessions with the teacher and his students on the principles and techniques of creating OER, cleaning copyright (replacing the original protected material), the possibility of mobile devices to create educational resources, etc. The project is implemented on the basis of BYOD-strategy.

As part of the formal educational process of students under the guidance of teachers create such resources, and placed on a common platform. The teacher evaluates the quality of work and can give advice on improving these resources. Students can form their work groups, create content for online and offline mlearning. If there is no on-campus Wi-Fi access, students can use GPRS or 3G network or create theirs materials on the device, and then place it with the home network or in parts of the city, where there is Wi-Fi. Students can evaluate resources by each other. Comment on them, to give advice on how to improve them, to offer new options for their use. In doing so, begins to operate a separate resource in which students can share experiences in creating certain types of learning resources. To give advice to his colleagues on the use of software, mobile applications, etc. This resource (website) supported by students. The result of this work is OER created by students on specific topics (modules) of learning subject. During the pilot project, organizers are supporting and advising both teacher and student groups. The ultimate goal of the organizers is to determine the conditions for sustainable development of the project self-sustaining, and creating a flexible program of internal training. B) After the pilot project. After completion of the project its evaluated from the point of view of the student through the final poll. We find out what went well, what did not, what should be developed. As a result of the project, we provide to university administration a guidance brief with our proposals in the following areas: academic affairs, finance, development of wireless networks university, encouraging teachers, and advanced training courses. In the case, of administration support - to solve the issue of such work in several departments.

10. Which steps will you take to ensure you will reach your m-learning goal:
(We follow the majority of Russian and Ukrainian universities) 1. Get support from individual teachers and departments of the university. Spend with them a pilot (sample) project. To analyze the results of the pilot project. 2. Based on analysis of the pilot project, in view of its strengths and weaknesses get support of the administration and other teachers to further implementation. 3. With the help of volunteers and student scientific society to create a website (portal) project to teach other students.

4. Conduct training courses for teachers. 5. Receive funding for: development of a mobile network of university. reward the most active teachers and students. improvement of the technical part of the University (networks, servers). payment of teachers and invited persons for conducting trainings for the participants of the project.

1. The cost of mobile communication for teachers and students. 2. Lack of university administration strategy of improving m- learning. 3. The lack of teachers and students skills of online teaching, learning and networking collaboration. 4. Teachers lack skills to create learning materials via mobile devices. 5. The different characteristics of mobile devices of participants.

12. Solutions to the problems:
1. Create a free Wi-Fi network of university. 2. Selection of the optimal mobile tariff for the participants. 3. Advanced training courses for teachers and students on m-learning: concepts and principles of m-learning, interaction in m-learning, using web 2.0 services in m-learning and others. 4. Surveys of students and teachers to select learning platforms, applications, basic devices and social services that can be used in the project. 5. Creating open educational resources for various devices in various formats: video (mp4, 3gp, avi), podcast (wav, mp3, amr,), text material: (doc, txt, docx, pdf, djvu).
