Federal Oversight
Congress established a committee, the Board of Visitors, to oversee the institute’s operations. The board includes four Members of Congress; a senior State Department official; commanders of U.S. Southern Command, U.S. Northern Command, and U.S. Army Training & Doctrine Command along with six civilian appointees. The BOV meets at least once each year and reporting its findings through the Secretary of Defense to Congress. Annual minutes are posted to the Federal Committee database, available online.

WHINSEC is proud and fortunate to be on Fort Benning, where the MCoE leads the Army in training leaders. Together, the Institute and the MCoE train more international students than any other DoD location.

offers the Human Rights Instructor Course and provides Democracy, Ethics and Human Rights instruction in every other course.
