PREAMBLE AND STATEMENT OF PURPOSE The Central Philippine University Federation of Overseas Alumni Associations (CPUFOAA), is bound together by the Central Spirit, committed to building a global federation of CPU Alumni Chapters and its membership, and to fostering cooperation and collaboration among them, by meeting their needs for information exchange, mutual support, and sustained involvement, within the context of Central Philippine University (CPU), in order to assist CPU in attaining and improving the quality of its vision and mission, do hereby form ourselves into an Incorporated Federation and adopt the following By-laws. ARTICLE I Name, Motto, Color, Seal, Newsletter, and Website Section 1. This Federation shall be called the Central Philippine University Federation of Overseas Alumni Associations, Incorporated. Section 2. The Federations motto shall be Uniting for a Greater Central. Section 3. The Federations colors shall be the same as CPUs colors: Gold and Blue. Section 4. The Federation shall have a Seal. Section 5. The Federation shall have a Newsletter. Section 6. The Federation shall have a Website. ARTICLE II Membership

Section 1. The Federations membership shall be composed of Overseas CPU Alumni Chapters. The Chapters membership shall be composed of overseas alumni members. Section 2. The members of each Chapter of the Federation shall be classified as Regular or Honorary. Section 3. Regular Members of each Chapter: The following, who reside outside the Philippines, shall be considered regular members: 2.3.1 Holders of any degree, diploma or certificate from Jaro Industrial School, Central Philippine College or Central Philippine University; Former students of Jaro Industrial School, Central Philippine College or Central Philippine University.

Honorary Members of each Chapter: Any of the following, who reside outside the Philippines, shall be considered honorary members: 2.4.1 2.4.2 2.4.3 Holders of honorary titles or honorary academic degrees from Jaro Industrial School, Central Philippine College or Central Philippine University: Previous and current members of the Board of Trustees, the Faculty and Staff of the University; and Individuals who have rendered or are rendering meritorious service to Central Philippine University or the Federation, upon recommendation by their chapter. The aforementioned provisions should be incorporated in each of the Chapters Constitution and By-laws. ARTICLE III OFFICE LOCATION Section 1. The location of the Federation office shall be in the metropolitan area of Houston, Texas, USA, where the majority of member associations are established. However, for the purpose of address, mailing and other business communications, the residential address of the incumbent President shall prevail. ARTICLE IV STATEMENT OF PURPOSE Section 1. The primary purpose is to establish a Federation organizational structure that is well coordinated. 4.1.1 A Federation that is a service web, which seek to enhance the cooperation and collaboration amongst the overseas alumni members. 4.1.2 A Federation that draws together expertise, philosophies, concepts, and principles of CPU, culture and values. 4.1.3 With unity of purpose, the Federations support and sustained involvement, would be able to assist CPU, in improving the quality of its vision and mission.

ARTICLE V MISSION STATEMENT Section 1. The Federation is an umbrella organization of the Overseas Alumni Associations. 5.1.1 It is a non-partisan and also a non-profit organization incorporated under the laws of the state of Illinois. 5.1.2 It is committed and dedicated to fulfil its mission through a multidisciplinary approach, collaborative relationships between Chapter members, the community, the development and support of the CPUFOAA Board of Directors. Section 2. The Federation would help member Chapters to work with each other and the community as partners who value caring, respect, accountability, excellence, competence and holistic approach. 5.2.1 It would strive at all times to achieve the goals and objectives set in the ByLaws. ((should we take this out?????? ----of the Federation that have influence us greatly to create the kind of community we take pride and love to be a part of.)) 5.2.2 It would encourage service and leadership from within the organization to provide for the alumnis present and future needs. ARTICLE VI STATEMENT OF PHILOSOPHY Section 1. The Federations philosophy is inspired by the global mission of the association and the Filipino values that the Federation was founded upon. In keeping with this philosophy, the Board of Directors and Officers are guided by the following principles and philosophy: Belief in the accountability, confidentiality, excellence and competence as they are the foundation to achieving the confidence and trust of the members. Belief in the emotional, physical, social and spiritual well-being of the community members. Belief that everyone has a role to play: the Board of Directors, Officers, member associations and the community at large. Belief that the work environment in the Federation must be established and maintained on the basis of honesty, fair dealings, trust, a high level of cooperation and openness in communication Belief in empowering the members through information, media awareness, programs and education. Belief that the Golden Rule should be the basis of all interpersonal relationships and will strive to practice the Ten Commandments of Human Relations. (Please see addendum.) Belief in seeking and encouraging participation from other organizations. Belief in working together in peace and friendship, to make dreams can come true. ARTICLE VII ORGANIZATIONAL VALUES Section 1. The following values reflect the Federations Purpose, Mission and Philosophy which guides the decisions made at all levels of the organization: 7.1.1 Focus and Direction Clear alignment around the goals and objectives in

the pursuit of the Federations mandates. 7.1.2 Common Purpose - Share a sense of common purpose and priorities with Chapter members. 7.1.3 Knowledge Belief in the value learning. Develop, promote and support an environment that encourages education and training among alumni members. Unwavering support on professional endeavours and educational programs that contribute to the growth and development of the members. 7.1.4 Integrity Adhere to the conduct of honesty and fairness in accordance with ethical principles. Commitment to performing various activities with respect and transparency. Making sure that all board members, officers and volunteers meet the highest standards of personal and professional integrity. 7.1.5 Teamwork - Recognizing the importance, quality, diversity and contribution of each member of our Federation. Commitment to working together as a team, collaborating with one another and sharing the knowledge to achieve common vision and goals. 7.1.6 Openness - Create an atmosphere where new ideas and feedback are welcome. At the same time promote respect for individual differences with the spirit of inquiry and sensitivity. Thus, achieving an open environment where we continuously seek to understand the needs, interest and opinions of others. 7.1.7 Efficiency - Commitment to managing the resources responsibly and leading the way in developing new means of achieving efficiency in the Federations operations. 7.1.8 Trust and Mutual Respect - Guided by mutual respect in interactions with the board members, officers, donors and volunteers. Committed to building long- term relationship based on trust and fairness. 7.1.9 Community Valuing the contribution of the community that members serve, irrespective of geographical location. Recognizing, upholding, and validating the efforts of the members, donors, and volunteers in helping to fulfil the mission and ensure the continued growth of the Federation. ARTICLE VIII GOALS AND OBJECTIVES Section 1. Establish a Federation structure that is coordinated and integrates service delivery system to form a web that will seek to increase sharing of information that is efficient, for the benefit of present and future generations. 8.1.1 Promote harmonious interpersonal relationship among member associations, board members, officers, the community at large, and other community organizations. 8.1.2 Foster the development and preservation of Filipino traditions and cultural heritage as members of the community multicultural society. 8.1.3 To hold forums, workshops, seminars, conferences and other venues for the expression of community views and concerns. 8.1.4 Strive to publish periodicals, directories and other materials for the use and benefits of members and the community at large. 8.1.5 Promote unity and social accord among all its members in relation to the public in general. 8.1.6 Establish, operate and maintain a Federation Center which shall be used by its members for cultural, educational, social and recreational projects.

8.1.7 Initiate, participate and extend support to educational projects such as seminars, workshops, meetings and / or seek scholarship grants for deserving members and / or their children. ARTICLE IX Fees The following shall be the fees of the Chapter members of the Federation. Section 1. Chapter Fees: 9.1.1 Each chapter in the Federation shall have an annual fee proportionate to the number of regular and honorary members of the chapter. 9.1.2 The amount has to be officially remitted to the Treasurer of the Federation (will likewise acknowledge by issuing an official receipt). 9.1.3 Remittance should be accompanied by the list of Chapter members and their contact information. 9.1.4 This serves as Chapter registration to the Federation. 9.1.5 Payments with membership updates to be done regularly every August 1st, 9.1.6 Below is the range of fees: 5 100 => $50.00 NOTE: Based on the Federations By-Laws, the Federation is composed of Chapters and not of individual alumni members, the fees should come out of the Chapters treasury. The alumni member is the responsibility of the Chapter and pays the membership fee to that Chapter. The Chapter Presidents should have a meeting during the 6th Global Reunion. The payment is to be made through the local Chapter. The Chapters Treasurer remits the amount (with the members name and 1 x the Treasurer of the Federation. The Federation has to have the authority from the CPUAA to grant Lifetime Membership to Overseas Alumni. 9.2.5 The Federation acknowledges the payment by issuing a Lifetime Membership

QUESTION: The $100 lifetime membership, is from an alumni member to the CPUAAI at CPU. The Federation is just receiving it from a member of a Chapter or directly from an

alumni member of a Chapter. The Federation then sends it to the CPUAAI. It is not kept at the Federation. Is this analysis correct? ARTICLE X Rights and Responsibilities of Alumni Chapters Section 1. Composition: Five (5) or more CPU Alumni who met regularly may form and organize themselves into an alumni chapter and register to the Federation. Section 2. Organization and Functions: The organized chapters shall be autonomous in the matter of organization, functions, objectives, activities and in the choice of officers to run their respective organizations, but shall always be within the context of the mission of the Federation. Section 3. Relation with the CPUFOAA: The CPUFOAA, in partnership with the Central Philippine University Alumni Association, Incorporated (CPUAAI), acts as the agency of the overseas alumni associations in promoting a unified and more efficient way of accomplishing mutual goals; in providing for organized alumni assistance to the University in the fulfillment of its mission; and in identifying ways in which the overseas alumni and University can mutually support, for the development and progress of future alumni chapters and its membership. ARTICLE XI Board of Directors Section 1. Composition: The Federation shall have a Board of Directors composed of the Federation President as Chairperson, Alumni Chapter Presidents, and seven persons elected at large from a list of nominees, compiled for that purpose by a nominating committee selected in a manner prescribed by the Federation, as members. Section 2. Term of Office: Board members shall serve as such only during their incumbency as Chapter Presidents; members-at-large shall serve for a term of two years and may not serve more than two consecutive terms of office. Section 3. Vacancies: In case of vacancy for at-large positions, as determined by the Board, due to death, disqualification, incapacity or resignation of a member, the Board of Directors, during a meeting called for the purpose, shall elect a replacement for the unexpired term. Section 4. Duties: The Board of Directors shall be the governing body of the Federation and all its actions shall be binding upon all members of the alumni chapters of the Federation. 11.4.1 Establish the general policies and directions of the federation in so far as the keeping of the Federation within the framework of its goals and objectives; 11.4.2 Advise and give counsel to the Federation Officers on matters affecting the structure, functions, business and financial affairs of the Federation and to sanction the activities of the Federation if and when the state and prestige of the Federation is affected;

11.4.3 In case of vacancy for at-large positions, as determined by the Board, due to death, disqualification, incapacity or resignation of a member, the Board of Directors, during a meeting called for the purpose, shall elect a replacement for the unexpired term; 11.4.4 Amend the constitution and By-laws as required; 11.4.5 Authorize the expenditure of the federation; 11.4.6 Establish committee (s) as required; and appoint person (s) to a committee (s) in order to carry out the functions of the federation; 11.4.7 Act in the best interest of the Federation and ensure that all decisions of the Board are lawful. Section 5. Meetings: Regular meetings of the Board of Directors shall be held during the global reunion. Special meetings may be called by the Chairperson or by 1/3 of the members of the Board of Directors. Section 6. Quorum: At least three of the members of the Board of Directors present in the meeting shall constitute a quorum. ARTICLE XII Federation Officers Section 1. Officers: The Officers of the Federation shall consist of a President; a First VicePresident; four Second-Vice-Presidents, representing the United States, Canada, Europe and Australasia; Regional Vice-Presidents from each designated geographical area; a Corporate Secretary and Assistant Corporate Secretary; a Corporate Treasurer; an Auditor; and a Webmaster. The Board of Directors may, from time to time, designate such other offices, as it deem necessary for the proper working of the Federation. Section 2. Election and Term of Office: The Officers of the Federation shall be elected by a majority of votes cast by members of the Federation present at the grand reunion and shall serve for a term of two years, or until their successors shall have been elected. Officers may not serve more than two consecutive terms of office. Section 3. During the interim, between the meetings of the Board of Directors, the Federation Officers shall be empowered to transact business for the Federation. ARTICLE XIII Duties of Officers Section 1. The President of the Federation. The President of the Federation who is also the Chairperson of the Board of Directors shall perform the following functions: 13.1.1 Presides at all meetings of the Federation, Board of Directors and the Executive Committee; 13.1.2 Serves as ex-officio member of all committees that may be created; 13.1.4 Renders an annual report to the Federation; 13.1.5 Co-signs cheques and other documents or instruments of the Federation; 13.1.6 Acts as the official spokesperson for the Federation; 13.1.7 See to it that all acts, resolution, and transactions approved by the Board of Directors are carried out; 13.1.8 Reviews and evaluate the performance of the Federation and give recommendation to the Board of Directors;

13.1.9 Represents the Federation at ceremonial and social functions and other occasions that may be required; and 13.1.10 Performs all other duties inherent to the Office and such other duties as, from time to time, may be assigned by the Board of Directors. Section 2. The First Vice President of the Federation. The First Vice-President of the federation shall perform the following functions: Assumes the duties and responsibilities of the President in case of death, permanent or temporary incapacity, or removal from office of the president; 13.2.2 Discharges any other duties that the Board of Directors may require. 13.2.3 In the event the First Vice-President shall be incapacitated to succeed the President for any reason, the following line of succession shall be followed: Second Vice-President from the United States; Second Vice-President from Canada; Second Vice-President from Europe; and Second Vice-President from Australasia. 13.2.1 Section 3. The Second Vice-Presidents of the Federation. The Second Vice-Presidents of the Federation shall perform the following functions: 13.3.1 Assumes the duties and responsibilities of the President in case of death, permanent or temporary incapacity, or removal from office of the President in the event the First Vice-President is disqualified from assuming the presidency, in the order of succession stated in Section 2, Article VII; Attends to all alumni matters in their respective geographical area of responsibility; Makes regular consultations with the Regional Vice-Presidents; and Recommends to the Federation alumni matters affecting the well being of the alumni in their area of jurisdiction.

Section 4.The Regional Vice- Presidents: The Regional Vice-Presidents shall have the following functions: 13.4.1 13.4.2 Attends to all alumni matters in their designated geographical area; and Makes recommendations to the President of the Federation for better geographical representation, programming, and other matters affecting the respective regions.

Section 5. The Corporate Secretary: The Corporate Secretary shall perform the following functions: 13.5.1 13.5.2 13.5.3 Keeps all records of the proceedings of the meetings of the Federation, including minutes of meetings and official communication; Keeps and maintain an updated record of all alumni; and Discharges all other functions inherent to the position.

Section 6. The Assistant Corporate Secretary: The Assistant Corporate Secretary shall perform the following functions: 13.6.1 13.6.2 Assists the Corporate Secretary in the performance of the duties of the Corporate Secretary; and In the event of the absence of the Corporate Secretary, the Assistant Corporate Secretary shall assume the duties of the Corporate Secretary.

Section 7. The Corporate Treasurer: The Corporate Treasurer shall have the following functions: 13.7.1 Receives all money due to the Federation; 13.7.2 Issues an official receipt of money received, and deposit the funds with any bank or banking institution duly designated by the Federation; 13.7.2 Disburses money of the Federation upon presentation of vouchers approved by the President, or any other officer as may be designated by the Board of Directors; 13.7.3 Keeps an accurate and complete record of the accounts of the Federation and render a detailed financial report on receipts and expenditures during the annual meeting of the Federation, or whenever called upon by the Board of Directors; and 13.7.4 Withdraws the Federation funds or any part of it, only on authority of the Federation. Section 8. The Auditor: The Auditor shall have the following functions: 13.8.1 Makes a regular audit on the Treasurer and other accountable officers on their financial accountabilities as well as on other responsibilities of the officers; and Reports to the Federation during its annual meeting, or as requested by the Board of Directors, the results of his audit on such financial accountabilities and other responsibilities of the officers concerned.

Section 9. The Webmaster: The Webmaster shall have the following functions: 13.9.1 13.9.2 13.9.3 Creates the Federation web site; Maintains the Federation web site to ensure its maximum utility to all members; and Presents to the Board suggestions from the web page on a regular basis. ARTICLE XIV THE STANDING COMMITTEES Section 1. The Federation Officers may establish committees to assist them in the execution of the projects and activities of the Federation. The following shall be the standing committees: 14.1.1 Executive Committee: Composed of Federation Officers and past Federation Presidents, is an ex-officio member. Responsible for the day to day operation of the organization; support initiatives, programs and services; promote and model the mission, philosophy and values of the Federation; report to the Board of Directors on the work being carried out. 14.2.1 Finance Committee: Composed of treasurer, president, auditor and others. Oversees Federations finances and assets; allocation of resources; and preparation of annual budget for the Boards approval; determine priorities, strategies, programs and projects for meeting the needs of members; plan and actively seek resources for organizational activities. 14.3.1 Nominating / Election Committee: The Federation officers shall appoint members of this committee at the start of the fiscal year, and shall serve

for a period of two years. This committee shall be composed of five members: the board of directors, officers and members in good standing. The committee members elect the chairperson, who in turn has the responsibility to preside the committee. The committee shall develop criteria for nomination of candidates for the Federation Officers, and approve application for candidacy based on the required qualifications. The committee shall create and determine the rules and regulations governing the election in accordance with the constitution. 13.4.1 Communications Committee: The communications committee shall take charge of the publication, communication and announcement of news and activities of the Federation. The Webmaster Officer shall be in charge of this committee and may choose his/her members. The Federation shall have a News Organ and shall be the responsibility of this committee to establish its operation. ARTICLE XV FUNDS AND DISBURSEMENTS Section 1. The funds of the Federation shall consist of a general fund. 14.1.1 The general fund shall be derived from the membership dues. 14.1.2 Donations, interest earned from investments, grants, and bequest specifically received, and intended for general operating costs. 14.1.3 The general operating costs shall consist of administrative expenses, utility bills, taxes and expenses or programs and activities of the Federation in the pursuit of its goals and objectives. Section 2. The Federation officers is authorized to disburse any amount from the general fund to pay the normal operating costs, such as utility bills, taxes, and other expenses to carry out the programs and activities of the Federation. ARTICLE XVI Meetings Section 1. Federation meetings: 16.1.1 The Federation Officers shall hold meetings as often as called for by the President and in a manner that is appropriate and necessary to the conduct of the Federations business. 16.1.2 At such meetings, the presence of at least ten (10) officers shall constitute a quorum. 16.1.3 The Federations general membership meeting shall be held at every global reunion to conduct Federation business necessitating general membership vote and approval. 16.1.4 At such meetings, members present shall constitute a quorum and a simple majority of members in good standing will be needed to pass business.

ARTICLE XVII FUNDS AND DISBURSEMENTS

Section 1. The funds of the Federation shall consist of a general fund. 17.1.1 The general fund shall be derived from the membership dues. 17.1.2 Donations, interest earned from investments, grants, and bequest specifically received, and intended for general operating costs. 17.1.3 The general operating costs shall consist of administrative expenses, utility bills, taxes and expenses or programs and activities of the Federation in the pursuit of its goals and objectives. 17.1.4 The Federation officers is authorized to disburse any amount from the general fund to pay the normal operating costs, such as utility bills, taxes, and other expenses to carry out the programs and activities of the Federation. ARTICLE XVIII Relations with CPUAA, Inc. Section 1. Consistent with the Preamble of the Constitution and By-Laws of the CPUAA, Inc., expressing the need to create a more solid union, develop mutual interest among ourselves, maintain loyalty to and strengthen our love for our Alma Mater, the CPUFOAA seeks to partner with the mother chapter to attain this vision. While the Federation retains its autonomy in its organization and functions, it shall seek advice from the CPUAAI on relevant matters, and representation in the CPUAAIs Board and the CPU Corporation. ARTICLE XIX FISCAL YEAR Section 1. The fiscal year of the Federation shall begin on the first day of April and shall terminate on the last day of March of the succeeding year. Section 2. All books, records, and property of the Federation shall be turned over to the new administration not later than April 30. Failure to comply shall be dealt with in accordance with the law. ARTICLE XX DISSOLUTION Section 1. The dissolution of the Federation shall be decided by the member associations at a general meeting called for that purpose and shall be in accordance with the laws and regulations in the state of Texas. Section 2. Two thirds (2/3) vote of members that constitute a quorum is required to approve dissolution. Section 3. In the event of dissolution, the remaining assets of the Federation, after payment of all debts and other obligations, shall be given to our mother chapter (CPUAA, Inc.)

ARTICLE XXI Amendments Section 1. Proposal. Amendments to this constitution and By-Laws or a revision of it may be proposed by a majority of the members of the Board of Directors present during a regular or special meeting called for the purpose. Section 2. Ratification. The proposed amendment or revision shall not be valid unless ratified by a majority of the members of the Federation present during the general assembly meeting of the Federation. ARTICLE XII Transition Section 1. The present International Team of the CPUFOAA shall serve as the transition body to ensure that the members of the alumni chapters that shall constitute the Federation shall ratify all the provisions of this Constitution. Section 2. This transition shall be completed no later than April 2006. ARTICLE XIII Effectivity Section 1. This Constitution and By-Laws shall take effect upon its ratification by a majority of the current active members of the Federation in a manner prescribed by the existing International Team of the CPUFOAA. +++++++++++++++++++++++++++++++++++++++++++++++++++++++ +++++++++++++++++++++++++++++++++++++++++++++++++++ With all due respect to everyone who gave their input and work so hard on the revision the Federations By-Laws please allow me to make some comments: +++++++++++++++++++++++++++++++++++++++++++++++++++++ 1. The Seal could be adopted from a Logo. The Logo could be made into the Seal of the Federation. Revision from Toronto!

Each Chapter is autonomous. The provision below should be in the Chapters Constitutions and By-Laws and not be part of the Federations By-Laws. If need be, it could be added to the Federations By-Laws as an Addendum. It should be worded to reflect the rights and responsibilities of the Overseas Alumni Chapters Members. Each Chapter could adopt each own or in the spirit of unity and common

interests, the entire Federation member Chapters could have uniform information. This could be discussed at the Chapters officers meeting when they discuss the fees. ARTICLE X Rights and Responsibilities of Chapter Members Info below are rights & responsibilities of individual alumnus to the local Chapter The Federation should be dealing directly with Chapter Members not individual alumnus, otherwise, whats the purpose of having a chapter: Section 1. All members, regular and honorary, who shall pay the annual dues, are members in good standing. Every member in good standing shall have the following rights and responsibilities: Section 1.1. Affiliate themselves with an Alumni Chapter in their place of residence, or in instances where no Alumni Chapter exists, to affiliate with a Chapter of their choice. Section 1.2 Attend the meetings of the Alumni Chapter of which they are members, as well as regular and special meetings of the general membership of the Federation. Section 1.3 Give the Alumni Chapter Secretary their address and notify him or her of any changes thereof. Section 1.4 Attend special events and activities of Central Philippine University to which members of the Federation are invited. Section 1.5 Receive, upon payment of the proper fees, publications of the Federation. Section 1.6 Participate in the electoral process, local or international, either as a candidate or as a voter. Montreals revision: Like the point discussed above, each Chapter is autonomous. The provision below should be in the Chapters Constitutions and By-Laws and not be part of the Federations By-Laws. If need be, it could be added to the Federations By-Laws as an Addendum. It should be worded to reflect the rights and responsibilities of the Overseas Alumni Chapters Members. Each Chapter could adopt each own or the entire Federation member Chapters could have uniform information. This could be discussed at the Chapters officers meeting when they discuss the fees. ARTICLE 1X MEMBERSHIP, FEES, RIGHTS AND RESPONSIBILITIES 9.1 The members of the Federation shall be classified as Regular or Honorary. 9.2 Regular Member: The following who reside outside the Philippines, shall be considered regular members: (a) Holders of any degree, diploma or certificate from Central Philippine University, Central Philippine College or Jaro Industrial School; (b) Former student of Jaro Industrial School, Central Philippine College or Central Philippine University. 9.3 Honorary Members: Any of the following, who reside outside the Philippines, shall be considered honorary members:

(a) Holders of titles or honorary academic degrees from Central Philippine University or Central College. (b) Persons who are, or have been, members of the Board of Trustees, the Faculty and Staff of the University; and (c) Any other person who have rendered or are rendering meritorious service to Central Philippines University or the Federation, upon recommendation by their chapter. 9.4 The following shall be the fees of the members of the Federation.

9.5 Annual Fees: Every member, regular or honorary, shall pay annual fees of ten dollars (10) upon registration with the Federation and every year thereafter. 9.6 Life Membership Fee: Members who shall pay the amount of one hundred dollars ( $100) are entitled to life membership. 9.7 Chapter Fees: Each chapter in the Federation shall have an annual fee of one hundred dollars ($100). Exception: For chapter with less than twenty members, shall have an annual fee of fifty dollars ($50). 9.8 All members, regular and honorary, who shall pay the annual dues, are members in good standing. Every member in good standing shall have the following rights and responsibilities: 9.8.1 Affiliate themselves with an Alumni Chapter in their place of residence, or in instances where no Alumni Chapter exist, to affiliate with a Chapter of their choice. 9.8.2 Attend the meetings of the Alumni Chapter of which they are members, as well as regular and special meetings of the general membership of the Federation. 9.8.3 Give the Alumni Chapter Secretary their address and notify him of any changes thereof. 9.8.4 Attend special events and activities of central Philippine University to which members of the federation are invited. 9.8.5 Receive, upon payment of the proper fees, publication of the Federation. 9.8.6 Participate in the electoral process, local or international, either as a candidate or as a voter. 9.8.7 Perform any other duties that the federation may approve in accordance with these By-laws. +++++++++++++++++++++++++++++++++++++++++++++++++++++ +++++++++++++++++++++++++++++++++++++++++++++++++++++ The section on the Ten Commandments of Human Relations should not be part of the Federations By-Laws.
