A MAN has pleaded guilty to ytipping
rubble and waste in an alleyway at the
back of Clare Avenue in Hoole.
Darren Davis, of Rice Lane, Wallasey,
pleaded guilty to an offence under the
Environmental Protection Act when
he appeared at Chester Magistrates
Court.
He was given a 12 month conditional
discharge and ordered to pay 500
towards legal costs and 1,300
towards investigation and clean up
costs.
Councillor Lynn Riley, Executive
Member for Community and
Environment said: There is a problem
of ytipping in alleyways across the
Borough and particularly Chester.
This prosecution shows that if you
do commit this offence, you will be
prosecuted and you could end up
paying a considerable amount of
money in costs.
The rubble and waste which was left in the
alleyway.

CHESTER Beer and Wine, Westminster Road, is holding a Champagne Night on Thursday
15th November with Brian Wheaton, from 7.15-9.30pm.
Distraction burglaries
POLICE are warning householders to be vigilant following a number of distraction burglaries
in the area.
Thieves have been making false claims to dupe people into allowing them inside their
homes to steal from them.
Inspector Kevin Chambers of Chester Outer Policing Unit said: Recently there has been
an increase in the number of reports of distraction burglaries where the offenders have said
they are from the water board in order to gain access to houses.
They have made claims about the water being poisoned or that there has been an
explosion nearby.
There is no such body as the water board so you should be suspicious of any caller who
uses this name.
Anyone who would like to report a suspicious caller should contact Cheshire Police on 101
with as many details about the caller as possible.
z HOOLES Police Community Support Ofcer Keith Bartlett has been nominated for a
Chester community award. PCSO Bartlett was put forward for the Champion Person of the
Year in the Chester Chronicle.

THE Hoole Christmas Lights are switched on later this month.
As usual there will be the usual, very popular, Switch-on event with
theroadshow hosted by DEE 106.3. Father Christmas will be there and
the Switch-on will be heralded by a rework display.
The event will take place from 5.30pm on SATURDAY 17th
NOVEMBER.

AMONG the crimes reported in the Hoole area last month were:
Hoole - Police executed a drugs warrant on a residential address.
West Street A laptop & Sky+ box were stolen after burglars broke in through an unlocked
front door.
Canadian Avenue - Damage was caused to the sheds and greenhouses on the
allotments.
Newton Hall View An unlocked red Carrera Vulcan bicycle was stolen from the front
garden.
Homeless hostel consultation begins
A CONSULTATION on plans for a 36-bed homeless shelter at Richmond Court, Boughton,
has begun.
Information packs have been delivered to properties and businesses and anumber of drop-
in sessions will also be held over the 12-week consultation period at Campbell Memorial
Hall, Boughton.
Executive Member for Adult Social Care and Health, Cllr Brenda Dowding, said: When
setting out our vision for the new homeless service we were looking to put each individual
at the heart of provision, increasing and tailoring support to help more people permanently
back into settled accommodation.
The accommodation offer includes bringing Richmond Court into use as a modern centre
designed to provide high quality, well-managed services based on a clear understanding of
the problems, needs and aspirations of people who experience homelessness.
But Karen Stevenson, of Residents Against Richmond Court, said that the council had
already made its mind up and peoples views were not being considered adequately.
She said: A consultation usually happens before a decision is made, not after, so from the
start its been awed.

HOOLE Library has closed after 60
years at its home on Hoole Road.
The building is in a poor condition
and is said to be reaching the end of
its life. Cheshire West and Chester
Council says that it is no longer
acceptable as a public space or a
workplace.
The ageing wooden building and its
internal oors are damp, made worse
by the recent excessive rains, and
the current situation, with librarians
working alone on a now empty site,
also presents signicant security
issues especially as dark nights begin to
set in.
The library closed at the end of October
and the council is trying to relocate the
service to the community centre on
Westminster Road, working with the Hoole
Community Trust.
The libraries at Upton and Vicars Cross
have survived the cull because they have
higher usage.
Unacceptable
Executive Member for Culture and
Recreation, Cllr Stuart Parker, said:
Cheshire West and Chester Council is
committed to maintaining a robust, t-for-
purpose library service and our priority is to
ensure the continuation of library provision
within the Hoole area for the benet of local
residents.
Nobody can deny that the current situation
is completely unacceptable, both for staff
and visitors alike and we are concentrating
on working with the Hoole Community
Trust and local members to develop a
new community library at the centre in
Westminster Road.
By using new technology it will be possible
to offer Hoole residents a exible library
service to suit community needs.
Cheshire West and Chester Councils
current proposals include investing in the
refurbishment of the rooms to be used and
the installation of state-of-the-art equipment.
The council hopes that volunteers will help
run the community centre library alongside
paid staff. The four existing staff at Hoole
will be redeployed to other libraries.
Loss to Hoole
Hoole Labour councillor Alex Black said, in
a letter to the local press, that Hoole is being
sacriced to keep Upton and Vicars Cross
libraries going.
He said: Council negotiators are
determined that Hoole Library, when it
moves to Hoole Community Centre, will be
staffed by volunteers from the community
with only three hours a week of salaried
staff time for essential administration and
banking. And our efcient, pleasant staff at
Hoole Library will be transferred to Upton
and Vicars Cross.
Why should Hoole Library lose valued
professional staff to other nearby libraries?
Why should Hooles community lose and
Upton and Vicars Cross gain?
Is the move to a fully volunteer-staffed
library at Hoole an experiment undertaken
with a view to rolling out this model to other
local libraries in the borough. At the moment
Hoole is being told Either you do it for
yourselves or no one else will.

HOOLE is to get a new school
next year with the opening of the
St Martins Academy.
The free school, which is to be
located near the now defunct
Hoole Library building on Hoole
Road, welcomes its rst reception
class in September 2013.
The company running the school
North West Academies (NWA)
conrmed that it expects to start
with a reception class of 25
pupils and add year groups each
September until it reaches full
capacity in 2019.
Steve Docking, head teacher at Delamere
Academy Primary School and one of two
educational specialist behind NWA, said:
The feedback weve received so far has
been really positive and we are delighted to
already have people applying for places for
September 2013.
Theres been a huge level of interest,
which has reinforced our belief that there is
a very real demand for more primary school
provision in Chester.
Pupils will follow the International
Baccalaureate Primary Years Programme
(PYP) after completing Early Years
Foundation Stage (EYFS) in reception.
On-site childcare will be available from
8am-6pm, including school holidays.
St Martins Academy is one of two free
schools due to open next year, when the
University Cathedral Free School, based
in Abbey Square, also plans to start with
a reception class.
The free school is funded by the state
but is free of local authority control.
Critics fear that it will drain resources
and pupils from neighbouring schools
who are having to tighten their belts in
the wake of strict education budgets at
Cheshire West Council.

his month I wanted to share
with you what is probably the
biggest change to Life Insurance
premiums since tax relief on premiums
was abolished in 1984
It is all to do with the practice of gender-
based pricing used by insurers to calculate
the premiums we pay. But it is a practice that
is about to be outlawed thanks to a landmark
ruling a ruling that will soon aect how much
you pay for insurance or get from your pension
fund.
The European Court of Justice in Luxembourg
has ruled that using dierences between men
and women as a risk factor in setting premiums
for car and medical insurance and pension
schemes breaches EU rules on equality. Taking
the gender of the insured individual into account
as a risk factor in insurance contracts constitutes
discrimination, the court said in a statement.
How it will aect you will depend on your age,
medical condition and gender, although it is
anticipated that more men than women will
be better o as a result.
If you have a teenage son you
will be all too aware of the
sky-high cost of insurance.
If you have a daughter
of a similar age, youll
be relieved to learn
that although it is still
expensive, premiums
are lower for young
female drivers.
Younger female drivers
pay signiicantly less than
their male counterparts
because they are less likely to be
involved in accidents and therefore,
less likely to make a claim.

HERE is a certain chill to the air in
Hoole. The wind in the summer seems
so much softer and more welcome
than that of the autumn that is stripping the
leaves from our trees, stinging our faces and
making us wish we had put on that extra
layer - even if the sun did show its face this
morning. But the chill I am carrying around
with me this month is more psychological
than physical. As orange faces continue to
grin at me throughout Hoole, from leftover
Halloween posters rather than the warm
relective glow of Sainsburys, I am reminded
of all that goes bump in the night.
Moving to a 100-year-old terraced house, I was
prepared for the night-time knocking and creaking.
Such sounds come as part of the territory. They
are the expanding or cooling of pipes, wood and
all that is normal rather than paranormal. They
add character to a house that has already housed a
number of families over the decades and although
I am not one to believe stories of grey ladies or
sinister Asian girls climbing out of my TV, I am
intrigued by history and believe that a certain
amount of energy must have soaked into the
walls that now house me and much like the smell
of burnt toast long after the actual toast has been
tossed away, you are still aware of it existence.
When I irst decided to take the plunge, pack
my thermals and move up north, I knew Hoole
would be my inal destination. My signiicant
other was already living just o Faulkner Street
so I was no stranger to the neighbourhood and
when we started our search for suitable rented
accommodation, the sales patter included up
and coming along with trendy and fashionable.
It also introduced us to a dierent side of the
neighbourhood.
We viewed a number of houses that were in need
of some TLC and it was in the bedroom of one
of these houses that the estate agent introduced
us to the idea of sharing the house. We had been
standing on the thinning purple carpet chatting
about the need to gain permission from the
landlord to repaint the turquoise walls for quite
some time when the stairs creaked individually
in a way that gave the impression that somebody
else had come up to join us. The sound was so
convincing that all three of us turned to the door
to welcome whoever was about to walk in. I even
walked to the bedroom door but found the landing,
bathroom and second bedroom empty.
Sinister
I was prepared to shrug it o as spooky but
the estate agent acknowledged the event as
something more sinister and sighed well, I guess
you wont be taking this one then before launching
into a number of stories about similar houses in
neighbouring towns and villages that he had tried
to sell in the past. We shut the front door on this
one fully entertained by his various creepy tales
and thought no more of it until we found the ideal
house, moved in, sat on the sofa and gazed up out
of the window to see the oending property a few
doors down on the opposite side of the road - the
to let sign still clamped to brickwork beside the
front door.
Over the past three years it has sat empty more
than it has been inhabited. Maybe the same estate
agent has planted the idea of a supernatural tenant
only visible through the relection of mirrors in
photographs and anybody taking ownership of
the keys have opted for short term leases. To the
best of my knowledge four months has been the
longest tenancy which is probably a headache for
the landlord but is perfect ingredients for when we
retell of our experience.
Last week, I was able to captivate a group of
friends with the tale while we nursed our beers in
the Brom (Bromield Arms) only to be interrupted

by a woman at a neighbouring table who
embellished on what was already a noteworthy
account perfect for the wet and blustery October
night. She claimed that earlier that same week
she had been talking to a Welsh man at the bar
about the very same house. He had told her he
owned the property but due to its reputation, it
was sat empty costing him more money that than
it brought in. He informed her he now lived in a
South African country and although she could not
quite remember its name, she had several stabs at
it ranging from Marble Arch to my friends slightly
intoxicated contribution of Zumba.
Infamous
According to her, he had been forced to return
to the UK to check on the property and decide
whether or not to put it on the market and rid
himself of it once and for all. She then claimed he
had oered to buy her and her friend a drink but
never returned from the bar. She gave us a look
that I think was meant to evoke a sinister fear
or suspense but gave her a slightly constipated
expression before she turned away and carried
on her previous conversation with her drinking
partners.
We made our way home, past the infamous
house with its dark empty windows and those
neighbouring it with lickering pumpkins sat on
the seals and the cold wind whispering to our
imaginations. It was thrilling and the vanishing
Welsh landlord added to the mystery although, at
that stage, I probably would not have included it
as part of my retelling but coincidence and/or my
over active imagination has added another page to
the story.
I decided to google the house to see if there was
any history (grizzly or other) but drew blanks.
Apart from a million and one links to varying
property buying/renting websites oering
information on prices for the house and other
similar in the same and neighbouring postcodes
and breaking news of a homeless shelter causing
much distress to the majority of my current
neighbours, there was little else to oer any clout
to the rumours. To be honest, I wasnt expecting
anything else but just before I closed the web
browser, I noticed the street name contained in
what looked like a quote from a book.
I clicked and was rewarded with an electronic
scan of the page from a chapter called Early Life
and a shiver ran the length of my spine as I read
about the birth of a boy to a Welsh speaking family
back in 1908 during one of the coldest winters.
Owing to the severe weather and the consequent
distress among the poorer members of the
community, soup kitchens were opened and gave
sustenance to the poor and homeless. His Grace,
the Duke of Westminster ensured his New Years
gift of a bag of coal was oered early and in this
house within a stones throw of the that with the
creaking stairs, this new born grew up to be a
British colonial administrator in Southern Africa,
later becoming governor of a landlocked country
South African known now as Malawi. Having
passed away at the ripe old age of 84 his inal
resting place is with his wife and son in Zomba.

OOLE Rangers FC 1st team only had
two xtures in the last four weeks,
both were league games against
current premier champions, Kelsall.
The rst game, at home was a fast, exciting
match, both sides committed to attack, which
made a fantastic spectacle. With ve minutes
to go, Hoole Rangers were leading by 3-2, but
unfortunately Kelsall scored two late goals to
win the game.
The return game at Kelsall two weeks later
started badly, with Kelsall making the most of
a very steep slope, and by half time, held a 2-0
lead. However, in the second half, Hoole rallied
and with ve minutes to go, were again winning
the game, this time by 4-3. However, lightning
struck twice and in the dying minutes, Kelsall
scored an undeserved equaliser, leaving the
nal score at 4-4.
This was extremely disappointing, particularly
as if we had closed out both games, taking
an additional ve points, we would have been
sitting very nicely at top of the league.
However, on a positive note, the strong
competition this season means that all the top
teams are dropping points, so we can still go
top of the league if we win our two games in
hand.
Seconds
The 2nd team in Division One, have not
fared well in this period, once again taking the
brunt of the fallout of several players being out
with injuries. They have lost all three games,
conceding 14 goals and scoring none, a very
worrying situation. However, morale appears to
remain relatively positive, and steps have been
taken within the club to improve the available
squad in terms of both numbers and quality,
plus trying to ensure the second team do not
always bear the pain for player shortages.
Changing rooms
On the changing room development, we are
waiting for Cheshire West and Chester council
to nalise 25 year lease arrangements for the
pitch and changing rooms, necessary for us
to apply for grants to complete the project;
once we have that, we can proceed with our
Planning Permission application. The Football
Foundation have also been consulted about
funding and we believe that we have everything
lined up to get funds once Planning Permission
is approved.

LATE AUTUMN DELIGHTS

IN NOVEMBER appreciate the small R
owering or foliage interest in your
garden and it is worthwhile taking a
walk round the garden to see those
plants that give us a lift in dark days.
Flowers are in short supply so if you are
lucky and have the right conditions for
growing Nerines, then you may have some
of their exotic pink owers still around. They
like a well drained soil in sun such as at the
base of a wall to keep the frost from rotting
the bulbs.
I nd that perennials such as Pulmonaria
have lovely leaves in autumn. They put out
new growth when the soil becomes wetter
after summer. They look lovely paired with
Heuchera with deep red foliage to offset the
silver blotched leaves of the Pulmonaria..
Ferns also provide green in darker places
so consider the Asplenium or Harts Tongue
ferns with glossy green leaves or Polystichum
setiferum, the soft shield fern that will give a
fan of cool green colour.
Berries on Sorbus, the Mountain Ash may
still be around although the red berries seem
to be eaten by birds rst but orange, yellow
and cream berries are left well into winter.
Rose hips like little pot bellied pots on Rosa
rugosa varieties are bright red, bringing a
splash of colour.
Jobs to do around the garden include
nishing planting tulip bulbs which can go
in later than daffodils. Also gather up leaves
from the lawn and those smothering smaller
plants. Stack them in a separate compost bin
or put in a bin liner to rot down. Keep the
leaves moist to encourage rotting and after a
couple of years you will have superb compost.
Ponds should be netted if they are near
trees to stop leaves falling into the water
and rotting. Remove any dead foliage from
waterside plants and water lilies.
I cut down any dying foliage that will not look
good when frosted but I tend to leave plants
like Sedums in place because their ower
heads look lovely dusted with frost. Slightly
tender plants can have foliage left in place to
act as a mulch and protect them from cold
temperatures.
Dig up dahlia tubers, remove the foliage
and store in a frost free and mouse free place
over winter to dry out. They can be planted in
spring to grow again next year.

ARLIER this year we celebrated the 50th Birthday of Sue, my wife, I
know she doesnt look that old and next time you see her please say
so! We celebrated with family and friends and Sues sister had put
together an amazing collage of photographs of Sue, which covered these
past 5 decades.
As were looking through these photos, which recorded some specic
moments such as christenings, weddings, holidays, family visits and
different Christmas times we had great fun looking through the older
photos as certain memories were stirred up as we remembered the
stories and occasions that lay behind each of the photos.
To be able to remember is wonderful, the brains ability to store, retain,
and recall information creates memories. As we get older memories become
more important to us, remembering our childhood, remembering loved
ones who have passed away and remembering those special occassions we
celebrate within life. Of course not all memories are happy ones, one of the
amazing dimensions of remembering is that emotions are attched to our
memories, so when we remember someone or some event we encounter
afreash the emotions that belong to that memory.
Words of Remember Remember refer to Guy Fawkes with origins in 17th
century English history. On the 5th November 1605 Guy Fawkes was caught in the cellars of the Houses
of Parliament with several dozen barrels of gunpowder. Guy Fawkes was subsequently tried as a traitor
with his co-conspirators for plotting against the government. Fawkes was sentenced to death and the
form of the execution was one of the most horrendous ever practised (hung, drawn and quartered)
which reected the serious nature of the crime of treason.
The following year in 1606 it became an annual custom for the King and Parliament to commission a
sermon to commemorate the event. This practice, together with the nursery rhyme, ensured that this
crime would never be forgotten!
Then on Remembrance Day, the 11th November, this day chosen because it was the day that World
War One ended in 1918, when the armistice was signed in Northern France, at 5am. Six hours later,
the ghting stopped, and to commemorate this there is a two-minute silence in the UK at 11am. This
year is a very special occasion as it will be 11am on the 11/11/11. The nearest Sunday to the 11th is called
Remembrance Sunday, when church services are held in honour of those involved in wars, and wreaths
are laid on the memorials, which have a place in every town.
I dont know if youve ever given any thought to the fact that God remembers. God is omniscient, by
denition. That means He knows everything there is to know. He knows everything that have happened
in the past. He knows what is happening at present. And He knows what will happen in the future. This
means that all we have done, good and bad, are all known to Him. He has perfect memory of each and
every thing including the wrong that weve committed.
When we remember some memories we will have feelings of regret and remorse, sometimes we would
wish we could change something that was said or done by us or to us. By experiencing Gods forgiveness
we can move on from these feelings. God does not mysteriously and suddenly forget all the bad and
wrong things but because of the death of Jesus he chooses to remember them no more this is the hope
of the Christian faith, forgiveness from God via the experience of knowing Jesus enables us to forgive
and be forgiven so that we can be free from the effects of some of the bad memories that we so easily
remember and become entrapped within the emotions of these memories.
