Abstract-Due to increased activities regarding metropolitan affairs such as Tehran and the problem requires special techniques and proper planning. Note that in urban areas as metropolitan enforcement responsibility for civil service, cultural, social, traffic units on different areas have been responsible citizens. Obviously, the needs of urban life, Tehran Municipality managers integrated solutions for office and unit must provide their own city. Boundaries of cities is decentralized, new methods of engineering design is that correct assessment of the environmental goals for the office in Tehran is helping to create divisions and methods of implementation of urban environmental management. The Tehran region one in terms of social structure, economic and physical in their areas with an imbalance between the judiciary is has been selected as samples and analyzed the phenomenon of spatial imbalance in the process is done. Analysis undertaken to represent a kind of imbalance in the system space is the region one of Tehran. In the project areas have been used to assess the environmental impacts of Tehran region from Leopold matrix interactions. Keywords: Metropolitan, Tehran region one, Boundaries, Environmental impact assessment, Leopold.

I.INTRODUCTION Increasing trend of urbanization in developing countries and advanced to today's reality has become undeniable. No doubt a very important role in the emergence of technology has Metropolis, and this time through increasing population along with the emergence of the citizens of welfare equipment comes into existence [4]. Land use change modelling and simulation is a popular tool in land use planning and policy formulation [1]. With industry development and use of urban facilities, human resources focus on the big cities comes into existence. Public transport links to metropolitan areas is different[21]. In Iran concentration of population in Tehran, especially in recent decades with the establishment of dense population problems and many social problems such as irregular buildings and create suitable infrastructure and various environmental pollution has caused [6]. The principal concepts evaluated in the context of environmental sustainability are the natural resources, earth, water, air, energy and wastes produced by human activities [2]. According to the United Nations definition of the term refers to metropolitan cities that higher

population of 8 million people may have been expressed Tehran's Administrative Council, Iran has a metropolitan is eight, according to this definition, since 2000 the first part of Tehran metropolitan cities of Iran located in and benefit from opportunities to Note13 [18]. With facilities established in Tehran, such as electricity networks, demolition and renovation of Tehran region, the reconstruction and expansion of city streets and the structure of different regions, has been due to many changes in the physical shape Tehran [7]. Metropolitan planning system could be a way to get results and implement appropriate activities that shape the urban systems in different dimensions, including regional, district, community influence [11], that land use data can expand the reach of environmental impact assessments that routinely exclude analyses of potential exposures to urban air toxics at the neighbourhood scale [3]. Tehran terms of area and one hundred and twenty-fifth Metropolis world. But in terms of population, ranked twenty-eighth World is located [17]. 14% of the country's development budget, 5 / 26% current state budget, educational and cultural facilities 38% and 26% of health facilities in this country is concentrated in large cities [12]. Tehran with a population density of 10 thousand, 550 persons per square kilometre is among the cities with high density [8]. Daily about 200 thousand people annually than the equivalent of 70 million people from different parts of the country's total population of Iran are to visit Tehran [5]. Whereas the metropolitan administration in Tehran as a unit is not possible, therefore, divided into smaller units in Tehran and that each unit separately based on the fundamentals of movement activities such as in transportation, social services, cultural, historical and environmental review placed [13]. So in 1994 within the region one that Tehran is located in north of Tehran and 22 to 10 area neighbourhood was divided. District 10, respectively, include: Farahzd, Evin, canyon, Jamaran, Niavaran, Darabad, Shemiran Chyzar, Farmaniyeh, and Ozgol [9]. Environmental assessment of its importance to late 1960 that America is on assessment with the aim of establishing the necessary coordination between the human environment and human health, examine the welfare of maine and raising awareness of natural systems as resources permit construction projects accepted [16]. The environmental assessment of projects has, at one time, both a positive and a negative connotation[19]. The implementation of mitigation strategies and outcomes of environmental

review remains a challenge for planners and regulators [20]. Environmental Impact Assessment, a management tool by providing proper and reasonable ways to use human resources and reduce costs by natural considerable impact in terms of planning short and long term results can And at Iran had accelerated due to the planning area caused a greater conservation of resources provided and the risk of irreparable effects on the environment and avoids [10]. Related environmental programs scrolling Strategic Planning Survey of environmental interpretation as a strategic management tool, not far from the mind because the close relationship between strategic management and environmental survey there. When organization size and complexity grow, it needs to strategic planning in order to achieve their targets reveal that strategic approach in this regard to the environmental survey will be. Problem management process has four stages: identify future opportunities through survey time horizon, researching the background and the effects of inherent problems, Comparative assessment issues to predict and plan practical and establish and develop strategies for environmental survey results process [15]. Gauging he environmental goals: understand the conditions and circumstances Organization, Compatibility with the rapid changes of environment, to create a favourable environment in the future, facilitate the evaluation of management performance Answer questions such as: Which aspects of environmental change in the future do not? Or what aspects be changed and how the product is environmental survey? [14]. Case study: Tehran region one of north the limited range of altitudes 1800 meters south of Alborz Mountains, south to the contour Chamran Highway Crossroads Hotel and freedom highway bridge instructor and Ayatollah Sadr and the lands of the West River and East Darakeh Highway to the end of the Army - Factory asphalt and oil source is limited to the North East of Tehran. Region one with area 54 km and a population of over 650 thousand square meters of green spaces is a 672,994,600.That this amount is allocated to the m 3093062/600 green private houses, palaces, museums, embassies, offices and hospitals. Park region one with an area of 55 pieces is approximately 64 hectares. According to a regional development patterns marginalized status: establish a range of regional character of unity Results Shemiran as tourism zones - along with the development of resorts in Tehran diplomatic activities (political) and international Functional and structural preservation of marginal habitat Guidance to the services sector economic investment to maintain cultural identity, social and environmental area.

In the map (1) is shows neighbouring regions of the region developed region one model for coordination with regions 2 in the West and 3, 4 in the south.

II.MATERIALS AND METHODS By modifying the Leopold matrix and studying the Tehran region one as a case study try to achieve to good results. In this project for evaluating the results used special software under the C+ programme. All project were studied in three phases: (a) urban factors studies and environmental parameters investigation, (b) using the range and importance numerical methods and try to understand the effects of urban and environmental items on each other, (c) by using the software under C+ programme tried to get the correct results of Environmental Impact Assessment (EIA) in final examination of effects and present a model for this project.

Users can put one number for rang and one number for importance. Each of houses shows the final results for Environmental Impact Assessment on the base of Leopold matrix. By using the evaluating table users can get the final result of Environmental Impact Assessment (EIA) for urban areas boundaries a case study Tehran region one. III.Results and DISCUSSION Due to Fig1, User can understand the final result of environmental impact assessment for urban areas boundaries as a case study Tehran region one. Thus all the management plans for districts, areas and region one can provide on the base of this finger. Its means by using this method and its software environmental experts and other related experts will give the correct decision-making for each project on their controlled area. This method can use easily, fast with consideration of environmental and urban items for any time that needed. IV.CONCLUSION Evaluation and representation of urban development issues matched the amount to reach sustainable development and research regarding the amount of environmental issues related to different areas of Tehran metropolitan areas, particularly the study area with the help of the method in this project can be all environmental issues are present and the future design assessment of environmental impacts on the true boundaries and principles Leopold matrix method presented. ACKNOWLEDGMENT Before regional boundaries is essential that the effects of its implementation on the environment be evaluated. The project aimed not prevents its enforcement, but with the aim of reducing their adverse effects on the environment as possible for at least accepts. Boundaries as well as areas without motor planning issues (transportation), social and cultural environmental effective in removing the existing crisis will not be reset if the environmental impact assessment is not accompanied by their also will lose staff of life.
