Summary : In most of the Community based Conservation of protected areas (CBC-PA)the real concerns are for those communities who live around the National parks or Protected areas. Declaration of any area into Protected area limits the access to resources and in many cases leads toward negative effects on conservation. Involvement of community in conservation, and conservation strategies implementation from different agencies also have their own limitations. In order to estimate the effects of some so far neglected variables or indicators like rights, capacity, governance, and revenue and their importance in finding and addressing conflicts between donor agencies and local communities indulged in the conservation of Protected areas, Peter J. Balint suggest that during any community based conservation of protected areas these variable are of utmost importance. He describe not only the roles of these variables but also their importance over other variables. He divides his article in four parts and in first part, he discriminate community-based conservation from our theoretical knowledge which we gets in our institutions by the scholars of the commons, He suggested that there is a lot of difference between the theoretical and real world. In Second part he describe the importance of these variables by giving examples from different references about the increasing demand of these variables in the upcoming projects i.e. the reports of United Nations Development Projects (UNDP) and World bank ,Then he describe the detailed definitions of these variables and in the fourth part, to demonstrate the control of the variables in two community based conservation of Protected areas cases and evaluated the conclusion from community based conservation projects applied near protected areas in El Salvador and Zimbabwe. He concluded that by keeping in view these variable we can improve CBC-PA. Strengths of the Article: The article was written in simple language, Overall that was easy to understand and provide the reader a complete understanding of the whole topic, The references were up to dated and relevant . Most of the questions which I had in mind before starting this article were all cleared at the end. Throughout his research paper the author highlighted the problems of the local community around protected areas quite efficiently, The way the park managers treat the local community which eventually leads to the destruction of the Natural Resources, How the donor agencies and the Government effects the local people norms, cultures and livelihood by their wrong strategies and by implication of area as Protected area without considering the important variables, The example provided with each and every argument is the real strength of the article. He define the variables quite well and show the effects of considering them or not considering them in case of community based conservation of Protected area .By giving examples about the demands of major Donor companies he justify the importance of these variables. He also shows the monopoly by the Highs of the society in the absence of proper check and balance. Another strength is this that he alarms us with different examples that if these variables were not considered how it adversely effects the CBC-PA (community based conservation of Protected area).

although he cleared this thing later in the introduction. capacity and revenue for getting some significant results so that we can raise the confidence and sense of ownership in the community. For proper definition I will compare the broad studies about the variables in CBC-PA and then try to extract the definition of these narrow variables from them.Weaknesses of The article: Although author compiled this article in an excellent way but there were some points which are not very clear. In conclusion part I will emphasize on Conservation because the desired outcome of CBC-PA is conservation and we need sustainable development along with conservation so I will arrange my conclusion in such a way that contribution of these variables can be judged not only in development but also on the conservation. Introduction Distinguishing CBC-PA from other "community Based" Institutions Important variables.s and that conflict was due to some mismanagement at Government or donor agency level so it already starts with the conflict and the level of confidence between community and Donors was low. Author himself explains in the conclusion about the unavailability of clear definition of two of the variables and there is no clear answer that these variable are important or not. 3. The definition part of the variable is almost at the near end of the article. because author himself use the word "might be" in his conclusion so there is still a confusion about the importance of these variables. . The first point is this in topic author used the word "Development Variables" which may include a lot of variable so from just looking at the topic it's hard to understand that.
