The Greater Dhaka Sustainable Urban Transport Project

1. Project Objective
Current situation and Project Context: Urban sprawl, road congestion (competing modes, wild parking), air and noise pollution, high traffic accidents Unregulated PT services provided by private sector, low financial sustainability Inappropriate transport organization, lack of planning, no intermodal integration In this challenging context, the Government and ADB set up the following objectives for the project:

Limiting increasing traffic congestion and pollution through the promotion of public transport and NMT

Improving safety and accessibility

Pilot Mass Transit System on an existing road or axis in Greater Dhakas fringes Complementary infrastructures (terminal, parking, feeder routes, drainage, etc.) Urban development strategy and framework along the corridor

Complying with the recommendations of Dhakas STP and ADBs STI

Organizing the urban growth and alleviate the city centre density

2. Project Location
6 potential corridors in GDs fringes have been assessed through a multi-criteria analysis based on 5 criteria: Operational capacity = operational cost savings + congestion reduction + intermodality Ease of implementation = physical constraints + construction time + implementation cost Urban and environmental impact = city long-term vision + level of resettlement + environmental issues Social benefits = pro-poor and gender benefits + demand captation + time savings Stakeholders support = Political support + private operators potential contestation + social and media acceptability

2. Project Location

The corridor Gazipur Tongi Airport has been selected because:

Gazipur

It is the first section of the north-south BRT route recommended as Line 3 in the Strategic Transport Plan (STP), approved in 2008. The second section is being developed by the WB and will be implemented in a second phase; It crosses a garment hub, employing an estimated 1 million workers, mostly women, in great need for public transport services and better walking facilities; It has a strong potential for urban development / redevelopment and Transit-Oriented Development with the creation of a new City Corporation and the possibility to revise its land-use plan; The corridor is wide enough on most of its length (mostly 32 to 60m, with few narrow sections of 25-28m); and The estimated transport demand is sufficient at 100,000 passengers / day (6000 ppdph) in the initial phase.

3. Project Description
(Board Approval: 17 April 2012) [ADB: $160M] + [AFD: $45M] + [GEF: $4.6M] + [GoB: $45.4M] = $255 M
Vision / Outputs 1 DNCC and GCCs main urban transport corridor is restructured Investment
Construc0on of a 20-km BRT route including: Sidewalks, 2 mixed-trac lanes, and one NMT lane p.d. along BRT; High-capacity drainage system along the corridor; and 155 access roads improved for NMT over 100 meter.

Institutional and soft component

Publicprivate partnership (PPP) scheme developed to nance a mul0-modal hub near the airport, including BRT terminal

2. Effective Project Management and sustainable BRT operations

50+ CNG buses leased to selected private bus opera0ng companies; Intelligent transport systems (ITSs) installed for the BRT, including the fare collec0on system;

Establishing a Public Cie / SPO to support project management and monitor future BRT opera0ons with the private sector; Designing BRT opera0onal plan and business model Conduc0ng nego0a0ons and facilita0ng consolida0on of exis0ng bus industry to operate the BRT; Building capacity of the SPO, DTCA and selected bus operators; Se]ng up eet scrapping and compensa0on mechanism for non-par0cipa0ng operators; Training bus drivers and tes0ng BRT system prior to start; conduc0ng media and community awareness campaigns

3. Improved urban quality of the corridor

1,000 energy-ecient streetlights installed along the corridor; Municipal infrastructure improved, including 10 local markets, 9 drains, 141 local roads, and 2 pedestrian-friendly pilot roads; Equipment for the trac police to improve trac management, including 70 BRT-priority trac lights, 150 CCTV cameras at main junc0ons, mobile vehicle emission-tes0ng devices, etc.

Technical Assistance (JFPRs CDTA, $1M) on transit-oriented development and improved trac management in GCC

4. A BRT project with potential to reach the Gold Standard


The project includes all the BRT basics: O-board fare collec0on; Busway alignment on median lanes; Segregated right of way; Intersec0ons treatments; Plaiorm-level boarding; Safe and comfortable sta0ons; Branding; and more: Passing lanes at sta0ons ; Elevated sec0on integra0ng new Tongi bridge; 7 overpasses at main junc0ons; Concrete pavement; 31 closed sta0ons with access at grade or through underpasses ; 1 depot and maintenance facility in Gazipur; ITS facili0es;

The operaConal model will have a strong inuence on the physical design, notably on: Length of the elevated sec0on; Passing lane at each sta0ons; Flyovers for each intersec0on; Sta0on length and design; Type of vehicles (12 m or ar0culated? Doors on both sides?) Number of vehicles
