Dear friends,

I would like to report on current activities of Civil Development Agency (CiDA). I believe the comprehensive review of our activities, priorities, on-going projects and outcomes might be interesting for readers. Its CiDAs 8th anniversary in 2010. We have been developing gradually year by year since 2002 and I suppose we have drawn an image of the organization which knows its business and is outstanding with its conscientiousness, professionalism and commitment. During these years 16 projects have been implemented. None of the projects were considered as less important; we treated all of them with the equal responsibility, as they were opportunity to make tangible changes and kept us closer to our direct beneficiaries. CiDA owes its success to all staff members who have put their time, capacities and enthusiasm into organization development during these eight years. In 2002, we all together created an island of innovation in Kvemo Kartli, the multiethnic region of Georgia. Since then, when democratic development outlook was obscure, we gradually achieved considerable progress in civil development in the region. Nowadays together with Kvemo Kartli our projects cover the regions of Shida Kartli and Samtskhe-Javakheti as well. We are glad that the experience gained for years is directed to empowerment of dozens of organizations and thousands of citizens. CiDA could not achieve its success without close productive collaboration with international and local non-governmental and governmental agencies. Our main principle is to make changes through cooperation. Civil Development Agency (CiDA) is a local non-governmental organization operating in Southern-Central of Georgia, which was established in Rustavi City in 2002. CiDA is a regional non-governmental organization. CiDA promotes principles of integration and tolerance in the regions of Kvemo Kartli, Shida Kartli and SamtskheJavakheti. CiDAs offices: the central office is located in Rustavi City, Kvemo Kartli region the regional office - in Gori City, Shida Kartli region.

CiDAs mission is to support strengthening of civil society in regions of Georgia through professional and
conscientious approach. What we implement via: Capacity building of local self-governance, regional civil society organizations, youth, independent media, as well socially and economically vulnerable people and groups. Improvements are achieved through institutional changes as well as empowerment of individuals.
CiDAs Coverage Region: Through its interventions CiDA covers three regions of Georgia: Kvemo Kartli, Shida Kartli and Samtskhe-Javakheti.
CiDAs Approaches of Intervention: CiDA has implemented over 16 projects since 2002. Main approaches used by CiDA in its projects are: Community mobilization, infrastructure development, sub-grant disbursement, technical support through vocational trainings, conferences, PR campaigns, debates, discussion meetings, ensuring publicity of self-government sessions, analysis of local budget, monitoring of local governments activities, dissemination of information (via information agency, newspapers, websites, printed materials,)by organizing press-conferences, defense of civic interests, encouragement of small business development among socially and economically vulnerable groups. CiDAs Principles: Human Development. Our main addressee is a human being. We believe that socio-economical progress in Georgia is linked to development of civil society, where everybody has the equal rights and opportunities. Public awareness, informal training and fundamental interventions are main tools used by us to realize these opportunities. Achieve changes through collaboration. We believe that dialogue and collaboration are the best strategies to achieve progress even in most unfriendly environment. We consider that changes should be directed towards improvement of peoples living conditions. Thats why we never criticize in our PR campaigns, and always collaborate with all institutions we are capable to change through interventions. Quality assurance and sustainable results. Each of our intervention is considered as a step towards one specific goal. Each accomplished project brings specific result. However, their joint effect is essential to accomplish our mission. Partnership. A single organization, even powerful and numerously staffed, cannot achieve tangible changes in public life. Significant transformations require coordination of considerable efforts and partnership is the best tool for that as offers ways to join experience, capacities, opportunities and resources.

CiDAs Strategic Directions


As a result of its development, CiDA periodically modifies its strategic directions. For 2010 - 2012 the CiDAs strategic directions are set as follows: 1. Support formation of effective local self-governance through encouragement of accountability, transparency and public engagement in decision making process; 2. Promote development of civil society through assisting civil society organizations in their activities and offering more opportunities to youth; 3. Raise public awareness through development of on-going and new media projects; 4. Encourage civic integration and tolerance through offering better opportunities to ethnic minorities and internally displaced people.

In 20092010 Civil Development Agency implemented Civil Participation Project (CPP) co-funded by the Black Sea project of German Marshall Fund and Democracy Commission Small Grants Program of the US Embassy. Project Summary:

On 26-30th of October, 2009 public engagement week was organized in the project frames. The week event was opened on 26th of October at CiDAs media centre by press-conference of Rustavi Mayor who reviewed projects on-going in the city and noted about importance of the organized event. Important events are planned within the public engagement week. The outstanding among them is the session of the Civil Council that seems effective to outline all issues of public concern as all decisions of self-government have to reflect public interests. declared Mamuka Chikovani, the City Mayor. On the same day a soft copy of 2008 legal acts by Rustavi and Kvemo Kartli municipalities was presented in the assembly hall of Kvemo Kartli Regional Administration. Also there was presented the manual Strategic Approach for Successful Communication to Public issued within the project. On 27th of October at CiDAs Office was organized a presentation of analytical issue on monitoring results of the local budget projects and 9-months budget analysis of Rustavi Municipality. In the frames of the project and several days prior to the event public was inquired about infrastructural projects of the Mayors Office to monitor them. The study was conducted jointly by CiDA and Applied Research Company (ARC). 150 people were interviewed on phone, interviews were analyzed in the report. The report was also delivered to public within week event. On 28-29th of October a public engagement training session was organized for non-governmental organizations and local self-governance. The trainers were Otar Konjaria, Caucasian Economic and Research Institute and Natia Tskepladze, the Judge of the Supreme Court. On 30th of October, public engagement week was finalized by the first session of the Civil Council established at the Mayors Office of self-governing Rustavi City. The session was held at the assembly hall of Rustavi City Hall. The establishment of the Council was initiated by CiDA. The Civil Council at the Mayors Office comprises thirteen members, which act in various spheres, are energetic and well know persons; among them are ethnic minorities. The Council might convert into a formal institute and hold worthless sessions. However, as the Mayors Office demonstrates political goodwill to collaborate and the Council motivation and initiative, the Council has real chance to develop into active advisory organ declared Zviad Devdariani, CiDAs Director.

On 11-12th of November, 2009, Ethnic Diversity Festival 2009 was held in Rustavi City. Two Georgian regions - Samtskhe-Javakheti and Kvemo Kartli and three bordering Armenian regions - Lore, Tavushi and Shiraki participated in the festival. The event was attended by ethnic minorities, rural associations, farmers, authorities of the central and regional governments, and international and local NGOs. Handmade patterns of national culture such as clay, felt, silk, gobelin, wooden and gypsum items, various tools, accessories for national garments were exhibited in the theatre hall. Azeri treated the visitors with Asian tea. Friendship among people of different ethnic origins and their close relationship is crutial. Thats why such events is so essential. Rural products vegetable, fruit, fish, wheat and dairy exhibited at the entrance of the theatre made passersby to stop. Visitors were treated by farmers and entrepreneurs themselves, who provided details about their own products. Most of them had already attended the similar event in past.
This is not the first time for our association to participate in the event organized by CiDA. One of the projects components is establishment of Youth Club for Integration to offer non-formal education to local and IDP youth in Rustavi City. Presentation of the Youth Club was held on 13th February. Yoth willing to enroll the club gathered in Rustavi public school # 1; among them were local young people, as well as IDPs from Tskhinvali and Abkhazeti. This is a good opportunity with multiple choices for this youth they can participate in any club activities they prefer. CiDA works out effective strategies to arrange an independent information portal for the Kvemo Kartli Region populated by ethnic minorities. The strategy envisages an establishment of new independent media utilities as well as capacity building of the existing ones. Since 2005 the organization has fulfilled number of projects and within their frames were: issued the Rustavi independent newspaper Informatory, the regional independent Georgian-Azeri newspaper Timer; established the resource centre to provide additional opportunities for local journalists; held regular press-conferences with local dissection-makers; provided capacity building activities for regional journalists; established the election media centre and the information agency Reginfo. Currently all regional news by Reginfo can be found on the website: www.kvemokartli.ge In 2005-2009 CiDA represented the civil society organizations and media group and through the coordinated strategy supported to transparency of local governments activities throughout the region. At the end of 2009, to ensure effective development of civil strategies CiDA established Kvemo Kartli Media Group as independent legal entity. All the CiDA media resources are being gradually moved to the Media Group. The goal of Kvemo Kartli Media Group is to enhance development of independent media in Kvemo Kartli, to provide capacity building opportunities to journalists and defend their interests, and to promote adoption of the journalistic ethics among them. declared Marika Tsikodze, the Media Group Director. Activities:

A scheme for agricultural machinery service provision will be set up and in its frames 7 machinery service groups will be provided with agricultural machinery and capacity building opportunity; 84 women business start-up grants will be disbursed to stimulate small business development. At least 35 new jobs will be created through 15 grants for jobs' scheme; At least 15 economic and 15 social infrastructure grants will be disbursed in line with joint needs and priorities of IDP settlements and host communities. At least 15 civil society projects supporting IDP integration, representation and community development will be implemented through local entities. Psycho-social support scheme for 2000 IDP children and adolescents will be implemented, and 15 grants for implementation of a psycho-social support program will be disbursed. Coordination councils will be introduced at regional administrations of Kvemo Kartli and Shida Kartli. Information will be actively shared to/among target municipalities in both regions and pertinent state governmental bodies.

The regional non-governmental organizations development is one of the main components of SIIMS project. The component aims at supporting and strengthening civil society organizations in Kvemo Kartli and Shida Kartli to enable them to initiate additional activities for IDP integration.

This component of the SIIMS announced grant competition for NGOs of the two regions aroung three themes: information provision and consultation to IDPs, gender issues and conflict prevention.

Nineteen non-governmental organizations submitted the concept notes for the first round. After the concepts were received we took representatives of all the nineteen NGOs to Bakuriani to train them in the topics covered by the competition. Three of them will implement projects in Kvemo Kartli and the other three - in Shida Kartli. As a result of diverse fields of their activities all the projects are different. One of the SIIMS components is women small business start-up grants provision to enable IDP women to develop their business. Women small business start-up grants component envisages trainings for 150 IDP women and funding of 84 small grants of 950 USD each to support their businesses. On the first stage of the program 75 candidates were shortlisted out of 431 applications. They were trained in business management issues. On the second stage only 67 business-plans were considered satisfactory out 75 presented. And finally 24 finalists were identified in the competition. CiDA pays particular attention to sustainability of business ideas and effective use of the funds allocated.

Free of charge legal and psychological consultations is one of the components of the Non-Formal Education Centre intended for IDPs resettled in Rustavi City. Psychologist Rusudan Metreveli and lawyer Natia Qoqiashvili will consult on any issues essential for IDPs. The consultations will be held at the CiDA Office or can be provided in-situ, for groups or individuals. Both the psychologist and the lawyer organize sessions on active topics on a monthly basis. An idea to offer psychological consultation to IDPs came after we met IDPs during the research process. We saw that even young people demonstrate the feeling of inferiority, and thus have serious psychological problems. The lawyers consultation can be considered even more desirable as there are bunch of documentation they have to deal with. declared Tiniko Dekanosidze, Coordinator of the Non-Formal Education Centre. The project goal is to promote the national concept for tolerance and civil integration in Kvemo Kartli region. In the projects frames have evaluated municipal services in Kvemo Kartli. The study evaluated public reception services in three municipalities - Dmanisi, Bolnisi, Marneuli and Rustavi City municipality, applying the following criteria: 1. Service types; 2. Service delivery forms; 3. Service subordination structure (who is the decision-maker and what are mechanisms of implementation); 4. Qualification of service providing staff (capacity building trainings); 5. How and which way has the service system been improved (during the last 2 years); 6. Whether the civil service systems meet the standards; 7. Whether new technologies are adopted in the process of service provision; 8. Whether the civil service systems undertake self-evaluation; 9. Whether ethnic minorities receive adequate services if they do not speak the state language; The evaluation comprises situation analysis, case studies and recommendations to improve services delivered to public;

At the end of 2009 for effective development of media and civil strategies CiDA established Kvemo Kartli Media Group as an independent legal person. Gradually all the CiDAs media components will consolidate in this organization. In 2008, Kvemo Kartli Informational Agency Reginfo was established on the basis of CiDA. The Agency ensures obtaining of daily news from the entire Region, what is processed and e-mailed to more than 500 addressees from media, nongovernmental , international and governmental organizations. News is also available on the website www.kvemokartli.ge. At present Reginfo operates on the basis of Kvemo Kartli Media Group, the later established by CiDA at the end of 2009.
