NEWDELHI: The issue of inter-
national supermarket chain Wal-
Mart lobbying in the US to open
the way for FDI in retail in India
rocked both houses of parliament
as the opposition across the politi-
cal divide sought a probe into the
matter. With proceedings in
Parliament being disrupted, Prime
Minister Manmohan Singh and
UPA Chairperson Sonia Gandhi
Tuesday discussed ways to resolve
the logjam over Walmart lobbying
and quota in promotions issues.
Lashing out against the Congress-
led UPA government, the BJP
wanted question hour to be sus-
pended to discuss Wal-Mart
reportedly spending Rs.125 crore
on lobbying activities in the US,
including on issues related to
enhanced market access for
investment in India. BJP MP
Yashwant Sinha raised the issue in
the Lok Sabha, saying "it was a
matter of shame".
"There should be a time-bound
judicial probe," Sinha said. He
added that the probe's disclosures
should be made public and that the
BJP would continue raising the
issue in parliament.
While question hour was lost to
protests of lobbying by Wal-Mart,
Samajwadi Party members started
shouting slogans against the con-
stitution amendment bill for quota
in promotions as Minister of
Personnel V. Narayanasamy tried
to take it up for discussion.
The house was first adjourned till
3 p.m., and then till 4 p.m. as
Samajwadi members trooped near
the chairman's podium, shouting
slogans.
The Samajwadi Party has been
against the bill which seeks to pro-
vide reservation in promotions in
government jobs for the
Scheduled Castes and the
Scheduled Tribes.
Speaking in the Lok Sabha, the
CPI-M, CPI, Trinmool Congress,
Samajwadi Party (SP), AIADMK,
Biju Janata Dal (BJD), Rashtriya
Janata Dal (RJD) and Janata Dal-
United (JD-U) also demanded a
time-bound probe to clear the air

Congress general secretary Rahul
Gandhi is finally campaigning in
Gujarat on the last day of campaigning
for the first phase of elections. This
comes shortly after Prime Minister
Manmohan Singh and Congress presi-
dent Sonia Gandhi both campaigned
there.

government's claims on development
and said that 'Gujarat shining' slogan
won't work this time.
Gandhi also criticized the Gujarat
government for neglecting important
issues such as availability of water and
jobs. "Gujarat is shining but here you
get water for 25 minutes every third
day and 10 lakh youth are jobless,"
Gandhi said in this town, about 300 km
from the state's main city Ahmedabad.
Addressing a poll rally in Jamnagar,
Rahul said when he thinks about poli-
tics he thinks about Gandhiji and feels
the power of Gandhi is with him.
"Many people think Gandhi's thoughts
are outdated but I would like to say
why I consider him my guru.
Sometime we have to make rules in
order to adhere to principles," he said.

AHMEDABAD: Union Commerce and
Industry Minister Anand Sharma on
Tuesday hit out at the Narendra Modi
government in Gujarat ahead of the first
phase of polling on December 13
(Thursday). Speaking at a press confer-
ence, Sharma said the Gujarat shining
slogan was from reality. He accused the
state government of diverting funds given
under Central schemes and not utilising

NEW DELHI: The govern-
ment Tuesday said it will
make efforts to persuade the
United Arab Emirates (UAE)
to issue visas to Indians
working there with insuffi-
cient documents and facing
threat of deportation from the
Gulf country.
Responding to concerns
of Telugu Desam Party mem-
ber C.M. Ramesh and some
others in the Rajya Sabha
about Indian workers who
would have to leave the
UAE, Overseas Indian
Affairs Minister Vayalar Ravi
said he had urged the civil
aviation ministry to make
necessary arrangements to
fly them back.
The assurance was given
by Overseas Affairs Minister
Vayalar Ravi after members
voiced concern over an order
issued by UAE government
to 18,000 Indian workers to
leave the country in three
months or face jail term.
"The report has come to us
only two days ago. We have
asked our Embassy in UAE
to take up the matter. The
External Affairs Ministry has
also been asked to raise the
issue with UAE. We have
asked the Civil Aviation
Ministry to arrange for flights
for return of the workers,"
Ravi said.
He said, "Our report is
that they (UAE) are search-
ing for such persons who
don't have valid documents
and visa. We are persuading
the UAE government to grant
them visa...To allow them to
work with their employers
also." The members urged
the Overseas Affairs Ministry
to take up the cause of such
workers and press upon the
UAE authorities not to deport

or believe in today's messy,

intelligence community in a
new report released on
Monday says by 2030, a
surging India, along with
decelerating China, will
straddle global commerce
and dominate the world econ-
omy amid the gradual decline
of the west.
They won't be doing it in
tandem. China has powered
ahead, but India's turn will
come after 2015 even as
China's fortunes start reced-
ing. But by 2030, Asia,
fueled by India as much as
China, "will be well on its
way to returning to being the
world's powerhouse, just as it
was before 1500," says
"Global Trends 2030:
Alternative Worlds," a report
issued by the US National
Intelligence Council, the
brains' trust of the US intelli-

Kalia, who with five other
soldiers suffered gruesome
torture by Pakistan during
the 1999 Kargil conflict.

The BJP national vice-
president in a special men-
tion in the Rajya Sabha
sought justice for the par-
ents of Capt. Saurbah Kalia,
who live in Himachal
Pradesh's Palampur town.
Shabta Kumar said Capt.
Saurbah's father N.K. Kalia,
who retired as a senior sci-
entist from the Council of
Scientific and Industrial
Research (CSIR), had
moved the Supreme Court
seeking direction to the cen-
tral government to take up
the case of his son's torture
in the International Court of
Justice in The Hague.
Shanta Kumar, who is
also from Palampur, said
Capt. Saurabh of the 4 Jat
Regiment was on a patrol in
Kaksar sector of Jammu and
Kashmir in May 1999 when
he and five other soldiers
were taken hostage by
Pakistani troops.
"For over 13 years, the
family of Capt. Saurabh
Kalia has been raising the
issue at various national and
international fora so that
Pakistan could be punished
for heinous crimes with war
prisoners. Sadly, the family
has failed to get justice so
far. It's a case of violation of
the Geneva Convention,"
Shanta Kumar added.

ances from the government
of India and the chief of
army staff, but there is little
hope of getting justice," he

month-long dry spell in
Srinagar ended today as the
Valley received fresh snow-
fall and rains even the tem-
perature dipped to a bone-
chilling minus 12.4 degrees
Celsius in Leh town. Leh
town recorded its lowest tem-
perature of the season with
the temperature dipping to
minus 12.4 degrees. People
remained indoors in the town
to avoid frostbite. All hydro-
electric power generating
units in Ladakh region have
been shut because water in all
reservoirs of these power
projects has frozen.Diesel
generating sets have been
pressed into service to pro-
vide electricity to the resi-
dents in Leh town and other
places of the region.
Fresh snowfall was wit-
nessed at north Kashmir Ski
resort of Gulmarg, Razdan
Pass in Bandipora district and
Shopian in south Kashmir, a
MET official said.
Rainfall was witnessed in
Srinagar, the summer capital
of Jammu and Kashmir,
Anantnag district of south
Kashmir, including Jawahar
Tunnel area-- the gateway to
the Valley.
The downpour in the
plains has ended nearly a
month-long dry spell.
Although a slight drizzle
was witnessed on the last day
of November, it lasted for
just a couple of hours.
However, the Srinagar-
Jammu National Highway --
the only road link between
Kashmir and rest of the coun-
try -- was open to vehicular
traffic, a spokesman of the
traffic department said.

cast snow and rains across
the Valley over the next 24
hours.

Minister Kamal Nath said the government was
open to a probe. "We have no hesitation in having
an inquiry in this and money spent in India. We
are open for a discussion and this is a matter of
concern for the government," he told both houses
of parliament. The Congress criticised the BJP
and asked it to come up with proof.
"If the BJP or anybody else has any evidence, it
should have been made public. Those allegations
should have been verified," Information and
Broadcasting Minister Manish Tewari told
reporters outside parliament.
"Merely because a report gets published some-
where and it serves your political purpose, it
dovetails into your larger agenda because you've
lost the FDI vote in both the houses. That does not
mean that you translate conjuncture into innuen-
do and extrapolate innuendo into allegations," he
said.
As soon as both houses met, BJP members start-
ed shouting slogans, demanding suspension of the
question hour and asking the government to clar-
ify how much money Wal-Mart spent on lobbying
in India. Lok Sabha Speaker Meira Kumar asked
members to allow the house to function and said
she would give them a chance to raise the issue
during the day. But this did not pacify the BJP and
its members continued the uproar, forcing the
speaker to suspend the house till 12 noon and
later till 2 p.m. Similar scenes were witnessed in
the Rajya Sabha, leading to suspension of the pro-
ceedings in the upper house for 30 minutes.
Rajya Sabha Chairman Hamid Ansari proposed to
reschedule question hour or "dispense with it
entirely" because of frequent disruptions.
The BJP parliamentary board met Tuesday morn-
ing and decided to take up the matter aggressive-
ly. Soon after Rajya Sabha and Lok Sabha were
adjourned, senior UPAleaders, who are members
of the Congress Core Group, gathered at the
Prime Minister's Office in Parliament House and
are understood to have been briefed by the
Parliamentary Affairs Minister. The two Houses
were adjourned over Opposition uproar over
reports that the US retail giant Walmart had
employed a firm to lobby its case in India.

ing Zero Hour, C M Ramesh (TDP) said most of
the workers were from Andhra Pradesh and their
employers had already taken away their passports
and making them work even after end of their
contract and expiry of visa.
He alleged that that such workers were not
paid salaries timely and payments were paid only
once in six months. The TDP member said since
such workers were left at the mercy of their
employers and the UAE authorities, the Indian
government must intervene to save them.
"UAE government is asking only Indians to
leave while workers from other countries are con-
tinuing. Government of India should immediately
take up with the UAE and make necessary
arrangements for their safe return," he said.
Venkaiah Naidu (BJP) supported the TDP
member and said the government should take
note of the concern and come to the rescue of hap-
less workers. Earlier, Deputy Chairman P J
Kurien said the issue concerned Indian workers
from all states and was not just an issue of one
state and government must take note.
India to outpace....

nomic power, China is expected to remain ahead

India's rate of economic growth is likely to rise
while China's slows," the report says, adding, "In
2030 India could be the rising economic power-

According to the report, the total size of the
Chinese working-age population will peak in
2016 and decline from 994 million to about 961
million in 2030. In contrast, India's working-age
population is unlikely to peak until about 2050. In
terms of timeline, India's demographic window of
opportunity is between 2015 to 2050, whereas
China's is 1990 to 2025. In contrast, the US
fecundity was at its best between 1970 to 2015,
presaging the country's gradual decline. India's
median age, currently at 26, will be 32 by 2030,
still the lowest among the top ten economies in
the world. The report forecasts that sometime
after 2030, India, not China will have the world's
largest middle-class consumption, bigger than US
and EU combined. But both China and India, it
says, faces the prospect of being trapped in mid-
dle-income status, with their per capita income
not continuing to increase to the level of the
world's advanced economies unless they resolve
their resource constraints (mainly water, energy,
food) andinvest more in science and technology
to continue to move their economy up the value
chain.
Indeed, the India-China economic journey is
not without hurdles or pitfalls, especially with
regards to the global scrap for resources and the
effects of climate change. But if they surmount
the difficulties and things pan out well, India and
China will dominate a world in 2030 that will
largely be "middle-class, not poor, which has
been the condition of most people throughout
human history."

engrossed in his own ambitions."
"A real politician makes your dreams his own
dreams. Your CM doesn't want to listen to your
dreamsIn this state only one voice is heard,
your voice is not heard at all," he alleged.
Rahul also stressed that one man cannot run
Gujarat. "At a time when Gujarat is grappling
with serious water shortage, the state government
claims the state is shining," he added. After
Jamnagar, Gandhi will head to Amreli and
Ahmedabad to address public rallies. Gujarat
goes to polls Dec 13 and 17. The results will be
out Dec 20. Campaigning for the first phase of the
elections closes at 5 p.m. Tuesday.

state in the country." The literacy rate in Gujarat
was just 71%, compared to Kerala at 92% and
even Manipur at 73%. Sharma noted. He said
26% of the children in Gujarat drop out of school

vatised and turned into a business in Gujarat.
Gujarat also tops the country in infant mortality
rate, which is at a whopping 44%. Is this the
achievement of the Modi government, he asked.
Sharma said "the Chief Minister must answer
why Gujarat is lagging behind on so many social
and health indicators, while he claims of develop-
ment in the state".

India, Ukraine ink
defence cooperation
agreement
NEW DELHI: Strengthening their military
ties, India and Ukraine have signed a frame-
work agreement to further expand their
defence cooperation.
The agreement was signed after compre-
hensive talks between Prime Minister
Manmohan Singh and visiting Ukrainian
President Viktor Yanukovych in New Delhi
on Monday.
In a statement, the Prime Minister also said
that the two countries were already undertak-
ing a number of defence cooperation projects
and the latest defence cooperation agreement
establishes a new framework for expending
this cooperation.
In 2009, the two countries had signed a
deal for upgrading 100 AN-32 aircraft of
Indian Air Force of which 25 have already
been upgraded in Ukraine while the rest
would be modernised at IAF facilities in
Kanpur.
The country is now among the top 10
defence manufacturers in the world with an
industry producing tanks and planes.
Interestingly, Indian naval pilots training
for taking off from Russian-built aircraft car-
rier Admiral Gorshkov are also supposed to
train in Ukraine at its shore-based take off and
landing facility.
In the recent past, Ukraine had also offered
to co-develop a transport aircraft with Indian
firms which could be used for export purpos-
es also.
During the Soviet era, facilities to develop
transport aircraft were based in Ukraine and
they have been maintained even after its
break-up from the erstwhile USSR.
No fencing along India-
Myanmar border
NEW DELHI: India shares a 1,631 km bor-
der with Myanmar, and sanction has been
given to fence a 10-km stretch in Moreh area
in Manipur, the government said Tuesday.
Minister of State for Home M. Ramachandran
said Mizoram accounted for 511 km of the
border with Myanmar followed by Arunachal
Pradesh (506 km), Manipur (400 km) and
Nagaland (213 km). He said that presently
border fencing along a 10-km stretch between
border pillars 79 and 81 in Moreh area had
been sanctioned. The India-Myanmar border
was manned by Assam Rifles.
Paramilitary forces for
Mahakumbh
NEW DELHI: Central paramilitary forces
will be deployed in January and February for
the 2013 Mahakumbh Mela in Allahabad, the
government announced Tuesday. Minister of
State for Home M. Ramachandran told the
Lok Sabha that the Uttar Pradesh government
was making security arrangements for the
Mahakumbh that draws millions of people.
On the request of the state government, he
said, central armed police forces had been
ordered to be deployed in Allahabad. "These
forces shall be deployed in two phases, some
with effect from January 2013 and some in
February 2013."
BEL, IAI ink pact on
LRSAM defence system
BANGALORE: Public sector enterprise
Bharat Electronics Ltd (BEL) has signed a
MoU with Israel Aerospace Industries (IAI)
for cooperation on future Long Range Surface
to Air Missile (LRSAM) Ship-Defence
Systems. The MoU lays out framework for
BEL-IAI cooperation, under which BEL will
function as the lead integrator and produce
major sub-systems. IAI will continue to act as
the design authority and produce sub-systems
as main sub-contractor of BEL.
H N Ramakrishna, Director Marketing of
BEL, said: "We see IAI as a strategic partner
with a wide range of potential joint activities.
This MoU demonstrates that BEL and IAI can
work closely together on the most sophisticat-
ed and advanced programmes, for the mutual
benefit of both companies."
"We will continue to operate under the
active support and guidance of the DRDO
(Defence Research and Development
Organisation)", he added. Joseph Weiss,
President and CEO of IAI, said the MoU is a
significant step forward in IAI's joint work
with India. "Partnership with BEL will further
enhance IAI's ability to provide high quality
solutions and service to Indian defence servic-
es, best supporting the needs of India. BEL is
a strategic partner for IAI, and we hope this
cooperation will expand to other areas of
mutual interest", he said. For several years
IAI has been engaged in joint development
programmes with DRDO and Indian defence
industries for the Indian Navy and Indian Air
Force, including joint manufacturing of sub-
systems.
MOSCOW : Russia's MiG
Corporation has delivered the
first three upgraded MiG-29
fighter jets to the Indian Air
Force (IAF).

the company announced on

"The modernisation sig-
nificantly extends the range
of tasks performed by MiG-
29. The upgraded aircraft,
along with increased capabil-
ity to fight air targets, also
acquire the ability to strike
moving targets on the ground
and stationary targets with
precision weapons by day
and night and in any weather
conditions," the aircraft man-
ufacturer said.
The modernised MiG
fighters are featuring
advanced avionics, new
multi-functional Zhuk-M
radars, revamped engines and
new weapon control systems,
which would enhance their
service life by up to 40 years.
The fighters are also being
equipped with air-to-air refu-
elling capability to increase
flying time.
The first modernised
MiG-29UPG made its maid-
en flight on February 4, 2011.
India had awarded a con-
tract worth USD 964 million
to MiG in 2008 to upgrade
the IAF's entire fleet of over
60 MiG-29 fighters.
The contract entailed
upgrading the warplane from
an interceptor and air superi-
ority aircraft to a fighter-
bomber capable of striking
mobile and stationary targets
on the ground and at sea with
high-precision weapons
under all weather conditions.
"The aircraft delivery,
upgraded in Russia - is the
first step in the contract exe-
cution for the modernisation
of a large fleet of the Indian
Air Force MiG-29s. We are
getting ready for the second
phase of work, which pro-
vides modernisation of fight-
ers in India in close coopera-
tion with the Indian indus-
try," General Director of JSC
RAC MiG, Sergei Korotkov,
said. While MiG will
upgrade six MiG 29s, the
remaining aircraft will be
modernised by Hindustan
Aeronautics Ltd in India.

on CAG's audit report for the year
2010-11 pertaining to Jammu and
Kashmir Project Construction
Corporation (JKPCC) regarding
Ganpat Bridge at Doda. It was
observed that there are delaying tech-
niques adopted by the officers and
engineers of JKPCC and the panel
unanimously decided that the
Committee will recommend that the
disciplinary action both under civil as
well as criminal proceedings should
be taken against earring officials.

hand by the Corporation in future. He
advised them to ensure all technical
knowhow before taking any project
for execution.
Detailed deliberation was also
held on under execution of Assembly
Complex. The panel took serious note
of the collapse of existing Assembly
building and sloth and inaction of the
authorities in undertaking the precau-
tionary measures to save the heritage
building.
The Committee directed the
Managing Director, JKPCC Mr. M.
M. Gupta to furnish detailed status
report on the project and submit the
same to the Assembly Secretariat for
scrutiny of the Committee Members
within a week's time.
PUC for stern action against defaulters
of Ganpat Bridge Doda
JAMMU, DEC 11: In an attempt to fur-
ther improve the health services in the
Government institutions, the
Government will launch dialysis facili-
ties in Government hospitals, Gandhi
Nagar and Sarwal soon. Initially these
facilities will be available in these two
premier institutions and gradually will
be extended in the district hospitals.
This was revealed by the Minister for
Health & Family Welfare, Mr. Sham Lal
Sharma at a meeting of officers held in
Gandhi Nagar hospital which was con-
vened to review the functioning of
health department, here today.
Stressing the need for close coordi-
nation between various wings of the
department for achieving the better
results, the Minister asked the officers to
work hard to further improve the health
services in the health institutions. He
directed for implementation of all flag-
ship programmes of Central
Government so that benefits of these
schemes percolate down to the needy.
He also called for strengthening the
monitoring mechanism to ensure
accountability and transparency in the
functioning. While reviewing the over-
all health scenario of health in Jammu
division, the Minister directed the Chief
Medical Officers to give priority to the
implementation of School Health
Programme (SHP) and provide com-
plete health checkup and treatment to
the school children with special focus on
eyes and dental checkups. He said
Government of India has launched this
scheme especially for the students so
that all serious ailments are detected at
the primary stage, adding that doctors
should undertake the exercise with
utmost care to achieve the objective of
the scheme.
In order to promote the girl child, the
Minister directed for strict implementa-
tion of PNDT Act across the State. He
directed the Chief Medical Officers to
keep a close vigil on the activities of
Ultrasound Clinics to ensure a check on
the illegal sex determination. He asked
for conducing frequent inspections of all
such establishments to implement the
Act. He also stressed for activating the
Mobile Medical Units in the rural areas
to create mass awareness about various
diseases and their preventive measures.
To overcome the paucity of blood,
the Minister said that blood banks at the
district level will be made fully func-
tional so that adequate blood can be
stored to meet the emergencies. He
directed the CMOs to hold frequent
blood donation camps with the active
involvement of various organizations
and educational institutions to arrange
sufficient quantity of blood to save the
precious lives. He asked the CMOs to
maintain close coordination with the
Red Cross authorities to meet the emer-
gencies with regard to meet the blood
requirements. While reviewing the
progress of Rashtriya Swastha Bima
Yojana (RSBY), the Minister directed
the Director Family Welfare to speed up
the process and implement this presti-
gious scheme in the ten designated dis-
tricts in the second phase. He also
reviewed the progress of scheme in
Jammu and Srinagar districts where the
scheme was initially launched.
In order to achieve the objective of
Red Ribbon Train which is scheduled to
come to Jammu in the first week of
January next year, the Minister directed
the Project Director AIDS Control
Society to chalk out the strategy and
make all necessary arrangements well in
advance. He directed for involvement of
educational institutions, social organiza-
tions, and other stakeholders to make the
event a success.
Earlier, the Commissioner/Secretary
Health & Medical Education Mr.
M.K.Dwivedi took a separate meeting
with the officers and obtained the feed-
back of all health institutions located
across the Jammu division. He briefed
the Minister about the initiatives taken
to improve the overall scenario to
improve the situation. Among those

JAMMU, DEC 11: Chief Minister, Omar Abdullah has
expressed deep grief over the loss of lives in a road accident
in Doda. He has also conveyed his sympathies to the
bereaved family and prayed for early recovery of the injured.

Human Rights Day
JAMMU, DEC 11: Literary Club of GCW, Gandhi Nagar
under the aegis of Centre for Peace Education observed
World Human Rights Day by holding an interactive session
to commemorate the 64th Anniversary of adoption of univer-
sal declaration of Human Rights by United Nations on
December 10, 1948. On this occasion Dr. Kiran Bakshi
Principal of the College was the Chief Guest.
The programme began by Key note address of Prof.
Neelu Gupta, Convenor of the Literary Club in which she
highlighted the need of celebrating this day as a mark of trib-
ute to provide respect to humanity and kindness to all the
beings. Dr. Kiran Bakshi in her address exhorted the need of
knowing the constitutional safe guards of human rights by
every student of the college which guarantee dignity and
honour to all the human beings residing on the earth. This
would bring a cultural hormony, remove racial and class dis-
parity and dispel the misunderstanding and bias from the
human mind across the globe.
Around 20 students of the College deliberated on this
issue and put forth their views on the violations that were
taking place in the different parts of the world. They laid spe-
cial emphasis on the reduction of child labour at least in the
educational institution. Prof. Ashaq Malik, Coordinator of
the Peace Education also shared his views and gave a mes-
sage that peace education would only minimize the viola-
tions and sufferings of the entire human race.

LA Panel discusses Ethics Rules
JAMMU, DEC 11: Ameeting of Committee on Ethics (EC)
of Jammu and Kashmir Legislative Assembly was held under
the Chairmanship of MLAAdvocate Abdul Haq, here today.
The Committee with its Members Mr. Mohammad Khalil
Bandh, Mr. Jagdish Raj Sapolia, Mir Zahoor Ahmad, Mr.
Bharat Bushan, Mr. Durga Dass, Mr. Krishen Chander and
Mr. Baldev Raj Sharma deliberated on Ethics Rules present-
ly in vogue. The panel gave their valuable suggestions for
further improvement in making these rules viable.
The Committee decided that it will visit Delhi, Andhra
Pardesh and Karnatka for study tour to learn their ethics rules
so that necessary amendments to be made in Ethics Rules.
The Committee decided that a proposal be moved to the
Speaker Assembly also to grant permission of study tour to
some democratic country of the world to study the knowhow
of their parliament. The panel asked the Committee members
to submit their suggestions in writing so that their valuable
recommendations can be incorporated in present ethics rules

Mir takes stock of food grains
in the Valley
SRINAGAR, DEC 11: Food grains which include 39,000
metric tons of rice and 8500 metric tons of wheat are avail-
able in the godowns of the Valley besides 3000 metric tons
of sugar and 280,000 number of LPG cylinders.
This information was given at an officers meeting here
today, presided over by Minister for Agriculture, Mr.
Ghulam Hassan Mir, convened to review the stock and sup-
ply position of food grains in the Valley.
The Minister was further informed that food grains for
remote areas sufficient for three months have been kept read-
ily available in various areas of the region. The Minister on
this occasion impressed upon the District Development
Commissioners of all the districts to get the damaged trans-
formers repaired so that adequate power supply is main-
tained to all the areas of the Valley. Mr. Mir directed the offi-
cers to streamline the supply of LPG, Kerosene oil and other
essentials for the people during winter season. He also asked
concerned officers to keep snow cutter machines ready for
facing any challenge of sudden snowfall.
1st death anniversary of late
Peer Yasin observed
JAMMU, DEC 11: The first death anniversary of Late Peer
Mohammad Yasin Shah Sahab of Darbagh Harwan was
observed today which was attended by scholars, religious
preachers and people from all across the Valley.
Speakers on the occasion threw light on the contribution
of late Peer Sahab and hailed his effects in spiriting religious
knowledge among the people.

PHQ condoles Maqsood's demise
JAMMU, DEC 11: To mourn the demise of. Sajad Ahmed
Maqsood, Prosecuting Officer, a condolence meeting was
held at Police Headquarters (PHQ) here today. The meeting
was chaired by Deputy Director Prosecution (PHQ) and was
attended by various officers and other staff members of the
Persecution Wing.
Speaking on the occasion, the speakers described the late
Maqsood as an upright and dedicated officer, whose death is
a big loss to the Organization in general and the Prosecution
Wing in particular. They expressed condolence with the
bereaved family and prayed for eternal peace to the departed

and took stock of the status
of availability of ration and
its quality being stored in
these godowns for further
distribution in various dis-
tricts including remote and
far flung areas of the Jammu
division.
The Minister was
informed that adequate
quantity of food grains and
essential commodities is
being supplied to the people
with sufficient availability
and stocking of these vital
services in the sale outlets
and godowns of CAPD and
FCI by the concerned
authorities.
During the day long visit
of these godowns, the
Minister inspected the quali-
ty of wheat, rice and sugar
and instructed the Director
CAPD, Mr. Parvez Malik,
who accompanied the
Minister during the inspec-
tion, to personally check the
quality of ration being
received from Food
Corporation of India (FCI).
The Minister directed the
concerned officers to ensure
adequate availability of
wheat, rice, sugar and other
essential commodities in all
parts of Jammu division for
the convenience of the peo-
ple. He also impressed upon
the officers to personally
monitor the ration supply to
far-flung and remote areas of
Jammu division so that the
people living in these areas
get hassle free ration supply.
To bring transparency
and accountability in the
public distribution, the
Minister directed the func-
tionaries of the CA&PDs
department to visit the field
areas and enquire about the
proper distribution of ration
besides ensuring that the
benefits could reach to the
deserving people. He further
said that government is
keenly interested to make
the CA&PDs system more
effective in the state.
On the occasion, the
Minister was informed that
presently 13360 quintals of
rice, 425 quintals of wheat
and 743 quintals of sugar is
available in the Godowns of
CA&PD at Ware House
(Bikram Chowk) and Chatha
at present.

for Revenue, Relief and
Rehabilitation, Raman Bhalla,
on Tuesday convened a public
grievances camp at Upper
Lower Gaddigarh and
launched Rs. 15 lakh develop-
ment works including upgra-
dation of Upper Gaddigarh-
Azad Nagar link road besides
lanes and drains in the area.
The Minister, while
addressing a large gathering,
appealed the people to extend
complete cooperation to the
government agencies for
smooth and speedy execution
of development projects being
done under different schemes.
"People's cooperation is a
vital component in effective
implementation of develop-
ment projects", he main-
tained. He asked the execut-
ing agency to complete all the
projects within stipulated time
frame adding that people of
the area have faced lot of
hardships due to Kaccha link
road and lack of proper lanes
and drains. The Minister

extend their ramps and houses
on the land of lanes and roads

the executing agencies in

of Azad Nagar's people and is
making all out efforts to miti-
gate the same in a phased
manner. He asked the officers

quality of works.
The Minister said that a
comprehensive plan has been
formulated for upgradation
and expansion of Jammu
Airport to provide all infra-
structural facilities to the pas-
sengers. He assured that the
Government would take every
step for proper rehabilitation
of those whose land has been
acquired for the expansion
project, which include car
parking, widening of road,
extension of runway, con-
struction of terminal building
and residential complex of
airport employees and securi-
ty personnel.
Bhalla said that unprece-
dented development has been
witnessed across the State
under PHE, ERA, PDD,
R&B, health, Irrigation, flood
control and education sectors.
He said many new projects
were in pipeline to upgrade
the living standards of the
people. He asked the execut-
ing agencies to make opti-
mum use of funds and com-
plete the projects in a time
bound manner. He urged the
people to personally monitor
the developmental works
being executed in their
respective areas.

Congress coordination com-
mittee which has been assigned to formu-
late strategy for the next general elections,
the party has made it clear that he is the
second in command in its organization.
Meanwhile, it is also clear that the
Congress has begun its preparations for
next general elections. Soon after Rahul
Gandhi was appointed the head of
Congress coordination committee, the
Samajwadi Party announced the names of
its 55 Lok Sabha candidates posing a chal-
lenge to both the major political parties-
the Congress and the BJP respectively.
However, the Congress, which is head-
ing the UPAgovernment at the Centre, has
denied about any possibility of mid-term
polls adding that the government will com-
plete its full term. Though the present
political scenario in the country indicates
that snap-poll is likely to be held any time
next year. After the split of Trinamool
Congress with the UPA government, the
Centre is however, surviving with the sup-
port of the SP and the BSP. Given this sit-
uation, the chances of early Lok Sabha
polls cannot be ruled out. The UPA gov-
ernment at the Centre is technically in
minority after the withdrawal of support
from Trinamool.
In its recently concluded dialogue ses-
sion at Surajkund, the party advised the
Centre to fulfill promises of its manifesto
at the earliest and adopt a policy which
could offer a relief to the common people.
It seems that the Congress has realized the
fact that its government in its second
innings could not rise up to the expecta-
tions of the 'common man'. The party has
also felt that the government's decision to
cap the number of subsidised LPG cylin-
ders has given a heavy blow to the people.
In the dialogue session, Defence Minister
AK Antony expressed his displeasure over
this issue. He contended that the Congress
has always pursued a policy which is con-
sidered liberal and inclined towards left
from centre. Why do the party's policies go
awry showing a rightist attitude? Though,
Sonia Gandhi rejected any possibility of
early elections, the developments like
Rahul Gandhi acquiring a centre-stage in
party's poll management and decline in
popularity of the government in the eyes of
the people are fueling the speculations of
early polls. Until now, it has been Sonia
Gandhi who took care of poll management
of the party. However, responsibility
recently assigned to Rahul Gandhi does
not seem to be new to him as he has been
leading the party campaigns in the various
elections for the past 2-3 years. It is quite
natural for the Congress to believe, as the
other parties do, its performance in the
2014 general elections will be as per its
expectations, however, present political
scenario seems to be against the ruling
party.
As far as the enhanced role of Rahul
Gandhi in the party is concerned, the
Congress is expecting him to do miracles
and this kind of expectation from him is
quite natural. Rahul is young and he is full
of enthusiasm. But his recent failure in
ensuring victory of the Congress especial-
ly in UP assembly polls held in March this
year, puts a question mark on his leader-
ship capabilities and ability to assess the
ground realities of states.
It is difficult to assess the administra-
tive capabilities of Rahul Gandhi as he has
not yet taken any post in the government.
Prior to recent Cabinet reshuffle, it was
speculated that he would be inducted in the
government to give the UPAgovernment a
new edge, but it didn't happen. One can
raise so many questions on the abilities of
Rahul Gandhi, but the fact should not be
overlooked that he has been able to keep
the Congress united despite all odds and he
remains the only hope of the party in the
present gloomy scenario. Even the tallest
and mightiest leaders of the Congress find
indispensability of Rahul leadership for the
party's growth. Undoubtedly Rahul owes
responsibility to lead the party successful-
ly in the coming elections and this will
happen only if the Centre reassures the
people to provide a clean, sensitive and
responsive administration.
Rahul Gandhi being the head of the
coordination committee on poll prepara-
tions of the Congress, the party has also
formed three sub-committees in the wake
of 2014 general elections. Moreover, the
party is also going to send its observers to
know the political ground realities in dif-
ferent states. It is most likely that the
Congress would announce its Lok Sabha
candidates by March next year.
It is seen that national parties lag
behind the regional parties in announcing
the names of party candidates because the
chances for any sort of dissent in a region-
al party are quite rare. On the contrary,
announcing the names of their party candi-
dates always seems to be a tough exercise
for the Congress and the BJP. The
Congress must realize the fact that its can-
didates get comparatively lesser time to
work among electors in their respective
constituencies owing to delay in
announcement of candidates. It is impor-
tant to see whether the situation improves
after the appointment of Rahul Gandhi as
the head of party's coordination committee
on poll campaign strategy. Though, the
umbrella of Gandhi family is the biggest
strength to the party and there is no dissent
over the leadership of Gandhi family. The
fact cannot be ignored that no other party
is as much blighted by internal factional-
ism as the state units of the Congress are.
There are many senior leaders in the state
units of the Congress who have intense
dislike for each-other. if the party's central
leadership takes a final call in nominating
party candidates, the decision fails to gain
support at ground level. In past years, this
is the main factor behind sharp decline in
the mass support of the Congress. The BJP
too faces a similar situation. On the con-
trary, the regional parties are largely safe
from such factionalism despite the fact that
most of them are being run as a private
enterprise. As far as the Congress Party is
concerned, its history is over hundred
years old. But the party is still fully
dependent on the leadership of Gandhi
family to win elections which suggests that
the party is far away from internal democ-
racy. Factionalism in the state Congress
units put a question mark on the capabili-
ties of the Congress leadership. It also
underlines the need for establishing inter-
nal democracy within the party in true
sense and Rahul Gandhi owes a responsi-
bility to take certain specific measures in
this direction. It is quite strange that Rahul
Gandhi always seems to be very active for
internal democracy in his party, but no
affirmative result of his efforts has come to
the fore. It is yet to see how he succeeds in
keeping the senior party leaders together.
No doubt, if he succeeds in doing so, it will
be a feather in his cap and the Congress too
will be able to handle the challenges which
are presently threatening it now and then.

Daunting challenges ahead of Rahul

Mahapanchayat, attended by
farmers of 21 villages affect-

district, threatened to re-
launch their stir if Haryana
government failed to find an
amicable solution to the row
this month.
The state government had
acquired over 3,500 acres
land in various villages in
this district for a multi-model
logistic hub. Later, after a
prolonged stir by the farmers
in July, the move was sus-
pended.
The meeting, which was
held on Sunday under
Bhoomi Adhigrahan Virodhi
Sangharsh Samiti at Asalwas
village, has threatened to re-
launch the stir next month.
The farmers expressed
dissatisfaction over "lack-
adaisical" approach of the
government, saying despite
an assurance by Chief
Minister Bhupinder Singh
Hooda to its delegation on
July 25 that land acquisition
would be suspended, nothing
has been done so far.
Rakesh Tikait, national
president of Bharatiya Kisan
Union (BKU) was the main
speaker at the
Mahapanchayat, while Daya
Ram, a former sarpanch of
Bagthala village, presided
over its proceedings.
In his address, Tikait said,
"When the land belonged to
the farmers, it could not be
acquired by the government
against their wishes for any
project." "When farmers
throughout the country were
at the war path against such
acquisitions, it was a ripe
time for the government to
enact the proposed land
acquisition bill," he said.
Alarge number of farmers
from Asalwas, Patuhera,
Kheda Murar, Banipur,
Mangleshwar, Deeodhayee,
Garhi, Bolni, Bagthala,
Kasaula, Kasauli, Bakhapur,
Lodhana, took part in the
Mahapanchayat.
The state government has
already constituted a joint
committee, comprising of
government representatives
and some members from the
farmers' organisations, to
find a solution to the issue.

he budget season is here again. The
finance minister is in the ministry for
the third time. His earlier ventures
were not covered with glory, but there is
always hope that the longer he holds the
post, the less error-prone he will become.
The times are difficult: the growth rate is
plummeting, the balance of payments is
deeply in deficit, and the fiscal deficit as a
proportion of GDP in April-September was
the highest in at least six years. P.
Chidambaram also has a new chief econom-
ic advisor, Raghuram Rajan, one of the best
he could get, though the ministry website
con- tinues to show Kaushik Basu in that
post. The mid-term survey, which is sup-
posed to review April-September perform-
ance, is still to come out. So we do not have
the ministry's view of how the economy is
doing. But we do have an unusual paper
from the ministry on the global economic sit-
uation and its implications for India. Kanika
Bhatnagar is obviously a maverick, for she
gives us a shock right at the outset: she
begins with the following quotation from
Tolstoy's War and Peace: "At the approach of
danger there are always two voices that
speak with equal force in the heart of man:
one very reasonably tells the man to consid-
er the nature of the danger and the means of
avoiding it; the other even more reasonably
says that it is too painful and harassing to
think of the danger, since it is not in a man's
power to provide for everything and escape
from the general march of events; and that it
is therefore better to turn aside from the
painful subject till it has come, and to think of
what is pleasant. In solitude a man generally
yields to the first voice, in society to the sec-
ond." Quite apart from its relevance, what
beautiful language! How unusual for a
finance ministry paper! But then, Kanika was
just a summer intern, and is probably think-
ing of something or someone pleasant under
some tree by a university canteen.
Kanika began by quoting Jos Manuel
Barroso, president of the European
Commission, who reacted indignantly to a
reporter's question at the last G20 summit:
"Frankly, we are not here to receive lessons
in terms of democracy or in terms of how to
handle the economy. This crisis was not orig-
inated in Europe seeing as you mention
North America, this crisis originated in North
America and much of our financial sector
was contaminated by, how can I put it,
unorthodox practices, from some sectors of
the financial market." In other words, the cri-
sis was none of Europe's fault, but was due
to infection by American toxins. Kanika
proved, to my satisfaction at least, that
Barroso was plain wrong.
Kanika began the story with the Lehman
Brothers crisis of 2008. Just before it hap-
pened, the value of American mortgage-
backed securities was $6.5 trillion - even big-
ger than the corporate bond market ($5.4 tril-
lion) and the government bond market ($4.3
trillion). When lenders lose confidence and
begin to withdraw loans to asset-based secu-
rity holders, holders sell the securities, the
issuers of the securities start selling the
assets, asset prices crash, and the entire
chain of borrowers and lenders goes bank-
rupt. That is the essence of a credit crisis.
Kanika pointed out that European banks had
considerable exposure to American asset-
backed securities and hence shared in the
losses. Not that they needed America to get
them into trouble; Europe had its own ABS
market worth 2 trillion euros. But European
banks had to hold cash reserves of 4-8 per
cent against mortgage loans, while American
banks did not. As a result, American loans
were seen to be more risky and carried high-
er interest rates. That is what made American
ABSs more attractive. But actually, American
banks' loans were indirectly guaranteed by
the US government and were less risky.
The European sovereign debt crisis was
also linked to the fall in asset prices, espe-
cially property prices, resulting from the
European banks' problems, but came a bit
later, in 2009. On 16 October, Georgieu
Papandreou, Greek prime minister, gave out
a figure of 12.7 per cent of GDP for Greek fis-
cal deficit; the European statistical office
found in January 2010 that Greece had been
falsifying budget figures. That led to a col-
lapse in confidence, and blocked Greece's
access to the financial markets. Lenders and
credit rating agencies began to look anew at
the finances of other European countries;
interest rates on their debt began to go up,
and one by one, Spain, Portugal and Italy
were downgraded. These European coun-
tries did not all have high debt-GDP ratios;
but they were more vulnerable because they
lacked a policy instrument, namely currency
issue, that countries outside the European
Union had. Even with a single currency, bal-
ance of payments adjustment could have
taken place in Europe if relative wages had
fallen in the southern countries. But
Germany is extremely allergic to inflation; it
kept wage increases close to productivity
increases and kept real wages constant.
Other European countries simply could not
compete with it.
The troubles in the US and the EU had an
impact on India: its export growth slowed
down rapidly. But the impact was "moderat-
ed", to use the Reserve Bank's favourite
word, by a rise in inflows of foreign direct
investment: as investment prospects in the
Western world deteriorated, capital started
moving to India, which was still showing
respectable growth. When FDI inflows slack-
ened, the Reserve Bank, always reluctant to
spend foreign exchange reserves, let the
Rupee depreciate massively. Kanika con-
cluded that India is highly vulnerable to glob-
al storms. She did not go into policy meas-
ures required to meet those storms. The
exchange rate is the only one the govern-
ment has been using; so the Rupee will con-
tinue to go down. But expectations of Rupee
depreciation discourage capital inflows; they
are likely to slacken. The only policy instru-
ment available to the government to prepare
for the gathering storm is fiscal balance. If he
has the country's interests at heart, P.
Chidambaram should bring down the fiscal
deficit drastically in the next budget. It is
unlikely that he would do so by reducing
growth of expenditure; the Congress is a
spendthrift party, and the looming general
election will tempt it even more. If he cannot
discipline his party, the only option left to him
is higher taxes. He may well calculate that
only 35 or 40 million people pay income tax.
They are insignificant as electors; he may be
tempted to raise income tax. Or he may con-
sult one of his fiscal advisors, and may get
ideas for some new taxes. New taxes do not
generally yield much; they require new
administrative arrangements, which take
time to build up. But meanwhile, they make
taxpayers' lives miserable. Let us see which
of Tolstoy's two ways Chidambaram choos-
es: whether he turns aside from the painful
subject and does what is pleasurable, name-
ly run another huge deficit, or whether he
faces the danger squarely and acts to avoid
or at least alleviate it. There is also a third
way, one that his predecessor usually took,
namely do nothing and trust god.

Trouble started in the first half of
the Assembly session when the
Opposition's adjournment motion
on chit funds was admitted but a
discussion was not allowed.
When Opposition leader Surjo
Kanto Mishra rose to read the
motion, he said that the
Opposition's motion had been
severely edited and that the
Opposition was not being
allowed to speak.
At this, the Left MLAs rushed
to the well of the House and
began protesting. Treasury MLAs
claim there were attempts to
attack the Speaker. The Speaker
left the House but the clash con-
tinued in the well for some time.
The Opposition MLAs then
walked out. When the House
reconvened, Trinamool's
Parliamentary Affairs Ninister
Partha Chatterjee protested the
behaviour of the Left MLAs.
The Speaker then announced
that three Left MLAs were being
suspended. The Left MLAs once
again rushed to the well of the
House. So did the Trinamool
MLAs; one of them even pulled
the hair of Left woman MLA
Debolina Hembrom so badly, that
she fell down. After that, a physi-
cal fight ensued in the House.
The Congress MLAs and Left
MLAs have walked out of the
House.

MPAssembly approves pension largesse for members
BHOPAL: Madhya Pradesh Assembly unanimously passed a bill entitling MLAs to claim pension of Rs
15,000 per month even if they remain member of the House for a single day. Moving the bill in the
Assembly, Parliamentary Affairs Minister Narottam Mishra said that after the passage of the amended
bill, the benefit of pension will be extended to any MLA who has remained the member of the House
even for a day. Earlier, MLAs who have completed minimum five-year term were eligible for such enti-
tlement. The House also passed the 'Advocate Welfare Fund Amendment Bill' with a voice vote.
SHIMLA: Tourist spots near Shimla and Manali on Tuesday
morning saw mild spells of snowfall that intensified cold wave
conditions in Himachal Pradesh, a weather official said in
Shimla. Tourist spots near Shimla, like honeymooner's paradise
Kufri, Fagu and Narkanda experienced snowfall, triggering a
rush of tourists in Shimla. Likewise, the Solang ski slopes, locat-
ed just 13 km uphill from Manali, saw snow turning the hill sta-
tion more picturesque. But the popular tourist destinations of
Shimla and Manali experienced only snowflakes, which melted
soon. Amet official said there were reports of moderate snowfall
in higher reaches of Lahaul and Spiti, Kinnaur, Kullu, Shimla
and Chamba districts. Lower areas of the state including
Dharamsala, Palampur, Solan, Nahan, Chamba and Mandi
received moderate rain, bringing the temperature down consider-
ably. The snow in Shimla has brought smiles to the faces of the
hotel owners. "This weekend we are likely to see spike in foot-
fall of tourists in Shimla and nearby destinations," said
DP.Bhatia, General Manager of Clarke's Hotel. The temperature
plummeted in the state with Shimla recording a minimum tem-
perature of 3.6 degrees Celsius on Tuesday, down from
Monday's 4.3 degrees Celsius. The night temperature in
Keylong, the state's coldest place, was 2.9 degrees Celsius below
the freezing point.Kalpa saw a low of minus 1.2 degrees, while
the temperature was two degrees in Manali. "There are chances
of heavy rain and snowfall in middle and high hills across the
state Dec 13 and 14," an official at the meteorological office said.

A
n ecosystem is a community
of all organisms in a given
area, and the physical envi-
ronment which they interact with.
On the land there are terrestrial
ecosystems such as forests, grasslands
or rainforests; and in the water there
are freshwater and marine ecosystems
such as lakes and, say, coral reef.
Rainforest biome is very complex.
It includes a myriad ofdifferent
species of plants and animals that are
all adapted to rain, and lots of it.
There are different levels of plantsin
the rainforests. The highest are the tall
trees that often, particularly in tropi-
cal rainforests, form a closed canopy.
On the next level are vines, orchids
and epiphytes that grow high up in
trees to reach more sunlight. Lower
down are tree ferns and similar short
trees, and next there is the forest floor
- dark but far from lifeless.
Animal life is also complex.
Insects are deeming in what is very
favourable conditions for them. Frogs
and reptiles thrive. Bird life is noisy
and colourful with many species of
parrots and cockatoos. Since birds
live mostly in the rainforest canopy,
rainforest snakes are often tree
snakes. Many mammals also live up
in trees, whether they are herbivores
or carnivores. And rivers and water-
holes contain different water animals.
All those plants and animals are
dependent on each other in a com-
plexfood web, and/or benefit from
each other in other ways in the
ecosystem.
Aurobindo Ghose
Born: August 15, 1872
Died: December 5, 1950
Achievements: He was a free-
dom fighter, poet, scholar, yogi
and philosopher. Worked
towards the cause of India's
freedom, and for further evolu-
tion of life on earth.
Aurobindo Ghose was a
multifaceted person. He was a
freedom fighter, poet, scholar,
yogi and philosopher. He spent
his life working towards the
cause of India's freedom, and
for further evolution of life on
earth.
Sri Aurobindo Ghosh was
born on August 15, 1872 at
Calcutta. His father was
Krishnadhan and his mother
was Swamalata. Aurobindo
Ghose had an impressive line-
age. Raj Narayan Bose, an
acknowledged leader in Bengali
literature, and the grandfather
of Indian nationalism was Sri
Aurobindo's maternal grandfa-
ther. Aurobindo Ghosh owes
not only his rich spiritual
nature, but even his very superi-
or literary capacity, to his moth-
er's line. His father was an M.D.
from England.
When Sri Aurobindo was
five years old, he was sent to
Loretto Convent School at
Darjeeling. Two years later in
1879, Aurobindo Ghose, was
sent to England along with his
brothers for higher studies.
Aurobindo completed his
schooling from St. Paul's in
London. In 1890, at the age of
eighteen, Sri Aurobindo got
admission into Cambridge.
Here, he distinguished himself
as a student of European clas-
sics. To comply with the wish of
his father, Sri Aurobindo Ghose
also applied for the ICS while at
Cambridge. He passed the
Indian Civil Service
Examination with great credit in
1890. He, however, failed to
stand the required test in horse-
manship and hence was not
allowed to enter the Covenantal
Service of the Indian
Government.
In 1893, Aurobindo Ghose,
returned to India, and became
the Vice-principal of the State
college in Baroda. He drew a
salary of Rs.750/-. He was held
in great respect by the Maharaja
of Baroda. Aurobindo was an
accomplished scholar in Greek
and Latin. From 1893 to 1906
he extensively studied Sanskrit,
Bengali literature, Philosophy
and Political Science.
In 1906, in the wake of par-
tition of Bengal, resigned his
job and joined the Bengal
National College on a salary of
Rs.150/-. He plunged headlong
into the revolutionary move-
ment. Aurobindo Ghose played
a leading role in India's freedom
struggle from 1908. Sri
Aurobindo Ghosh was one of
the pioneers of political awak-
ening in India. He edited the
English daily Bande Mataram
and wrote fearless and pointed
editorials. He openly advocated
the boycott of British goods,
British courts and everything
British. He asked the people to
prepare themselves for passive
resistance.
The famous Alipore Bomb
Case proved to be a turning
point in Sri Aurobindo Ghosh's
life. For a year Aurobindo was
an undertrial prisoner in solitary
confinement in the Alipore
Central Jail. It was in a dingy
cell of the Alipore Jail that he
dreamt the dream of his future
life, the divine mission ordained
for him by God. He utilized this
period of incarceration for an
intense study and practice of the
teachings of the Bhagavad Gita.
Chittaranjan Das defended Sri
Aurobindo, who was acquitted
after a memorable trial.
During his time in prison,
Aurobindo Ghosh, had devel-
oped interest in yoga and medi-
tation. After his release he start-
ed practicing pranayama and
meditation. Sri Aurobindo
Ghose migrated from Calcutta
to Pondicherry in 1910. At
Pondicherry, he stayed at a
friend's place. At first, he lived
there with four or five compan-
ions. Gradually the number of
members increased and an
Ashram was founded.
In 1914 after four years of
concentrated yoga at
Pondicherry, Sri Aurobindo
launched Arya, a 64 page
monthly review. For the next six
and a half years this became the
vehicle for most of his most
important writings, which
appeared in serialised form.
These included Essays on The
Gita, The Secret of The Veda,
Hymns to the Mystic Fire, The
Upanishads, The Foundations
of Indian Culture, War and Self-
determination, The Human
Cycle, The Ideal of Human
Unity, and The Future Poetry. In
1926, Sri Aurobindo Ghose
retired from public life.
Sri Aurobindo's philosophy
is based on facts, experience
and personal realisations and on
having the vision of a seer or
Rishi. Aurobindo's spirituality
was inseparably united with
reason. The goal of Sri
Aurobindo was not merely the
liberation of the individual from
the chain that fetters him and
realization of the self, but to
work out the will of the Divine
in the world, to effect a spiritual
transformation and to bring
down the divine nature and a
divine life into the mental, vital
and physical nature and life of
humanity.
Sri Aurobindo passed away
on December 5, 1950 at
Pondicherry at the age of 78.

harged objects create an invisible electric
force field around themselves. The strength
of this field depends on many things, includ-
ing the amount of charge, distance involved, and
shape of the objects. This can become very complicat-
ed. We can simplify things by working with "point
sources" of charge. Point sources are charged objects
which are much, much smaller than the distance
between them.
Charles Coulomb first described electric field
strengths in the 1780's. He found that for point
charges, the electrical force varies directly with the
product of the charges. In other words, the greater the
charges, the stronger the field. And the field varies
inversely with the square of the distance between the
charges. This means that the greater the distance, the
weaker the force becomes. This can be written as the
formula:
F = k (q1 X q2) / d2
where F is the force, q1 and q2 are the charges, and
d is the distance between the charges. k is the propor-
tionality constant, and depends on the material sepa-
rating the charges.

NEW DELHI: The time has
come to dismiss parliament,
anti-corruption crusader Anna
Hazare said Tuesday while
announcing a nationwide tour
against the United Progressive
Alliance (UPA) government and
graft. "I will start nationwide
tour against government and
corruption from Jan 30 from
Patna district of Bihar," Hazare
told reporters here. "Our move-
ment against corruption will
continue for the next 25 years,"
he said. "I am waiting for 2014
elections, if Jan Lokpal does not
come in parliament, I will go for
another agitation," Hazare said.
Defending his flip flop on
Arvind Kejriwal, activist Anna
Hazare said he had to change his
views on his former aide as
times changed and felt that there
will be "more trouble" if he
explains the reason.
"It is because of the times. I
will tell the reason for this
change when the time comes...If
I say the reason, it will create
more trouble," Hazare told
reporters here.
He was responding to ques-
tions on his frequent change of
stand on Kejriwal and his Aam
Aadmi Party (AAP). Hazare had
earlier said he will support
Kejriwal and honest candidates
from his party but had last week
said his for-
mer aide had

ment before 2014 elections," he

was not upholding Constitution.
"This Lok Sabha is not
upholding the Constitution. We
will have to awaken people. The
divide between poor and rich is
widening. The time has come to
dissolve this Lok Sabha," he
said.

Right time to dismiss parliament, says Hazare
NEW DELHI: India will demand
handing over of Lashkar-e-Taiba
founder and 26/11 Mumbai terror
attack mastermind Hafeez Saeed
during the visit of Pakistan's
Interior Minister Rehman Malik
this week.
Union Home Minister
Sushilkumar Shinde said that he
had raised the issue of Saeed mov-
ing freely in Pakistan with Malik,
when they met in Maldives on the
sidelines of a SAARC inter-minis-
terial conference in September, and
that he should be handed over to
India.
"I am quite sure that when he
will come here, I will discuss with
him this issue," Shinde said.
Malik is expected to come to
India on a three-day visit from
Friday. India and Pakistan are like-
ly to operationalise the liberalised
visa agreement during his visit.
Shinde said India will also seek
voice samples of the handlers of the
terrorists who carried out the
Mumbai terror attack in 2008 that
killed 166 people.
He also expressed optimism
about a breakthrough on the
National Counter Terrorism Centre,
saying he has been talking to chief
ministers on the issue. The govern-
ment had deferred the operationali-
sation of NCTC, a project initiated
by Shinde's predecessor P.
Chidambaram, following protests
from some chief ministers. Asked
about his reported remarks in
Gujarat suggesting that Intelligence
Bureau's new chief Syed Asif
Ibrahim was appointed to the post
because he was from the minority
community, Shinde said Ibrahim is
an able person. "I only said that he
is from minority community. That's
all," he sought to clarify.
India to ask Pak to
hand over Hafiz Saeed

NEW DELHI: Central
Bureau of Investigation,
CBI has recently questioned
executives of a private firm
in connection with alleged
irregularities in the supply
of mobile medical units for
providing medical facilities
in some districts of Uttar
Pradesh under the National
Rural Health Mission,
NRHM.
CBI sources said that
two private firms and a UP-
based NGO are being
probed for their alleged role
in grabbing the contract
worth around 40 crore
rupees which caused an
approximate loss of over 20
crore rupees to the excheq-
uer.
CBI sources said that
representatives of the pri-
vate firm were questioned at
CBI headquarters in Delhi
recently in connection with
the scam. The scheme was
launched last year under the
public-private partnership
model to provide medical
help to rural people in 133
blocks spread over 15 dis-
tricts which were difficult to
reach or affected by
Maoists.
Under the NRHM, a
budget of 42.68 crore
rupees was approved by the
Centre for the project for
providing facilities includ-
ing mother and child health-
care, immunization pro-
gramme besides other serv-
ices which are available at
Primary Health Centre.

Modi targets Sonia, Congress' 'votebank politics'
NEW DELHI: The
Supreme Court restored a
government rule requiring
apex court and high court
judges to keep the home and
external affairs ministries in
the loop when travelling
abroad, even on private vis-
its.
The apex court stayed a
Delhi High Court order
which quashed the provi-
sion of a government circu-
lar that sought information
from foreign-bound judges
on boarding, lodging,
whether accompanied by
spouse, duration of visit, the
organisation that had
extended the invitation, pur-
pose of visit and the cost of
tour.
The apex court bench of
Chief Justice Altamas
Kabir, Justice S.S. Nijjar
and Justice J. Chelameswar
suspended the operation of
the high court's May 25
order by which it quashed
the para 10 of the govern-
ment's circular on the issue.
The high court held that the
seeking of information low-
ered the dignity of the con-
stitutional posts held by the
judges of the Supreme
Court and high courts.
According to the circu-
lar, the information sought
from the judges was to be
routed to the law and justice
ministry through the Chief
Justice of India and chief
justices of high courts.

details of foreign trips: SC
MUMBAI: MIAL has
already served two notices to
Kingfisher demanding clear-
ance of dues totalling Rs.53
crore. "Until the long-pending
dues are cleared, we shall not
let them fly these aircraft,
which are in our control," an
official said on the condition
of anonymity. The dues per-
tain to parking charges, navi-
gation and other services
offered by MIAL in the nor-
mal course of airlines opera-
tions. The details of the type of
aircraft that have been seized
were not immediately avail-
able. Owned by liquor-king
and MP Vijay Mallya, KFA
has been grounded since Oct 1
due to financial and labour
problems. Later that month, its
flying licence was also sus-
pended by the Directorate
General of Civil Aviation.
In view of the resource
crunch, KFAhas failed to clear
its airport dues for the past few
months. MIAL has sent at
least two notices with specific
deadlines to clear the dues,
specifying that it would not
permit KFAaircraft to operate
from Mumbai airport other-
wise, the official said.
"Since they have not
responded to the dues notice,
we have taken control of their
aircraft. They will not be per-
mitted to fly till the full dues
are cleared," he said.
He said the huge space
occupied by KFA aircraft
could have been better and
productively utilised, especial-
ly since Mumbai airport was
severely short of open space.
Discussions are already
under way with other private
carriers to allocate them the
space but a final decision on
the matter is pending till KFA
clears the dues.
KFA problems escalated
with the Oct 1 strike call by a
section of its pilots and aircraft
maintenance engineers over
non-payment of salaries and
other dues since March.
The strike was called off
Oct 24 after KFA agreed to
clear all the pending dues in a
phased manner.
According to estimates,
KFA has accumulated losses
of over Rs.10,000 crore since
May 2005.
A consortium of 17
lenders, led by the State Bank
of India, had set a deadline of
Nov 30 for KFA to organise a
minimum Rs.5,000 crore
working capital before its plea
for additional working capital
loans could be considered.
PANAJI: "The tax collec-
tion for his office for the cur-
rent fiscal would fall woeful-
ly short of the target, thanks
to the mining imbroglio,"
Commissioner of Customs
and Central Excise D.P.C.

"Thirty-five percent of
the service tax we used to
collect was through mining.
We used to recover Rs.500
crore per month from service
tax, but none of that is com-
ing in now," Rao said.

now, after the Supreme
Court, hearing a petition
filed by activist lawyer
Prashant Bhushan,
announced a probe by a cen-
tral empowered committee.
The petition follows the
revelation of a Rs.35,000
crore illegal controversy
exposed by a judicial com-
mission headed by Justice
M.B. Shah, who has said that
top mining companies,
politicians as well as bureau-
crats were beneficiaries of
the scandal.
Rao however said that he
is worried that the collection
of central taxes this year,
may fall woefully short of
the targeted collection.
"If the mining continues
to be banned, we could lose
as much as Rs.2,500 crore,"
Rao said.
The annual take away of
the Customs and Central
Excise from Goa is Rs.7,000
crore which includes service
tax and customs duty, among
others.

13 attack on Parliament... It
should hang the attacker of
Parliament during the session
of the House," BJP

Hussain told reporters here.

NEW DELHI: Finding itself
in a "complex" situation, the
Congress is doing a fine bal-
ancing act in trying to resolve
the Rajya Sabha deadlock
over the bill on reservations
for the Scheduled Castes and
the Scheduled Tribes in job
promotions and says it hopes
for a positive result.
"It (resolving the deadlock)
is a complex issue, but we are
committed to the cause of
social justice," Congress
spokesperson P.C. Chacko
said.
Both the Samajwadi Party
(SP) and the Bahujan Samaj
Party (BSP), which "helped"
the government win the FDI in
retail vote in parliament last
week, have diametrically
opposite stands on the bill.
The bill is possibly the next
acid test for the government
with the SP opposed to it and
the BSP for it.
Since it is a constitution
amendment bill, it would
require a two-thirds majority -
which the Congress-led
United Progressive Alliance
does not have either in the Lok
Sabha or the Rajya Sabha. It
would thus need all the sup-
port it can muster.
Government sources said they
were talking to the SP to con-
vince it.
"The two parties offer us
issue-based support. We hope
to resolve the issue," said a
Congress MP in the upper
house while expressing the
hope that the party would be
able to bring the SP on board.
He said the two parties may
have different views on the
bill but that does not mean a
solution cannot be found.
The SP is, however, deter-
mined to continue with its
protest on the bill and not to
let it get passed.
"We will oppose it and ask
the government to remove dis-
puted issues from the list of
business to let the house func-
tion," SP leader Naresh
Agarwal said.
"This is dividing society.
The general, the backwards,
all other classes will be affect-
ed with this reservation. How
can you benefit one by taking
away rights of others," he
asked.
The Rajya Sabha has seen
several adjournments this ses-
sion over differences on the
bill.
BSP chief Mayawati has
accused the BJP of stalling the
Rajya Sabha because it did not
want the bill to be passed.
"Today (Monday) this bill
was to come. But it's sad that
to stop this bill, the BJP and
company raised the FDI lob-
bying issue," Mayawati said.
BJP leader Ravi Shankar
Prasad said his party was all
for social justice but within
constitutional parameters. "All
classes of society, whether it is
SC, backward classes, or
minorities, should come into
the mainstream," BJP leader
Mukhtar Abbas Naqvi said.
The bill was listed in the
Rajya Sabha and was to be
taken up Monday. Now, it will
have to be rescheduled.

CHENNAI: The Tamil Nadu
state energy Regulatory
Commission (TNERC) has
invited comments and sug-
gestions from stakeholders on
its consultative paper on
issues related to the govern-
ment's solar energy policy.
The Tamil Nadu Energy
Regulatory Commission
(TNERC) has called for the
comments/suggestions by
Dec 28 on issues like solar
purchase obligation, net
metering, renewable energy
certificate (REC) for solar
power generators, banking of
solar power, transmission and
wheeling charges, cross sub-
sidy surcharge, reactive
power charges, adjustment of
generated power for captive
use and others.
According to TNERC, the
consultative paper is necessi-
tated as the state government
has come out with Tamil
Nadu Solar Energy Policy
2012 and also directed it to
take necessary action on it
under Section 108 of
Electricity Act 2003.
The consultative paper is a
prelude to TNERC's order on
issues mentioned in the state's
solar energy policy, the regu-
lator said. As per the policy,
the state would make it com-
pulsory for high tension
power consumers like special
economic zones (SEZ), indus-
tries, IT parks, telecom tow-
ers, colleges and residential
schools and buildings with
built up area of 20,000 square
metre or more to purchase six
percent solar power from
January 2014.

NEW DELHI, DEC 11: Bank of
America Merrill Lynch sees the
Indian economy facing five litmus
tests over the next week. These
include the Index of Industrial
Production (IIP) data, monthly
inflation, key bills in Parliament,
US QE III and the Reserve Bank
of India's monetary policy review.
Key economic indicators and
the political consensus on reforms
will together decide the future
course of the economy. Here is a
look at the bank's outlook for
these.
October IIP: Indranil Sen
Gupta, India Economist at DSP
Merrill Lynch in his report has
said that the IIP for the month of
October is likely to jump to 5%
after contacting last month. The
view is based on the assumptions
that industrial production picks up
before Diwali. Also the core
industries growth rose to 6.5%
from 0.4% in October fuelled by a
20% jump in refinery production
on base effects. Finally, the HSBC
Markit manufacturing PMI has
climbed to 53.7 in November from
52.9 last month.
Federal Reserve QE III: The
bank doesn't see the third round of
quantitative easing (expected on
December 12) to fuel domestic
inflation. "Agro markets, like edi-
ble oils, raw cotton and sugar, in
which Indian and global prices are
integrated, are now reasonably
comfortable. It is for this reason
we have been arguing that QEIII
will not prove as inflationary for
India as QEI and QEII," the report
says.
However it acknowledges that
oil prices continue to be a risk fac-
tor.
November inflation: BoFA-ML
sees inflation 'peaking off'. The
bank expects the November infla-
tion to have risen to 7.5%. This is
in line with its call that inflation
would top off at 7.5-8% by
December to 7-7.5% levels in the
first half of 2013. It will likely
pierce 7.5% in the second half of
2013 on oil and power price hikes.
According to the report agri-
cultural inflation is stabilizing
with the late revival of rains mod-
erating the impact of the autumn
kharif drought. "Given sufficient
water in the north-western dams
that irrigate wheat, winter rabi
cropping is expectedly picking up
after a late start due to the delayed
kharif," the report adds.
However, appreciation impact
in pulling down October inflation
will reverse as the rupee has
depreciated around 3-5%. "A 10%
depreciation impacts inflation
about 100bps over the medium
term," the report says.
RBI monetary policy review:
The bank expects the RBI to cut
CRR by 25 basis points on
December 18 to pull down lending
rates to support growth. "We are
certainly relieved to find that the
RBI has finally decided to resume
OMO to ease liquidity. That said,
we appreciate that Governor
Subbarao may not want to take
chances with the RBI's inflation
fighting image by cutting rates at
7.5% inflation."
"It is for this reason we expect
the RBI to resume cutting rates
only from January - 75bps till July
- once inflation peaks off. In any
case, RBI rate cuts will not trans-
mit into lending rate cuts unless
the liquidity situation improves,"
the report adds.
Parliament Winter session and
impact on rupee: Post the govern-
ment gaining approval for FDI in
multi-brand retail the bank hopes
that government will be able to
push through key reform bills. The
political mercury is bound to rise
as the 2014 general elections
approach, the bank states.
"Narayanasamy, minister of
state in the Prime Minister's
Office, has told the media that the
government will push for banking
and companies law amendments,
raising FDI in insurance and intro-
ducing it in pensionschemes. In
case of insurance, media reports
suggest that it may introduce an
additional FII investment window
of 23% of equity instead of hiking
the FDI cap to 49% from 26% to
develop a political consensus," the
report says.
An RBI intervention to buy
foreign exchange ast 52 levels of
rupee versus the dollar is possible.
The bank's foreign exchange
strategists see the rupee at 53 lev-
els by March 2013.

vision in a broadcast on
Tuesday, hours after soldiers
who led a recent coup burst
into his home and arrested
him.
Cheik Modibo Diarra
appeared somber in his
national address, saying:
"Our country is living
through a period of crisis.
Men and women who are
worried about the future of
our nation are hoping for
peace.
"It's for this reason that I,
Cheik Modibo Diarra, am
resigning along with my
entire government on this
day, Tuesday, 11 December,
2012. I apologise before the
entire population of Mali."
A police officer and an
intelligence official con-
firmed that the 60-year-old
Diarra had been arrested at
his private residence
on Monday by soldiers
loyal to Captain Amadou
Haya Sanogo, the leader of
the country's recent coup.
Diarra was getting ready
to leave the country for Paris
and the plane that was due to
take him was already taxiing
at the airport. It's unclear if
the trip to France was
planned, or if Diarra had got-
ten wind of the pending arrest
and was trying to flee.
Yerewoloton is a violent
citizen's movement, which is
believed to be backed by the
junta. In May, they broke
through the security cordon
at the presidential palace.
Diarra, an astrophysicist
who previously led one of
Nasa's Mars exploration pro-
grams, was initially seen as
in step with Sanogo. Critics
lambasted him for frequently
driving to the Kati barracks
to see the coup leader, appar-
ently to seek his advice long
after Sanogo was supposed to
have handed power to civil-
ians. In recent weeks though,
Diarra has appeared to be
taking stances that some-
times conflict with Sanogo.
Experts on Mali have
voiced skepticism over the
military intervention, specifi-
cally because the plan initial-
ly put forward by the African
Union gives a central role to
the Malian military, which is
still in the hands of Sanogo.
African diplomats who were
involved in the negotiations
with Sanogo earlier this year,
leading to the creation of
Diarra's transitional govern-
ment, say the coup leader
does not want foreign forces
on Malian soil because it
would dilute his power.

NEW DELHI: A top UN
official on Monday claimed
that some Taliban leaders,
who issued fatwa against
girls' education during their
rule in Afghanistan, have
themselves sent their female
children to schools run with
the support of the interna-
tional body.
Louis-Georges Arsenault,
who was UNICEF
Representative in
Afghanistan from 1998 to
2001, also claimed that
Taliban issued fatwa against
girls' education during their
regime (1996 to 2011) as the
group feared that "move-
ment" of women and girls on
the streets would "distract the
focus" of their fighters from
their "task ahead".
Arsenault, who took over
as UNICEF India
Representative a couple of
months ago, made these
remarks this while address-
ing the National Consultation
on Education in Areas
Affected by Civil Strife here.
During their rule, Taliban
issued Fatwa against girls'
education and declared that
there will be no girl educa-
tion in the country, Arsenault
said.
He said top Taliban offi-
cials had "openly" told UN
officials who were talking to
them at that point of time that
the fatwa was issued because
they needed their troops to
focus the task ahead and not
be distracted by the move-
ment of women and girls.
Despite the diktat, there
were NGOs, community
leaders and teachers who
were in hiding providing
some kind of education to the
children in some parts of the
country.
The UNICEF went about
quietly without attracting
media attention in working
on school education in col-
laboration with these seg-
ments of population and tak-
ing expertise from
Government officials and
academicians.
"Some of the Taliban
fighters were sending their
girls in schools any way,"
said Arsenault, who is credit-
ed with managing one of
UNICEF's largest humanitar-
ian operations, including the
coordination of relief and
rehabilitation services to over
250,000 women, children
and men displaced by Afghan
conflict.
According to the
UNICEF, Arsenault, despite
the Taliban's edicts against
girls' education, initiated sev-
eral projects to arrange pri-
vate schooling for them.

DHAKA: In Bangladesh, a country-
wide daylong nationwide strike called
by the BNP-led 18-party opposition
alliance is underway marked by some
stray incidents of violence in capital
Dhaka and other parts of the country.
Opposition activists managed to torch a
few vehicles and vandalized some more
in addition to setting of crude cocktail
bombs in different parts of Dhaka city.
Most of the shops and business estab-
lishments and schools remained closed
and traffic on the roads in Dhaka city
was minimal. Thousands of police men
in riot gear have been deployed in key
locations of the city to prevent any
untoward incidents during the hartal
hours. The BNP led opposition alliance
is enforcing the strike in protest against
the government's action against the
eight hour road blockade protest pro-
gramme on Sunday and to press for its
demand for the restoration of caretaker
government system for the conduct of
general elections due next year.
According to reports, more than twenty
vehicles were vandalized last evening
in pre hartal violence while the police
arrested BNP's Acting Secretary
General Mirza Fakhrul Islam Alamgir
in cases related to the violence during
the party's countrywide road blockade
protest on Sunday. Thirty eight cases
have been filed against several hun-
dreds of leaders and activists of the
opposition in relation to the violence on
Sunday during which three people were
killed and more than fifty vehicles van-
dalized.
Meanwhile US Assistant Secretary
of State for South and Central Asian
Affairs Robert O Blake today said that
urged the two major political parties of
Bangladesh-the Awami league and
Bangladesh Nationalist Party to resolve
their differences peacefully through
dialogue. Addressing a press confer-
ence in Dhaka today at the end of his
three day tour to Bangladesh, Mr. Blake
voiced deep concern over the deepen-
ing cycle of violence during hartals and
strongly condemned the recent violence
and killing of three people that took
place during Sunday's violence.
Death toll in Philippines typhoon mounts above 700
MANILA: In a very bad stroke of fate in Philippines, the death toll
from the strongest typhoon to hit this year has climbed above 700
with hundreds more missing. The civil defence office today said
Typhoon Bopha, which unleashed floods and landslides across the
main southern island of Mindanao on December 4, has killed at least
714 people and obliterated entire communities.
It said nearly 115,000 houses were destroyed and more than
116,000 people remain in crowded government shelters. Officials said
a total of 890 people, including 313 deep-sea fishermen, remain miss-
ing. Meanwhile, the United Nations launched a 65 million US dollar
global aid appeal for the victims of the typhoon, the deadliest natural
disaster in the Philippines since Tropical Storm Washi killed 1,200
people on Mindanao's north coast last year.

COLOMBO: Hundreds of Sri Lankans have hit the
streets to protest against a parliamentary committee that
ruled the country's Chief Justice is unfit to hold office
because of unexplained wealth and misuse of power.
Opposition lawmakers, lawyers and rights activists
joined the protest in the capital Colombo today,
demanding that the government halt an impeachment
process against Chief Justice Shirani Bandaranayake.
The committee said Saturday that it investigated five of
the 14 charges against Bandaranayake and concluded
that she was guilty of three of them.
$300 million
ADB loan to
Chhattisgarh
NEW DELHI, DEC 11:
Asian Development Bank
would provide $300 million
loan to the Chhattisgarh gov-
ernment for overhauling over
900 kilometres of roads in the
state by 2017.
"... will provide $300 mil-
lion to overhaul more than
900 kilometres of roads in
India's Chhattisgarh state,
bringing better access to mar-
kets, businesses, social serv-
ices and education for rural
residents," ADB said in a
statement today.
The project would include
works such as expanding
roads for two-laning, build-
ing new sections, construc-
tion and strengthening of cul-
verts and brigdes.
"The project supports
Chhattisgarh's priority invest-
ment program to improve
more than 8,800 kilometres
of state roads. Once the proj-
ect is completed in December
2017, ADB will have
financed upgrades to nearly
2,200 kilometres of the net-
work." The Chhattisgarh
government would also pro-
vide more than $128 million,
for a total project investment
cost of $428.1 million.
"More than 40 per cent of
Chhattisgarh's 21 million res-
idents live below the poverty
line. Low quality roads are
undermining the benefits of
the state's rich mineral and
coal deposits, holding back
new economic opportunities
and access to social ameni-
ties, especially for minority
groups," ADB Director
General for South Asia
Development Juan Miranda
said.
NEW DELHI, DEC 11:
The finance ministry is look-
ing to shave off nearly 5 per
cent or around Rs 70,000
crore from its budgeted
expenditure for the year by
insisting that government
departments release funds
only after accounting for
money released earlier and
ensuring that they do not
bunch spending in the last
quarter.
The success of the twin
moves would be a bonanza
for the cash-strapped gov-
ernment and cushion the
impact of higher than bud-
geted subsidy bill.
Government officials said
North Block is still banking
on Rs 30,000 crore from dis-
investment in public sector
companies and another Rs
40,000 crore from sale of
telecom spectrum as well as
the budgeted tax receipts,
leaving it with only the sub-
sidy gap to fill. The govern-
ment has already been
forced to revise itsfiscal
deficit target from 5.1 per
cent of GDP to 5.3 per cent
in the wake of a high subsidy
bill. An analysis of spending
pattern of government
departments had revealed
that they went about releas-
ing funds - especially grants
- without getting utilization
certificates or receipts for
what had been "spent".
"There are cases where
utilization certificates have
not been received for five
years, which is a clear viola-
tion of the rules. This year
we are insisting on it," said a
source. As a result of this,
departments have been told
that in the absence of utiliza-
tion certificates, they would
have to give up spending
made for the current fiscal.
For instance, if utilization
certificate for Rs 50 crore
for previous years has not
been received, the finance
ministry is threatening to
deduct it from, say, the Rs
500 crore allocated this year.
In fact some departments
like science and technology
have protested against the
move, while the health min-
istry and the department of
higher education are said to
be among those which will
have to take a haircut in this
year's allocation.
Simultaneously, govern-
ment departments have been
told that there is no way that
they will be allowed to
spend more than 33 per cent
of the allocation during the
January-March quarter.
In any case, life would be
difficult for them as the
finance ministry is asking
tough questions before
releasing money. Besides,
the 33 per cent limit would
apply on the reduced alloca-
tion, which is after factoring
in the impact of missing uti-
lization certificates. Sources
said during April-October
several ministries such as
food and civil supplies,
petroleum and corporate
affairs had not even spent up
to 7 per cent of the plan
spending allocated to them
for the year.
Finance Ministry looks at 70,000 crore bonanza
NEWDELHI, DEC 11: The
Union food ministry is likely
to move a proposal to the
Cabinet this week for export-
ing additional 2.5 million
tonne wheat from the bulging
government stocks of 40 mil-
lion tonne. The proposal has
the backing of other min-
istries such as agriculture,
commerce and finance.
"The government has
already approved 2 million
tonne, out of which shipment
of 1.8 million tonne has been
contracted. Since August this
year, we have exported wheat
in small tranches, fetching
prices in the range of $296.68
per tonne to $322.13," said a
senior food ministry official.
Looking at better realisa-
tion in exporting wheat in
small tranches, the govern-
ment will again divide 2.5
million tonne in tranches.
"Global prices are moving
up due to dwindling global
supply. While US wheat is
fetching $370 a tonne, India
grains are commanding
$325-330 a tonne. It may rise
after speculation about dwin-
dling Black Sea supplies and
the prospect of export curbs
in Ukraine," the official said.
Global prices are likely to
remain firm in the next few
months. Huge domestic
reserves and diminishing
global supply from the
drought-hit Black Sea coun-
tries of Russia, Ukraine and
Kazakhstan will help India to
be a stable supplier. India
exports wheat to Bangladesh,
South Korea, Thailand,
Vietnam, Indonesia, Yemen,
and Oman. The Commission
for Agricultural Costs and
Prices, which advises the
government on agri-price
policy, too has recommended
liquidation of excess wheat
stock.
Govt may export additional
2.5 mn tonne wheat
JAKARTA DEC 11: The first meet-
ing of the India-Indonesia Joint
Technical Committee on Fisheries
Cooperation was held here.
The Indian delegation was led by
Tarun Shridhar, joint secretary,
department of animal husbandry,
dairying and fisheries, according to
the Indian embassy in Jakarta.
Officials from the Indian Council
of Agricultural Research, National
Fisheries Development Board and
Marine Product Export Development
Authority also took part in the discus-
sions. The Indonesian side was head-
ed by Gellwynn Jusuf, secretary gen-
eral, ministry of marine affairs and
fisheries. The two sides discussed in
details issues related to technical
aspects, investment, marketing,
research and development.
The next meeting of the commit-
tee will be held in October-November
next year in India.

NEW DELHI: The All India Football
Federation (AIFF) is all set to ban Mohun
Bagan for two years for walking off the
pitch after one of their key players got
injured during the violence-ridden I-
League derby against East Bengal in
Kolkata.
"Sticking to the rules and going by reg-
ulations, they will be banned for this year
and the next two editions of the league," a
top AIFF official said.
"It is regulation enforceable going by
article 22, but the AIFF is yet to communi-
cate the decision," he added.
Despite Mohun Bagan's country-wide
fan following, the club is unlikely to get
away with it easily as the federation is in no
mood to set a precedent, which will attract
criticism from all quarters, particularly the
other clubs.
In the present scenario, it is just a matter
of time before the AIFF takes the final call.
The federation officials are said to have
consulted their lawyers to understand the
legal implications if they suspend the club
from the league.
The final decision will be taken by the
AIFF's disciplinary committee that is likely
to meet President Praful Patel on Tuesday.
Salgaocar's secretary, Raj Gomez, said
that if Mohun Bagan gets a reprieve in this
case, the Goan club would also walk off the
field whenever they are trailing at the
break.
Even an East Bengal official is learnt to
have said something similar.
The Kolkata giants refused to take the
field in the second half citing 'security
fears' as the reason after their key player
Syed Rahim Nabi got injured after being hit
on the face by a stone that was hurled from
one of the club's stands.The star India play-
er underwent a surgery to set right two frac-
tured bones. He will be out of action for at
least six weeks.

NEWDELHI: The proposed
Indian Badminton League
(IBL) has received 18 expres-
sions of interest from corpo-
rates for its six franchises so
far and the organisers are
expecting 12-14 more initial
bids over the next 15 days.
Atotal of eight cities are in
the fray for the tournament to
be held from June 24 to July
11, 2013 and the organisers
will finally settle on six fran-
chises that get the best bids.
The eight cities in the race are
Delhi, Bombay, Lucknow,
Chennai, Hyderabad,
Bangalore, Pune and Nagpur.
The USD one million
league, the highest prize
money badminton tournament
in the world, will see the par-
ticipation of as many as 50
foreign and Indian players
including Chinese superstar
Lin Dan and world No.1 Lee
Chong Wei, who have been
approached by the event
organisers.
The auction of IBLplayers
is scheduled for March and
the league is approved by the
Badminton World Federation
and the Badminton Asia
Confederation, a release from
the organisers said.
So far, the Hyderabad
franchise has attracted the
maximum number of interest
from corporates, followed by
Bangalore and Mumbai.
The Badminton
Association of India (BAI)
has already written to most of
the national associations for
their NOCs, including the
top-12 leading badminton
nations like China, Korea,
Malaysia, Indonesia, France,
Germany and Denmark
among others.
BAI President Akhilesh
Das Gupta said, "Badminton
is the fastest growing sport in
India today and we hope IBL
will take our sport to the next
level."

KARACHI: Pakistan's
experienced all rounders,
Shahid Afridi and Abdul
Razzaq, have been omitted
for the forthcoming One-
day series against India
although the former has
been retained for the two
T20 matches.
The Pakistani selectors
had a number of surprises in
store for the cricket commu-
nity when they announced
the squads for the series in
India. Pakistan tours India
from December 22 to play
five matches to mark the
first bilateral series between
the two countries since
2007.
"We have our eyes on
the 2015 World Cup and
other ICC events and we
have to start building for the
future that is why we have
recalled younger players,"
chief selector, Iqbal Qasim
said.
He made it clear that the
selection was done on merit
keeping in mind recent per-
formances and fitness of
players.
He said young left-arm
spinner, Reza Hasan was
not considered for the tour
since he has a back injury.
The injury to Hasan has
opened the doors for rookie
spinner, Zulfiqar Baber who
has been impressive in the
recent first-class Presidents
Trophy and national T20
championship and has been
picked in both squads.
The selectors have also
included another rookie
pacer, Asad Ali for the T20
matches while recalling
pacers Wahab Riaz,
Mohammad Irfan and
Anwar Ali and batsmen,
Ahmed Shahzad and Umar
Amin for the two series.

Hikaru Nakamura of the
United States in the
eighth and penultimate
round of the London
Chess Classic, on
Monday.
After a steady draw
with Judit Polgar of
Hungary in the previous
round, it was a nerve-
wracking game in
which fortunes fluctuat-
ed many a times and the
draw was probably a
good result from a
sporting point of view
as both Anand and
Nakamura missed many
opportunities.
On a day when tour-
nament leader Magnus
Carlsen of Norway had
a bye, Russian Vladimir
Kramnik capitalised on
his opportunities and
crushed Gawain Jones
of England. In other
games, English Michael
Adams of England
could not use his extra
pawn to full use and
split the point with
Levon Aronian of
Armenia, while Polgar
scored her first victory
at the expense of Luke
McShane of England.
As things stand,
Carlsen remained on 17
points after his bye and
Kramnik narrowed the
gap to remain within
striking distance on 15
points. Adams, on 12
points, remained in
third spot, two points
ahead of Nakamura who
enjoys a two-point
advantage over Anand
on fifth spot.
Aronian is in sixth
followed by Polgar and
McShane while Gawain
Jones, with just three
draws, is at the bottom.
With just one round
to come, the stage is set
for a fitting finale with
Carlsen set to meet an
off-colour Anand while
Kramnik has a black
game against Adams in
the last round.
In the event of
Carlsen drawing with
Anand and should
Kramnik win, there will
be an Armageddon
game to determine the
winner of this year's
Classic.
A strange Najdorf

288 runs and enter the semi-
finals of the Twenty20 World
Cup for the Blind along with
arch-rival Pakistan.

for the hosts who notched up

Samuels lifted the World Twenty20 cham-
pions West Indies to an 18-run win over
Bangladesh in a high-
scoring match at
Sher-e-Bangla stadi-
um on Monday.
Samuels hit a 43-
ball 85 not out to
steer the champions
to 197-4 in their 20
overs. While there
was some blistering
hitting from the home
team's openers, they
only managed to reach
179-1 in reply. Samuels's strong perform-
ance peaked at the end of the West Indies
innings when he hit 29 runs in their final
over, which included three sixes and a
four. He narrowly escaped being caught
twice, with the catch missed both times by
wicket-keeper Mushfiqur Rahim off pace-
man Ziaur Rahman. Rubel Hossain was
threatening at the outset as he dismissed
Chris Gayle in the third over for six and
then had Dwayne Smith (24) in his next.
Darren Bravo also batted impressively
for the West Indies, hitting two sixes and
five boundaries during his rapid 28-ball
41 before he was stumped by Rahim off
Sohag Gazi.

The defeat came after Bangladesh

SUKHOTHAI (THAILAND): Jaded
after another day behind the wheels,
the ASEAN-India Car Rally partici-
pants were rejuvenated by a spectacular
light show blended with dance, music
and drama as they visited the Sukhothai
Historical Park during the second leg of
their Thailand sojourn here.
Organised by the Confederation of
Indian Industries (CII) and the Ministry
of External Affairs (MEA), the second
ASEAN-India car rally reached
Thailand after a warm send off from
Vientiane, the capital city of Laos.
The participants received similar
warmth at the Sukhothai Historical
Park here, where they were entertained
with an enthralling sound and light
show. A Buddha statue and the
temple ruins formed the back-
ground as the sound and light
show turned out to be a historical
adventure for the participants.
It was quite a show as the
ruins of the archaeological struc-
ture came alive by the splendid
show of lighting and a musical
performance by hundred artists,
who made it an evening to
remember for the 124 rally partic-
ipants. "It was specular. Bravo
Thailand. Angkor Vat and Wat
Phu were mesmerising but the
sound and light show here tonight
takes the cake," said Adventure
Overland co-owner and Team
India driver Tushar Agarwal.
The show depicted the history of
Sukhothai kingdom through a series of
scenes enacted by the performers.
Later, floating lanterns coupled with
some glittering fireworks adorned the
sky, it was a sight to remember.
After the show, the participants also
got a chance to light a few airborne
lanterns, which are also known as
Kongming lantern or Chinese lanterns.
"These sky lanterns are a way of
making a wish. It is considered auspi-
cious," said one of the Thai organisers.
The ASEAN-India car rally will
start its eight leg today when it will
enter Hpa-An, the capital of Kayin
State in Myanmar.

New IBM chips to
use light to speed
up Internet services
LONDON: Tech giant IBM has
announced that it has developed a
chip that makes it easier to shuttle
data about via pulses of light instead
of using electrical signals.
IBM said it should offer a way to
move large amounts of information
between processors in computer
servers at higher speeds than at pres-
ent.
These provide computing power
and data used by apps and other net
services.
The team behind the develop-
ment said that using light, rather
than the flow of electrons, to trans-
mit data has two key advantages.
Firstly, the data can be sent fur-
ther distances between different
parts of a server centre without the
risk of losing information.Secondly,
data transfer speeds are faster as
light can be used to carry more
information at once through cables,
it added.
According to the report, the firm
will present the details of the devel-
opment at the International Electron
Devices Meeting in San Francisco
later.
NEW DELHI: By 2014,
there will be more cell
phone accounts than people
on Earth at the current
growth rate for that service,
the International
Telecommunications Union
says in a new report.
There are already more
than 100 countries where
the number of cell phone
accounts exceeds their pop-
ulation, according to the
ITU's "Measuring the
Information Society 2012".
The ITU expects the
number of cell phone
accounts to rise from 6 bil-
lion now to 7.3 billion in
2014, compared with a
global population of 7 bil-
lion. China was the first
country in the world to
exceed 1 billion people and
it will soon be followed by
India. Russia, with almost
250 million cell phone
accounts, has 1.8 times as
many cell phones as people,
and Brazil, with 240 million
accounts has 1.2 times as
many cell phones as people.
Of the 6 billion cell
phone accounts that current-
ly exist, 1.1 billion are
mobile-broadband, almost
twice the number of fixed-
broadband accounts.
