LEGAL CLINIC September 22, 2011 CLAVERIA, CAGAYAN DAR-PO LEGAL DIVISION STAFF, Various Farmer-Beneficiaries, landowners and farmers in Claveria, Cagayan One of the DARPO Legal Divisions primary functions is to provide legal counselling to the farmers, tenants, landowners and farmer-beneficiaries of the agrarian reform program. As part of support services to the Operations Division, the Legal Division also provides assistance to the MARO in settling legal issues and disputes over CARP-covered and other agricultural lands. In 2011, the Legal Division has included in its targeted activities the conduct of bi-monthly legal clinic, whereby the legal services are brought to the field instead of the clients coming over to the Provincial Office, thereby sparing them the expense of travelling. Furthermore, in-field action provides visual and physical reinforcement on the support services rendered for the farmers, as well as providing an avenue for the immediate settlement of disputes by ensuring that the parties concerned are present, and where action may immediately be taken on their concerns. Thus, the MARO of Claveria, Cagayan has requested that legal clinic be conducted to verify, and if possible settle, some agrarian disputes arising in the municipality. This activity aims to address the different legal issues that have arisen in the tenanted lands in Claveria, Cagayan, as well as the possible mediation/arbitration of some agrarian disputes in the area. This activity would likewise serve as a venue for information dissemination on the various activities concerning agrarian law implementation. Some forty (40) or so farmers/farmer-beneficiaries are expected to attend the legal clinic. Legal Division staff shall be composed of eight (8) participants, the MARO and two (2) staff from the DARMO, and 1 driver. The Legal Officers shall conduct counselling/mediation/intervention per individual, per estate or on a per case basis, where applicable. Forms shall comprise of the Interview Sheet, Mediation Report, or filling out the pro-forma ALI Petition for filing before the appropriate forum.

BUDGETARY REQUIREMENTS: Funds for the purpose shall be charged to the Legal Division fund. Only the Legal Division and DARMO staff shall require such funding, as the farmers shall provide for their own meals and snacks.
