IDEA
Assuming the absence in Italy of a real high school level that form the ruling class and political future and basing the project on a personal experience (and the group of young ANCI) training policy and technical assistance through training and technical policy in Italy and you are not able to assume a training model feasible in our country in order to form independent and qualified the next political class.

ABOUT ME

1982, Brescia. Professor of computer science in Vocational Training Centres for about 6 years and freelance consultant since 2005. In 2009 I was elected councilor in Gardone Riviera as an independent and now I cover the position of Councillor for Technological Innovation and the Environment. I coordinate a group of councilors for environmental policy / environmental delegates of the 23 municipalities of the Garda Bresciano and an experimental project on a national basis on the Swedish model of collective composting. I am involved in the approval of a DL doc authorization simplified composting plants (previously referred to in Article 1 of the Law-ter 24 March 2012, n. 28th - then deleted). PROJECT
The proposal for the annual 2013, after having successfully implemented the national edition, 2012, would be to make the kind of international training. How? Simply set the course entirely in English, emphasis in the panel of teachers of English-speaking foreign professors (even non-native speakers) The location could also be this deal: The idea would be to design a master from 7 days always on Villa Alba – Gardone Riviera - Italy in October 2012 in conjunction with an intensive summer school in Norway. The second part cound be an intensive course based on 2 bachelor’s master and afternoon sessions for 6 weeks (summer 2013) with the cooperation of the UiO (University of Oslo) in Oslo – Norway. The logistic bases in Italy and in Norway there are already done. The experience both as a user / haunting Courses / Master who has trained as an organizer in me a solid foundation on the evaluation of the same programming mode (also influenced by feedback from the Customer and realized after the event). The UiO (University of Oslo) and the director of the International Summer School Einar Vannebo gave me all the cooperation for a 6 week bachelor course in Oslo based on: Two courses in the morning up study sessions in the afternoon

THE LOCATION
GARDONE RIVIERA
"I wish I could get my friends beside to enjoy together the scenery that appears before me. I could have been in Verona since this evening, but an admirable work of nature appeared to my eyes: the beautiful Lake Garda." Johann Wolfgang Goethe, German poet of undisputed fame, commented the view of the lake and the towns that, as Gardone Riviera, faced on its banks. At first, Gardone Riviera, made famous for the therapeutic properties of its mild climate all year round, became a very prestigious resort welcoming internationally renowned names such as Winston Churchill, Claretta Petacci and Paul Heyse. Its birth as touristic resort was set with Luigi Wimmer, renowned character of Austrian origin and its ascent continued with Gabriele D'Annunzio, who enamored of the then "Villa Cargnacco" decided to appoint it as his residence, transforming it into the famous "Italian Vittoriale." Still today, the role of prestige that Gardone Riviera holds on Lake Garda is undeniable: the particular shape of the area of Gardone, a historical past of great importance together with a creative and vital environment are the qualities that best represent it.

The Villa

Villa Alba is located at the center of Gardone Riviera, one of the most important resorts of Lake Garda and the most cosmopolitan town on the Brescia Riviera: the old town, the quaint promenade and villas with sumptuous gardens make Gardone a real protagonist in the history of the events, culture and tourism of Lake Garda. The great poet Gabriele D'Annunzio himself, who built in 1921, "The Italian Vittoriale", an emblem of his inimitable life, elevates Gardone on the stage of international cultural and tourist pearl that can still nowadays attract visitors from all over the world.

Villa Alba was built at the beginning of the last century with the name of Villa Ruhland, its translation "peace in the landscape" is emblematic of the atmosphere that inspires.

The owner Langensiepen, using Shafer as architect for the project, adopted a neoclassical style thus creating a structure that could recall the monuments of the Acropolis of Athens. In the ‘70s the City of Gardone Riviera purchased it, becoming the "first congress center of Garda" to hold exhibitions, art exhibitions, events, promoting meetings and culture.

EXTRACURRICULAR ACTIVITIES
There is a collaboration with the foundation "The Italian Vittoriale" for the opening of the gardens of Vittoriale in an evening session (only for students and museum closed) and a keynote lecture at the auditorium of Vittoriale.

It will be a unique opportunity to visit the Vittoriale Dannunziano in an exclusive and unique.

BY CAR:
The quickest way to reach Lake Garda from the north (Austria) by car is the A22 (Modena Brennero) highway. The best exit is Rovereto sud / Lago di Garda Nord. The highway is about 20 Km. far away from the lake. Once leaving the highway, follow the indication Torbole / Riva del Garda along the Gardesana occidentale SS45 bis. Alternatively you could continue on the highway A22 until you find the exit Affi / Lago di Garda Sud. Once leaving the highway, follow the indication for Torri del Benaco. Here you can reach Gardone Riviera by ferry. If you come from west (Milan) the quickest way to reach Lake Garda is the A4 (Milano-Venezia) highway. The best exit is Brescia Est. The highway is about 35 Km. far away from the lake. Once leaving the highway follow the indication Lago di Garda occidentale / Salò. When you arrive in Salò drive along the Gardesana occidentale SS45 bis till Gardone Riviera. Once in Gardone you will find the Hotel Bellevue on the left if you come from Salò (or on the right if you come from Riva) in front of the Casinò at the intersection for the Vittoriale degli Italiani.

INTERNATIONAL SUMMER SCHOOL 2013
22 June - 2 August 2013 The International Summer School (ISS) offers intensive Master's and Bachelor's courses over six weeks. We welcome more than 550 students from nearly 100 countries from late June to early August. The International Summer School offers a variety of courses at the undergraduate and graduate level, focusing on various aspects of Norwegian culture and society as well as on international issues. Every summer from late June to early August, the ISS welcomes about 500 students from all over the world, with classes mostly within the liberal arts and social sciences. This dynamic summer program has been called a "mini United Nations". Close interaction with people from all around the world establishes a foundation for deeper understanding and confidence between people of different backgrounds. The ISS also invites students from conflict areas to participate in special dialog seminars. The ISS offers a wide range of cultural and social activities and events, including folklore evenings, film seminars, debate meetings, and sports. There are also excursions to sights in Oslo and the mountains and fjords of rural Norway. ISS students elect a student council which is actively involved in initiating and implementing extracurricular events. ISS2013 LOCATION
Though Oslo's population has only recently passed the half million mark, the city is still the metropolis of Norway. The weather is generally beautiful in the summer, with plenty of daylight. You will have to go farther north, however, if you want to experience the midnight sun. ISS is housed on the main campus in Blindern at the University of Oslo. The convenient location allows students to live very close to the classrooms. The campus at Blindern is only a 6 minute metro ride from Oslo's city center. ISS students have the opportunity to enjoy the peaceful nature surrounding the campus, while quickly being able to access the hustle and bustle of Norway's cosmopolitan capital.

ISS2013 HOUSING

On-campus participants are housed at Blindern Studenterhjem (Blindern Residence Halls). This is a privately-run institution whose facilities ISS leases during the summer session only. Blindern Studenterhjem

is located in a parklike garden adjacent to the main University, and its charming buildings date from the mid-1920s. There are few single rooms, which means that the majority of the participants will be assigned to double rooms and have a roommate. This provides a unique opportunity for friendship across national borders. All rooms are adequately furnished with desks, single beds, dressers, tables and chairs. There are no private baths, but there is a shower for every two rooms. Common rooms at Blindern are available for general use until midnight. With 300 students from up to 100 countries aged 18-80, the residence hall tends to be a lively place. Breakfast, lunch and dinner are provided on all weekdays. Lunch on weekends (including long weekend) will not be served after the weekend of arrival, but tea and coffee will be available and residents may pack their lunch at the breakfast table. Needless to say, the menus will be Norwegian, which means for instance that fish will normally be served for dinner twice a week. The only alternative to the standard menu will be simple vegetarian food including eggs and dairy products. Students interested in off-campus accommodation will need to arrange their own housing and meals.

Blindern Studenterhjem - http://www.blindern-studenterhjem.no/ Blindern Studenterhjem (Blindern Dormitories) is situated at the University Campus at Blindern, a 2-minute walk from the Congress site. Accommodation will be assigned on a “first come, first served” basis. We can only promise people accommodation from Saturday August 7th to Saturday August 14th.

ISS2013 COURSES
ISSSV1855 - International Politics
Course content The course offers an introduction to the academic study of international politics. It begins with a basic introduction to international relations theories, then moves on to discuss issues of alliances and cooperation, Nordic security, international law, humanitarian interventions, terrorism and counterterrorism, and Russian foreign policy as well as offering an in-depth study of U.S. foreign policy. The class encourages lively discussion, a goal easily met by the students' contribution of their opinions based on their diverse cultural and academic backgrounds. Learning outcomes To give students the basic intellectual tools and framework necessary for critical investigation, thinking and understanding of international politics in the contemporary world and in a historical perspective. Teaching The course consists of 26 lectures, 2 hours daily (10:15-12:00), Monday to Friday, for six weeks. Classroom sessions include lectures, student presentations, group exercises and discussions, and a workshop. Visits to the Nobel Institute and the Norwegian Institute for International Affairs (NUPI) are included. A detailed syllabus will be available prior to the start of the course. Daily attendance is expected of all participants. Students must attend 75% of the lectures in order to take the final exam. Exam information The course includes a final written examination, which lasts for 2 hours. Students must attend 75% of the lectures in order to take the final exam. Assessment and grading Examination results are available three weeks after the exam, at the latest. A transcript of final grades will be sent by mail to all course participants. ISSSV1850 - Scandinavian Government & Politics
Course content The course critically analyzes the Norwegian and Scandinavian political systems in a comparative perspective. Topics covered include: nation-building and nationalism in Norway; the development of Norwegian democracy and the Scandinavian political party system; the Scandinavian model of the welfare state; globalization and European integration in a Norwegian context; multicultural theory; and the challenges and opportunities of increased cultural and ethnic diversity in Norway and Scandinavia. Learning outcomes To give students a basic understanding of the structure of the Norwegian and Scandinavian political system, the institutions and some of today's challenges. Students are expected to develop the framework necessary for critical reflection and comparative analysis of political systems. Teaching The course consists of 26 lectures, 3 hours daily (08:15-10:00), Monday to Friday, for six weeks. Classroom sessions include lectures, student presentations, group exercises and discussions. Visits to the Norwegian Parliament and other organizations important to Norwegian political life are included. A detailed syllabus will be available prior to the start of the course. Some course reading materials are available digitally and some will be printed in a compendium and handed out in class. Daily attendance is expected of all participants. Students must attend 75% of the lectures in order to take the final exam. Exam information The course includes a final written examination, which lasts for two hours. You can travel to and from Oslo Airport Gardermoen, Oslo's international airport, by bus, train, taxi or car. The airport is located 47 km northeast of Oslo. Train

Transport to/from Torp Airport
You can travel to and from Sandefjord Airport Torp by bus, train or car. The airport is located approx. 110 km south-west of Oslo, in Vestfold county. Train You can take the train from Sandefjord Lufthavn Torp to Oslo. The station is located between Stokke and Sandefjord. The journey takes about 1 hours 45 minutes. There is a shuttle bus service between the airport and the train station, which is included in the train ticket. the train usually departs once every hour. Bus The Torp Express bus service corresponds with most international flights to/from the airport. Buses arrive Oslo Bussterminal (appr. 2 hours travel). Car With private car you follow E18 to Oslo. From Oslo to Torp Airport; follow E18 direction Drammen, and stay on the E18 until exit to Sandefjord Airport Torp.

Transport to/from Rygge Airport
You can travel to and from Moss Airport Rygge by bus, train or car. The airport is located 66 km southeast of Oslo in Østfold county. Train You can take the train from Oslo to Rygge station. A free shuttle bus will take you between the train station and the airport terminal. The train usually departs once every hour. Bus The Rygge-ekspressen bus service goes directly between Oslo Bus Terminal and Moss Airport Rygge (appr. 1 hour travel). The bus service corresponds with most international flights, as well as selected domestic flights. Car From Rygge to Oslo: Follow the E6 direction Oslo. From Oslo to Rygge: Follow the E6 direction Gøteborg, and take the exit marked Rygge. From the exit it is 2 km to the airport.
