DearMr Somerville:

With deepregret,I am informingyou that I mustfile an ethicsviolation against


oneof my colleagues,DelegateDonnaStifler.

It hadcometo my attentionthat aftermeetingwith DelegateStifler's aide,at her


request,behindcloseddoors,to hearsomeof her concernsaboutthe HarfordCounty
Delegation.Afterwards,I wasaccusedby DelegateStiflerof "abusingo'
her aide. Becausethe meetingoccurredbehindcloseddoors,suchfalseallegationsare
diffrcult to defend.,so I bidedmy time andlet certainstepstakeplace.

First, DelegateStifler createdthe rumormill andI wasgettinginformationsecond


hand. Delegate McComasandI, knowingthis, hadmadeit clearthat neitherof us would
meetwith DelegateStifler unlesswe wereboth present.After Sessionon Friday,
DelegateStifler requesteda meetingwith DelegateMcComasin the LegislativeLounge.
I waspresent.DelegateStifler wasadvisedthat shecouldnot meetwith Delegate
McComasalone,that both of us had to be present. Sherefusedandaskedwhat right I
hadto be presentat a meetingwith her andDelegateMcComas.DelegateMcDonough
was also presentand he explainedto her that I am the Vice Chair of the Harford County
Delegation,andthat DelegateMcComusandI hadmadethat decision,and if she
wouldn't agreeto thoseconditions,then"l guessyou're not goingto havea meeting."
DelegateStifler thensaidshecouldn't meetwith me present,becauseI hadabusedher
aide. I respondedthat the allegationwasnot true. Shethensaidthat I was callingher a
liar. I naturallyreplied"I am not callingyou a liar, but theallegationis a lie." I told
DelegateStifler that we would haveto talk to her aide,andshesaidI would not be
allowed to talk to her aide becauseI had abusedher. At that point, I realizedtherewas
no reasoningwith her andtold her that shewasa "kook." I standby that statementand
still believeit to be solid andtrue.

On Tuesdaymorning,the incidentwasreportedto the pressin HarfordCounty,


which thengot the allegationinto writing from DelegateStifler's word,througha non-
biasedthird party,the newspaper.Realizingthat we hadnow accomplished all three
necessary steps-first, her makingthe falseallegationto others,thenmakingthemin front

of me andin front of a witness,andfinally, puttingthe falseallegationsin print, at that


point I calledthe StatePoliceandthe Speaker'soffice andrequested an investigation.

I was informedby BarbaraOakesthat shehad met with all partiesand that the
allegationswerefalseandthat,apparently,the so-calledabusehadtakenplace,not in the
closedroomasalleged,but at a meetingthat BarbaraOakesattended.So,not only wasI
accusedof abusingthe aide,but apparently,the Speaker'soflice wasalsoaccused.

It shouldbe obviousthat theseunfoundedanduntrueallegations


canbe very damaging,having comefrom a memberof our body. I am askingthat
appropriateactionbe takenagainstDelegateStifler.

haveto file an ethicsviolationagainstDelegateJennings,who hasparticipatedin this
slanderand hasspokenon the phonewith constituents from the SeventhDistrict stating
that I hadassaultedDelegateStifler.

Onceagain,this matterhasbeentakenup by the Speaker'soffice and by ttre State


Policeandhasbeenfoundto be untrue. DelegateJennings'maliciousattacksuponmy
reputationhavedamagedme and I requestthat an ethicsviolationalsobe pressedagainst
him.
