By th e tim e you hear thi s, President Reagan will ha ve presented his specific proposals to slash th e budget, As your reporter sets thi s down, budget director David Stockman is talking in terms of a $50 billion cut. More, much more, is needed, bu t $50 billion would cert ainly be a start, and the Reagan Adm inistration deserves vigorous praise for making one. Along these lines, the President recently told some labor leaders and governors that many of our problems come from efforts by federal officials to turn the states into "administrative districts of the federa l governme nt. " The President promised to reverse this power grab by returni ng tax ing sources to the states. It would also be a good idea to abolish t he system of regiona l government established by Richard Nixon. At one of those meetings, Governor James T hompso n of Illinois told Reagan that some members of Congress have sworn that power would be returned to the states
"only over our dead bodies ."
Alcohol, Tobacco and Firearms has been condu ct ing a literal terror cam paign against law-ab iding American s who own guns. Some of its activities are bla tantly illegal, an d you will remember that this has been fully established by Congressional invest igati on. Meanw hile, revolutionary terroris ts trying to destroy our country ap parently are allowed to operate with relative impunity . So, the news that ATF may be on the way out is cert ainly good. Associated Pr ess quotes one ATF official as follows: "We have been told unofficially that there will be some large cuts, both in people red uctio n and program reduction, and possibly even dismantling th e bureau." Let's hope the Reagan Admi nist ration will do exactly that. The abolition of ATF would be an essential step toward the restoration of the Constitution of the United States.

Congressional investigation. So the abolition of ATF would be one of the best things the Reagan Administration could do for the American people. The word from Was hington is th at if AT F is abolished, its j urisdiction over alcohol and tobacco cases, which mostly involve tax matters, would be returned to the Internal Revenue Service. Cases involving arson and explosives would be transferred to the Justice Department. As for firearms enforcement, even if the Bureau is left intact on paper, the proposed government reorganization could effectively kill its

Violence In The Schools
Police in Dade County, Florida, report that crime is out of control in ma ny of the schools there. John Brennan reports in The Review 0/ The News that the number of robberies has risen 192 percent in a single year. There were 63 robberies in the schools in the JulyNovember period in 1979, and 184 in the same period in 1980. Officials also report that breaking and enterings of schools have more than doubled since the same period last year . There has been a 42 percent increase in the number of students caught carrying weapons on school property. More than half the black students are now dropping out of school, and the unemployment rate for black young people is now 48 percent. But J ohn Brenna n says that as bad as things are in the Dade County schools, they will have to deteriorate considera bly to match th e terrors of some New York City schools. A headline in the New York Times says that crime against teachers has become a way of life. One of the most dangerous schools is Brooklyn's J efferson High . Here's the way t he Times describ es it: " Inside the once graceful columned halls, paint is peeling, windows are broken , door pan els are knocked in. Several of the exterior doors ar e broken an d pad locked to prevent students from admitting outsiders. Some class room doors are protected from vandals by sheets of metal, each relieved only by four tiny viewing holes. T he staircases, littered with empty soda cans and, on one step, a bottle of Bacardi ru m, reek of
marijuana and urine."
Meanwhile, the liberals are still tryi ng to confiscate your handguns. T hey also don 't believe in locking violent crim inals up, with the result that some of our big cities are approaching a state of siege. So, many police departments have been offering self-defense shooting courses. In Detroit , after a record nu mber of store robberies, inclu din g one in which an elderly couple was beaten to death, businessmen flocked to take the course, several crimina ls were shot an d killed, and robberies suddenly decrea sed. In 1966, in Orlando, Florida, 6,000 women took a police firearms course. The number of reported rape s in tha t city was cut in half. In Miami, Edna Buchan. an, a prize-winning reporter, took such a course and said as follows: " If everyone in Dade County took th is course, it certainly would be a bet ter and safer place to live." T his recalls the fact that a han dgun - in the purse of a woman trained to use one - is often t he best way to equalize the disparity in phys ical strengt h between her and a would-be rapist. This mea ns that the liberal gun-grabbers are trying to deny vital protection to women. Would the Libe ral gun-grabbers please explain? There is also the madhouse that is Los Angeles, where violent criminals are shooti ng people down in droves . The Los Angeles Times quotes police detective Arleigh McCree as follows: " I'm a tough cookie. I've been arou nd. I've seen a lot of people dead . I carry a gun wherever I go and I don't feel safe ." Tough cookie Arleigh McCree carries a gun and still doesn 't feel safe. So, what is the solution of Los Angeles law? T he solution of Los Angeles law is to disarm the victims who are not tough cookies. Sheriff Peter Pitchess told your reporter that a woman should keep a shotgun - unloaded - by her bed . Wha t would she do with an un loaded shotgun?

The school principal, a gentleman named Weyne, cautions visitors not to breathe too deeply. Weyne says he believes in "guidance, not punishment." Yes, friends, that's what the man says. The students who are doing all this, and who are assaulting their te achers, are doing what is known as "their own thing." Question: Who taught the students to do their own thi ng? Answer: Wasn't it the teachers? Aren't the students now doing exactly what the teachers taught them? Presumably this is what those teachers wanted. Why are so many of them complaining? Victimized teach ers should also remembe r who taught them to teach Junior to do his own thing. It was the .very overp aid adm inistrators at the top of the school heap, the power-lu ste rs who run the totalitarian National Education Association. Notice that these
dignitaries are too good to set foot in the classrooms where you are in daily da nger of ra pe. It should come as no surprise to remember that the Lord sa id it best. Spare the rod and spoil the child . T he child ren will be whatever you train th em to be. If you teach the students to make their own rul es an d do whatever they darn please, that's exactly what they will do. It's not too late to get liberat ed, teachers!

Timony says that Beatrice Foods Compa ny must divest itself of Tropicana Products, the count ry's largest citrus ju ice processor. Guess what T imony says Beatric e must do with Tropicana 's profits.

FT C official T imony says that Tropicana 's profits since 1978, when Tropicana merged with Beatrice, must be turned over to the U.S. Treasury. Remember, thi s is not a tax. The government is ju st confiscating th e money. Timony says the mer ger might lessen comp etition. But anyo ne who want s to is free to compete.
In a recent interview in The Review Of The N ews, Dona ld Nickles, the new U.S. Senator from Oklahoma, explains why: "The environme ntal agencie s are as hard on coal as they are on nuclear power. The distribution regulations are just unbelieva ble. Did you know we can't burn Okla homa coal in Oklahoma? They can burn Oklahoma coal in Illinois, or in Missouri , but we can' t burn our own coal in Oklahoma beca use of federal rules . So Oklahomans have to import coal. Think of the energy we are mad e to waste in transport ing coal from Wyoming to Oklahoma becau se the Environmental Protection Agency has decided our own local coal is a point too high in sulfur." Yes, that is what he says. Senator Nickles speaks of another federal law called the Fuel Use Act under which Oklahoma will not be allowed to burn its own natural gas after 1990. Senator Nickles says thi s: "This federal law requires us to convert to burning coal - which, of course, we are going to have to imp ort at added expense since we're not allowed to burn our own. Never mind that Oklahoma has an abundance of natural gas - such a glut in fact that we can't sell all we produce. Never mind that natural gas is the cleanest fossil fuel in the world. Instead, the federal government is forcing us to burn imported coal which is far more polluting," Friends, the government created the Energy Crisis by mean s of regulation such as this . Communist-occupied China again could be at the point of revolution. The Sh anghai newspaper called Lib eration Daily says that in many places, criminals "are committing murder, arson, robbery, larceny, organizing gambling dens, raping women and participat ing in gang rap es, abduct ing women and forcing them into prostitution, organizing call-gi rl clubs , and ped dling and using drug s. The number of s uch crimes is increasing . We must pay great attention to all these elements of social upheaval and never treat them lightly. " Remember, this comes from the Red 'Chinese them selves. Michael Parks of the Los Angeles Tim es, reporting from Peking, speaks of daylight robbe ries in major citie s like Shanghai and T ianjin.rand rnuggings within ya rds of police headquarters in Canto n. In Sha nxi province, police arrested a worker on nine cha rges of homicide. He is accu sed of killing two policemen and two navy officers, among others, and st ealing $3,700 along with some guns and dynamite. In Shenyang, a gang killed a detective and took a family hostag e. During a three-day siege, th e gang fired rifles and threw grenades at the police.
Pa rks reports that in Gua ngdong, a province on the southern coast, a court sentenced five men to jail for as long as 15 years, for abducting young women from neighb oring Gua nxi province and selling them in Guangdong for $135 to $330 each. The Communist Party newspaper People's Daily says that 115 women were sold into prostitution by the gang in this way. And the rema rkable thing about this is tha t many years ago, when the Red Chinese were try ing to overthrow t he legal government, one of their complaints was that women were being sold into prostit ution, and that this proved how rot ten the system was. Here in the United States, so-called liberals worked self-righteously to overt hrow the legal Chinese government for that reason. Will they now work to overthrow the Reds, or will they do nothing and t hereby prove themselves fraud s aga in?
Is revolution coming? Liberation Daily says this: " Some counterrevolutionary elements are flagrantly setting off bombs and distributing counterrevolutionary leaflets to oppose the people 's demo cratic dictatorship. In some plac es, some people are setting up illegal organizations, publishing illegal journals, spreading sentiments against th e Communist Party and against Socialism." If th e Reds ad mit thi s much , the truth mu st be even worse. Also in the China news this week, an Italian wornen's lib group bombed the Chinese Embassy to the Vatican in Rome recently. The group calls its elf Organized Comrades for Femine Counter-Power, and is mad about the deat h sentence given Mao's widow, J iang Ching. The troubl e is, the bomb ed Emb assy is from Taiwan, not Pek ing. The comrades goofed.
