This paper aims to explore the mechanisms and factors that influence the appointment and career advancement of political elites in the political parties in Albania. The study is focused in the three main political parties: Democratic Party, Socialist Party and the Socialist Movement for Integration. The paper uses the genetic model and career advancement paradigms of Giovanni Sartori, according to whom, when a party‟s organizational development is due to territorial penetration it is an institutionalized party (1988, pp.63) and „in highly institutionalized parties, political activity tends to assume the form of a “true” career: one enters the party at the lower levels and one rises, after a long apprenticeship, step by step‟ (pp. 61). Furthermore, the paper will explore the role of the charismatic leadership in the appointment and career advancement of the political elites. When party‟s cement is its leader, similarly with institutionalized parties, the recruitment of elites has a centripetal movement and the organization is very centralized. The three political parties in Albania have shown one of these two characteristics: in the early phase of their life, they were organized around a charismatic leader who determined who could into the „inner circle‟ of the party; while in the second phase they became institutionalized parties. Career Advancement at the political parties in Albania This section will deal with the structure and organization of the political parties of Albania and the appointment of the political elites of the Democratic Party, Socialist Party and Socialist Movement for Integration. The study of the organization and structure of the political parties will help to explore and understand how these political parties function and where do they find the human resources for their activities. Furthermore, the study will explore the composition of the party‟s steering committees, how it has changed (if changed) over the years and the career path of those who currently occupy high position in these parties. The horizontal appointments in party will also be dealt within this section. It will be tried to give an answer to the following questions: What is the profile of such appointees, how were they selected and what is their career advancement (if any) within the party. Conclusion Preliminary findings suggest that horizontal appointment of political elites has not proved to be successful in the Albanian case. The most successful party‟s officials have been those who have had a career advancement within the party, rather that outside it. The typology of the political parties in Albania has shifted from the one based on a charismatic leadership to the highly institutionalized one.
