WHEREAS, the year 2013 is an election year as it is in this year that the May 13, 2013 National and Local Elections will be conducted; WHEREAS, t o insure that the overall preparations for the said electoral exercises are not hindered o r impeded, it is necessary t o regulate the filing of applications for c o m p u l s o r ~and optional retirement as well as * vacation leaves and/or travel abroad that are t o _become effective on any day from 01 February 2013 t o 30 June 2013;

NOW, THEREFORE, the Commission on Elections, by virtue o f the powers vested in it by the Constitution, the Omnibus Election Code and other election laws, RESOLVES t o promulgate, as it is hereby RESOLVES to promulgate, the following guidelines f o r the filing and dispositions- of applications for compulsory and optional -r>tirement, as well- as, vacation leaves and/or travel abroad that are to become effective on any day from 0 1 * February 2013 to 30 June 2013:

1 COMPULSORY RETIREMENT .
/

a. Personnel who are due for compulsory retirement o n any day from. 0 1 February 2013 t o 30 June 2013 shall be considered for exterjsion o f service, subject t o existing civil service rules, provided that:

His/Her performance 'rating in past electoral exercises has been very satisfactory;

His/Her services would be of valuable assistance t o the Commission; and He/She must submit the following documents, t o wit:
1 Application for Extension of Service; . 2. Birth Certificate issued by the National Statistics Office (original); '3. Updated Service Record; and 4. Notarized Medical Certificate that the employee is still physically and mentally fit t o work. as certified by a

b . T o enable the Commission t o appoint and train their replacements, personnel who are due for compulsory retirement on any day from 0 1 February 2013 t o 30 June 2013, but who do not meet the above criteria o r failed t o immediately submit the r~ql!irr=fl n r l ~ m e n t s d fnr eutenqinn of service shall be enrn~rraqed t o (1) retire; or (2) avail themselves of their accrued leave credits by going on vacation leave until the end of the election period, in which case they are automatically retired from the service. 2. 3. VACATION LEAVE/TRAVEL ABROAD -.

a. starting 0 1 February 2013, applications for vacation leave and travel abroad shall be denied; b. Applications for leave filed prior t o 0 1 February 2013 covering any period from 0 1 February 2013 t o 30 June 2013 shall be denied, except for meritorious reasons as determined by the Executive Director; and I c. Employees who go on vacation leave/travel abroad without an approved application shall be considered absent without official leave (AWOL), pursuan.t t o Civil Service rules- and shall be administratively dealt with. However, all applications for leave. already filed but unacted upon before, the promulgation of this Resolution and those t o be filed thereafter by the staff of the Chairman and Commissioners shall be subject t o the discretion of their respective offices.
