VILLAGE OF ALSIP MINUTES OF BOARD OF TRUSTEES COMMITTEE MEETING March 14, 2011 Mayor Kitching called the meeting to order at 7:30 p.m. Clerk Venhuizen called the roll with the following in attendance: Trustees Shapiro, Godfrey, McGreal, Michaels, Daddona and Quinn. Mayor Kitching and Clerk Venhuizen. PRESENTATION: Mayor Kitching turned the meeting over to Clerk Venhuizen for the announcement and presentation of the award to the winner of the Alsip 2011-12 Vehicle Sticker Design Contest. Clerk Venhuizen announced Sabrina Kay, 11th Grade, Mother McAuley High School, as the winner of the Alsip 2011-12 Vehicle Sticker Design Contest and awarded a Certificate of Achievement, framed rendition and voucher certificate to be turned in for one free vehicle sticker for her household. Mary Schmidt, Alsip Chamber of Commerce, presented Ms. Kay with a $50 Savings Bond from First Midwest Bank. MAYORS REPORT: Mayor Kitching reported Allied Waste sent an email announcing they started delivering the 96 gallon toters to residents for the automated pickup of waste. Mayor Kitching read a letter to Ms. Susan Bruesch from Robert M. Dean, Deputy Executive Director for Local Planning, Chicago Metropolitan Agency for Planning, announcing the Village of Alsips Zoning Ordinance Update has been identified as a priority to be pursued through the Local Technical Assistance (LTA) program. The agency was overwhelmed by the demonstrated need for planning assistance in our region. In total, they received over 220 project proposals from over 130 municipalities, counties, interjurisdictional groups and nongovernmental organizations. The prioritization process was based on a variety of criteria including need, geographic diversity and project readiness. Congratulations and a member of their staff will be following up with Ms. Bruesch shortly to further scope this project, including determining the level and type of assistance needed from CMAP and the timeline for starting work. CLERKS REPORT: Clerk Venhuizen presented: a) IDOT Motor Fuel Tax allotment for February, 2011 in the amount of $37,006.87. PUBLIC FORUM: Mayor Kitching requested public input on any item on the agenda; there was none. FINANCE REPORT: Trustee Godfrey presented: a) A list of bills. Action item: Motion by Trustee Godfrey to approve the request for approval to authorize recall of one part time maintenance position; seconded by Trustee Shapiro. Trustee Quinn questioned employees using time scheduled as furlough days vs. recalling a part time maintenance worker. Trustee Godfrey recommended recalling a part time[non union] union maintenance worker. Roll #1: Voting aye: Trustees Shapiro, Godfrey, Michaels, Daddona. Voting present: Trustees McGreal and Quinn. Motion carried. FIRE DEPARTMENT REPORT: Trustee Michaels presented a Smoke Detector reminder: Remember to change the batteries on your smoke detectors when you change the time on your clocks. Also, keep in mind that smoke detectors need to be replaced after a few years in accordance with the manufacturers instructions. POLICE DEPARTMENT: Trustee Shapiro presented: a) Police Department February, 2011 Activity Report. PUBLIC WORKS DEPARTMENT REPORT: Trustee McGreal presented: a) Report from Vince Cullen, that on March 10, 2011, Allen Jingst from The Illinois Public Risk Fund (IPRF) performed a safety inspection on the Public Works building and discussed the departments safety procedures. No noted violations were discussed, although the inspection is pending written review. b) Public Works Department February, 2011 Activity Report.

Board of Trustees Committee meeting March 14, 2011 BUILDING DEPARTMENT REPORT: Trustee Shapiro presented: a) Building Department February, 2011 Activity Report. b) Request from the Alsip Park District for two building permits (tents and fireworks), for Fun Fest 2011, and waiver of permit fees. HEALTH & POLLUTION: Trustee Daddona reported: a) The Health Inspector will be attending the 36th Annual Pest Solutions Seminar on April 8, 2011. SEWER & WATER: Trustee Godfrey presented: a) Sewer & Water February, 2011 Activity Report. LICENSE REPORT: Trustee Quinn presented: a) List of licenses dated March 14, 2011 for the current fiscal year. b) List of licenses dated March 14, 2011 which are renewals. PLANNING/ZONING REPORT: Trustee Michaels presented: a) Request to authorize the Planning & Zoning Commission to consider the application of Development Construction Services, L.L.C., for a zoning map amendment from I-2 Industrial Medium District to B-2 Business District, a special use permit for a planned development/special use district and a preliminary plan for a planned unit development for the construction of a mixed use retail and commercial for the property at 12400-12500 S. Cicero. REPORTS OF SPECIAL COMMITTEES VILLAGE PROPERTY: No report. INSURANCE COMMITTEE: Trustee McGreal presented: a) Report that the Committee met at 6:30 p.m. to review an update on plan changes. b) Employee newsletter came out March, 2011 and will be included in June newsletter. c) MetroSouth Health Center will be conducting diabetes and body mass index screenings at the Village Hall on March 16, 2011. d) Advocate Christ Medical Center is offering a 7 week Smoking Cessation Program April 5-May 17, 2011 on Tuesdays at Advocate Christ Medical Center at 93rd & Kilbourn. ORDINANCE & LEGISLATION: No report. LOCAL IMPROVEMENT REPORT: No report. BOAT LAUNCH: No report. PRESENTATIONS, PETITIONS, COMMUNICATIONS: None. UNFINISHED BUSINESS: Trustee McGreal requested the following amendment to the March 7, 2011 Board meeting minutes, line 117, following return from Closed Session: Trustee McGreal reported the Board met in Closed Session to review and clarify the Finance Directors Employment Agreement, and the Finance Committee is going to follow up on the discussion.
