HOME PERFORMANCE WITH ENERGY STAR PROGRAM

(Missouri electric customers)

This program, for residential customers of The Empire District Electric Company in Missouri, is designed to encourage and facilitate whole-house energy improvements to existing homes by enhancing the traditional home energy audit service and to encourage the development of skilled professionals to promote and provide comprehensive, science-based, retrofit services for existing homes. To qualify, first an initial Home Energy Assessment must be performed by a participating consultant or contractor who is accredited under Building Performance Institute (BPI) standards. This assessment must be completed before any qualifying improvements occur. Upon completion of the inspection, the consultant/contractor must provide an itemized cost estimate for each suggested improvement, which may include measures in addition to those specifically listed below. In order to qualify for the rebate, following the home energy assessment customers must complete at least one of the following qualifying energy efficiency measures: o Attic, sidewall, basement, ductwork insulation and/or other insulation that complies with the current International Energy Conservation Code (IECC) and any amendments thereto; Install exterior windows, skylights, and doors with a U-Factor of less than or equal to 0.30 and a solar heat gain coefficient of less than or equal to 0.30; Envelope air-sealing which achieves building tightness levels that comply with the IECC; If ductwork is located outside of the envelope, air-sealing to achieve ductwork tightness levels that comply with the IECC.

The specific efficiency levels will follow the national Home Performance with ENERGY STAR guidelines. Therefore, the levels indicated here may change in the future. Once qualifying improvements have been made, a post-installation assessment is required. A total rebate of $400 is available for this program. Qualifying Improvements Chart

1. The R-value of insulation is a measure of thermal resistance that indicates resistance to heat flow. The higher the R-value, the greater the insulating effectiveness. 2. The U-factor of windows and doors refers to the rate at which a window, door or skylight conducts nonsolar heat. The lower the U-factor, the more energy efficient the item.

The Solar Heat Gain Coefficient (SHGC) is a fraction that represents the amount of solar radiation admitted through windows and doors, either directly or indirectly that is released as heat inside a home. The lower the SHGC, the less solar heat it transmittal and the greater the ability of windows and doors to provide
shade.
