The Social, Humanitarian & Cultural Committee Commending the Office of the United Nations High Commissioner for Refugees for their continued leadership and active role in coordinating international action to protect and assist refugees or those with similar concerns for the last sixty-two years. Recalling the General Assemblys previous resolutions and statements regarding refugees and related matters, particularly that of December 20, 2012, GA/11331 Reaffirming the UN Charter and the UNDHR, which assures anyone, regardless of gender, age, sexual orientation, class, physical and intellectual ability, the rights to leave any country, seek and enjoy another countrys asylum from persecution, and change nationality. (Articles 13, 14, 15 of UNDHR) Condemning the recent incidents of discrimination and violence towards refugees and the economically sufficient states refusal to aid states in need of refugee funds. Noting that not all countries have the economic sufficiency to provide full-citizenship and employment for refugees,

Stresses the importance of complete integration of refugees into societies 1. Defines refugees as an alien who is unable or unwilling to avail him/herself of the protection of his/her country of nationality owing to well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion; or who, not having a nationality, is unable or, owing to such fear, unwilling to return to the country of his/her former residence

Urges members states who are economically sufficient to entitle recognized refugees benefits and rights to citizenship through measures such as but not limited to: i. providing a judicial system that may permit resettlement in the state of which refugees are seeking resettlement, after a review of their size, regions of origin, and legitimacy of request. ii. assisting immigrants and their children in quickly adjusting to society by providing them with education in state language, education on state institutions and culture, support with childcare and education, and living expenses until they are self-sufficient. iii. granting that if a foreigner acquires the nationality of the state, he/she may benefit from the measures and policies provided in 2.ii for three years from the day of acquisition of such nationality. iv. endeavoring to take measures such as education, publicity, and correction of unreasonable institutions, etc. to ensure that citizens of the states and refugees in the state understand and respect each other's history, culture, and institutions. 3. Suggests nations to generate integration services for refugees and immigrants upon their arrival to states such as but not limited to: i. Providing government subsidy to private sectors for employing people with immigrant or refugee status. ii. Permitting refugee status applicants to engage in wage-earning employment six months after the date on which the refugee application was received. iii. Implementing social security (defined as social insurance, public aid, social welfare service and other related welfare systems provided to protect citizens from social harms, such as illness, disability, ageing, unemployment and death, as well as to reduce poverty and to improve every citizens quality of life) of the same level of a state citizen to an alien who is recognized as a refugee 4. Encourages the permission of entry and priority in change of nationality for any spouse and minor children of a recognized refugee upon request 5. Decides to remain actively seized upon the matter
