Dear Dir. Brimon, I wish to apply for the position Labor and Employment Officer III (OSEC-DOLEB-LEO3-471998) in your office. I am presently employed in the Commission on Human Rights – RO1 as Special Investigator I wherein I started as an Administrative Aide VI serving as support staff to the administrative and computer related needs of the office with the additional designation of Regional Cashier/Disbursing Officer until I got my present position. Additional to my job as investigator are the following: Focal Person for Assistance and Visitorial Service including Jail Visitation Services, Focal person for Information Technology related matters in the region and other designations from time to time. As a Special Investigator, I conduct investigations on assigned cases of alleged human rights violations using the relevant human rights norms and standards as a guide. Before dwelling into this endeavor the following are conducted: preparation of the needed office documents to authorize the investigation, research on the relevant laws and issues, ocular inspection on the allege place of incident, interview of allege victims, witnesses and respondents and coordinating with various government and non-government organizations relevant to the case thru letters or interviews. After interviewing people and gathering documents the preparation of initial, follow-up and final investigation reports follows before submitting for evaluation or resolution. As Focal Person for Assistance and Visitorial Service including Jail Visitation Services, it is my obligation to prepare project proposal for the activities relating to such and attend relevant trainings. This designation also entails conducting inspections in all the jail and detention facilities in the region and providing a report after each visit with United Nations Minimum Standard on the Treatment of Prisoners as a guide. It is also my obligation to collate and summarize the individual reports to prepare a midterm and annual report on the conditions of the jail and detention facilities in the region with recommendations to be submitted to the central office. As Focal person for Information Technology related matters in the region, I attend various trainings and seminars provided by the CHR-central office to enhance specific skills in particular, the usage of the CHR’s online information system to assist the users from the CHR-ROI in uploading cases and other information needed. As a former Regional Cashier, I prepared relevant financial reports, administer payroll and act as disbursing officer. I also served as the regional office’s liaison officer at that time coordinating with various government and non-government agencies on financial issues of the office.
