FOR  IMMEDIATE  RELEASE   February  28,  2013      Joan  Fabiano      517-­‐282-­‐2042   grassrootsinmi@gmail.com     Lansing  –  Conservative  groups  have  banded  together  to  oppose  HB  4111,  the  appropriation  of   $30.6  million  for  the  implementation  of  a  proposed  Federal  -­‐  State  Partnership  Health  Insurance   Exchange.  A  final  vote  is  expected  on  the  bill  at  noon  Thursday,  on  the  Michigan  Legislature  House   floor.     “The  U.S.  Supreme  Court  ruling  on  the  health  care  law  actually  overturned  Medicaid  provisions   because  the  Constitution  doesn’t  give  Congress  the  authority  to  commandeer  State  governments   to  carry  out  Federal  programs,”  stated  Joan  Fabiano,  Founder  of  Grassroots  in  Michigan.  “States   were  warned  about  the  consequences  of  their  choices  in  voluntarily  implementing  federal   programs  by  accepting  those  funds.”  [1]    Fabiano  pointed  out,  “On  February  7,  House  Majority   Leader  Jase  Bolger  acknowledged  the  federal  government’s  history  of  short-­‐terming  funding  that   defaults  to  taxpayer  liability.”  [2]     Fabiano  goes  on  to  say,  As  widely  reported  Rep  Howrylak  (R-­‐Troy)  of  the  House  Appropriations   Committee  who  voted  no  on  passing  HB  4111  out  of  Committee  stated  he  hadn't  been  given   access  to  the  approved  grant  document  for  the  funding.  In  good  conscience  no  House   Representative  should  vote  yes  on  something  that  can  not  be  read  or  accessed  prior  to  a  vote"
