A family car treasure hunt iwith a difference, the Phuket Invitational Car Rally takes participants over unusual roads and into uncharted country and raises money for charity at the same time. The route and driving is within the capabilities of any driver and vehicle, but is fun and challenging for the whole family. Canada to Hong Kong to Phuket. Fashion to restaurants to property to film to casinos − Allan Zeman talks about his journey.
Where are you from and when did you move to Phuket? I'm from Canada but I’ve been in Hong Kong for over 40 years and have taken Chinese nationality. I finished building my home here around 2003 and I spend my time between here and Hong Kong How well did you know Phuket before moving. and what made you decide to move here? I'd visited on holiday many times and fell in love with the island. The wonderful Thai culture is the main draw; everyone's smiling, the weather's great and the food's delicious. Did you come here intending to set up a business? I came to Phuket to relax, but like everything I do I always find a business opportunity to make my time worthwhile. I just can’t sit still! Tell us about your businesses. I started in the fashion business in Canada when I was 18, which led me to Hong Kong. I then expanded into the F&B sector where I gave life to the Lan Kwai Fong district, which led me to property development. Now I’m involved in so many projects it’s hard to pinpoint exactly! I’m chairman of Ocean Park, an educational theme park in Hong Kong that recently won the Applause Award for the world's best theme park. I work with Steve Wynn and his casino hotels in Macau and Las Vegas and I help the HK Government on many matters. I also have a film production and distribution company in Hollywood called After Dark Pictures. In Phuket I started with The Plaza Surin boutique shopping mall, where there are some very creative and high quality shops. After seeing the market potential and the positive comments about my house, I decided to build more villas and residences. We’ve sold all 26 villas and 37 residences at Andara, which operate as a resort, and we’re building 13 more ultra-luxury villas, called Andara Signature. Tell us about your latest project. Andara Resort has developed into one of Asia's top destinations. We keep receiving awards and commendations − and we opened less than four years ago! Andara Signature is exciting because it's the latest evolution of my Andara Private Villas. The interior spaces are brighter, more comfortable; the pools are bigger and have amazing views. Outside Phuket, we’ve just celebrated the second anniversary of Lan Kwai Fong Chengdu, and we’re hard at work on Mission Hills Lan Kwai Fong Haikou on Hainan Island. They call Hainan the Hawaii of China, but our project is going to make Hainan stand out beyond compare. What's your biggest success? I know I’ve tried my hardest, so I’m happy with everything. Andara is an award-winning development and resort. With Lan Kwai Fong, I created a whole new lifestyle for people to relax and enjoy themselves in Hong Kong and now I’m doing the same in China. At Ocean Park, we turned around an ageing theme park and consistently attract more visitors than Disneyland. I’m proud of everything I do, otherwise I wouldn’t be doing it! What's your leadership style? I like to build a strong team of people who are good at what they do because I can’t do everything myself. But I know about everything that’s going on and I can often help my team see things from a different perspective, more creatively. I believe in a flat company structure, where anyone can come to me with an idea or a suggestion. It's important to use all the resources at your disposal − and your team is the most important resource. Where do you live in Phuket? Why? My house is just above Laem Singh Beach next to Surin. It’s a great location, very private and has an amazing view. It’s also right across Kamala Bay from my Andara project, so every morning I can have breakfast facing my baby.

Tell us about your home? It's truly my dream home. We went through every detail, from the positions of the beds for the best view, all the way to the kitchen design and choice of silks for the pillows. I wanted something modern and comfortable, but with a strong Thai influence, because after all that's why I chose to build a home here! What's the most frustrating thing about living here? The airport needs to be improved, especially the immigration area. This is the first impression for visitors. If they get off a 20-hour flight and have to stand in line for another 45 minutes, they won’t be very happy. How old are you? That’s a very personal question! Let’s say I’m in my early 60s but feel like I’m in my 40s! What do you think the future holds? I see myself doing more and more business in China. Lan Kwai Fong in Chengdu is doing really well; Lan Kwai Fong on Hainan Island will open this year and we’re working on a few more cities in China. There’s just so much growth potential there now. How do you evaluate success? Success for me isn’t really about how much money you make, it’s about making a difference in peoples' lives. After opening our Lan Kwai Fong in Chengdu, I was in the Starbucks one day when two young ladies asked if they could sit with me. They told me how, before Lan Kwai Fong, they'd finish work, have dinner somewhere, then go home. Now, they spend four nights a week at Lan Kwai Fong; they've met many new friends and it's changed their lives. That, for me, is being successful. What do you do with your free time, if you have any? I’m lucky enough to love what I do, so every minute that I’m working feels like free time to me. I always do at least one hour of exercise every morning before I start my day. It energizes me and keeps me sharp. Do you do much travelling? I feel like I'm always travelling. Mostly to China, visiting new cities where the local government wants us to open a Lan Kwai Fong. Also Macau, as I’m vice chairman of Wynn Macau − and I go to the US a lot for my film business. Are you involved in any charitable activities? My Andara team does some regular beach cleaning in Kamala which has been getting a lot of recognition lately. It's so important that we protect these beautiful resources in Phuket. With the highest number of entries in recent years, on 8 January 2013, 44 yachts – spread across 10 classes – lined up in Langkawi’s Kuah Harbour for the start of the 11th Royal Langkawi International Regatta (RLIR). Seven Phuketbased yachts made the annual pilgrimage to join the fleet, together with a few ‘rovers’ who are regular faces at Phuket’s Ao Chalong Yacht Club. Although pre-regatta publicity talked about the ‘reliable’ January breezes, unfortunately the reality this year didn’t match up to either the advance publicity or the regatta’s track record, demonstrating (not for the first time) that regatta organisers would be wise to steer well clear of this kind of prediction.

That a full race programme was completed, and that participants went away happy, is testament to both the skills and determination of race management and the acceptance of the yacht racing fraternity that some things simply can’t be controlled by those who organise and manage yacht races. As the only regatta on the west coasts of Malaysia and Thailand that operates exclusively out of a marina (The Royal Langkawi Yacht Club), RLIR has become a firm favourite on the local regatta scene; despite their passion for the rigours of yacht racing, participants are not above enjoying a touch of comfort once they get ashore. Stepping off the boat onto a marina pontoon, followed

by an ice cold beer in the yacht club’s famous ‘Charlie’s Bar’ just a short walk away, is at least part of attraction for the Phuket fleet – and free berthing at the yacht club for a week is another! Traditionally going out of their way to entice the big racing yachts fresh from Phuket’s King’s Cup Regatta a few weeks earlier, RLIR this year added classes at the lower end of the field to attract more entries, including White Sails (no spinnakers), Premier Multihull (heavier cruising catamarans) and Bareboat Charter. The enthusiastic entries in these classes, not to mention the fun had onshore by the novices, demonstrated firmly that participating in regattas is not just for the serious racing guys and girls. Scoop of the week was that top regional yachtsman, Neil Pryde and his Team Hi Fi, having won every regional prize except this one, finally went home with the Prime Minister’s Challenge Trophy after 10 years trying. As for the other classes, four out seven Phuket boats scored podium places, including two firsts, making sure the home crowd didn’t have it all their own way. If you’re likely to be in Phuket (or of course Langkawi) with your yacht next January, I can heartily recommend signing up for one of the friendliest and most enjoyable regattas on the regional circuit – onshore and off.

Duck liver
with tamarind sauce, chutney and banana
8 slices of frozen French duck liver 4 mini carrots 4 snap peas 1 bunch of broccoli 1 bunch cauliflower 1 piece of lotus 50gm of tamarind paste 50gm of honey

1 banana 50gm of sugar 5cl rice vinegar

Peel bananas and cut into cubes. Place in a saucepan and add 50 grams of sugar and 5 cl rice vinegar. Simmer for 10-15 minutes and cool in the refrigerator. Gently cook the tamarind paste for 10 minutes in half a litre of water to soften it, pass through a sieve into another saucepan and add the honey. Reduce until syrupy. Refrigerate. Peel and cut vegetables and dip them separately in boiling salted water then cool in ice water. The vegetables should remain crisp!

Heat the vegetables in olive oil; meanwhile decorate the plates with tamarind sauce and make a quenelle of banana chutney. Season with salt and pepper. Fry the duck liver in a hot pan. Soak the scallops with paper towels. Arrange the vegetables and slices of duck liver. The duck liver recipe is ready to eat.

About Chef Alain Carré Alain was born in the Loire region of France , famous for its magnificent chateaux. At the age of 15, he entered an apprenticeship at a gourmet restaurant to train as a chef – and fell in love with cooking. Wanting to improve his knowledge and experience , he went on to train in a tea house in Amboise – this time in the art of patisserie . Armed with his two certificates, he moved to Paris for five years, where he worked in various kitchens, including the famous, Le Meurice . He then moved to Switzerland , where he was a contemporary of the Michelin 2-star chef, Carlo Crisci . The next step in his career saw him in charge of 5-star ovens in Montreux, where he met Georges Dufresne . They immediately hit it off personally and professionally and , after three years, decided to take up a new challenge together in Thailand . Sukko means "Beyond Happiness". My first feeling when I stepped through the impressive gates of Sukko Spa was, "I’m in paradise". The Sukko staff are dressed beautifully in traditional Thai style and the spa design, influenced by the ancient Siamese capital, creates a haven of calm yet regal serenity. I felt I had left all my troubles behind.

Chilled out by the soothing background music, my mind was filled with a peaceful wellbeing as I enjoyed the warm traditional welcome (again from Sukko culture) of the ‘Flower Floating Ritual’ – similar to ‘Loy Kratong’, where the idea is to float away past stresses and wish for luck and joy from that moment on. A variety of 40 spa treatments – prepared by Sukko's certified Thai Herbalist and based on ancient Thai medical theory – is offered at Sukko, in packages lasting from 2 to 4 hours. Each package has a specific purpose and can be selected to suit your lifestyle or the way you feel on the day. These herbal recipes and procedures have been handed down through generations and are totally free of petrochemicals, synthetic perfumes or colouring. Some of the herbs and spices are grown in Sukko’s own herb garden and picked just for your treatment, ensuring they are as fresh as can be. I was pampered with the “Be Balanced” package; a 3-hour experience that left me feeling relaxed and refreshed. This 3-treatment combination began with 30 minutes in the steam room and the Jacuzzi, followed by a Thai Turmeric Body Scrub designed to soften your skin and awaken your senses. The scrub was followed by Sukko Synergy Body Massage (see description opposite). “Is this pressure okay? Too strong? How are you feeling?” my therapist asked me from time to time. “Mmm…perfect…” were the only responses that seemed to suit how I felt. Sukko Spa’s restaurant, Suk Savoey Spa Cuisine, presents a unique concept: "Menu by Blood Types" and "Menu by Elements". Fifteen ago, the historic Phuket Old Town district in Phuket Town was a charming but slightly faded place in danger of being lost to modern development. But Phuket residents and tourism figures saw the potential in preserving and promoting Phuket’s fascinating past, and a restoration effort of the Old Town was launched.

In the years since, the five main Old Town streets, Dibuk, Thalang, Phang Nga, Rassada and Krabi roads, plus Soi Romanee and other small lanes have been given an uplift. Much to every photographer’s delight, unsightly power lines along Dibuk and Thalang roads have now been buried, allowing the beauty of the centuries-old Sino-Portuguese buildings to shine through. More power line projects are in the works for other streets. Soi Romanee has seen the most striking changes. This narrow oneway lane was once a rowdy red-light street for Chinese immigrants back in Phuket’s heady tin-mining days. Then it saw a decline, and up until about five years ago most of its buildings sat in an

unused and crumbling state. Since then, nearly all of the two-storey structures lining the soi have been given a bright new coat of pastel-toned paint and some hip cafes and offices have opened up. A one-stop shop explaining Phuket’s past is found along Phang Nga road. This new Phuket City Information Centre has photos and displays that explain the meaning behind the different architectural details of the buildings in the area, plus models of an old-style well and oven. Here, you can pick up a free booklet called ‘Enchanted Phuket Town’, published by the Phuket City Municipality, that’s brimming with information, in Thai and English, about Phuket Old Town and nearby attractions, as well as a suggested walking tour and map.



Blue Elephant

Next door there’s another transformation taking place at the On On Hotel. Built in 1929, the hotel’s intricate white facade has made a striking presence in the area, so much so that it was chosen as a backdrop in the film ‘The Beach’ starring Leonardo DiCaprio. Inside, it had a rather grand lobby area but the guest rooms upstairs were small and rather dingy. Up until last year, it was a cheap spot favoured by backpackers on a tight budget. Now it’s closed for renovation and the rooms are getting a major facelift. Under new management, the hotel is being rebranded ‘The Memory at On On Hotel’. ork It was due to re-open this February, but by the looks of the work r underway at the time of writing, it will more likely be March or April. the room behind the Ch h b h d h Chinese god statues, where large murals of Chinese warriors are found, part of the original design that have now been restored. The former Standard Chartered Bank building at the corner of Phuket and Phang Nga roads is being turned into a museum for the Baba-Peranakan culture that thrives in Phuket and elsewhere around Southeast Asia. Baba-Peranakan grew from the blending of Chinese, Malay and Thai cultures following the large influx of Chinese immigrant workers to the region in the late 1800s and early 1900s. The museum is still under development – at the time of writing it was open only occasionally and there was a modest exhibition of women’s traditional Baba attire on display. The 100-year-old building once housed Phuket’s first foreign bank and sits opposite the town’s original police station and clock tower, also under renovation. One of the stately old mansions along Krabi Road now houses the Blue Elephant, a branch of the international Thai restaurant and cookery school found in London, Paris and other cities in Europe and Asia. This former governor’s residence was built in 1903; it has long been a stunning sight for people passing by, even in its dereliction. When Blue Elephant took over, it spent millions of baht in restoring the building to its former elegance, with added modern flourishes. It’s now a must-visit place for both cuisine and history buffs, and its stylish surrounds have made Blue Elephant a popular choice for wedding receptions and magazine photo shoots. Next door sits Chinpracha House, one of the few mansions in Phuket that are open to the public. The current owners are descendants of the original builder Prapitak Chinpracha, the son of an immigrant from the Fujian region of China who made his fortune in tin mining. The 110-year-old home has been maintained in pristine condition and is chock-full of a collection of photographs, furniture and artifacts from China and old Phuket. Its cool, tranquil interior feels a world away from the hot, hectic resort areas of Phuket -- a perfect antidote for those needing a break from the beach.

Shrine of Serene Light on Phang Nga Road has been home to Chinese-speaking men with hammers and chisels for a few years now, as the 1891 shrine has been undergoing a major restoration. Formerly a private shrine belonging to a prominent Phuket family of Hokkien Chinese origin, the entrance was once tiny and hard to spot on the road. Now it’s been opened up and there are not one, but two, elaborate arches along the entrance path with fierce dragons among the intricate detailing along the top. At one side of the main shrine a new blue and white building in traditional Sino-Portuguese style is in construction, and the shrine’s interior has been painted and carefully restored. Thailand’s Foreign Business Act

Foreign investment projects in Thailand range from billiondollar developments by multinational corporations to small and medium-sized start-ups by individual entrepreneurs. But regardless of a project’s scale and size, all foreign investment is subject to the Foreign Business Act (1999) (the “FBA”). The FBA provides the legal framework for foreign investment in the Kingdom, and any investor who is considering doing business in Thailand should be aware of the relevant legal regime. Definition of Foreigner For purposes of the FBA, a 'foreigner' is a non-Thai individual or entity (e.g. a company or partnership); a company registered in Thailand where non-Thai individuals or entities hold at least 50% of the shares; or, an entity that has at least half of its capital invested by non-Thais. Under this definition, even if a company is formed and registered in Thailand, it will be considered 'foreign' if non-Thais own 50% or more of the shares, or contribute 50% or more of its investment capital. Restrictions Like many countries, Thailand restricts foreign investment in particular industries under the premise of protecting national interests. The FBA categorises the restricted industries into three lists, which generally include sectors associated with national security, local culture, the environment and fields that Thais are, according to the law, not yet ready to compete with foreigners. Foreigners are prohibited outright from participating in the activities contained in the first list, while foreigners need special permission from the government to conduct business in the second and third lists. The process for a foreigner to obtain permission to conduct business in the second and third lists is complicated. And even if the foreigner obtains such permission, foreign shareholding is limited and other restrictions may apply. The restricted sectors are extensive, but a few noteworthy ones include: • Newspapers • Radio & television stations • Farming & forestry • Land trading • Land, waterway & air transportation • Production of goldware & silverware • Mining • Accounting & legal services • Architecture & engineering services • Construction (with certain specific exceptions) • Brokering or agency (with certain specific exceptions) • Advertising • Hotels (except for hotel management services) • Selling food & beverages (e.g. restaurants & bars)

Nominee Arrangements and Penalties Foreigners have, in some cases, attempted to circumvent the FBA’s restrictions on investment fields by using 'nominee' Thai shareholders. Using such nominee shareholders gives the appearance that the company is local (i.e. majority-Thai owned), even though a foreign party controls it. Such an arrangement is criminalised under the FBA. Indeed, recent media reports have indicated that there has been an upswing in scrutiny regarding nominee companies. The law expressly provides criminal penalties for Thai nationals and companies that participate in nominee structures. Furthermore, foreigners that illegally operate in restricted investment fields are subject to criminal penalties, including fines and imprisonment. Such penalties extend to a company’s directors, partners and shareholders if the company itself is found to be operating in a restricted sector. Conclusion The Association of Southeast Asian Nations, or ASEAN, of which Thailand is a member, has implemented a plan to set up a regional economic community known as the AEC ('ASEAN Economic Community'). The AEC is designed to relax the foreign investment regime in Thailand vis-à-vis other ASEAN-member countries. It remains to be seen, however, how the FBA will be specifically affected. This point is something investors should look towards as 2015 draws closer.

Part of the Ocean Resort Group , The Sensimar Khaolak Beachfront Resort is located at the foot of a chain of lush green hills overlooking a pristine golden sand beach of Khao Lak beach and Andaman bay. Helicam were contacted by Khun Janthima, the Sales Coordinator for Ocean Resort Group, who required new aerial imagery of their resort in Khao Lak. Helicam had previously taken shots of the old resort some years ago prior to the new resort being built. The Helicam crew reached the resort within two hours from leaving their office in Phuket. Once on site, the crew quickly fly into action, launching the small RC controlled helicopter; the pilot / cameraman, Phil, positions the camera platform and starts taking the required imagery. Once the helicopter is safely returned to earth, images are examined and pieced together creating the final aerial images of the resort. All the system work is completed by the Helicam Studio back in their office in Phuket.

Karon Viewpoint:
Sometimes referred to as the Three Bay Viewpoint. View point is located between Nai Harn and Kata noi Beaches. This is a very tastefully developed facility with a Thai-style sala, which offers superb views on several levels. From here Kata Noi, Kata and Karon beaches can be seen and out to sea is Koh Poo Island. It is one of the island's best views. How to get there: Kata Viewpoint is located along the road between Kata Beach and Nai Harn Beach, just 5 kilometers from Kata Beach

Rang Hill:
Rang Hill lies to the northwest of Phuket City. The hilltop has been landscaped into a park and fitness facilities are offered. A winding tree-lined road takes you right to the summit where a sala offers shade during the day. Once there you can enjoy views of the city and beaches on the south and southwest of the island. Try a visit at night when the lights of the city are like a million diamonds scattered on night blue silk.

Khao Kad 360° Viewpoint:
Khao Kad offers wonderful views of the Andaman Sea beaches and neighbouring islands from a different perspective – from Cape Panwa in Vichit district. Sunsets are on a par with Promthep. Visitors are faced with a stiff climb up 138 steps. Once there the fresh breezes and tranquil surroundings are a sufficient reward. The viewpoint has good parking facilities and services. How to get there: Take Sakdidet Road as far as Baan Muang Thong (Muang Thong Village) or follow the signs to Makham Bay and turn right just before arriving at Panwa Cape. The turning is well signposted.

This is the most popular and largest of all the view points. The area has been developed to offer extensive views over the sea and there are walking paths from the cliffs to the water's edge for the adventurous. The sunsets are absolutely breathtaking and never the same two days running. If you are romantically inclined this is the place to come in the evenings and hold hands as the setting sun paints the evening skies in towering kaleidoscopes of light and shade. On top of Promthep Cape is a very pretty structure, the Kanchanaphisek Lighthouse which doubles as a museum. It was

constructed in 1996. If you want to check the times of sunsets, ring the Phuket Meteorological & Radio Station on +66 (0)76 211494. How to get there: Phromthep Cape is a headland on the extreme southern end of Phuket about 19 kilometres from Phuket City. You can drive there via Chalong Junction along Highway 4024 to Rawai Beach, and then follow the signs for 2 kilometres.
