Measures to Contain Transnational Terrorism
Measures Efforts by ASEAN Explanation 1. ASEAN pledged strong determination to cooperate against Transnational Terrorism. 2. Pledged to enhance information and intelligence exchange on terrorist activities and terrorists. 3. This helped member countries to disrupt terrorist activities. E.G: Arrest of Mas Selamat in 2009. 4. ASEAN Regional Forum (ARF) is used as a platform to discuss TT issues. 5. In 2007, the Convention on Counter-Terrorism (CCT) signed by ASEAN leaders to commit their national security and law enforcement agencies to work against Transnational Terrorism. International Efforts 1. UN passed a series of resolutions in bid to stop terrorism. (a) They freezed financial assets of terrorists and their support, deny them travel and safe havens. (b) Prevent terrorist recruitment and weapon supply. (c) Set up Counter-Terrorism Committee (CTC) to monitor member countries’ adherence to the resolution. 2. Provides technical assistance to countries that require help in implementing the resolutions. 3. Have been successful in freezing more that US$200 Million in funding and 4000 terrorist suspects have been arrested. 4. However, terrorists are still able to evade security restrictions and recruit new operatives. Nurturing Environment That Censures Terrorism 1. All members of the society must contribute to stopping this threat. 2. Terrorist are normally founded from ideas of hate and enmity. 3. Society must stand against terrorism and not add fuel to it. 4. If a society does not stand firmly, the terrorist ideas may slowly gain legitimacy.
