US 33/Winchester Road Superstreet Review

Pluses:
Could solve medium-term traffic congestion, safety concerns Reduces conflict points at Winchester intersection from 45 to 12 Reduce cycle time for mainline and side street traffic signals Relatively inexpensive ($5M +/-) as opposed to full interchange ODOT can cover costs Likely few R/W takes Retains access to/from Winchester Full interchange may never get funded

US 33/Winchester Road Superstreet Review

Minuses:
US 33 mainline traffic would still need to stop Would not likely solve long-term (i.e. 20+ years) traffic concerns Longer-distance thru and turn movements for Winchester traffic Might not be well-received initially by public, especially locals If interchange eventually gets built, Super Street features would need to be fully/partially removed

Superstreet Update
2013 Superstreet preliminary engineering indicates that Superstreet concept at Winchester intersection will only be of benefit for 5 years +/ Preliminary engineering studies indicate that a Superstreet @ US 33/ Pickerington would eventually require a signal @ US 33/Allen Road, which is not preferred

US 33/Winchester Road Tentative Schedule

ODOT District Five has begun US 33/Winchester Road interchange design TRAC Working Session Presentation in March, 2013
R/W, Environmental Design Costs only Once Environmental is cleared, second TRAC presentation in Summer 2013 to seek Construction funding

US 33/Winchester Road Current Funding

Earmarks: $3.6M (Construction only) ODOT Safety: $8.5M Design: $1.2M Significant Major New R/W, Construction commitment needed from TRAC

Ohio Department

US 33/Winchester Road Potential Alternatives

Full interchange could cost $60M +/ Seeking lower-cost alternatives
Dont touch Railroad R/W Minimize impact to commercial businesses at current intersection

US 33/Pickerington Road Recommendation

Superstreet concept does not work here due to impacts @ adjacent atgrade intersections Removing signal/mountable median remains an option in the future ODOT recognizes secondary impacts of this action if taken

Transportation

US 33/Pickerington Road Recommendation

We will also seek TRAC funding for Preliminary Development of a Pickerington Road interchange Depending on costs, Pickerington Road may need to get built in stages (e.g. overpass first, then ramps) Timeline will be up to TRAC, IF approved
Ohio Department of Transportation

Other Corridor Recommendations

Interchange will not be @ Allen Road
Too many local roadway improvements needed to facilitate this location Much more R/W needed Environmental issues Would still require a Pickerington Road overpass Not preferred by local community (2004)
Ohio Department of Transportation

Other Corridor Recommendations

Work with Fairfield County Engineer, local stakeholders to identify potential improvements to local roadway system Remove all non-interchange access points on US 33 between Lancaster and Franklin County Line
Farm drives Residential subdivisions At-grade intersections
