TACLOBAN CITY - The Department of Labor and Employment here in the region is looking on the possible liability of the subcontractor in relation to the deaths of 14 workers who were entombed in a landslide accident inside the geothermal complex of the Energy Development Corp.(EDC) in Kananga, Leyte last March 1.
This after they have discovered that many of the workers hired by the JE Arrazada failed to provide the necessary benefits to the workers, including those who were killed, labor regional director Exequiel Sarcauga said. TACLOBAN CITYSerious rights abuses are still common in far-flung villages of Northern Samar, according to a human rights groups in Eastern Visayas. Katungod Sinirangan Bisayas regional coordinator Rev. Irma MepicoBalaba said verified reports revealed the continued violation of the Armys 20th Infantry Battalion and 803rd Brigade in several twns and villages in Northern Samar. Elements of the 20th IB have been hamletting for almost two months now inside the residential area of Barangay Sumuroy in Lope de Vega town which resulted to many human rights violations, Mepico-Balaba said in statement. What is worse is that the military are staying in the barangay hall which consequently resulted to the stagnation of the barangay council in heeding to the calls of the poor people of Barangay Sumuroy. NNC to complete training on IYCF next month


TACLOBAN CITY The National Nutrition Council (NNC) is eyeing to complete trainings on Infant and Young Child Feeding (IYCF) next month, a promotion of good nutrition initiative that should have been accomplished by local government two years ago. In a meeting yesterday of nutrition stakeholders, Segundina Devota Dilao, NNC regional nutrition program coordinator, said that as of March 2013, the training posted a 95.81% accomplishment, 4,338 of 4,390 barangays in Eastern Visayas. The target is to complete all these trainings on April to ensure that nutrition workers are capable of bringing proper feeding education down to household level, Dilao said. Sto. Nio SPED Center tutor is outstanding teacher awardee


TACLOBAN CITY As the school year comes to a close, not only students with excellent performance are given the honors but also the teachers are recognized for their dedication and exemplary performance in imparting knowledge and learning. One such teacher is Helconida Talacay Devilles, fondly called Teacher Helen by her special students at Sto. Nio SPED Center (SNSC). She is this school years Outstanding Teacher Awardee of the Department of Education District III of Tacloban City. Devilles is instrumental in the establishment of a resource room for hearing-impaired pupils and those with special needs in SNLC. The resource room is also tailored to cater pulled out children from regular classes who are faced with learning difficulties, behavioral problems and others with special needs, Devilles said. The awardee is known for initiating activities for Deaf Awareness Month, Scouting activities, Early Registration Advocacy and Search for Prince and Princess 2013, and feeding program. The Early Registration Advocacy, a simultaneous activity nationwide, has helped DepEd in general. The

Police chief: Situation in San Miguel manageable


TACLOBAN CITY The municipal police chief of San Miguel, Leyte said that the town remains peaceful despite being put under category 1 by the Commission on Elections and the Philippine National Police this forthcoming elections. Aside from the town of San Miguel, other towns in the province of Leyte under Category 1 are towns of Bato, Inopacan, Kananga, Matagob and Tabango. Areas under Category I are areas consider having a possibility of occurrence of political violence considering the intense political rivalry and presence of communist groups. Peace and order situation of this town is still manageable and we have not monitored any movement or presence of communist group, said Senior Inspector Rey Cabilen. He added that if there are presence of communist group felt in their barangays members of Barangay Intelligence Network would immediately report it to them. So far, we have not received any report from them, maybe the basis of the declaration was the previous election and not the current situation, Cabilen explained adding that in his stint as municipal police chief for more than a year now in San Miguel, no report of insurgents presence in the town was recieved by them. EDC, Balfour set to submit landslide clearing plan this week


TACLOBAN CITY The Energy Development Corporation (EDC) and contractor First Balfour are set to submit this week the methodology plan on removing hazards from a portion of the geothermal complex where a landslide incident buried 14 workers. In a meeting Friday afternoon, officials of Lopez-controlled EDC and First Balfour, Inc. committed to the Department of Labor and Employment, to finalize their methodology plan within this week after series of consultations with experts. They promised to complete the methodology plan this week as their guidepost in the removal of hazards in the area. We will review it immediately before issuing an approval, said DOLE Assistant Regional Director Cyril Ticao, who heads the departments safety investigation, in a mobile phone interview. The completion of strategic plan is timeconsuming than expected because the EDC and First Balfour have to take into account the safety of the team that will undertake the removal of boulders, soils, and uprooted trees. DOLE Regional Director Exequiel Sarcauga told Leyte Samar Daily Express that clearing of the area would take about 21 days. After that, government safety engineers will conduct a thorough inspection before giving the contractor a go signal to resume work. Currently, that portion of EDC complex is closed. They have to remove all debris to ensure safety of workers. Clearing operation will take place right after the approval of methodology plan, Sarcauga said. The agency maintained that work stoppage issued earlier will not be lifted unless the area is cleared of potential landslide threat. The order took effect on March 5, four days after a landslide at PAD 403 of the Leyte Geothermal Production Field in Upper Mahiao took the lives of 14 workers and injured others. Workers hired by J.E. Arradaza were constructing walls to protect steam pipes when about 20,000 cubic meters of debris cascaded down the mountain. Although the landslide was unexpected and nobody could be blamed, the labor department has unfolded violations of labor standards on the part of J.E. Arradaza Construction and Supply, the subcontractor of First Balfour. In our investigation, we found out that the subcontractor failed to remit premiums of majority of workers to the Social Security System. Workers are supposed to be covered by this benefit since first day of work, Sarcauga explained. The labor department will make recommendation to SSS after completing its investigation. The official, however, commended the EDC, First Balfour, and J.E. Arradaza for providing financial assistance to families of landslide victims and survivors. CTO offers discount on prompt payment of real property tax


TACLOBAN CITY Come and enjoy our discounts! This was said by City Treasurers Office (CTO) head Zosima Cordao as she encouraged property owners to pay their real property tax before the deadline in order to avail the 13.75 percent discount on their payments. The deadline of payment was previously set on March 31, 2013 which falls on Sunday, Cordao emphasized that the deadline for the collection of the payment for real tax property was moved to April 1, 2013. She further said that the taxpayers who will pay on or before the deadline would avail of a 13.75 percent discount, while those who will pay on instalment basis will still get a 10 percent discount of their total payments. We considered the availability of the people and since the deadline was previously set on Sunday, we decided to extend it until April 1, but still taxpayers can avail of the discount, she said. She, however, cleared that the discount for payment of taxes can only be availed of on the whole day of April 1. There will be no more extension for payments, and if they (tax payers) fail to pay on the deadline they will be subjected for a penalty, she added. TACLOBAN CITY Travelling from Maslog, an upstream town in Eastern Samar, to the nearest town will be easier as soon as the road project will be implemented through the governments Payapa at Masaganang Pamayanan (PAMANA) program. Maslog Mayor Septemio Santiago said from the usual three to four hours by boat, it is expected to lessen about two hours of travel from the town center to the next town of Dolores. The road project of PAMANA will not only bring convenience to residents. It is also expected to improve their livelihoods, Santiago said. Maslog is a fifth class

the social preparation program of the road rehabilitation project in Maslog. The project forms part of the 42-kilometer road that will traverse the toAwns of Can-avid and Dolores. The 18-kilomer stretch will connect Dolores to Maslog. The project costs about P446 million. Initial release of P10 million has been made by PAMANA. PAMANA is the governments program and framework for peace and development in areas affected by armed conflict and communities covered by existing peace agreements. Councilor Uy bats for increasing honorarium of Lupong Tagapayapa


TACLOBAN CITY - Councilor Jerry Uy of this city said he would find legal basis for him to propose an ordinance in city council, which would provide an increase of the Lupong Tagapmayapa honorarium. Uy said that the Lupong Tagapamayapa must receive not just recognition but also an increase of their honorarium for the service they renders to the public for how many years. As I go around the city, there are many Lupong Tagapamayapa who are requesting for increase of their honorarium, Uy said. If there is a legal basis in which it will authorize the city legislative to enact ordinance increasing the honorarium of the Lupong Tagapamayapa, I will immediately draft and propose this ordinance increasing their honorarium, Uy added. In order to avoid disallowance from the Commission of Audit (COA), Uy is now in the process of finding legal basis before he draft and propose this kind of ordinance to the city council increasing the honorarium of the Lupong Tagapamayapa. Vote to hunt for

he week preceding an election is usually the most crucial time of the campaign period for all candidates. Its the time when they unleash everything they have in store to get the peoples votes. All efforts are to be exhausted here, poured into the last campaign sorties in hopes of making it to the aspired positions. This midterm elections, its the senatorial bets who get the lions share of attention and interest, owing to the gravity of the position they run for. They determine the kind of Senate there is to be, the future we are to have, the history we are to tread. Much campaign time, money, and efforts then are invested for catapulting them to those lofty positions in the land. In the midst of campaign strategies, gimmicks, and even vote-buying toward the elections eve, there lies a glaring truth that every national candidate is greatly aware of and craving for, and thats the so-called religious votes. These are solid votes from certain religious

groups that have mushroomed throughout the country, which are sometimes more than enough to make a candidate win sans those tiring efforts at campaigning nationwide. Inasmuch as some of these religious votes actually amount to millions, they almost dictate the election results. At the end of the day, then, after much debates and mudslinging among political rivals, these solid votes finally determine who among the candidates are to emerge victorious. Lucky for those who successfully earn those votes, because though they might have started as underdogs, they would ultimately make it. It is no wonder then that candidates for national positions have been scampering for these religious votes that could make them sure winners. We can expect it as usualhe who gets such votes is likely to win. This is what survey leaders should think about. Unless they get for themselves a big religious vote, they are likely to lose. Its anybodys game until one captures such a solid vote.

Fresh grads
Wide grins signal their relief that, at last, they have hurdled those multifarious tasks required of them to finish their studies. Their excitement and victorious revelry overwhelm them to the point of fortunately missing the sad realities that await them after graduation. These unpleasant realities are not much experienced by graduates of elementary and secondary schools whose apprehensions are rather limited to the financial handicap of their parents and guardians. These are mostly faced by fresh college graduates who must soon brave the world of work in preparation for their future that is rid of parental support. old age, even by death. This is the most common of all the sad realities confronting the graduates in our country. Tens of thousands graduate each year only to end up in the dark world of the unemployed. Why, while huge numbers of graduates emerge every year, the number of vacant positions they can grab is very small, creating an alarming imbalance. We produce and produce new graduates that simply go nowhere, the jobs overseas being their only option. Sadly, these are risky jobs, away from home, used as milking cows by numerous

It was a day of grace for Catholics around the world as they received a new leader to fill the seat vacated by Pope Emeritus Benedict XVI. The challenges ahead are tough and aplenty as the Catholic Church is confronted with various divisive issues, chief of them the scandals rocking the Church as a result cases of sexual abuses involving some bishops and priests. There too are issues attacking the foundations of society and the Church. Moves to put the family in shambles and disarray had been pushed by many governments through legislations that run in conflict with the theological and moral teachings of the Church. The promotion of a contraceptive mentality in various countries, with campaigns that are well funded by business companies that rake huge profits from contraceptives, is just one of the serious concerns that call for responsive measures from the Catholic Church. Legalization of abortion in many countries is a serious matter that must be dealt with by the new Pope as he begins his ministry. While every person is given a free will to decide on what to do with regards the various aspects of life, the Church has the moral obligation to teach the people in order to guide them to the right path in accordance with the teachings of Jesus Christ. The emergence of various movements that run opposite to the teachings of the Catholic Church had been gaining ground in some parts of the world. People in various places of the world are being deceived and misguided over critical issues like abortion and contraception. There too is the tough challenge relative to ef-

When it comes to friendships, I am always a chief worrier. A very uncomfortable position one person will do. Everyone else can just enjoy. Joseph was the husband of Mary. Tanauan market supervisor assures 60 fish vendors of relocation


TACLOBAN CITY Tanauans OIC market supervisor Uldarico Castaeda has expressed his assurance to more than 60 fish vendors who were subject for relocation while their public market is to be repaired. Castaeda said that the affected fish vendors will be relocated at the terminal area of Tanauan provided by the local government unit (LGU). However, he cleared that the LGU has only provided the space, and fish vendors have to secure for their own table. The terminal in Tanauan will be the temporary relocation site for affected fish vendors. However, they should provide their own tables, Castaeda answered to the vendors complaint about their relocation. This place is much safer for them, he added. It can be recalled that a group of fish vendors clamored against Tanauan LGU after it was alleged for not providing a relocation site for them who were affected of the markets renovation.
