The concept germinated in my

mind after watching the documentary 'Education with a Difference' uploaded in the Website of BISWA. It was based on the Innovative Schools," says Mr. Padmalochan Dash, Programme Executive of Door Darshan Kendra (DDK) Sambalpur. Then he browsed internet to gather more information about other Innovative concepts of BISWA. Nevertheless, the programme fascinated him. He made up his mind to do something on these Innovative Schools. He wrote to Mr.K.C.Malick, Chairman - BISWA requesting him for permission to make a film on the Innovative Schools. Mr. Malick accepted the offer and entrusted Mr. Ajoy Kumar Shroff, Manager - Visual Documentation to coordinate the project on behalf of BISWA. The two Innovative Schools at Matikhai and Bolaranga in Maneswar block of Sambalpur district were selected for coverage in this project. Mr. Dash and Mr. Shroff went to both the schools with the Cameraman for location survey. Mr. Dash discussed with the teachers, children, students, their parents, office bearers of BISWA and the villagers. Mr Das visited the schools and observed the activities of the project there. He visited the Soya Milk Production units; saw the production and the distribution of soya milk to the children of Innovative Schools. On the basis of the first visit; he prepared a script. After a few days, he went to the schools again with his team. He explained them in detail about the shooting plan with satisfying their queries. Finally the scheduled dates for shooting were fixed. Accordingly, the programme was shot for 2 days. He recorded the interview of Mr K.C.Malick, Chairman BISWA also. Then after completion of editing, the documentary was finally ready for telecast.

Mr. Ajit Singh, Project-in-Charge, Ms. Damayanti Jena and Ms. Sumitra Bag, Teachers; Ms. Ranjana Purohit and Ms. Sanjukta Dip, Assistant Teachers, Mr. Sushant Singh, Health Worker and Mr. Umakanta Pati, Project Supervisor helped a lot to make the programme a grand success. The title of the programme was named as 'Kemiti Dharibi Khasuchhi Tara' means 'How to Catch the Falling Star?' Finally the programme was telecast by DDK Sambalpur at 1700 hours on the 30th of July 2009. The date and time of the telecast was intimated to the teachers and other staff members who in turn, had informed the villagers. Later it was learnt that most of them had watched the programme. This was the FIRST EVER programme for them on a national channel, featuring their children and their villages. So their joy knew no bound because of the fact that they could see themselves in DOORDARSHAN, the largest terrestrial network in the World.

It was conducted by Gopabandhu Academy of Administration, Orissa Bhubaneswar from 18th to 22nd August 2009.Some prominent NGOs and Civil Society Organizations from various districts across the state participated in it through their representatives. Preparedness is always Advisable
are inevitable. None can avoid it. So there is no way but to face it. Thus it is always advised to prepare the community to face it. Among the three phases of disaster mitigation, Preparedness, Management soon after disaster & Management during the post disaster situation; the first one is to be better organised to minimise the losses during disaster. As a matter of fact if proper preparedness is carried on to face the ensuing disaster, then no doubt it may prevent many losses of not only lives but also of assets. The time tested classical maxim, "Prevention is better than cure" is better realised here. The going to be affected community is empowered with building its capacity. That is the real software of the programme. Then there should be support of infrastructure to protect the affected community during hard time of facing disaster. The location of such infrastructure should be in such a way that it should be easily approachable for all, well protected and managed by the community. Such infrastructure should be made for multipurpose utility so that its maintenance would be sustainable as well as feasible for the community. It requires a lot of advanced technology for its sustainability. And the local community may not be able to avail it unless there is appropriate intervention. It needs an outside help.

UTSARGA Observes Silver Jubilee

a prominent NGO operating in health sector in general and in the field of blood donation in particular, observed its Silver Jubilee function on 9th September 2009 at Pataneswari Kalyan Mandap with repeating its dedication towards the services to the mankind. Justice Prasanna Kumar Patra, Lokpal-Odisha, as the chief guest, Sri Pradipta Kumar Pattnaik, District Magistrate & Collector Sambalpur & Sri Lokesh Pandey, Representative Smile Foundation both as guests of honour participated in it. It was chaired by Sri Rudra Narayan Mishra, Convenor- UTSARGA. Dr Goura Mohan Biswal, a senior medical practioners, was felicitated for his dedicated services in the field of health care on this occasion. Sri Shiv Prasad Meher, Manager Public Relations & Sri Bhawani Shankar Mishra Manager Health represented BISWA in this programme.

Welfare of Weaker Section & Role of PRIs


National Institute of Rural
Development (NIRD), Hyderabad organised a six days training course from August 'Socio-Economic Profile of Weaker Sections' with his narrations to 'Different Approaches to Development of Weaker Sections' & 'Subjects related to W e a k e r Sections in Panchayati Raj Institutions'. A class on "Panchayat Extension the 73rd Amendment of Constitution of India and what are the provisions under that act. In such a situation how do expect devolution of power to them? He opined that people must rise to the occasion to take up their rights as our Independence carries no meaning without appropriate freedom to our Panchayats. Indian social structure is based on joint family system, caste system and village economy, the British Regime could understand its real strength and attacked on them again and again to break them. The process of attack & breaking is still going on even after the Independence, and that is the pity. He concluded with his remarks that our PRI should be included in Indian Electoral College to participate directly in the election process of The President of India. Dr K.P.Kumaran, Associate Professor NIRD taught on 'Role of SHGs in Empowering the Differently Able Persons'. He quoted Mr Kofi Annan, the former Secretary General of United Nation Organisation (UNO) and said "Disability is nothing but a slight variation in ability". He regretted that there are 2.13 crores of differently able persons in India only. Welfare measures for them are defined as per Disability Act 1995, he added. He explained the vicious circle formed by components like poverty, disability, social exclusion, under estimate and under value. He urged upon to take proper care in this context. There was a field visit for two days for the participants. The visit was to Pochampalli in Nalgonda district, Andhra Pradesh; which is known for its typical handloom works. The participants also visited the mega project of Pochampalli Handloom Park and saw the various functions in operation in such a spacious structure. A health camp at Chhamunda


was organised by BISWA in collaboration with Sambalpur District Administration through its Red Cross Branch on 14th 31st to September 5th on "Welfare of Weaker Sections and Role of Panchayati Raj Institutions" at their campus. PRI office bearers, government officials and NGO functionaries were invited as participants for the training programme. Sri Shiv Prasad Meher, Manager Public Relations & Sri Satyaranjan Pramanik, Manager Programmes represented BISWA in it. Swami Agnivesh, Convenor of Bandhua Mukti Morcha, New Delhi, graced the inaugural session of the course as the chief guest. Soon after inaugurating the training programme, he deliberated his inaugural address on "Bonded Labour Situation in India: Past & Present". He presented a real picture of plights of labours in the unorganised sector and requested to do something tangible to organise them for their real welfare. Then an Ice Breaking Session was presented by Dr Rajani Kant, wherein he explained that even though human being is the most intelligent creature in the Universe, but how helpless it is during its childhood. He narrated the hidden powers of human brain. Dr. T.Brahmanandam, Course Coordinator of NIRD taught on September 2009. About 95 patients attended the camp from the nearby rural area. Dr Diptibala Patnaik, Consultant to BISWA & Dr Sushant Kumar Parida examined the patients on that occasion. Sri Surya Narayan Mohapatra, Assistant Manager (Health) also helped in organising the health camp.

The actual goal was to empower people that have failed miserably, he regretted. Prof. (Dr) B.Chakravarty, NIRD, explained the National Housing & Habitat Policy 1998 with the commitment of Government of India on right to shelter. He focussed mainly on 'Rural Housing Schemes with Focus on Hilly Region'. Sri Shahir Hassan, Secretary General of Hindusthan Panchayati Sangathan, shared his field based experience on 'Panchayati Raj Institutions & Rural Development Programmes for Weaker Sections'. He regretted that 90% of our Panchayat Heads don't even know anything about

into two groups, A&B for group discussions in the post lunch session. Mr. Manish Kumar was placed in Group B that discussed "Pollution of soil, water, air and environment". Factors NGOs, contributing government to such pollution, involvement of citizens, agencies, municipalities and self help groups to take preventive and curative measures against possible outbreak of biological disaster. Mr. Manish also presented his group report on the above mentioned topic. After two fruitful days of seminars and lectures all the participants went for one-day visit to Puri to gather some field experience. During this visit they met various officials at sites and had a practical understanding of disaster preparedness.

He states that biological disasters occur due to microorganisms that may be released during accidents in laboratories, sudden ecological changes given to rise to a favourable environment for the multiplication of pathogenic microorganisms leading to spread of diseases. Dr.P.C.Hota, Ex-Joint Director, AH & VS, Orissa put forth his points through a power point presentation on preventive and curative measures to combat outbreak of epidemics to live stocks with reference to hemorrhagic septicaemia, foot & mouth diseases, anthrax, black quarter, RD, fowl pox. Mr. Siddhant Dash, IFS Conservator of Forests, BBSR Circle also placed his points on community based disaster preparedness plan to effectively combat biological disaster.
