New Pride parade route
to include 14th Street
The Logan Circle Advisory Neighborhood Commission voted unanimously
on March 14 to approve plans to allow the citys Capital Pride Parade to
complete its 1.5-mile route on 14th Street, N.W., between R and S Streets.
The decision to bring the parade to the rapidly developing commercial
and entertainment corridor along 14th Street, where many LGBT people are
moving, represents a change from past years, when the parade ended about a
half mile south of the new location, at 14th and N Streets near Thomas Circle.
The change represents Capital Prides interest in acknowledging the
revitalization of 14th Street and the many businesses there that support the
community, according to a statement released by Capital Pride on Wednesday.
Capital Pride is the non-prot group that organizes the citys annual LGBT
Pride parade and festival, which are scheduled to take place this year on
June 8 and 9 respectively. The parade is expected to include more than 170
contingents, including oats, vehicles, marching bands and people walking,
according to the Capital Pride statement.
In its statement released on Wednesday, Capital Pride announced that
Whitman-Walker Health, which provides medical services to the LGBT
community and people with HIV, would be the main sponsor of the Capital
Pride Parade and of Trans Pride. Trans Pride, an annual celebration of the
D.C. areas transgender community, scheduled for May 18, is one of several
Pride-related events organized by Capital Pride.
The groups executive director, Ryan Bos, told the Blade that with the
exception of the new location for the Capital Pride Parades end point, the
rest of the route will be identical to that followed in previous years. Bos noted
that the parade will begin at 23rd and P Streets, N.W., next to P Street Beach,
and will travel east on P Street to Dupont Circle.
It will travel partially around the circle to New Hampshire Avenue, where it
turns right on R Street and then right again on 17th Street, in the heart of that
streets commercial strip that includes three gay bars and a gay restaurant.
The parade will travel south on 17th Street to P Street, where it turns left
and heads to 14th Street. At that point, according to Bos, it will turn left
and head north on 14th Street where it will pass the Whitman-Walker Heath
headquarters at 14th and R Streets and the Washington Blades ofces across
the street from Whitman-Walker.
David Perruzza, vice president of the 17th Street gay bars Colbalt and JR.s,
said he doesnt expect the changed parade route to have an impact on the
17th Street businesses, including bars and restaurants.
There is no other street like 17th Street when it comes to Pride, he said.
If you just walk down 17th Street youve got rainbows everywhere. Its just a
gorgeous street to be on.
But Perruzza said the decision by Capital Pride to kick off the parade at 4:30
p.m. this year, as was the case for the rst time last year instead of 6 p.m. in
previous years, appeared to result in fewer people going out to the bars and
clubs after the parade on Saturday night.
Because people are out in the sun for hours and sometimes people are
drinking on balconies and patios, a lot of people just dont go out that night
anymore, he said. But I think the more places the parade goes, the better.
Being observed in more and different places can only help the cause.

D.C. to enforce ban on
insurance bias
The D.C. Department of Insurance,
Securities, and Banking announced
on March 15 that it would immediately
begin enforcing an existing city law that
prohibits health insurance companies
from denying or limiting insurance
coverage based on someones gender
identity or expression.
In a new directive issued that day,
the DISB said insurance companies
found to have exclusionary language in
application forms for health insurance
policies pertaining to transgender
patients would have 90 days to remove
that language from the forms. Such
exclusionary provisions pertaining to
transgender people that violate the
law could no longer be enforced by the
companies, the directive says.
Prior to this new directive being
issued, numerous health insurance
companies operating in the District
had explicit policies that excluded
transgender women and men from
many of the same services that they
provided to their non-transgender
patients, a statement released by the
Mayors Ofce of GLBT Affairs says.
Some of the services denied
to transgender individuals, but
approved for other patients, included
mastectomies for breast cancer,
hormone replacement therapy, and
high blood pressure medications, the
statement says.
According to the statement, the new
directive informs insurance companies
that the citys Unfair Trade Practices Act
includes explicit language prohibiting
health insurance companies from
discriminating against people based
on gender identity and expression as
well as other categories, such as sexual
orientation, race and ethnicity.
With the issuance of this directive,
the District becomes one of the rst
places to prohibit discrimination based
on gender identity and expression in
health care and insurance, the Ofce
of GLBT Affairs statement says.

GLLU supervisor stripped
of police powers
Sgt. Matthew Mahl, who has been
serving as acting supervisor of the D.C.
police departments Gay and Lesbian
Liaison Unit, has been stripped of his
police powers, including his uniform,
badge and gun, while being investigated
for an undisclosed allegation, according
to sources familiar with the situation.
Sgt. Mahl is on non-contact
status pending the outcome of an
administrative matter, said police
spokesperson Gwendolyn Crump. He
is still at the GLLU.
Crump told the Blade the GLLU is
currently under the management of
Capt. Edward Delgado, the ofcial in
charge of the Special Liaison Division.
She said police personnel rules
prevent her from disclosing any
additional details, including the reason
the department suspended Mahls
police powers.
Dale Sanders, a D.C. area attorney
who, among other things, represents
D.C. police ofcers on legal matters,
said he has no knowledge of Mahls
case. But he said the department
suspends police powers from ofcers
for many reasons, including complaints
by citizens that an ofcer used excessive
force in making an arrest.
These types of complaints are
very frequent, he said, adding that in
most cases, such complaints go to the
citys civilian complaint review board.
It is not permanent. It is subject to
investigation.
However, Sanders said its not routine
for an ofcer to have his or her police
powers suspended for most allegations
made in citizen complaints.
Philip Eure, director of the civilian
Ofce of Police Complaints, said he
would take steps to process a required
Freedom of Information Act request
submitted by the Blade to determine
whether his ofce is investigating
a complaint lodged against Mahl.
Complaints led with the Ofce of
Police Complaints are part of the public
record, he said, but are not immediately
released.
LGBT activists who know Mahl,
including Hassan Naveed, co-chair
of the local group Gays and Lesbians
Opposing Violence (GLOV), have
praised Mahls work at the GLLU,
calling him a dedicated and hard-
working ofcer who works well with the
community.
Naveed, who meets regularly with
GLLU members and other police
ofcials, including Capt. Delgado, said
no one at the GLLU or the department
informed GLOV of Mahls changed
status.

Busy Del. legislative session
includes gun control bill

WILMINGTON, Del. Delaware
Attorney General Beau Biden on
Saturday said support for marriage rights
for same-sex couples continues to grow
ahead of the expected introduction of a
bill that would allow gays and lesbians
to tie the knot in his state.
I know that momentum is on our side
on this, he told the Washington Blade.
Biden, who had been scheduled to
attend an Equality Delaware fundraiser
in Wilmington on Friday but was unable
because he was on duty with the Delaware
Army National Guard, spoke with the Blade
less than a week after the organization
released a video in which he speaks in
support of nuptials for gays and lesbians.
Equality Delaware on March 4
released a poll that shows 54 percent of
the states voters back marriage rights
for same-sex couples.
I wanted to do whatever I could to
lend a voice to an important message
on marriage equality, he said. Im
happy to work with [Equality Delaware
President] Lisa [Goodman] and the folks
here in Delaware who are ghting the
ght that is a very important one.
Biden did not provide a specic
timeline as to when a same-sex marriage
bill would be introduced in the General
Assembly.
The legislative session ends on June
30, but he said one of the challenges
remains ensuring there is enough time
for lawmakers to debate the measure
with a gun control bill and other
proposals on the table.
One of the issues is how busy the
General Assembly is, Biden said.
Thats why Im anxious to make sure
that something is put in the General
Assembly sooner rather than later so we
dont run up against the clock.
He also remains optimistic the
measure will gain Republican support
once it is formally introduced.
Im hopeful that Democrats
and Republicans recognize this is a
fundamental civil rights issue and
everyone should have the same rights
under the law, Biden said. Right now
its just not the case. Something needs
to be xed, so Im hopeful that there will
be Republicans on board.
Biden is among the 14 state attorneys
general who led two amicus briefs
with the U.S. Supreme Court that
argue Californias Proposition 8 and
the Defense of Marriage Act are
unconstitutional. The justices will hear
oral arguments in both cases on March
26-27 respectively.
Im condent that David Boies and
Ted Olson, two of the great advocates
of our era, will be forceful advocates
for our position before the Supreme
Court, Biden said. Im hopeful the
Supreme Court will come down on our
side on this.
Delaware is among the handful
of states that currently allow same-
sex couples to enter into civil unions.
Neighboring Maryland and eight other
states and D.C. have extended marriage
rights to gays and lesbians.
A Rhode Island Senate committee on
March 21 will hold a hearing on a bill
that would allow same-sex marriage in
the Ocean State. Lawmakers in Illinois
and other states are expected to debate
the issue in the coming days and weeks.
Biden also applauded his father, Vice
President Joseph Biden, for speaking in
support of marriage rights for same-sex
couples during a pre-taped interview
with David Gregory of NBCs Meet the
Press in May 2012.
I was incredibly proud of my father
for speaking from his heart, but also
speaking from his head, Biden said,
noting he watched it with his parents
after they attended Mass. He knew
from both places that this is about
love and to not stand in the way of the
ability for anybody to love and to be in
a committed relationship and marriage
with whomever they choose. And so its
pretty straightforward and simple for my
dad I think. Thats why he answered the
question so much from the heart.

WILMINGTON, Del. The gay
executive director of the Delaware
Republican Party is among those
who attended an Equality Delaware
fundraiser on March 15.
Im here this evening because
I support marriage equality, John
Fluharty told the Washington Blade in
an exclusive interview at Timothys on
the Riverfront in Wilmington. Its an
issue thats of personal importance for
me as a gay man.
Fluharty, who describes himself as
a gay conservative Republican, spoke
to the Blade less than a day after U.S.
Sen. Rob Portman (R-Ohio) publicly
endorsed marriage rights for same-sex
couples. He applauded the senators
position in a tweet he sent from his
private Twitter account.
I commend Sen. Portman, Fluharty
told the Blade. It was an absolutely
right thing for him to do.
Fluharty, who directed ballot access
and delegate operations for former
House Speaker Newt Gingrichs
2012 presidential campaign, became
executive director of the Delaware
Republican Party last May.
He spoke with the Blade ahead of the
anticipated introduction of a bill that
would allow gays and lesbians to tie the
knot in Delaware.
Fluharty deferred questions about a
timeline on the likely debate on the issue
in Dover to Equality Delaware President
Lisa Goodman. Attorney General Beau
Biden told the Blade over the weekend
he remains optimistic GOP lawmakers
will support the gay marriage measure
once it is formally introduced.
More than 200 Republican state
legislators across the country have so far
voted in support of same-sex marriage.

Proposition 8. The justices on March

case and another that challenges the
Defense of Marriage Act.
An ABC News/Washington Post
poll released on Monday found 52
percent of Republicans and GOP-
leaning independents who are between
18-49 support nuptials for gays and
lesbians. Three-quarters of Republican
respondents who took part in a Global
Strategy Group survey that Equality
Delaware commissioned said same-sex
marriage in the First State would not
negatively impact their lives.
Slowly youre starting to see the
Republicans climb on board with
marriage equality, Fluharty said.
Theres no question our party is farther
behind than the Democratic Party, but
slowly but surely.
He added he feels supporting the
issue is also a politically prudent position.
Its good to be on the right side of
history and the numbers show this is
where the nations going, Fluharty said.

ACLU delivers
Chambersburg
an ultimatum

The American Civil Liberties Union of
Pennsylvania and Equality Pennsylvania
are threatening the school board
of Chambersburg, a south central
Pennsylvanian town, with legal action
after the board voted 5-4 against
allowing high school students to form a
Gay-Straight Alliance on Feb 27.
The ACLU-PA and Equality PA sent a
letter on March 12 to the Chambersburg
Area School District superintendent and
board president asking them to reverse
their decision by March 15 or face a
lawsuit in United States district court.
Witold Walczak, legal director of the
ACLU-PA, said the school board asked
for a months extension. The board
now has until Wednesday, March 20 to
respond, he said. The response had not
been received by Blade press time. Visit

The school boards Feb 27 decision
came after several delays, including
tabling the issue and questioning the
clubs bylaws, which Equality Pennsylvania
Executive Director Ted Martin called
traditional delaying tactics.
[The ACLU-PA and Equality PA]
decided to give the ultimatum to the
school board because the decision they
made was wrong, Martin said. It was
time for them to realize that what they
were doing was violating the law.
Walczak said the boards decision was
a violation of the Equal Access Act, a
federal law that prevents discrimination
against noncircular clubs in federally
funded secondary schools.
If the school board allows any
noncircular clubs, then they have
to allow the Gay-Straight Alliance,
Walczak said. The Chambersburg high
school currently has a Bible Club and a
Ping Pong Club, among others, he said.
Not only is this the right thing to do
from a policy perspective to treat all
students fairly but they also have a
legal obligation to do so, Walczak said.
School board member Carl Barton
said he voted against allowing the GSA
because he thought we needed to
do some more research and consensus
building. Barton said that he was also
concerned about the possible liability
of students receiving counseling from
non-licensed individuals at club meetings.
You cant do counseling, per se,
because we then might have a liability,
Barton sad. Legally, if one kids sitting
down with another and talking to him
about critical things like depression
it can become quite serious.
Barton said he also was trying to keep
the GSA from becoming the major
issues for the school board election.
The other members of the school board
and superintendent Joseph Padasak could
not be reached for comment. Assistant
superintendent Eric Michael declined to
comment, saying it would be inappropriate
to discuss the actions of the board in light
of the threat of legal action.
Former Chambersburg Area
Senior High School student Thomas
McCalmont started a petition on
Change.org for the school board to
reverse its decision two days after the
boards decision. As of March 16, the
petition had 6,057 signatures.
McCalmont, who tried unsuccessfully
to start a GSA each year he attended
CASHS, said he felt compelled to act
because of his experiences with bullying
as a gay youth at CASHS.
I had gone through every year being
verbally bullied two to three times a day
and I knew other kids were going through
the same thing, McCalmont said.
One incident in his senior year led to
McCalmont no longer being able to use
the locker room before and after gym
class because of the harassment he
faced, McCalmont said.
What I was trying to do [with the
petition] was just to put a little pressure
on the school board to show theres a lot of
support for this club, both in and outside of
the community, McCalmont said.
Barton said hes unsure how much of
a factor McCalmonts petition is on his
position on the GSA because theres
not a great indication of any great
number of local people [who signed it].
McCalmont said approximately
300 of the signatures are from people
in Chambersburg, while almost 300
more are from the surrounding school
districts. Almost 5,000 of the signatures
are from Pennsylvania, he said.

A Maryland state Senate committee
last week struck down a bill that
would have banned anti-transgender
discrimination in housing, employment
and public accommodations.
The 6-5 vote in the Senate Judicial
Proceedings Committee came slightly
more than two weeks after it held a hearing
on Senate Bill 449 the Fairness for All
Marylanders Act of 2013 that state Sens.
Rich Madaleno (D-Montgomery County)
and Jamie Raskin (D-Montgomery
County) introduced.
Raskin, along with state Sens. Brian
Frosh (D-Montgomery County,) Lisa
Gladden (D-Baltimore City,) Jennie
Forehand (D-Montgomery County)
and Robert Zirkin (D-Baltimore County)
voted for SB 449. Senators Norman
Stone (D-Baltimore County,) C. Anthony
Muse (D-Prince Georges County,) Nancy
Jacobs (R-Cecil and Harford Counties,)
James Brochin (D-Baltimore County,)
Christopher Shank (R-Washington
County) and Joseph Getty (R-Baltimore
and Carroll Counties) opposed it.
Despite months of hard work by
our broad coalition of supporters, key
committee members were unwilling to
advance the promise of equality under
the law to the transgender community,
Madaleno said in an e-mail he sent
to his constituents after the vote. A
majority of committee members were
unwilling to pass a bill that prohibited
discrimination by restaurants, theaters,
hotels, shopping centers and other
places of public accommodations. Their
lack of understanding and empathy for
their fellow Marylanders is appalling.
Dana Beyer, executive director of
Gender Rights Maryland, also expressed
outrage.
Bigotry won the day, and I say
that because the sponsor bent over
backward to assuage the concerns of
his Democratic colleagues, she told
the Washington Blade. None of it was
good enough, nor did they then offer
any solution themselves other than
to strip out public accommodations
protections entirely.
It is terribly disappointing the
committee failed to stand up for fairness
and protect transgender Marylanders,
Equality Maryland Executive Director
Carrie Evans added.
Peter Sprigg, senior fellow for policy
studies at the Family Research Council,
and other SB 449 opponents testied
against the measure during the Feb. 26
committee hearing.
This bill will force the state and
private actors employers, landlords
and others who provide public services
to ofcially and legally afrm the
very delusion that puts these suffering
individuals at odds with reality, Sprigg
said. Not only will it not make their
lives better, but it will prevent them from
getting the very help they do need to
make their lives better.
The state House of Delegates in 2011
passed a trans rights bill, but a similar
measure died in a Senate committee
last year.
Gov. Martin OMalley, who signed
Baltimore Citys trans rights ordinance
into law in 2002 when he was mayor,
told the Washington Blade last month
he was absolutely reaching out to
state lawmakers to encourage them
to support SB 449. State Del. Bonnie
Cullison (D-Montgomery County) and
other gay state lawmakers with whom
the Blade spoke after the committees
Feb. 26 hearing stressed the passage
of last Novembers referendum on the
same-sex marriage law OMalley signed
had provided a foundation of support
upon which they thought the measure
could have passed.
Senate President Thomas V. Mike
Miller (D-Prince Georges and Calvert
Counties) also backed SB 449.

PFLAG to host discussion with author
The Baltimore County chapter of PFLAG will present author Martha
Johnson on Tuesday. She has written the novel In Our Midst, a story of
two gay sons of a mid-Western community. This book is in the second round
of the Amazon Breakthrough Novel award competition, which had 10,000
entries. Johnson, a former director of the General Services Administration,
will discuss the novel.
It is 1990, and Stanton, Ind., is a typical town with church youth groups, a
bustling diner, a summer Wood Carving Festival and a busy mayor who also
runs the mortuary. But, this is not to be confused with a Norman Rockwell
setting. The Gulf War is breaking out, Ryan Whites family lives nearby and
AIDS is sweeping the nation.
Despite all that, Stanton does not appear to have any gay or lesbian
people, or so it seems to Victor Beck, who worries about himself because he
is attracted to boys. He distracts himself with his photography and tries to
push aside his mothers interest in his social life. As high school life unfolds,
Victor gets acquainted with a new girl in town and begins to wonder if he has
it wrong. Could he like Bridget in that way?
For her part, Bridget is learning her way around Stanton, having just moved
from Chicago with her mom and sister. She is mourning her father who died
of cancer and has strong ideas about loyalty and compassion for friends,
which are soon to be tested.
Meanwhile, a second and earlier story unfolds of a Korean War soldier,
Vaughn Evanston, who died the day he returned home to Stanton. His
grieving parents learn that he had a gay lover and their decisions about
how to respond to that knowledge fuel the cycles of secrecy, love, grief and
memories that propel the story forward.
The stories of Victor and Vaughn become entwined and the good people
of Stanton have to wrestle with their history, their prejudices and their
commitment to the health and welfare of their children.
In Our Midst is general interest ction that exposes homophobia in our
society. The book involves an ensemble cast of sympathetic characters who
are recognizable to us all.
According to Bloomberg Businessweek, Johnson is not gay. Nor is she the
parent of gay children. So whered the idea come from? Years of serving in
her Presbyterian church, watching it struggle with the issue of gay ordination
in the 1990s, and realizing that sexuality just isnt a big deal.
The meeting will begin at 7 p.m. and takes place at the Towson Unitarian
Universalist Church, 1710 Dulaney Valley Rd., Lutherville.
Gay themes in new Iron Crow play
The Iron Crow Theatre Company will present Daniel Talbotts play Slipping
that will run from March 30 to April 13. Directed by Steven J. Satta, the play
is described as a love story for our time and our youth: violent, jagged and
dark, but pierced by beauty and hope. When the death of his father forces Eli
to move from San Francisco to Iowa, he is hopelessly out of place in his new
high school. Struggling with grief and the distance he feels from everyone,
especially his mom, the attention of another boy may be just what Eli needs
and far more than he can bear.
The play will be performed at the Baltimore Theatre Project, 45 W. Preston
St., Baltimore. Tickets are $15 general admission and $10 for students,

Toxin in bee venom found effective against HIV
ST. LOUIS Nanoparticles carrying a toxin found in bee venom can destroy HIV
while leaving surrounding cells unharmed, researchers at Washington University
School of Medicine in St. Louis have shown, according to a Science Daily report.
The nding is an important step toward developing a vaginal gel that may prevent
the spread of HIV, researchers said.
Our hope is that in places where HIV is running rampant, people could use this
gel as a preventive measure to stop the initial infection, says Dr. Joshua Hood, a
research instructor in medicine.
The study appears in the current issue of Antiviral Therapy.
Bee venom contains a potent toxin called melittin that can poke holes in the
protective envelope that surrounds HIV, and other viruses. Large amounts of free melittin
can cause a lot of damage. Indeed, in addition to anti-viral therapy, the papers senior
author, Dr. Samuel Wickline, a professor of biomedical sciences, has shown melittin-
loaded nanoparticles to be effective in killing tumor cells, Science Daily reported.

Ohio hospital to pay for HIV-based bias
WASHINGTON Glenbeigh Hospital in Rock Creek, Ohio, must pay $32,500 plus
$5,000 in civil penalties to an unidentied man who sued the hospital for unlawfully
refusing to admit him to an alcohol treatment program because of side effects of his HIV
medication, the Justice Department announced last week.
The department found that Glenbeigh could not show that treating the man would
have threatened his health or the health and safety of others. The settlement resolves
allegations from the man that Glenbeigh violated the Americans with Disabilities Act.
The Department said this is the fourth settlement it has reached in six weeks addressing
HIV discrimination by a medical provider.
Glenbeigh must also train its staff on the Americans with Disabilities Act and develop
and implement an anti-discrimination policy.
Ensuring access to medical care for people with HIV requires that those in the medical
eld make medical decisions that are not based on fears or stereotypes, said Thomas
Perez, assistant attorney general for the Civil Rights Division of the Justice Department.
Study to address lesbian obesity epidemic
BOSTON The National Institutes of Health (NIH) has awarded Brigham and Womens
Hospital in Boston $1.5 million in two grants to study the biological and social factors for
why three-quarters of lesbians are obese while gay men are not, CNS News reported this
week.
The grant cited obesity as a critical public health issue and said, it is now well
established that women of minority sexual orientation are disproportionately affected by
the obesity epidemic. In stark contrast, among men, heterosexual males have nearly
double the risk of obesity compared to gay males.
Researchers say there has been almost no research behind these trends. Results are
expected in 2016.
Vt. lawmakers pass gay health care provision
MONTPELIER, Vt. The Vermont House has voted to require out-of-state companies
that offer health coverage to spouses of opposite-sex married couples to provide the
same benets to same-sex couples, the Associated Press reported Monday.
The bill passed 139-5 after less than 15 minutes of debate, the AP said. Some legislators
did raise the issue of whether such a law could stand up if challenged under the Defense
of Marriage Act.

Reduced mortality rates for married gay men
COPENHAGEN The mortality rate for men in same-sex marriages has dropped
markedly since the 1990s according to a Danish study published recently in the
International Journal of Epidemiology. Women in same-sex marriages, however, have
emerged as the group of women with the highest mortality rates in recent years, the
study found.
In 1989, Denmark implemented the worlds rst national law on registered same-sex
partnerships. For the rst several years, the Journal reported, mortality rates for those in
such marriages, were markedly elevated but since 1996 and the advent of effective anti-
retroviral therapy for those with HIV/AIDS, mortality for men married to men has dropped
to a level below that of unmarried men or divorced men.
Researchers attributed the higher mortality rates for women married to women to
suicide and increased breast cancer risks for lesbians. Researchers at the Statens Serum
Institut used Denmarks Civil Registration System to follow 6.5 million adults who lived in
Denmark for any period between 1982 and 2011.
Researchers said being married to or living with a member of the opposite sex resulted
in the lowest mortality rates overall.

Shift in Catholic teaching
could save untold lives
It appears many are holding their
breath waiting to hear the new popes
views on condoms and AIDS. A more
effective course of action, I think, would
be to pray, yes, denitely to pray.
Jorge Mario Bergoglio of Argentina,
now Pope Francis, is the 266th Pope of
the Catholic Church. Since the new pope
was announced, Ive been searching for
references that might shed some light
on how he views AIDS. I found only a
single instance: the then-Cardinal once
washed the feet of 12 AIDS patients,
presumably recreating Jesus washing
the feet of his disciples (John 13: 1-17).
He washed their feet. Wouldnt it have
been a greater healing for the church to
loosen its stance on condom use?
Yes, I have read then-Pope Benedict
XVI had wavered on the blanket
prohibition, suggesting theres some
wiggle room in cases where such diseases
as HIV might be transmitted. Well, lets
set the record straight. What the former
pope actually said is, There may be a
basis in the case of some individuals, as
perhaps when a male prostitute uses a
condom, where this can be a rst step
in the direction of a moralization, a rst
assumption of responsibility, on the way
toward recovering an awareness that
not everything is allowed and that one
cannot do whatever one wants.
Later, he added, But it is not really
the way to deal with the evil of HIV
infection. That can really lie only in a
humanization of sexuality.
Of course, the media and the AIDS
and LGBT communities quickly offered
their own interpretations of Pope
Benedicts words. But whats noteworthy
is that his comments on AIDS cannot
be interpreted as easily as, say, his
statements on life and faith. Some feel
the former pope was trying to appear
sympathetic as a way to deect attention
from the sex scandals that many feel
are damaging the churchs stature and
moral authority.
Enough with conjecture and varying
interpretations. Here are facts: A
condom prevents transmission of HIV
and other STDs and also prevents
pregnancy, if not 100 percent, pretty
close to it but only if used correctly.
Fact: The Catholic Church does not
support contraception, which includes
the use of condoms. Period.
According to The Guardian, on issues
of sex and morality, Pope Francis is
solidly orthodox, rigidly conservative.
Yet, on condom use, it appears he takes
a more pragmatic view in instances
where using a condom could prevent
the spread of HIV and other diseases.
But thus far, on such issues as sex,
condoms and AIDS, Pope Francis
remains silent. We can only speculate.
Bergoglio is seen as unwaveringly
orthodox on matters of sexual morality,
staunchly opposing abortion, same-
sex marriage, and contraception,
according to The National Catholic
Reporter.
Heres the bottom line. If Pope Francis
chooses to support the use of condoms
to help stop the spread of HIV, there
will be an almost immediate and global
impact on the trajectory of this dreaded
disease which potentially could save
millions of lives.
Now lets talk about faith and AIDS.
Catholic Relief Services (CRS) has
undertaken amazing humanitarian
efforts to combat the spread of AIDS
and HIV, since it launched its rst such
program in Uganda in 1989. Today,
CRS has more than 280 HIV and AIDS
programs in 62 countries across Africa
and the hardest-hit regions of Asia and
Latin America. In partnership with other
faith-based and non-governmental
organizations, CRS directly supports
more than 4.8 million people affected
by this pernicious epidemic. Wow!
Here is another fact: Some faith-based
AIDS programs push for abstinence
only, but many also encompass sex
education and condom use, as well.
The point is the faith-based community
has stepped up and is making a strong
and measureable difference.
The separation of church and state
doesnt mean separating faith and
AIDS. It is our global faith that can end
this epidemic once and for all.

surplus revenue projections begin-
ning in October and beyond are gone.
The city is suddenly, and again, facing
decits absent upwardly revised future
estimates.
The revelation coupled with resi-
dent, consumer and business taxes al-
ready among the highest in the nation
and at such ignominious levels that fur-
ther rate increases are a political non-
starter requires elected ofcials to
focus on balancing budgets.
District ofcials announced only days
ago that a projected FY 2014 revenue
upgrade is more than completely spent
prior to any new initiatives. This sudden
status change in local government -
nances is primarily the result of what is
characterized as the naturally rising cost
of providing current government servic-
es, adding $107 million to expenditures
in the coming annual budget period.
Subtract additional public and charter
school costs resulting from increased en-
rollment, monies required to keep public
employee retirement funds solvent and
low-income assistance payments not
covered by federal funds for which lo-
cal government reform has again been
postponed, and the District is reported
to be more than $40 million in the hole.
The outlook through 2016 is equally
glum, based on these considerations
and a continued reduction in surplus
levels enjoyed for the past two years.
This decit calculation exists prior to
D.C. Mayor Vincent Grays commitment
to make a one-time expenditure of $100
million to develop affordable housing
units, $15 million in nonprot grants
and an unspecied amount expected
to total in the tens of millions to fund
pay raises for the citys more than 30,000
employees.
When Gray presents his 2014 scal
year budget plan on March 28, he may
have adequate wiggle room for some
or all of these priorities by utilizing ex-
cess funds from the current period. Re-
occurring costs in future years affecting
pay raises for city workers, for example,
complicate and could reduce or pre-
clude the allocation. In addition, little
will be left for the D.C. Council to ex-
pend on its additional priorities.
Unless, of course, the mayor reverses
his prudent and popular decision to
exclusively designate last years largess
for adequately strengthening the citys
reserve fund. He has not indicated any
intention to reduce the allotment. Nor
should he, given the need to both pro-
tect the Districts bond rating and hedge
against potential economic downturns.
Deferred spending objectives of D.C.
Council members also compete for
available funds, along with a litany of
newer spending proposals advanced by
individual legislators in recent days. The
list is long, and expensive.
Despite the budget challenges con-
fronting city leaders, special interest
groups advocating more spending have
been slow to adapt. Calls for increas-
ing program budgets and initiating new
project expenditures have been ren-
dered distinctly dissonant in light of re-
cent revisions to future balance sheets.
Giddiness over a growing popula-
tion, robust development and talk of
being a city of boomtown status dur-
ing tough times elsewhere has evapo-
rated along with the money. While the
local governments nancial situation is
stable, the expectations of only a few
months ago that continuing surpluses
would fuel opportunities for more dis-
bursements have dissipated.
Although those we elect may not rel-
ish the role, their task for the foresee-
able future will be determining spend-
ing priorities and disappointing some
constituencies. Correcting a shamefully
inadequate record of effective oversight
and ferreting out waste and inefcien-
cies will be paramount. If they hope to
do more they will have to do better with
what theyve got.
Like the rest of us, their job will in-
creasingly involve counting the coins,
deciding what to spend them on all
while avoiding misspending our money.

Laws should target all
attacks not just those
on LGBT kids

As our society has become more
aware that bullying is a major social
problem, policymakers and lawyers
have begun to grapple with the ques-
tion of what to do about it. Because bul-
lying is a particularly acute problem for
LGBT studentsa 2009 study showed
that almost 90 percent of these students
were verbally harassed based on their
sexual orientationmuch of this discus-
sion has naturally centered around com-
bating anti-gay bullying specically.
Yet as a lawyer who works on school
bullying cases, I worry that there are
drawbacks to an anti-bullying strategy
that focuses primarily on anti-LGBT ha-
rassment. Measures designed to combat
homophobic bullying will undoubtedly
help many students. But for plenty of oth-
ersincluding many LGBT students
these remedies will inevitably fall short.
Civil rights groups have taken sev-
eral different approaches to combating
anti-gay bullying. Although there are no
laws on the books that require school
systems to prevent anti-gay harass-
ment, some groups have argued that
Title IXwhich prohibits discrimination
on the basis of sexshould be inter-
preted to include discrimination based
on gender nonconformity or gender
stereotypes. Meanwhile, in the political
arena, gay activists have backed a bill
in Congress called the Student Non-
discrimination Act (SNA), which is mod-
eled after Title IX and would expressly
prohibit discrimination based on sexual
orientation or gender identity.
But even if the SNA were to pass, and
even if courts widely interpret Title IX to
cover LGBT students, huge gaps would
remain. For one thing, unlike students
who report racist, sexist or anti-Semitic
bullying, gay students may be reluctant
to speak up about homophobic bully-
ing because they dont want to conrm
that they are gay. Likewise, some par-
ents may fear the social stigma that can
result from complaining about harass-
ment or ling a lawsuit based on their
childs sexual orientation, especially in
very conservative communities.
The bigger problem, however, is that
a lot of homophobic bullying takes place
in a gray area that can be hard to prove
is anti-gay. If one student calls another a
faggot thats a clear case of anti-gay
taunting. But what if a gay student is
regularly called a pussy or a wimp?
Such taunting is probably homophobic,
but its much harder to prove.
As a result, civil rights groups would
be wise to focus more on laws that would
prohibit bullying as a whole, rather than
limiting their efforts to anti-gay bullying
laws. Currently, there are no federal or
state laws that would allow a student to
sue for severe and pervasive bullying
that is not linked to any discernible char-
acteristic, like race, color, disability, sex
or national origin. In other words, there
are no statutes on the books anywhere
in the United States that would create a
private right of action for a kid who was
bullied simply because he or she was
perceived as different.
In some states, creative lawyers have
tried to get around this problem by
bringing general bullying suits against
school districts under state tort laws.
But many of these laws have their own
hurdles because they have short stat-
utes of limitation and require parents
to put schools on notice before ling a
suit. These laws also typically dont al-
low prevailing attorneys to recover their
fees, which could serve as a disincentive
for ling the lawsuit in the rst place.
And tort actions are often subject to
strict immunity laws that protect state
entities and their employees from suits,
even when the entities or employees
have clearly committed a wrong.
The best way to expand legal protec-
tions for all students would be the cre-
ation of a general private right of action
for egregious cases of bullying at the fed-
eral and state level. This would arguably
provide an even more powerful remedy
for gay students than the Student Nondis-
crimination Act. Creating an atmosphere
in school districts where LGBT students
are less likely to be bullied is an important
long-term goal. But, in the end, the best
way to protect LGBT students may be to
try to protect everyone.

The other day, my straight brother (hap-
pily) joked to his buds that he liked being
a house husband when my wife works.
But, Lean In: Women, Work, and the
Will to Lead, the new book by Sheryl
Sandberg, the COO of Facebook, has
everyone not living under a rock buzzing
about feminism. A half century after Betty
Friedan helped to ignite the second wave
of feminism by naming the problem that
has no name in her iconic work The
Feminine Mystique, Sandberg has be-
come the Friedan of our time. Expanding
on a TED talk and other speeches, Sand-
berg exhorts women to lean in to as-
sert themselves in the workplace and in
their life at home. If women want equality
to succeed, to have leadership roles in the
workplace she says they must stop sitting
on the sidelines and sit at the table.
Until there are as many women as
men in top positions in government and
in corporations, there wont be equality
in the workplace, Sandberg says without
mincing words.
If current trends continue, 15 years
from today about one-third of the wom-
en in this audience will be working full

ing for the guy you are sitting next to,
she says in a speech at the Harvard Busi-
ness School.
Like The Feminine Mystique, Lean
In is a wake-up call. Its easy to feel that
theres no need for feminism in developed
countries with women serving in profes-
sional roles from astronauts to clergy to
police ofcers to soldiers to NASCAR
drivers. Yet, Sandberg reminds us that
the blunt truth is that men still run the
world. Of the 195 independent countries
in the world, only 17 are run by women.
Women are earning more college
degrees and entering more dominated
elds, Sandberg says. Yet, Despite
these gains, the percentage of women
at the top of corporate America has
barely budged over the past decade. A
meager twenty-one of the Fortune 500
CEOs are women, she writes.
As was the case with The Feminine
Mystique, Lean In should be taken
with a large grain of salt. As Sandberg,
who is worth millions, acknowledges,
Lean In, is written from a position of
privilege. There are a couple of refer-
ences to women of color (Alice Walker
is quoted once) and one reference to
same-sex partners, but the book is
mainly addressed to elite, white, upper
class, able-bodied, heterosexual mar-
ried women with children.
Critics have piled on Lean In
like a Beltway multi-car collision dur-
ing rush hour. Everyone loves a
ght...Sandberg writes.
I dont want to pile on. But I cant help
but wonder: How in 2013 can you write
a feminist manifesto without including
LGBT people? Are there no LGBT peo-
ple working at Facebook or among her
corporate peers? Sandberg must have
queer friends some of whom, Id bet,
are married or have kids.
I doubt that Sandberg is homopho-
bic. In 2012, Facebook received an
award from the Gay and Lesbian Alliance
Against Defamation. In a video mes-
sage sent to the award ceremony Sand-
berg said, Im thankful that GLAAD has
recognized our commitment to helping
young people make safe choices.
Sandbergs intentions are good. She
wants to form a movement of Lean
In circles where women will support
one another in their efforts to achieve
equality. But to truly accomplish this, the
movement must include LGBT folk.

for new Rabbi

Although many synagogues in the
Washington area are LGBT-friendly, Bet
Mishpachah is the most unequivocal.
Although it welcomes anyone who
wishes to participate in an inclusive,
egalitarian and mutually supportive
community, its raison detre is for
LGBT Jews and nearly everyone who
attends weekly services is LGBT.
As Passover begins at sundown
Monday, the synagogue, which meets
at the D.C. Jewish Community Center at
16th and Q Streets, N.W. (nd it online at
betmish.org), is in a time of transition. A
search committee that formed late last
year is in the nal stages of its search for
a new rabbi. Three candidates came for
tryouts and the committee expects this
week to make a recommendation to the
synagogues board of directors. If the
board agrees and the rst choice accepts,
a new rabbi could be in place very soon.
Hopefully well be able to hire
a new rabbi very soon, Joel Wind,
board president, says. Were on the
nal stretch.
Rabbi Toby Manewith, who had
been with Bet Mishpachah about three
years, resigned last year to return to
her native Chicago, Wind says. Rabbi
Emeritus Robert Saks came out of
retirement to help them through the
transition time.
Although weekly gatherings at the
JCC (every Friday night at 8 p.m. and the
second and fourth Saturday mornings at
10 a.m.) are about 99 percent LGBT,
according to Wind, more allies come
out for high holidays and rabbis are not
necessarily LGBT themselves.
Our rst rabbi, he was with us 18
years, was not gay, Wind says. Its
not that important, not a requirement.
There are other more important
things were looking for like a good
teacher and someone who can lead.
Someone who has a good rapport with
congregants.
Bet Mishpachah formed in 1975.
Attendance averages between 25-30
on an average Friday night, about 15
on a Saturday. Wind, who has attended
since 1980, says attendance was higher
in previous years. He cites gays moving
away from 14th Street, overall worship
service across religions being down in
general and other synagogues being
more gay-welcoming than theyve
been in years past, as factors.
Our current board is going to
gure out what we can do to increase
attendance, so well see, he says.
The synagogue has never owned its
own building. Its been meeting at the
JCC for nearly 20 years.

Showdown at the Supreme
Court draws supporters,
opponents from all
over the U.S.

Lafayette, Ind., residents Tonya
Agnew and Amy Crampton plan to
travel to Washington this weekend
ahead of the U.S. Supreme Courts
oral arguments in the two cases that
challenge the constitutionality of
Californias Proposition 8 and the
Defense of Marriage Act.
The couples 9-year-old son Leo is
what Agnew describes as a history
buff. But she and her partner of nearly
15 years have another thing on their
agenda while in the nations capital.
We thought it would be an amazing
experience for him and for us to be part
of history and see whats happening and
just be part of the vibe in town, Agnew
says. Our next thought was kind of like,
Oh well we should totally get married
while were there.
Agnew and Crampton plan to exchange
vows at the Supreme Court on Tuesday
against the backdrop of a rally in support of
marriage rights for same-sex couples that is
expected to draw thousands. Opponents
of nuptials for gays and lesbians on the
same day are scheduled to march to the
court as the justices begin to hold oral
arguments on the Prop 8 case.
Same-sex marriage supporters are
expected to once again gather outside
the court on Wednesday before oral
arguments in the case that challenges
DOMA.
Im cautiously optimistic, Agnew
says. [Im] really just mostly excited
to be there and the fact that theyre
even hearing them to begin with is just
incredible.
Marriage Equality USA Board
President Cathy Marino-Thomas plans
to travel from New York to D.C. on
Monday with her wife Sheila, their
13-year-old daughter Jackie and other
same-sex marriage advocates.
She was among those who
spearheaded the years-long campaign
for nuptials for gays and lesbians in New
York that culminated in 2011 with Gov.
Andrew Cuomo signing the same-sex
marriage bill the state Senate narrowly
approved into law.
Marino-Thomas says from her
Manhattan ofce she has a really, really
positive feeling about this.
In the beginning it was just a small
group of LGBT people who believed
in the right to marry, she says. We
graduated and more of our community
believed in it. Then as time went on we
started to gather straight supporters
and then we started to gather politicians
Democrats, and the next step was
we started to get some Republican
support. Now were reading about the
conservative argument for marriage
equality and somebody like Ted Olson
is leading the charge on one of the
marriage cases. People are coming out
for marriage left and right.

University of Missouri-Kansas City,
was in D.C. when the Supreme Court
heard oral arguments in the case that
challenged President Obamas health
care reform law. He was also here last
June when the justices issued their 5-4
ruling that narrowly upheld it.
The Knob Noster, Mo., native, who
says his family did not accept him growing
up because of his sexual orientation,
plans to return to D.C. in time for the oral
arguments in the Prop 8 case.
These are important milestones
that we have to be present for and
understand whats going on, Files says.
Rallies, vigils planned
across the country
The two rallies outside the Supreme
Court are among the more than 170 events
scheduled to take place across the country
to coincide with the oral arguments.
The School Without Walls GSA in D.C.
will hold a candlelight vigil and rally in
front of the Supreme Court on Monday.
Retired New Hampshire Bishop V. Gene
Robinson is among those scheduled
to attend an inter-faith service at the
Lutheran Church of the Reformation on
Capitol Hill on Tuesday.
Other gatherings are scheduled
to take place in Cumberland, Md.;
Richmond, Va.; and Keyser, W.Va.
Up to 30 people are expected to
attend a candlelight vigil on the beach
in Gulfport, Miss., on Tuesday.
Leiana Wortel, who tried to apply
for a marriage license with her partner
and four other same-sex couples in
Hattiesburg, Miss., in January as part of
the Campaign for Southern Equalitys
efforts to highlight the lack of marriage
rights for gays and lesbians in the South,
decided to organize the event after she
learned about other gatherings around
the upcoming oral arguments in the
DOMA and Prop 8 cases.
We just thought it would be nice to
do something on the coast to get more
of the local LGBT community involved
and start some conversation here,
Wortel says.
An estimated 500 people are expected
to attend a rally in support of marriage
rights for same-sex couples at Federal
Plaza in downtown Chicago on Monday.
Local LGBT rights advocate Richard
Streetman expects the gathering could
draw even more people if the Illinois
House of Representatives this week
approves a bill that would allow gays
and lesbians to tie the knot in the state.

David Lett understands that people see his two jobs hes a priest with
the North American Old Catholic Church but is better known in the D.C.
gay world as Lena Lett, drag hostess of the weekly shows at Town as
wildly dissimilar. He doesnt nd them as polar opposite as others, though.
I dont know that Ive done enough introspection to think it all through
fully, but I think in many ways, these roles exist equally, he says. To be
a drag performer, you have to be condent, you have to be able to put
yourself in front of people, sometimes you make a fool of yourself, but you
take them from wherever they are and take them to a different place. A
priest does a lot of the same thing, theres just not as much liquor going
around. But you take them from where they are, hopefully, to transcend to
a better spot. The basic tenets of the roles are identical, its just the means
by which they are done is completely different.
Lett, a D.C. native, grew up Roman Catholic and immediately after high
school went on a trajectory to become ordained in the Roman Church. He
studied philosophy and theology and did post-graduate work in Italy the
only one from his Scranton, Pa., class to be chosen to study in Rome, where
he was for about three years. But shortly before taking vows, the gravity of
it all started to hit home and Lett had major reservations.
I was reaching a point shortly before ordination and I know it sounds
crazy, but it was close enough that you could almost taste it and it was
really starting to hit home. I knew in my heart I could not stand before God
and make those promises if I didnt think I could keep them.
Part of it was being gay, he says, but another concern was having not had
enough life experience of his own, yet, to feel hed be an effective pastor.
In the following years, Lett worked in fundraising, for the Red Cross and
then managed a Washington Video franchise where, about 18 years ago,
Lena was born. Lett never lost his faith or stopped going to church but
in the last few years discovered he could have an outlet for his pastoral
aspirations in the North American Old Catholic Church, a liberal, progressive
Catholic group that parted with the Vatican over doctrinal differences. Lett
was ordained no celibacy vows required in December 2011. He lls
in at Masses all over the region at Old Catholic parishes that need clergy.
Lett is single and lives in Silver Spring. He enjoys cooking and photo
editing in his free time.

Battle for the tiara!
The Miss Gay D.C. America 2013 regional pageant is Saturday at Town (2009 8th
Street, NW).
Door open at 5:30 p.m. Cover is $10. Last years title holder Chantel Reshae
will be honored and current Miss Gay America Sally Sparkles will attend. Though
competitors need not be D.C. residents to participate, the contest is a big deal
former Miss Gay D.C. American winners have nished in the top 10 at nationals four
different times three have won the national crown (Victoria DePaula, Coti Collins and
Kirby Kolby).
This is the regional competition in anticipation of the national event to be held
in October in St. Louis. Directly after the pageant, Ivy Winters from RuPauls Drag
Race will perform followed by an underwear model night from Universal Gear with
DJ Chord.
Capitol Pride Band gets spacey
The Capitol Pride Symphonic Band has its spring concert A Space Odyssey
Saturday at 7:30 p.m. at the Columbia Heights Education Campus Auditorium (3101
16th Street, NW).
The concert will feature selections including Jupiter from Holsts famous
Planets work, a selection from Star Trek, a Star Wars medley by John Williams
and more. Trombonist Sarah Safford, a competition winner, will perform a solo. Kyle
Rhoades from Chicagos Lakeside Pride Band is the guest conductor. Attendees are
encouraged to dress as their favorite sci- character for the show.
Tickets are $20 for adults, $10 for students and seniors. Children under 12 are free
if accompanied by an adult.

A folkie, a belter and a hip-hopper
Several LGBT musicians are in town in the coming days.
Lesbian Catie Curtis plays the Barns at Wolf Trap (1635 Trap Road) on Thursday at

On Wednesday, trans hip-hop artist Mykki Blanco performs with Dope Body and
Coup Sauvage and the Snips at Comet Ping Pong (5037 Connecticut Ave. NW).

And out Tony-winning actor/singer Levi Kreis brings his Flying Solo Tour to
CommUnity on the Hill (945 G Street, NW) on Saturday at 7:30 p.m. Hell perform a

Galactica celebrating anniversary in style
Special Agent Galactica (Jeffrey Johnson) celebrates her one year anniversary of
performing at Black Fox Lounge (1723 Connecticut Ave., NW) tonight with a special
show from 6-9 p.m.
Galactica says shes pulling out all the stops for this evening to include
audience favorites, a greatest hits lip sync set, new costumes and several guests
collaborators. Guitarist Jeremy King will join her band.

New MetroStage production
brings fabled era to life

Near the end of Charlie Bird Parkers
life, an attending doctor mistook the
34-year-old alto saxophonist to be in
his 50s. A longtime battle with drugs
and alcohol had taken a toll on the
legendary jazz greats body; but despite
the tragic circumstances attached to
his premature demise, Birds impact
remained unbroken, leaving an
inimitable, enduring mark on his musical
genre and those who knew him.
With Ladies Swing the Blues, a Jazz
Fable currently premiering at MetroStage
in Alexandria, Thomas W. Jones II
(book and lyrics) and William Knowles
(arrangements and original music) again
put the spotlight on an exciting chapter
in 20th century African-American musical
culture. Jones and Knowles who are also
Ladies director and musical director
respectively have worked together before
past collaborations include vaudeville-
era Bricktop, and 60s-set Cool Papas
Party. This time its the 40s and 50s New
York City jazz scene as personied by the
genius Parker.
The action takes place in Manhattans
legendary jazz club Birdland in 1955 on
the day after Parkers death. Four divas
of jazz in the tradition of Ella Fitzgerald,
Billie Holiday, Sarah Vaughan and Peggy
Lee, have gathered to celebrate the
memory (warts and all) of their beloved
downed comrade. As the ladies swap
gossip, jazz lore, and, of course, sing
bluesy, jazz standards, Parker walks
among them unseen and appears in
ashbacks from his fast and furious life.
With an easy smile, twinkly eye, nimble
dance moves and fabulous voice,
Anthony Manough as Parker sets the
bar high for what unfolds as 90 minutes
of rst-rate entertainment. In turn, Roz
White (Lady), Lori Williams (Ella), Yvette
Spears (Sassy), and Sandy Bainum (Lee)
terric, seasoned singers and actors
all prove themselves more than
willing and able to command center
stage. Ladies peaks when the jazz
women (decked out in 50s cocktail
dresses, rhinestones and wigs) take
to the Birdland stage to pay musical
homage to Parker, starting with low-
key, blonde Lees heartfelt Lullaby of
Birdland followed by unbridled Sassys
powerful Sometimes Im Happy,
and worldly Ellas show stopping scat-
infused Flying Home.
Finally, Wisecracking and streetwise
Lady takes the stage. Slow this shit
down, she says before easing into an
unhurried and salty Billies Blues.
Besides Lee, Bainum also effectively
plays characters from Parkers life
including a socialite jazz-loving baroness
and bebop-obsessed On the Road
author Jack Kerouac.
In search of motivation for his
characters seeking solace in jazz, Jones
smartly plumbs the real life ladies rocky
pasts which involved prostitution, sexual
and physical abuse, bad relationships
and addictions. Throughout the show,
Lady funnily sips from a sparkly ask
that she keeps handily nestled in her
cleavage; but at a darker point she
moves to the edge of the stage where
she shoot ups in the shadows.

The owners of OYA, SAX and SEI are
celebrating their 10 year anniversary in
Washington this month. OYA (777 9th
Street N.W.) and SEI (444 4th Street N.W.)
both serve a modern version of Asian
cuisine. SAX (734 11th Street N.W.) is
the newest addition to the restaurant
group and not only does it serve up a
variety of French dishes, but also behind
a glass-enclosed stage there are regularly
scheduled burlesque performances.
All month, each of these restaurants
is celebrating the anniversary with Gift
Extravaganza, is the companys way of
saying thank you to its patrons. Diners can
purchase a $100 gift card and receive two
bonus gift cards of $50 each. Purchasing
these gift cards also automatically enters
the purchaser to win one of ve amazing
prizes. First prize is The Extravaganza
which allows the winner to host a three-
hour party at SAX with open bar for 75
guests. Second prize is a ve course
wine-paired dinner for up to 10 people.
Third prize is a specially prepared ve
course wine-paired dinner at OYA, SEI or
SAX for up to ve guests.
Having eaten and enjoyed meals at
OYA several times over the past ve
years, I decided to make a reservation
at SEI one night when my husband and I
were craving sushi. Having just returned
from Central America where we had
some of the best and freshest sushi and
sashimi, including tuna rolls wrapped
in fried plantain, we were hoping for
some standout rolls at SEI. While our
main desire was sushi, we started dinner
with the wasabi guacamole with lump
crab meat served with wonton chips.
Although heavier than the sushi we
planned to have, it was a delightful way
to start dinner with the crab meat adding
richness to this refreshing appetizer.
We ordered four sushi rolls for dinner
including what our charming waitress,
Melinda, refered to as their signature
roll the Fish and Chips. This was
ounder, potato crisps and wasabi tartar.
We also had the tuna serrano, the kobe
tataki, and the spicy yellowtail. On top of
those rolls we also had the Honmaguro
Toro Sashimi; the fatty blue n tuna with
orange miso and fresh wasabi. Fatty
tuna is an extra special treat so if it is
on the menu I recommend splurging
on this sashimi, whose luscious velvety
texture that melted in your mouth made
it well worth the $24 price. Dont bother
contaminating this sashimi with soy
sauce its delightful without it.
I found the Fish and Chips roll to
have a very basic avor prole, and I
believe its a signature roll because its
an approachable avor and texture for a
wide range of people. The Kobe Tataki
had a layer of raw Kobe beef of the
outside with spicy crunch and watercress
oil. This was a favorite roll of the evening
and was a creative spin on sushi. The
spicy yellowtail was topped with a slice
of fresh jalapeno and served with yuzu
jalapeno soy which somehow managed
to light your mouth on re with every
bite. If youre a spicy fan like I am, then
this is a great roll for you, but if you shy
away from heat then select another roll
from the numerous options. The winning
roll for my husband and I was the well-
balanced tuna serrano, it was fresh and
avorful. With just a light dip in your soy
sauce and wasabi, it tasted exactly like
fresh artisan sushi should taste.

gay coming-of-age tale
Imagine living on an island,
landlocked and festering with dirty
laundry. In Mundo Cruel by Luis
Negrn, translated by Suzanne Jill
Levine, youll get a little taste.
Once not too long ago, Santurce,
Puerto Rico was known as Cangrejos,
which meant Crabs. For such a small
neighborhood, that name might
have been tting, since the buildings,
people, the heat, smells, the noise and
the gay bars were constantly scrabbling
up against one another.
Santurce is where a boy can be raised
thinking hes The Chosen One. He can
become a prophet, the future leader of
a church, a most beloved son of God.
And he can fall from grace in the time
it takes to lower his pants in a mens
restroom. He can fall from grace in the
eyes of everybody except the pastor,
who looks upon the boy with lust.
Its where beautiful macho men lie to
get what they want and the trick is really
(sometimes literally) on the man who
gives it to them. Its where money can
be owed for a long time and getting it
back can be impossible, which doesnt
stop some people from trying. Its where
a father gradually starts to notice that his
youngest son is an awful lot like the boys
uncle and since the uncle is gay, theres
sudden, cautious acceptance all around.
People gossip in Santurce, over the fence
and about a neighbors child who seems
rather effeminate. People are murdered
there and crime scenes are somehow
humorously made worse by an attempt at
subterfuge. People die in Santurce, and
they lie about whom they really are.
At a mere 90-some pages, Mundo
Cruel has got to be one of the skinniest
books Ive read in a long time. Its one of
the oddest, too.
Through a series of short stories
many of which leave the reader hanging
in the most uncomfortable ways
author Luis Negrn gives readers a
feel for the kind of community where
close-knit, kindred residents have lived
together long enough to intensely
dislike one another. That, of course, can
lead to a few funny scenarios and at
least one that ends in heartbreak. With
these better-told tales, Negrn does
an exceptional job in presenting small-
town life with all its snarkiness and back-
handed support.
The good stories make up fully half
the book which means, because of the
size of it, there isnt much to endure of
the lesser ones. Indeed, Mundo Cruel
is a tiny collection of tales, but its a
decent eyeful.

Deciphering agents many
educational designations

Have you met this woman or seen
her business card, replete with real es-
tate alphabet soup after her name: Ima
Goodagent, Realtor, ABR, CRS,
ePRO, GRI, SRES, ADHD?
Most people know about educa-
tional designations like BA (Bachelor
of Arts), MBA (Masters of Business
Administration) and Ph.D. (Doctor of
Philosophy). Some can even distin-
guish between acronyms like LLC (Lim-
ited Liability Company), LP (Limited
Partnership) and LLP (Limited Liabil-
ity Partnership). Real estate designa-
tions, however, generally leave people
scratching their heads, rst because
there are so many of them and second
because they are not intuitive.
First, the term Realtor that appears after
Imas name means that she is a member
in good standing of the National Associa-
tion of Realtors (NAR) and is responsible
for following a strict code of ethics when
dealing with clients, colleagues and the
public in general. Many people use the
term agent and Realtor interchange-
ably but only members of the national as-
sociation can call themselves Realtors.
We real estate agents really are an ed-
ucated group. In addition to coursework
required biennially to renew our licenses,
there are several dozen other education-
al opportunities available that allow us to
acquire new skills, improve existing ones
and be recognized for our ability to offer
specialized services to our clients.
You may encounter a large bowl of
this alphabet soup when buying or sell-
ing a home or an investment property,
or even when buying or leasing com-
mercial space. In our example, Ima
Goodagent holds the following NAR
designations:
ABR (Accredited Buyer Represen-
tative) Coursework and experience
leading to this designation signies
that an agent has the necessary skills
to legally, ethically and professionally
represent a buyers interests in the ac-
quisition of property. Membership in
the Real Estate Buyer Agent Council
(REBAC) is required.
CRS (Certied Residential Special-
ist) This designation focuses on resi-
dential sales in general and is geared
to both listing and selling property.
Not only does it require 64 to 80 hours
of study but it also features rigorous
production requirements and requires
membership in The Council of Resi-
dential Specialists.
ePRO (Internet Professional) First
offered when the real estate industrys
online presence was in its infancy, this
certication signies that the recipi-
ent can market property and conduct
transactions electronically.
GRI (Graduate Realtor Institute)
Think of this designation as a series of
post-graduate courses for agents. This
90-hour course includes real estate law,
procedure, nance, business manage-
ment, fair housing, ethics and more,
and is the prerequisite for obtaining a
brokers license.
SRES (Senior Real Estate Specialist)
This designation is relatively new and
features strategies to help agents work
with buyers and sellers aged 50 and
up, an age that someone out there ar-
bitrarily determined was the threshold
between middle-aged and senior.
Some designations and certica-
tions are offered only by the NAR. Oth-
ers may be offered by a variety of edu-
cational institutions across the country
and online. Here are some of the most
common ones available for specic dis-
ciplines within the real estate industry.
ALC (Accredited Land Consultant)

ASP (Accredited Staging Profession-
al) home staging
CCIM (Certied Commercial Invest-
ment Member) commercial sales

CIPS (Certied International Prop-

GREEN (NARs Green Designation)

I believe that our experiences working
consistently in the real estate jungle can
provide another, equally valid type of ed-
ucation. Nonetheless, if you are reading

of me sitting in a very uncomfortable
chair with my classmates, completing the
course that will allow me to add SRES to
my own set of real estate ABCs. Its the
