IN APPRECIATION OF JOHN K. SULLIVAN 14 YEARS OF SERVICE John K. Sullivan has contributed Fourteen (14) years of dedicated service to the Town of Ocean City, where he began his career in 1999; and WHEREAS, John Sullivan has played an integral role in the Recreation and Parks Special Events Department of the Town of Ocean City for the past Fourteen (14) years; and WHEREAS, John Sullivan’s skill and experience have been instrumental in the overall success of the Recreation and Parks Special Events Department for the Town of Ocean City, Maryland. NOW, THEREFORE, I, Richard W. Meehan, Mayor of the Town of Ocean City, Maryland, along with the Ocean City Council, do hereby commend John for his Fourteen (14) years of devoted service and wish him a happy and healthy retirement. The $16,845 will further the expansion of the department’s In Car Camera program (ICAIR) and supplement equipment related to the enhancement of Police In-Car Technology. 1) Purchase three In-Car camera systems including installation ($15,306.00) to further the ICAIR program and increase the availability of In-Car Cameras from nine to twelve total cameras in the fleet. 2) Purchase one L-tron scanner ($ 448) to allow the continuation of the E-Tix program. 3) Purchase one digital wireless microphone ($183) to be used in conjunction with the in car cameras. 4) Purchase four rugged USB hubs ($676) to enhance the USB connection for existing CF30 laptops mounted in vehicle. 5) Purchase four HID OMNIKEY proximity card readers ($232) to continue the advance authentication program (Imprivata).

FY 2012 HOMELAND SECURITY GRANT “12 HOME” FOR THE POLICE INCAR TECHNOLOGY PROJECT

This proposal is for the continuation of the In-car Camera Program known as I.C.A.I.R. The Department is requesting consideration to purchase three Arbitrator Camera Systems. The Ocean City Police Department began its research into digital in-car camera systems in October 2007. Seven (7) manufacturers provided demonstrations of their product to a “test-group” comprised of police personnel and I.T. personnel. From these demonstrations, two (2) manufacturers were selected for an on-site “Test and Evaluation” (T&E). Based upon the results of these field tests and references from other law enforcement agencies, the Panasonic Arbitrator was selected. The Panasonic Arbitrator is used widely throughout the country and the State with excellent results. As a result, the Department purchased a total of nine camera systems from “Brekford” and the systems are currently in use. “Brekford” is the sole company who will sell and install The Panasonic Arbitrator on site. Total funds request to complete part of the plan is $15,306. Part Two This proposal is for the purchase of equipment needed for the enhancement and continuation of in-car technology. Items requested in part two are related to the “Imprivata”, “Etix”, “ICAIR” and enhancements for existing Panasonic CF30 computers (Toughbooks). Based on research and previous purchases, Brekford is the sole vendor. Total funds requested to complete “Part Two” is $1,539. The total cost associated with the outlined purchases in Part One and Part Two is $16,845. There will be no financial impact on the FY 2013 Fiscal Budget. Funding will be accomplished by maximizing the $16,874 that has been set aside for Police In-Car Technology in the FY 2012 Homeland Security Grant (“12 Home”).

Recor, ICMA-CM, City Manager Captain Gregory Guiton, Police Department; Support Services Division Purchase of eight (8) TASER X2 Electronic Control Devices March 20, 2013 Purchase of eight (8) TASER X2 Electronic Control Devices (ECDs) The department desires to use funding in the current FY 2013 budget to purchase 8 additional TASER X2 ECDs at a cost of $11,433.85. The department currently has 8 trained/certified ECD users who do not have devices. The purchase of the additional devices will outfit all current trained/certified users with an ECD. Funding can be allocated from the department’s Radio and Maintenance account which currently has $58,372.00. The Budget Manager confirmed that funding in the account exceeds the financial needs of the department and the funding for the ECDs can be absorbed by moving the required amount to an Operational Supply account located in the Patrol Division. The purchase of the 8 devices under the current FY 2013 budget will reduce the number of ECDs requested in FY 2014, as the department continues to outfit all officers serving in an operational capacity with this less than lethal device. The department currently has 26 ECDs in service. The additional 8 will allow the department to outfit 37% of the officers and first line supervisors (sergeants and corporals) serving in an operational role. The purchase of the devices in FY 2013 will assure implementation prior to the 2013 summer season.

Failure to promptly return the AFID registration card may void any TASER warranty. Final Sales. All sales are final and no refunds are allowed for TASER law enforcement, military, and corrections products, cartridges and accessories. Return Policies; Exchanges for TASER Citizen Products. All sales are final and no refunds or exchanges are allowed, except as provided by state or federal law and as specified below: 15-Day Return Period for Citizen Model CEWs, Cartridges and Accessories: The citizen model CEWs, TASER cartridges for citizen products, and accessories for citizen products that are unopened and still in their sealed package may be returned or exchanged within 15 days from the date of receipt of the product for a credit or a refund of the purchase price paid, less shipping and handling, and any applicable restocking fees. Entire Agreement. These Sales Terms and Conditions, along with the product warranty, license and service agreement(s), constitute the entire agreement between the parties. These Sales Terms and Conditions supersede and replace any prior agreement or understanding between the parties, including any oral representations concerning the subject matter of this agreement.
