SCOPE This Design Basis describes the work to be performed for the design and preparation of the architectural contract documents to be used for the complete procurement and construction of buildings in this scope of work for Ruwais Refinery Expansion Project. The CONTRACTOR shall develop a complete set of contract documents which shall include, but not be limited to all necessary specifications required to construct and/or extend and/or refurbish the buildings listed in the COMPANY document 5578-TEC-CU001(25418-1000-A0X-A000-C0001), titled The Buildings List. Design shall be based on this document, and specialty specifications as listed herein in Appendix -A.

WORK INCLUDED The scope of work covers the buildings indicated on the architectural conceptual drawings, listed in Appendix -E including the following: 1.1.1 1.1.2 1.1.3 1.1.4 1.1.5 1.1.6 1.1.7 1.1.8 Interior furnishings and furniture, including signage (External & Internal) Laboratory fixtures/ cabinets, equipment and tools. Work Shop equipment, storage shelving and tool cabinets. Equipment and tools for light vehicle service station. Exterior and interior lighting. External pavements, yard and parking areas (including Landscaping as required). Fire and Gas detection system/ Fire and Safety equipments. Demolition as required.

GENERAL BUILDING DESIGN GOALS The buildings shall be designed and constructed to house the staff and equipment safely, economically and functionally. The design solution for the buildings shall be a functional, economical, straight forward expression of form and use of materials. DEFINITIONS Within this design basis, the following definitions shall apply: COMPANY CONTRACTOR ABU DHABI OIL REFINING COMPANY (TAKREER) The Organisation to which TAKREER awards the Engineering, Procurement and Construction (EPC) phase. An Organization providing specific services to the CONTRACTOR. The organization which manufactures the material or product in question.

SUPPLIER

The organisation or supplier of goods, equipment and support services for a particular type of goods, equipment or package to the CONTRACTOR or SUBCONTRACTOR. The COMPANY authorized party responsible for the overall day-today execution of the Project. The PMC is to serve as the liaison between the COMPANY and the CONTRACTOR(S) on the project. The Engineering Division of the CONTRACTOR or the Consultant which performs the design of the element in question. Detailed Engineering Drawings provided by the CONTRACTOR. A deviation requested by the CONTRACTOR, usually after receiving the contract package or purchase order. Often, it refers to an authorization to use, repair, recondition, reclaim, or release materials components or equipment already in progress or completely manufactured but which does not meet or comply with COMPANY requirements. A CONCESSION REQUEST is subject to COMPANY approval. Indicates a mandatory requirement. Indicates a strongly recommended requirement. The word “Building” shall be understood to include all buildings, shelters and enclosures as required by the Project. DOCUMENTS ( Drawings/ Documents) provided in the FEED package

QUALITY ASSURANCE AND QUALITY CONTROL The CONTRACTOR shall have in effect at all times, a Quality Assurance and Quality Control system that establishes the authority and responsibility of those responsible for the quality system. Persons performing quality functions shall have sufficient and well defined authority to enforce quality requirements, initiate, identify, recommend and provide solutions to quality problems and verify the effectiveness of the corrective action. CONTRACTOR’S proposed quality system shall fully satisfy all the elements of ISO 9001 – 2000, “Quality Management Systems – Requirements” and ISO 9004 – 2000, “Quality Management Systems – Guidelines for Performance Improvements”, with due regard to ISO 19011. The quality system shall provide for the planned and systematic control of all quality-related activities performed during fabrication. Implementation of the system shall be in accordance with the Quality Manual and Project Specific Quality Plan, which shall both together with all related and referenced procedures, be submitted to the COMPANY for review, comment and approval.

The COMPANY reserves the right to inspect materials and workmanship at all stages of fabrication and to witness any or all tests. The COMPANY, 30 days after award but prior to the pre-inspection meeting, shall provide the CONTRACTOR with a copy of its Fabrication and Inspection Plan for review and inclusion of any mandatory COMPANY witness points. 3.0 DESIGN CRITERIA By reference, the latest editions of the following standards, codes, guides and specifications, in effect and available at the time of the award of the project, shall be considered as part of the design criteria. In cases of conflict between these documents, the more stringent shall take precedence. No provisions are required to make any building or portion thereof accessible to handicapped personnel, unless specified in drawings or under building descriptions. Alternate standards and codes meeting the requirements of the referenced standards and codes may be used with the approval of COMPANY. 3.1 BUILDING CODES AND REGULATORY AUTHORITY REQUIREMENTS For all relevant codes and standards, refer the specifications in Appendix –A. Additionally the following Codes and other applicable Standards of Local Regulatory Authorities having jurisdiction shall apply. ENGINEERING STANDARDS The final design for the buildings shall comply with the design engineering codes, specifications and standards described in this Design Basis and the Design Basis of other engineering disciplines, listed herein in Appendix A.

ENVIRONMENTAL CONSIDERATIONS The design of the buildings shall give consideration to and incorporate environmental factors into the design solutions to the fullest practical extent, including climatic conditions, acceptable noise levels and energy conservation.
